Foreword from our ChairmanDear Cré Members,

Welcome to the 2017 edition of the new Cré Diary - we trust that you will find it a useful addition toyour desk. We would like to say a very special thank you to those who made this publication possibleby placing support advertisements. I trust you will in turn support them in their business.

We are continuing to promote the benefits of Composting and Anaerobic Digestion, making certainthat all stakeholders, industry partners and key decision makers are up to date with the status of oursector.

The non-implementation of “Pay by Weight” was a serious blow to the development of the sectoras it was seen as a very transparent method of increasing the volume of Brown Bin and Organicsbeing presented for processing. Unfortunately time and investment have been wasted and onceagain a new plan must be developed. Facts speak for themselves – there has been no increase in thecollection of Brown Bin in recent years and close examination of the figures show a decline. We callon the government to urgently reverse this trend with practicable, cohesive and sustainable measures.

Two principle policies remain top of our agenda:1. Brown Bin – Increase in presentation levels2. Support Mechanisms for Biomethane, Heat and Electricity.

We continue to work closely with the Irish BioEnergy Association through the Anaerobic DigestionPolicy group and thank those dedicated people for all their hard work.

I wish to thank Mr Fiacra Quinn who has recently stepped down after many years of voluntary workwith the Cré Board. Although Fiacra had no direct link with the Composting/AD Sector, he gave verygenerously of his time and experience. We will definitely miss his input but we wish him well in hiscurrent and future endeavours.

On your behalf, I would also like to take this opportunity to thank Mr Percy Foster for his hard work,loyalty and dedication. Percy is always at the forefront of development - often a lonely place.

As always, there are so many people (Directors, Committee Chairs, Delegates, etc) who contributeto the organisation and I thank all of them on your behalf.

We would like to take this opportunity to updateyou on the work which has been carried out onbehalf of Cré Members in 2016.

FOOD WASTE AND WASTE POLICYCré has had several meetings with theDepartment of Environment, Communityand Local Government to discuss wastepolicy matters in addition to attending theNational Waste Forum.Cré has met with a Special Advisor to theMinister and Assistant Secretary ofDepartment of Communications, Energy andthe Environment to discuss anaerobicdigestion and waste policyCré has met with the National EconomicSocial Council (NESC) on a compost site.NESC is working on case studies on thecircular economy and the visit provided anopportunity to explain our sector.Cré advocated for the ‘pay by weight’legislation, Waste Management (CollectionPermit) (Amendment) Regulations S.I.24/2016.Based on the experiences from NationalBrown Bin Awareness Pilot was in Sligo, a bestpractice guide for door to door education ofhouseholders on how to use a brown bincollection service was developed. ANIMAL BY PRODUCT REGULATIONSABP Forum meetings hosted by theDepartment of Agriculture, Food and Marine(DAFM) were attended twice.Cré was kindly invited by the Department ofAgriculture, Food and the Marine to give twopresentations during a compost/biogasinternal training courses for the districtveterinary officers in Kilkenny. DavidMcDonnell (Green Gas AD) and Percy Fostergave presentations on biogas and

composting. The course was well attended byover 30 vets.EU ABP Regulations: Under the draftFertiliser Regulations, it is proposed that the‘end point’ be defined when the Animal By-Product regulations do not apply. This hasbeen a key thing Cré has been promoting inBrussels and attended two meeting with theDirectorate General for Health andConsumers (SANCO) over the last few yearspromoting this concept.

ANAEROBIC DIGESTIONA delegation from Cré and Irish BioenergyAssociation (IrBEA) had a joint meetingwith the Department of Energy,Communication and Natural Resources todiscuss the consultation on electricity and theRenewable Heat Incentive.Cré (David McDonnell, Morgan Burke andPercy Foster) provided Cré’s Planning for anAD Plant course to seven staff at theSustainable Energy Authority of Ireland(SEAI).Members of the Cré’s Anaerobic Digestion(AD) committee met with the IrBEA twice.The two Associations hired an EU expert toprepare a short report on the potential ofanaerobic digestion in Ireland. The committeemet up and worked on through thesubmission to SEAI’s Ricardo Consultants.Billy Costello of Green Generation kindlyallowed Cré to show a working biogas plantto some key stakeholders in theDepartment of Agriculture, Food and Marine’sclimate change unit, the SEAI and theNational Treasury Management Agency(NTMA).

OTHER WORKCré attended the European Compost NetworkBoard meeting in DublinCré has played an active role in the ECN

strategy on lobbying the Circular EconomydiscussionThe Cré Board of Directors met in January,March, May, and September.The Technical committee met up to preparethe draft submission on the EU FertiliserRegulations. In addition some suggestions toimprove the National Compost StandardIS441 were discussed.Cré has raised nearly €1,000 for FocusIreland.Cré took part in a discussion panel at BloomFlower Festival on food waste and thebrown bin.

Cré Forms Partnership with GIY IrelandGIY and Cré have drafted a three-yearpartnership plan in which GIY will incorporatebrownbin.ie educational tools into the GIYschool programmes and doing promotionalcampaigns to their members.

EVENTSCré hosted the HACCP training course forcompost and biogas plants in August.Cré organised a visit for members to a smallscale biogas plant pilot.The Cré general meeting took place on 8March at the Killeshin Hotel, Portlaoise.

GORC brought togetherdelegates from 23countries to discuss thelatest developments,

challenges and future circular bioeconomyopportunities for the organics recycling sector.The congress concluded with a visit to the Bordna Móna composting plant.The event had high profile speakers:

GIY Ireland is a non profi t charity with over 150,000 members. Its aim is to help people grow their own vegetables. GIY and Cré have drafted up a three year partnership plan.

In this partnership plan, GIY Ireland will assist Cré with the following:

• Data collection from its members on Cré surveys

• Incorporating brownbin.ie educational tools into the GIY school programmes

• Three years of promotional campaigns to their members e.g. pay by weight/brown bin in 2016

In addition, Cré will be promoted as one of the main sponsors of Grow Circle/ Grown HQ in Waterford (http://www.giyinternational.org/grow_hq) and provided with an advert space in the GIY magazine.

The cost of this partnership plan to Cré is €10,000 over three years.

Waddock Composting Facility Ltd

Overview: Operating since 2005, Waddock Composting Facility, Ltd. is a permitted and ABP approvedcomposting facility utilising in-vessel batch tunnel technology to produce high-quality compost for agricultural,horticultural and gardening markets. In 2010, the facility was upgraded to increase capacity and improveenvironmental management systems, especially in relation to odour control. The facility utilises a state-of-the-artprocess control system that allows the operators to fully manage the composting process and track batchesthrough the facility for traceability purposes. Anaerobic Digestion Plant at Gilfresh Produce (NI)

Gilfresh Produce runs a very efficient Weltec AD plant since autumn 2015. Vegetable wastes from the sorting, washing and packaging will be topped up to 500kWel with cattle slurry and small tonnages of who-le crop rye, maize and grass silage.

The Weltec MULTIMix ensures the optimal maceration of vegetables and fibrous silage, and will enhance digestion and reduce wear and tear as well as energy use within the digester.

In September 2006, Dublin City Council introduceda pilot kerbside collection of organic waste to8,000 households. This was the first phase of theimplementation of the National BiodegradableWaste Strategy in the city and helps to achievetargets set out in the Waste Management Plan2005-2010. The next phase of the rollout began inFebruary 2008 and to date 105,000 householdersacross the City have been provided with a brownbin and kitchen caddy for the collection ofhousehold organic waste and garden waste. Priorto the commencement of the collection service,each householder received a notification letterstating that they shall be receiving a new brown binwithin the forthcoming days, the collection daysand the charging system. Each household was alsoprovided with an information leaflet detailing thetypes of waste accepted in the Brown Bin (pleasesee attached) Furthermore, in 2008 8,287 tonneand in 2009 16,129 tonne of organic material wasdiverted from landfill as a result of householdersusing their brown bin.

It is a key component of the Northeast WasteManagement Plan helping the north-east region toreach its reduction of biodegradable waste tolandfill and recycling targets. The facility is licensedby the EPA, W0195-02 and Department ofAgriculture, Comp-6.

The main feedstock for the facility is householdBrown Bin and commercial Brown Bin/cateringwaste. The incoming feedstock goes through acomposting/transformation stage over a period of8 to 9 weeks to produce quality compost which isused as an organic fertilizer/ soil conditioner incommercial farming and landscaping.

Kilmainhamwood Compost also provides a deliveryand spreading service for the end-user if required. In2013 the addition of a 450Hp self propelledspreader to the fleet was a great benefit to gettingcompost spread within the short spreading period. In 2007, the facility was accredited with ISO 14001,ISO 9001, and OHSAS 18001.
