The Illinois Racing Board is a regulatory andenforcement agency of State Government. TheIllinois General Assembly establishes public

policy in the area of horse racing regulation, which iscarried out by the Board. The Board, which allocatesrace dates to various racing associations, is also re-sponsible for licensing, rulemaking, and supervisingthe conduct of race meets. Every individual that par-ticipates in Illinois racing is required to be licensed.The licensing process includes fingerprinting as wellas the conduct of a background review for criminalhistories. For calendar year 2003, the Board issued10,719 licenses. A staff of administrative, security, andveterinary professionals, in conjunction with Boardapproved racing officials, supervised the activities atfive racetracks conducting pari-mutuel racing in Illi-nois during 2003.

The Board is a member of the Association of RacingCommissioners International (RCI), the industry’s old-est and most prominent regulatory association. BoardCommissioners, as well as staff members, are activeparticipants on various RCI committees. The infor-mation contained in the RCI database allows the Boardto monitor the backgrounds of licensees and to ex-change important regulatory and industry informationwith other jurisdictions.

In 2003, Governor Blagojevich signed ExecutiveOrder number 9, pursuant to Article V, Section 11 ofthe Illinois Constitution. This order transferred func-tions of the Department of the Lottery, the Liquor Con-trol Commission and the Illinois Racing Board to theDepartment of Revenue. The transfer was effectiveJune 1.

The 607 race programs conducted during 2003 re-sulted in a total handle of $1,067,918,400 represent-ing a decrease of almost 6% compared to 2002. Thor-oughbred meets accounted for $708,183,060, a de-crease of 2.6%, while standardbred meets contributed$359,735,340, a decrease of 11.2%. A contract im-

passe between the harness horsemen and Maywood/Balmoral, delaying the opening of the Chicagolandharness racing circuit until March 15, was a major fac-tor in the decrease. A total of 86 live harness programswere lost due to the contract dispute.

For calendar year 2003, 29% of the total handle, or$308,244,909, was wagered on Illinois races at wa-gering facilities in Illinois. An additional $765.8 mil-lion, a decrease of 16%, was wagered on Illinois racesbroadcast to other states. This percentage decrease isattributable to the fact that, in 2002, $91.5 million wasbet at out-of-state sources on Arlington’s Breeders’Cup Day alone. However, in spite of the percentagedecrease, 2003 marks only the third time since full-card simulcasting began in 1995 that other states wa-gered more on Illinois races than Illinois wagered onraces from other states.

Pari-mutuel wagering in Illinois generated$12,783,565 in total state revenues, virtually the sameas the revenue generated in 2002. Wagering at off-track betting parlors generated $11 million (2% ofOTB handle) for city and county governments in 2003.

The Board experienced several leadership changes in2003. Governor Blagojevich appointed Lorna E.Propes as Chairman of the IRB effective April 14.Ms. Propes replaced Commissioner LouiseO’Sullivan, who had served on the Board since 1996and resigned in April. Ms. Propes previously servedas a member of the Board from 1989 through August2002. Ms. Propes, a prominent Chicago trial lawyer,is a partner in the firm of Propes & Kavney LLC. InJuly, the Board appointed Marc V. Laino to serve asExecutive Director. Mr. Laino has worked for theBoard since 1987, having served in the positions ofDeputy Director, State Director of Mutuels and BoardInvestigator. In January, Shelley Kalita assumed theduties of General Counsel. She had served as the Labo-ratory Director for thirteen years and Board Counselfor the past two years.

The Association of Racing Commissioners Interna-tional (RCI) concluded its 69th annual convention onApril 26 in Seattle, Washington, with the induction ofIRB Commissioner William E. Jackson as Chairman.Commissioner Jackson, a member of the Board since1994, accomplished business executive and ardentracing fan, facilitated the merger between RCI andNAPRA (North American Pari-Mutuel Regulators As-sociation).

At the May Board meeting, Chairman Propes an-nounced the formation of the Standardbred SecurityTask Force and named Commissioner Jack Chamblinits chairman. A diverse group of individuals in thestandardbred industry were asked to serve on the com-mittee which would examine and make recommen-dations regarding backstretch security, with an em-phasis on the illegal practice known as “milkshaking.”

Each Illinois racetrack is entitled to receive up to sixOTB licenses, except Fairmount Park, which is en-titled to seven licenses, bringing the statewide total tothirty-seven authorized facilities. The Board grantedtwenty-five off-track licenses in 2003. Two new OTB’swere opened in 2003. Maywood Park opened an OTBfacility in Mokena, Illinois on May 16 and Quad CityDowns opened an OTB in McHenry on June 19. Atthe December Board meeting, an OTB license wasapproved for Quad City Downs at a new location inSouth Beloit. The facility opened on February 17,2004.

Total purses paid in 2003 decreased compared to 2002by almost 12% ($92.6 million versus $105.1). Thetotal purses paid at Illinois’ thoroughbred tracks de-creased by 8% ($59.7 million versus $64.9). The to-tal purses paid at Illinois’ standardbred tracks de-creased by 18.2% ($32.9 million versus $40.2). Com-paring 2003 to 2002, the average total daily purses

paid at the Chicagoland thoroughbred tracks decreasedby 6.3% ($245,019 versus $261,509). The average to-tal daily purses paid at the Chicagoland standardbredtracks increased by 8.2% ($112,948 versus $104,422).

For the second year in a row, the Board approved theapplication of the Brown County Fair Association inMt. Sterling, Illinois, to conduct pari-mutuel wager-ing on two days of harness racing during its countyfair. The 2003 handle showed an increase of 5.7% overthe 2002 handle, and the program generated consid-erable fan interest in central Illinois.

SUMMER MIS was voted the Illinois ThoroughbredHorse of the Year and Champion Older Handicap Fillyand Mare. This five-year-old bay daughter of Sum-mer Squall, out of the broodmare Julie Mis, was ownedand bred by Richard Otto and trained by TonyMitchell. In 2003, she won six of her eight starts. Shehas a 16 race lifetime record of nine wins, one placeand one show and earnings of $414,883. Summer Mis’most impressive race came October 12 at Keenelandwhere she captured the Thoroughbred Club ofAmerica, a Grade III race for fillies and mares, run ata distance of six furlongs. She won three races in arow at Arlington Park including the Isaac MurphyHandicap.

MINI ME was voted the Illinois Harness Horse of theYear for 2003. A winner of $484,661, and lifetimeearnings of $1,078,922, this four-year-old gelding,trained by Bill Popfinger, went postward 25 times andrecorded 4 wins, 7 seconds and 5 thirds. Mini Me,owned by Bob and Linda Grider of Oswego and Dawnand Roger Samson of Long Grove, captured a $75,000Invitational Pace at The Meadowlands in a spectacu-lar 1:49. This winning time made him the fastest Illi-nois-bred four-year-old gelding ever. In 2003, he wastimed in 1:50 or faster 5 different times.

Over the past year the Illinois Racing Board Laboratoryhas conducted one of the most comprehensive equine drugtesting programs in the country. The laboratory accom-plished this by employing an extensive array of enzymelinked immunosorbent assays (ELISA) to routinely screensamples for prohibited substances. These tests are highlysensitive and allow the laboratory to screen for a wide rangeof pharmaceutical substances. In addition the laboratoryroutinely tests equine blood samples for violations exceed-ing the permitted levels of furosemide, phenylbutazone,oxyphenbutazone, and total carbon dioxide (TCO2).

The laboratory assists the track stewards and security per-sonnel in investigating possible doping violations that em-

Laboratoryploy methods designed to circumvent our standard testingprocedures. We also investigate and report on special itemssuch as syringes, drug vials and other contraband that arecollected or seized at the racetracks.

The laboratory continues participation in two external pro-ficiency testing programs: the International Association ofRacing Commissioners Quality Assurance Program andthe International Proficiency Testing Program conductedby the Association of Official Racing Chemists. The IRBlaboratory maintained a perfect score on all blinds andproficiencies in 2003.

What is purse recapture?

Purse recapture is a 1995 provision of the law that allows racetracks to recoup losses on live handle brought on by theauthorization of full-card simulcasting of races from other states. Handle on Illinois races as a percentage of totalIllinois handle has dropped from 95% in 1994 to 29% in 2003. The recapture amount is 2% of the decrease of Illinoishandle on Illinois races from 1994. The recapture monies allocated to the racetracks are deducted from the horsemen’spurse accounts. In 1999, legislation was passed that authorized annual appropriations to the Department of Agriculturefor reimbursement to purse accounts equal to the recapture amounts. The appropriation is an annual decision, theracetracks will always receive their monies, either from the State or from the originally intended horsemen’s purseaccounts. Below are the annual amounts of purse recapture since 1995, when full card simulcasting was authorized.
