POSTAGE STAMP BOOKLETS AND COILS OF 100: SUPPLIES The following booklets are currently available

from the Bureau of Engraving and Printing:

The $3 Special Occasion (Item 6607) and the $5 Pheasant (Item 6636) booklets are available from the stamp distribution offices (SDOs) and the re-gional accountable paper depositories (RAPDs).

The contractor has completed production and shipments of the $5 Pheasant booklet (Item 6636). When RAPDs exhaust their current inventories, Pheasant booklets will no longer be available.

The contractor is no longer experiencing pro-duction delays on the $3 Special Occasion booklet (Item 6607). As of January 9, the contractor began shipping 400,000 of these booklets weekly to each RAPD.

It is essential that all booklets not in crisscross packages are made available over the counter as well as through the multiple commodity vending machines. Crisscross packaging is for booklet vend-ing machines only. Therefore, all CAG A-G offices ordering bulk quantities from the Bureau of En-graving and Printing must split their total require-ments for $5 books among the three listed above until the supply of Item 6636 is exhausted. When

Item 6636 is no longer available, orders should be for Items 6634 and 6635. Orders for $3 booklets must also be evenly divided among those listed. Window clerks must ensure that all booklet types are available to their customers on a continuous basis.

Coils of 100 25-C*nt Stamps

Coils of 100 25-cent Breadwagon (Item 7724) are no longer available.

The conventionally tagged 25-cent Flag Over Yosemite (Item 7737) is now available nationwide. (Refer to page 1, for the first day of issue for the prephosphored version of this coil.)

Coils of 100 25-cent Honeybee (Item 7723) will not be available until May because of production scheduling. In the meantime, requisitions for this coil issue will be converted to Item 7737 until the Honeybee is available.

When the Honeybee coils of 100 become avail-able in May, the Bureau of Engraving and Printing will have two types of 25-cent coils of 100 available (Honeybee and Flag Over Yosemite). At that time, all CAG A-G post offices ordering bulk quantities from the Bureau of Engraving and Printing must split their order for 25-cent coils of 100 evenly be-tween the Honeybee and Flag Over Yosemite stamps. In order to meet customer demand for both of these products—beginning May 1—all window clerks must make both the Honeybee and Flag coils available to their customers.

PROMPT PAYMENT ACT Congress has recently enacted Public Law 100-

496, Prompt Payment Act Amendments of 1988, which mandates the Postal Service to automatically make interest payments when vendor invoices are not paid in a timely manner. For Postal Service compliance, the Prompt Payment Act Amendments have an effective date of January 1, 1989. Accord-ingly, to ensure maximum allowable time in deter-mining payment due dates, all facilities must date stamp vendor invoices, thereby indicating postal receipt.

Goods and services procured must be paid in accordance with the terms of the contract. Until March 31, 1989, where no specified contractual timeframes exist, payment should be made within 30 days after receipt of a proper invoice or receipt of goods/services, whichever is later. However, the Act currendy provides a 15-day grace period, which expires March 31,1989, thus providing all payment facilities a total of 45 days to make payment before interest starts to accrue. Prior to the March 31,

1989, expiration date, additional instructions will be issued for determining payment due dates.

Until March 31, 1989, facilities must notify busi-ness concerns of any defect or impropriety in an invoice within 15 days after receipt, atiavhich time the 15-day period is reduced to 7 days.

When the paying office is a postal date center, it must forward date stamped certified invoices and / or properly completed receiving reports or Postal Service (PS) forms to the appropriate data center (St. Louis or San Mateo) within 5 days after receipt of goods or services.

Further instructions relative to specific interest rate calculations and other related topics will be forthcoming in the immediate future.

Postal facilities should not make payments too early as a result of their eagerness to comply with timely payments. Accordingly, they should make every payment as close as possible to the 30-day t ime pe r iod . —Dept. of the Controller/

UNITED STATES ARMY PENALTY MAIL The U.S. Army has informed the Postal Service

that beginning January 1, 1989, it ceased using the standard penalty indicia format shown below as a method of mailing.

After December 31, 1988, since the Army will no longer pay for standard penalty indicia mail, post offices must refuse to accept mail using this format. Return to the sender as unpaid any Army standard indicia piece found in the mail after this date.

Accaptobl* Army Mailings

Effective immediately, the only acceptable forms of indicia for Army penalty mail are postage meter stamps, permit imprint, postage stamps, embossed stamped envelopes, and reply mail. DOMESTIC MAIL MANUAL 137.273-137.277 describes the format and procedures for these acceptable methods.

The Army may continue to submit Express Mail under their assigned three-digit agency code (an optional five-digit agency cost code may also be added for internal agency tracking purposes), by

affixing a completed Label 11 to an Army envelope or label containing a complete Army return ad-dress and the preprinted phrases Official Business and Penalty for Private Use, $300.

Post offices serving Army bases, recruiting sta-tions, and other activities must closely monitor both outgoing and incoming mail for these activi-ties and refuse to accept or return to sender all Army penalty mail in the standard penalty format or any mail not complying with the requirements for the acceptable methods listed above.

Advise Army personnel with questions on this matter to contact their Command Headquarters. Postal employees who have questions or who note continued violations of the requirements should contact their Rates and Classification Centers (RCC).

There are now 10 Department of Defense agen-cies that no longer authorize the use of the stand-ard form of the penalty indicia for agency mailings. The U.S. Army, the U.S. Air Force, the U.S. Marine Corps, the Defense Communications Agency, the Defense Nuclear Agency, the National Security Agency, the Joint Staff (formerly known as the Joint Chiefs of Staff), the Office of the Inspector Gener-al, the Office of Civilian Health and Medical Pro-grams of the Uniformed Services (OCHAMPUS), and the Uniformed Services, University of the Health Sciences. By the close of government Fiscal Year 1989 (September 30,1989), all remaining De-partment of Defense agencies will follow suit. REVISED LABEL 70 Revised Label 70, Safety Check and Vehicle Dimen-

sions (September 1988), was distributed to the ma-teriel distribution centers (MDCs) in November 1988. The revised label includes additional cau-tions and, more importantly, has a means to alert drivers to the height of their vehicle before they attempt to drive under low clearances. Offices may order the revised labels from the MDCs on Form 7380, Supply Center Requisition.

Replace old labels with the revised label at the next scheduled service o n all l ong life a n d la rger vehi-cles. On the 2-ton vehicles, the revised label should replace the Look Before Backing label currently on the lower right corner of the instrument panel. It is imperative to measure actual heights, especially if alterations have been made to the original vehicle, such as strobe lights or extended exhaust stacks.

Follow directions on the label for applying and using the peel-off numbers. All future new vehicles will have the revised label already applied.

LOBBY DISPLAY COMPETITION Retail merchandising is extremely important to

any retail company, but it is doubly important to the Postal Service because of the complexity of its products and services and increasing competition. With 40,000 retail outlets, the Postal Service has the physical resources to advertise and promote products and services better than any other retailer in the world. The Postal Service should take advan-tage of these resources.

Effective lobby displays of products and services must meet three important criteria. They must: (1) communicate those services to customers; (2) edu-cate customers on levels and availability of those services; and (3) be attractive enough to market the service or product.

Displays also keep customers from holding up lines to determine their service needs. In addition, attractive, professional-looking displays favorably impress the public and contribute significantly toward generating a positive image.

For these reasons, the Postal Service is initiating a contest to decorate lobbies to sell Express Mail in all post offices. T h e contest should promote the advertising of Express Mail using existing promo-tional materials professionally displayed, incurring no substantial additional costs. T h e post offices, stations, or branches submitting the winning en-tries will receive an attractive plaque for display in their lobbies, which will include official recognition of their contribution to effective retail merchandis-ing and enhancing the Postal Service's We Deliver campaign.

All entries will be judged on the following crite-ria:

1. Lobby decorating efforts should utilize all available materials.

2. Displays should be attractive, neat, easy to maintain, and placed so they are highly visible to the public.

3. Displays should be innovative, attractive, ef-fective, and creative.

4. Entries should include not more than four re-production-quality, color or black and white photo-graphs.

The entry must include information indicating the unit name, address, and office telephone number of the installation that developed the dis-play.

Some offices already have developed effective and attractive means of displaying and promoting Express Mail and are welcome to submit those ideas. Three plaques will be awarded by each region, one in each of these categories: (1) MSC office, (2) associate office, and (3) station/branch. T h e contest dates are February 1 through March 15. All entries must be postmarked no later than March 14. Offices should submit them to the Mar-keting and Communication managers designated by the division offices, according to the following schedule:

Parcel Lockers Label 55-D, Parcel Locker, is now available from

the materiel distribution centers. This label in-structs customers who have parcels in a parcel locker to "open the locker that matches the number on the key tag. Remove the parcel and close the door. T h e key will remain in the lock."

The instruction for application on the reverse of the label has an error in number 4. It tells custom-ers to use a round heavy object or plastic squeegee when applying this label. Instead, they should use a soft do th to apply this label because it scratches easily .—Delivery Services Dept., 1-26-89.

Issue 30, 3-19-89, in Chapter 6, Third-Class Mail, the last sentence in section 681.23, Single-Piece Weight, is revised to specify that the mailer must enter the appropriate number of pieces and/or pounds, and the corresponding postage amount, in the Postage Computation section of Form 3602, Statement of Mailing With Permit Imprints, o r F o r m 3 6 0 2 - P C , Statement of Mailing Bulk Rates.

INTERNATIONAL TRANSIT TIME STUDY The Declaration of Hamburg, adopted by the

Hamburg Congress of the Universal Postal Union (UPU), includes a United States sponsored resolu-tion intended to improve mail service between members of the UPU. This resolution has led to a series of periodic international mail transit time surveys between selected countries. The United States, Portugal, Sweden, and the Soviet Union will conduct one of these surveys from January 23 through February 4,1989.

Each day of the survey, the opening unit at the air mail facility at AMF Kennedy International Air-port will randomly select eight pieces of air LC (let-ters), eight pieces of AO (flats), and eight pieces of CP (parcels) from these offices.-The unit will com-plete the exchange office portion of a transit time

card (see Exhibit 1) and attach it to each piece of mail, mark the front of each piece with a large X, and return all pieces to the mail stream.

When a delivery unit receives one of these mail pieces, it must:

1. Remove the transit time card and complete two blocks in the delivery portion: date of arrival of the item and date of presentation for delivery or advice to the addressee for collection (see Exhibit 1). Do not complete date of arrival of the dispatch note (CP-2).

2. Mail the card, which is preaddressed to the UPU. It requires no postage because it is official USPS mail (see Exhibit 2).
