CENSUS OF GOVERNMENTS

PURPOSE

To provide periodic and comprehensive statistics about governments and governmental activities. The UnitedStates Code, Title 13, requires this census and provides for voluntary responses.

COVERAGE

All state and local governments in the U.S. local governments include counties, cities, townships, special districts,and school districts.

CONTENT

Data are obtained on government organizations, finances, and employment. Organization data include location,type, and characteristics of local governments and officials. Finances and employment data are the same as incomparable annual surveys and include revenue, expenditure, debt, assets, employees, payroll, and benefits.

FREQUENCY

Government organization data and information are for March of the census base year (2002, 1997, and so forth).'Financial data are for the individual fiscal year that ended prior to July 1 of the census year. Employment data arefor March of the census year. Everyfive years since 1957, for years ending in "2" and "7" (part.of the CensusBureau's periodic Economic Censuses). Reference periods for data vary by census phase.

METHODS

A three-phased state and local government data collection, supplemented by data from the Federal government.Phase one is a pre-census directory survey of the more than 87,000 local governments. It includes extensivelegal research into government structure by state, as well as a mail-out/mail-back survey, and produces anupdated list of all local governments and selected data.

Phase two covers all of the state and local governments, and expands the census year annual finance surveyfrom about 14,000 to the more than 87,000 state and local governments. It uses in-house data compilations ofsource documents for many of the state and largest local governments, consolidated data submissions (usuallyelectronic files) for about 55,000 local governments, Internet data collection capabilities, and a mail-out/mail-backsurvey of the remaining governments.

Phase three covers all of the Federal civilian, state and local governments and expands the census-year annualemployment survey from about 10,000 to the more than 87,000 local governments. It relies on consolidatedsubmissions from more than 30 state respondents, an Internet data collection capability, with the remainderobtained through a mail-out/mail-back survey.

PRODUCTS

Public releases include electronic files and Internet tables first, followed by printed reports. For the Organizationphase, releases are available within 1 year of the census year. Printed format includes Volume 1. GovernmentOrganization.

Finance phase releases begin about 16 months after the close of the census year. They include files coveringfinances of state governments, local governments by type, and finances of individual government units. Internettables cover state governments, state and local governments, and employee retirement systems of state and localgovernments. Printed releases include Finances of County Governments, Finances of Municipalities andTownship Governments, Compendium of Government Finances, and Employed Retirement Systems of State andLocal Governments.

Employment phase releases begin about 12 months after the census year. They include files coveringemployment and payroll of the Federal government (civilian only), state governments, state and localgovernments by state and type, and employment of all individual governments. Internet tables cover Federalemployment, state employment, as well as state and local government employment by state. Printed releasesinclude Employment of Major Local Governments, and Compendium of Public Employment.

USES

There are two primary users among Federal statistical agencies engaded in measuring the nation's economic andfinancial performance: the Bureau of Economic Analysis and the Federal Reserve Board. State and localgovernments use the data to develop programs and budgets, assess financial conditions, and performcomparative analyses. In addition, analysts, economists, market specialists, and researchers need these data tomeasure the changing characteristics of the government sector of the economy. Journalists report on, andteachers and students learn about, their government activities using our data. Internally, the Census Bureau usesthese data as a benchmark for all of our non-census year samples.

SPECIAL FEATURES

Provides the only source of periodic information that identifies and describes all units of government in the U.S.and reflects the use of nationally consistent definitions and classifications.

Cheshire County Profile

Cheshire County is located in the Monadnock region ofsouthwestern New Hampshire with a total area of over 736 squaremiles. With 19 square miles of inland waterways, 83% forested, thecounty remains relatively rural in character. The county populationis 72,182 with the city of Keene (population 22,872) serving as thegeographical and social-economic center of the county. The town ofSwanzey (population 6,653) and Jaffrey (population 5,431) are thenext largest communities in Cheshire. The remaining 52% of thepopulation resides in relatively rural settings in the remaining 20towns with populations ranging from 250 - 4,200. The split betweenthose who were born in New Hampshire and those who haveimmigrated is about 50/50.

Cheshire County has a mix of rural villages, urban settings, forestand agricultural land, and numerous lakes and streams. The healthand vigor of its diverse natural resources is an important attraction.While the economic base is industrial, business, and serviceoriented, tourism is very important to the area. Monadnock StatePark in Jaffrey (location of Mount Monadnock, the. most heavilyclimbed mountain in New England), the 13,000 acre Pisgah StatePark in the southwest corner of the county, and RhododendronState Park in Fitzwilliam are significant natural attractions to thearea.

County Business Patterns

County Business Patterns is an annual series that provides subnational economic data by industry. Theseries is useful for studying the economic activity of small areas; analyzing economic changes overtime; and as a benchmark for statistical series, surveys, and databases between economic censuses.Businesses use the data for analyzing market potential, measuring the effectiveness of sales andadvertising programs, setting sales quotas, and developing budgets. Government agencies use the datafor administration and planning.

County Business Patterns covers most of the country's economic activity. The series excludes data onself-employed individuals, employees of private households, railroad employees, agricultural productionemployees, and most government employees. The County Business Patterns program has tabulated on aNorth American Industry Classification System (NAICS) basis since 1998. Data for 1997 and earlieryears are based on the Standard Industrial Classification (SIC) System. For more information on therelationship between the two systems, see the Bridge Between NAICS and SIC.

This series has been published annually since 1964 and at irregular intervals dating back to: 1946. Thecomparability of data over time may be affected by definitional changes in establishments,-.activitystatus, and industrial classifications.

NOTICE TO THE PUBLIC

A contract for reconstructi on of the Crearmery CoveredBridge was recently bid and has been awarded to RenaudBrothers Inc. of Vernon, Vermont. Funding is 95% Stateand Federal, and the project is to be overseen by theVermont Agency of Transportatio n. Work includesreplacement of the lower chords, the entire bridge deck andoak runners, and replacement of a portion of the lattice andother structural members if found in poor condition. Thereconstructed bridge also receives a dry sprinkler and firedetection system. C reamery Bridge was last reconstructed in1980.

Work is anticpated to start December 11 with a completion

History of Monadnock Econom ic Development Corporation

The Monadnock Econorric Development Corporation (MEDC) has a unique and successful history of incorISouthwestern New Hampshire. In 1985, a need was identified to "centralize in one organization leadershipof efforts to improve and revitalize...the health, vitality and environment of the industrial base of the Keenethe private, not-for-profit Keene Industrial Development Corporation (KIDC) was founded. KIDC initially derifrom the City of Keene, the Keene Chamber of Co mrrerce and the Keene Downtown Housing Corporation.the organization included:

z To serve as a liaison between private and public bodies in coordinating and negotiating developm e

z To assume a positive role in seeking out and discussing with present and potential property owner ,tenants those opportunities and plans for bringing together available programs, investment opportuassistance programs as well as the necessary gov ernment cooperation with the objective of malntfurthering a strong and posit ive industrial base;

z To assist the City Council and Select Boards throughout the Region in meeting their responsibilitiestrong industrial base;

z To maintain a cooperative working relationship with the Planning Department, Planning boards andorganizations in its development planning role.

Recognizing that Keene is at the econonic center of the Monadnock Region, and that avital downtown wa,prosperity, KIDC merged with Keene Downtown Revitalization Corporation in 1995 toform the Keene Econand Revitalization Corporation. Anadditional objective wasadded tothe original articles of incorporation

In 1999, the name of the organization was changed to Monadnock Economic Development Corporation (Mreflect the corporation's rrission "to lead the region inthe enhancement ofits industrial and business base Istandard of living, quality of life, and econorrmic vitality of our corrirunities." Currently, under the governancBoard of Directors consisting of local business leaders and professionals, President John G. Dugan and thicontinue to innovatively meet the organization's objectives.

MEDC's Accomplishments

MEDC accomplishments include the development of Black Brook Industrial Park, with the creation of over Efeet of new building space and hundreds of new jobs; the E.F. Lane Hotel, which entailed the purchase andformer Goodnows Department Store into an upscale forty room hotel in downtown Keene; the renovation osquare foot Beaver Mills Building into office space and senior housing; and the transformation of the Chaina sheet metal and.ply-wood covered vacant block into retail, office, and housing space in downtown Keene

Additional examples of successful business expansion projects that have been assisted by MEDC throughfuncing and MEDCs loan pool include: Hannah Grimes Marketplace, in Keene, Lentex in Walpole, BensonWalpole, New England Wood Pellet inJaffrey, Sunset Tool inKeene, Bagel Works inKeene, and PlumPa kindirect benefit derived from these success stories is that MEDCs operations are now entirely funded by th,produced by these projects, as well as loan income.
