ISCC audits in SE-Asia –Challenges with respect to land use change

Agenda

Definition of Principle 1

Land use change on land with high-biodiversity value

Land use change on scrubland

Land use change on “agricultural land”

Retrospective verification of Principle 1

3

Definition of Principle 1

4

Definition of Principle 1

Principle 1: Biomass shall not be produced on land with high biodiversity value or high carbon stock. HCV areas shall be protected.

5

Land use change on areas with high biodiversity value

6

Land use change on high-biodiverse areas

1. Protected areas

Definition is clear

7

Land use change on high-biodiverse areas

1. Protected areas

Requirement is clear.

2. Forest landForest land comprises primary forests and other natural areasthat are covered with native tree species and do not showclearly visible indications of human activity and the ecologicalprocesses are not significantly disturbed.

Definition not clear! According to 4.1.3. (“Biomass shall not be produced on areaswith high carbon stock”) it is allowed to convert forest land witha canopy cover up to 30% as long as the requirementsregarding the GHG savings are fulfilled. Contradiction?

8

Land use change on scrubland

9

Land use change on “scrubland”

According to 4.1.2. of the ISCC system basics (high-biodiverse) grassland shall not be used for biomass production.

10

Land use change on “scrubland”

According to 4.1.2. of the ISCC system basics (high-biodiverse) grassland shall not be used for biomass production.

Definition of grassland: An area where a continuum of grasses or grass-like plants with few woody plants grows”

How many is “few”?

Definition grassland vs. scrubland? What classification system shall be used?

Is it allowed to use scrubland for biomass production?

15

Land use change on “agricultural land”

16

Land use change on “agricultural land”

Definition of “agricultural land” ??

Industrialized monoculture schemes vs. small-scale extensive agricultural activities by local communities (inter-cropping with natural vegetation)

21

Land use change on “agricultural land”

Definition of “agricultural land” ??

Industrialized monoculture schemes vs. small-scale extensive agricultural activities by local communities.

How are the boundaries of an “agricultural land” defined?

23

Land use change on “agricultural land”

Definition of “agricultural land” ??

Industrialized monoculture schemes vs. small-scale extensive agricultural activities by local communities.

How are the boundaries of an “agricultural land” defined?

How many years can land lie idle (uncultivated) to be still considered “agricultural land”?

Is LUC allowed on (extensive) agricultural land even though it shows features of grassland or (native) tree species?

24

Land use change on “agricultural land”

25

Retrospective verification of Principle 1

Even though conditions for land use change are clearly defined, how to reliably verify compliance with Principle 1 if the LUC already took place?

Binding procedures? e.g. remote sensing analysis
