The 2011 Guide to Composting and Anaerobic Digestion is produced and edited by the Cré –

Composting and Anaerobic Digestion Association of Ireland.

What Does the Guide Cover?

The Guide lists information and contact details of organisations from the Ireland and Northern

Ireland supplying services, goods and members of Cré. These include local authorities,

consultants, compost facility operators, anaerobic digestion operators, waste management

companies, trade and education institutions.

FOREWORD Dear Cré Members,

Welcome once again to a new year, which we will see growth in the sector, and a new set ofchallenges facing our industry.

Cré has been at the forefront of “change” and had many successes to its credit in 2011 are:

Landfill levy increase to €75/tonne

REFIT 3 for anaerobic digestion

26 events/ training courses and conferences delivered

‘AD Europe 2011 International Conference’. Fáilte Ireland said 150-180k was spent in Ireland byinternational delegates

1,398 training days delivered to the industry

80 free training days to unemployed people

‘Cré Compost Skillnet’. Funded by member companies and the Training Networks Programme,an initiative of Skillnets Ltd. funded from the National Training Fund through the Department ofEducation and Skills.

After many years green shoots of growth are emerging in the sector:

Since the introduction of the Renewable Obligation Certificates in Northern Ireland, there havebeen over 70 planning applications for on- farm AD plants. AD as an alternative enterprise forfarmer’s looks set to be vibrant.

The landfill levy has increased to €50/tonne and is set to increase to €65 in July, creating theincentive for waste companies to divert organic waste towards our composting and AD facilities.

REFIT 3 was recently opened and many AD facilities waiting for this will hopefully be built.

However, our next Landfill Directive Diversion target is only next year in 2013. We must n’tunderestimate the challenges facing us to meet this EU target.

We must re-double our efforts and ensure:

Improved implementation of the Commercial Food Waste Regulations

Implementation of the imminent Household Food Waste Regulations

Increase the landfill levy as planned

Increase composting/AD capacity in the country

Increase knowledge on the use of brown bin

Educate end users how to use compost

Develop market for quality compost

As Cré is a ‘not for profit’ organisation with limited resources, members’ support is greatlyappreciated. On behalf everyone, I thank you and wish you every success in 2012.

In addition to consultationwith regulators, Cré actively engages and informs keystakeholders that affect our industry, such as bodiesrepresenting sectors that produce waste and users ofcompost/digestate. Where possible Cré takes parts inGovernment working groups (e.g. Cré is a member ofGovernment High Level Action group on GreenEnterprise and the Department of Agriculture,Fisheries and Food Animal by-Product Forum.

Cré has a strategy of developing and promotinggood practice and excellence in the industrythrough training. With consultation with ourmembers we developed a co-ordinated trainingprogramme for the industry.

To date nearly 100 people have graduated from this course since it was established in 2007. This course

provides compost operators, regulators of facilities and anyone interested in starting a composting facility

with the practical knowledge on how to compost properly, how to produce a high quality compost product

and how to be compliant with all the regulations. The course was developed by Cré in co-operation with

FÁS and Institute of Technology Sligo. The course allows participants to satisfy the general Environmental

Protection Agency requirement for a suitably qualified and experienced facility manager to operate a

licensed composting facility.

METHODOLOGY: The course is delivered by a team of approved tutors who have extensive national and

international experience in the field of composting/waste management. Students are required to complete

site visit reports for each composting facility visited. A comprehensive training manual (300 pages) and

copies of all presentation will be provided to everyone. It will be taught in classrooms and there will be site

visits to a number of composting facilities, such as a large green waste composting facility (windrow

technology), a small green waste composting facility and two food waste composting facilities (In- vessel

/ Animal by Product Facilities). Students will undertake an exam after the end of the course.

DURATION: The course will last 6 days, comprising three blocks of 2 days over a period of time.

CERTIFICATION: The course has been accredited by the Institute of Technology, Sligo (under delegated

authority from HETAC). The Course is entitled “Certificate in Compost Facility Operation” (Special Purpose

Award Certificate, Level 6, 10 credits).

Planning for an Anaerobic Digestion FacilityLate June 2012

With the introduction of government incentives, such as ROCs (Northern Ireland) and REFIT (Ireland) for theproduction of renewable energy, anaerobic digestion (AD) is now a viable technology that offers huge potential forrevenue generation for farmers and waste operators alike.

Anaerobic digestion produces a high energy containing gas, known as biogas, which can be used for green energyproduction. The technology is simple, yet robust, and well developed across the continent. AD is a new developmentfor Northern Ireland and offers great opportunity for those who wish to enter the renewable energy market.

To facilitate the growth of the sector Cré has developed a “Planning for Anaerobic Digestion Facility” training course.The course is a highly intensive 2 day training course targeted specifically at projects in Northern Ireland and Ireland.The course will give participants a clear understanding of what anaerobic digestion is, basic design criteria, planning& regulatory requirements, grid connection, project economics, financing, and much more. The course includes avisit to an operational anaerobic digestion plant. The course will prepare participants wishing to develop anaerobicdigestion plants and allow individuals to up skill in the area of Anaerobic Digestion.

The objective of the course is to educate individuals involved in anaerobic digestion, be it farmers, waste operators,planners, decision markers with all the knowledge to assist them in developing an anaerobic digestion project. Thecourse will not allow participants to design their own plant but will provide them with sufficient knowledge whendealing with technology providers, government agencies, planners, banks, to make well informed decisions.

In September 2006, Dublin City Council introduced apilot kerbside collection of organic waste to 8,000households. This was the first phase of theimplementation of the National Biodegradable WasteStrategy in the city and helps to achieve targets set outin the Waste Management Plan 2005-2010. The nextphase of the rollout began in February 2008 and to date105,000 householders across the City have beenprovided with a brown bin and kitchen caddy for thecollection of household organic waste and gardenwaste. Prior to the commencement of the collectionservice, each householder received a notification letterstating that they shall be receiving a new brown binwithin the forthcoming days, the collection days andthe charging system. Each household was also providedwith an information leaflet detailing the types of wasteaccepted in the Brown Bin (please see attached)Furthermore, in 2008 8,287 tonne and in 2009 16,129tonne of organic material was diverted from landfill asa result of householders using their brown bin.

adjacent to the family farm, Greengas AD Plant hasrecently become operational having progressedthrough the final stages of testing and validation withthe Department of Agriculture. The plant processesdairy and poultry manure and imported feedstocksuch as hatchery waste and dairy sludge. The biogasproduced in the anaerobic digestion process is used asfuel in a CHP Unit. The resultant electricity producedis sold to the national grid and the heat generatedrecycled for heating use in both Plant and the nearbypoultry enterprise. The processed digestate is used onlocal farm land as a high quality eco fertiliser.

Quality compost developments

Compost quality standard

Cré research, funded by EPA, analysed Irish compost quality databases and developed an industry quality

standard, for source separated biowaste derived compost. This standard, proposing parameter limit values,

was published 2009.

In 2009, rx3 requested the National Standards Authority of Ireland (NSAI)

to use the industry quality standard to develop an Irish Standard. NSAI

established a Working Group representing sector stakeholders. This group

agreed definitions, feedstocks, sampling, analysis procedures, limit values

and packaging requirements. Following public consultation, the standard

was published by NSAI as Irish Standard I.S. 441, in June 2011.

Compost quality assurance scheme

rx3 appointed Certification Europe Ltd. to develop a compost quality

assurance scheme using I.S. 441 product specification. The 30 month

project started February 2011, and comprises three phases.

1. Drafting CQAS documentation.

2. Trialling the draft CQAS at compost facilities. Audits, recommendations, training and an action

programme are implemented.

3. Operating CQAS on pilot basis from mid-2012, facilities to be accredited.

Twenty, composting facilities have been recruited, audited and trained in phase 2. These facilities represent

c. 67% (245,500 tonnes) of the total operational capacity of Irish composting facilities. Indications are

that producers are well prepared, with documented procedures and processes to support progression to

certification. Feedback from operators with the process to date has been very positive.

Certification Europe has developed a quality mark to assist in marketing and

identifying high quality compost and in increasing overall awareness and

understanding of quality compost issues.

An awareness programme is being developed during 2012 to develop

awareness of the scheme in compost users.
