Invitation for Bid 211 RIDE Transportation Web Portal Expansion

1. INTRODUCTION Inland Empire United Way (IEUW), through its joint initiative, United Way 211 of San Bernardino County is requesting for bids from qualified firms to expand its transportation web portal capabilities and provide technical support for a period of time established further on in this IFB. The purpose of this project is to support and enhance the ability of residents (particularly seniors and the disabled) living in the Inland Southern California region in locating transportation information to enable them to make better informed transportation decisions and ultimately connect with the transportation they need. An overarching goal is for users to have better access to what their communities have to offer. Interested firms should submit an interest packet that addresses the factors listed in Tasks 1, 2, and 3; and as such the awarded firm shall be responsible for task execution. The successful firm shall contract with the IEUW, the administrator of the Contract. The maximum contract amount to be awarded will not exceed $50,000. Our goal is to get the most project value for the least amount possible.

2. DEFINITIONS The term "IEUW" shall refer to Inland Empire United Way. The term "Contract" shall refer to the Contract that may result from this Invitation For Bids, and may include any resulting work authorizations, notices to proceed, and/or purchase orders. The terms "Goods” shall refer to all materials and commodities that will be required to be provided by the successful firm in accordance with the Scope of Work, and the Terms and Conditions of this Solicitation. The term "Proposal" shall refer to any interest packet(s) submitted in response to this Invitation For Bids. The term “Proposer” shall refer to anyone submitting an Interest packet in response to this Invitation For Bids. The term "Procurement Officer" shall refer to the IEUW staff member designated as the Procurement Officer. The terms "Provider” or "Successful Firm" shall refer to the Proposer receiving an award as a result of this Invitation For Bids. The terms "Invitation For Bid," “IFB,” or “Solicitation” shall mean this Invitation For Bids including all Forms, Exhibits, and amendments or changes issued by the IEUW.

The term "SubContractor" or “SubConsultant” shall refer to any person, firm, entity, or organization, other than the employees of the Successful Firm, who contract with the Successful Firm to furnish labor, or labor and materials, in connection with the Scope or Services, whether directly or indirectly, on behalf of the Successful Firm. The terms "Work," "Services," “Program,” “Project,” or “Engagement” shall refer to all matters and things that will be required to be done by the Successful Firm in accordance with the Scope of Services, and the Terms and Conditions of this Solicitation. The term “Responsive web design” (RWD) is an approach to web design aimed at crafting sites to provide an optimal viewing and interaction experience—easy reading and navigation with a minimum of resizing, panning, and scrolling—across a wide range of devices (from desktop computer monitors to mobile phones).

3. SCOPE OF SERVICES This IFB concerns the expansion and update of the current capabilities and design of the web-based transportation discovery tool known as 211VetLink Trip Planner currently hosted at 211VetLink.org.This user‐friendly and well‐organized tool allows users to discover a wide range of transportation options based on a number of user defined parameters such as origin/destination, time/date of travel, and special accommodations required among other things. Among the transportation options users can discover are general public and specialized transportation resources, human service agency transportation resources including differentiation between curb to curb and door to door, and alternative transportation programs for people who cannot use any of the services already mentioned. The 211 VetLink Trip Planner has been built using open source standards by consultant firm Cambridge Systematics, development chronology can be found here: https://github.com/camsys/oneclick/commits/develop The expanded 211RIDE Trip Planner needs to readily incorporate breakthroughs in transportation connectivity such as mobile device based ride hailing services, electronic bus fare payment, and online dial-a-ride trip scheduling, all must be achieved with open source standards. All these are emerging but increasingly prevalent technologies in transportation connection and delivery, and which must be included in a response to this IFB. As such it is desirable that the website application be easily navigated on smart mobile devices of prevalent Android, iOS, and Windows operational systems. It is required that a response to this IFB include accessible technology for people with visual impairment to successfully interact with the tool either on personal computer, mobile device, or assistive technology. The purpose of this web based tool is to assist and encourage seniors, people with disabilities and other vulnerable populations to help themselves, whatever their needs through current, relevant information retrieval and connection to appropriate transportation resources. A second purpose is to capture travel patterns and trip requests over time so that potentially substantial data can inform future decision-making for transportation providers in order to better serve this large and growing population that are not invested into any one particular mode of transportation. The 211RIDE Trip Planner will have a design concept appealing to the general population, an on-purpose departure from the design concept prevalent in the 211VetLink Trip Planner, which was aimed at

Veterans and military service members. User experience and user interface are to be carefully thought of and be as clean and elegant as possible. The look and feel of this product must reflect the cutting edge of technology today with state-of-the-art, engaging user experience. The 211RIDE Trip Planner must continue to provide estimates of travel cost and duration whenever possible. It will facilitate a framework for transportation providers to evolve the ways their riders find out how much a trip will cost. For regional trip-making, it will continue to identify variables by which to determine appropriate transportation options for the individual such as number of transfers, wait time, walking distance, fare cost, etc. In summary; the 211RIDE Trip Planner must continue to provide features including, but not necessarily limited to:

Availability of public transit service that generally serves the user’s travel path from a point of origin to a given destination

Suggest multi-modal transportation services to travel to distant points across county lines, and scheduling requirements;

Can be read by computer-automated readers for persons with visual impairments;

Eligibility for the service;

Passenger fare costs and where passes can be purchased or fare can be paid;

Other requirements of the user such as personal mobility limitations, use of mobility devices or traveling with a personal care assistant, or completing registration/certification process to access a particular specialized transportation service.

Of concern is the reality that not all trips can readily be made on public transportation. This means that “the next best option” will have to be identified within the framework of the tool. A good example of this scenario would be ride hailing or car sharing services and programs. Use of API’s is suggested and encouraged to bring different systems together while avoiding creation of completely new and custom environments. The Successful Proposer will be contracted to accomplish the goals of this project consistent with the federal grants awarded to IEUW. The available grant funds will be used to pay for the entire cost of this project, including consultant time, product purchase, project implementation, support/maintenance, and all other items outlined in this Scope of Services or detailed elsewhere in this IFB. The general objectives of this project include development of, or establishing the platforms for:

The creation and implementation of a user-friendly, mobile-device-optimized web portal that augments the current capabilities of the 211VetLink Trip Planner on transportation information, incorporates trip planner capabilities for capturing input, providing for feedback, report building, incorporating appropriate low maintenance RSS feeds and other social media linkages, and including simplified administration and reporting functions;

Enabling trip planner to facilitate “trip discovery” across all modes available within the region and build a “trip transaction” or “trip booking” capability valuable to specialized transit service providers, demand response service providers, and their riders.

Smoothly integrating with and providing seamless access to the public transit providers, specialized transit providers, ride hailing services, and alternative transportation programs whose services are identified on the trip planner.

Smoothly integrating with and providing seamless access to the additional resources from 211 San Bernardino and 211 Riverside public access community resource databases.

Working directly with designated 2-1-1 staff to implement. A conceptual dilemma this project faces is that there are many trips from parts of San Bernardino County to places to which people may wish to travel that cannot now be served through public transit. This web portal’s information tools will have to develop an ability to recognize trips that cannot easily be served by existing resources but still give the individual inquiring some basic information as to what they can do. For example:

locations where there is no paved road, and thus no transit service.

from Barstow, VVTA’s B-V Link currently leaves three times daily to the San Bernardino Valley where they can connect to Metrolink or Omnitrans; what other provider can the rider use to perform this trip outside of the three daily departures B-V Link offers.

from the Morongo Basin region there is no public transit into the San Bernardino Valley, public transit travelers have to make a mandatory trip into the Coachella Valley area then into San Bernardino Valley if made at the right time to catch a connecting trip to the VA Hospital in Loma Linda. If not, then this trip needs to be lengthened from Coachella Valley into Riverside, and then into the San Bernardino Valley, a potentially 3 hour plus trip.

Recommend bike or a ride hailing service from home to the nearest bus stop. Care around site design and its use of language will be important in addressing trips that cannot now be served but potentially could be at a future date. Easy ability to modify terms used is highly desired.

PROJECT TASKS The Successful Proposer shall be responsible for ALL Deliverable Tasks below, recognizing the following precepts in terms of the final product:

Software work products produced under this contract must be released under an "open-source" license so that the source code and software may be utilized in other projects and easily maintained. Contractor should recommend an open source license based on program goals. All open-source coding regarding the predecessor project is being stored here: (https://groups.google.com/forum/?fromgroups#!topic/gtfs-flexible-wg/icHrAElPQ_w).

Data about demand-response service areas, system usage, trip requests, and other parameters to be stored in a geospatial SQL database so that it can be accessed for reporting purposes.

Deliverables required:

Task #1: 211 RIDE Trip Planner:

1.a Include all existing functionality provided in the 211VetLink Trip Planner.

1.b Enable trip planner for “trip transaction” which seeks available demand response or specialized transportation service and facilitates booking and confirming the trip online given that all pre-requisites for the provider are satisfied.

1.c Develop a design approach that expands the current functionality of our 211VetLink Trip Planner hosted at 211VetLink.org. This design approach should address the general vulnerable population of senior, disabled, and low income who are the most likely users of alternative transportation modes in addition to the privately owned car. Design aspects should have close relationship both visually and functionally focusing on ease of use and maximum information dissemination.

1.d Provide software and open source programming code for a complete web portal, website app-like shortcut for app stores and widgets, and optimized viewing on smart mobile devices using prevalent iOS, Windows Phone, and Android Operational Systems.

1.e RWD - Automatic recognition of device operational system and fully responsive results.

1.f Ability to log-in using existing services like Google+, Facebook, Twitter, TroopID, etc.

1.g Provide a written summary of the website’s functionality for end product and a timeline, segmented with definable objectives.

1.h Provide support/maintenance assistance services for one year following the initial roll-out. The services shall be provided pursuant to an Agreement, which shall be subject to approval by IEUW.

1.i High level digital security.

1.j Include data reporting functionality on all data collected. i.e. origin/destination, helpfulness of the service provided, customer satisfaction, etc.

1.k Include search functions available utilizing the iCarol search functionality embedded in the 211 San Bernardino website (211sb.org) and the 211 Riverside website (http://www.connectriverside.org) for accessing additional resource information. The iCarol API is available from the CharityLogic Corporation at [email protected].

1.l A web app shortcut downloadable to mobile device for easy access to the trip planner tool.

Completion Date: Task #1with all its components shall be completed not later than four (4) calendar months after Contract award.

Task #2: Implementation: 2.a Provide for the successful implementation of the project, allowing opportunity for “testing” the site by IEUW and key stakeholders and to suggest or propose enhancements that will facilitate its use. Some funds should be budgeted by the consultant team for testing process.

2.b Provide a written product that details procedures for how partner agencies will interact with the new site, how additional transportation partners may be added and how to determine when a partner should be removed.

2.c Facilitate a stakeholder demonstration meeting for the initial roll-out of the project onsite at United Way 211 San Bernardino with remote participation (webinar) option and address their issues and questions.

2.d Ensure that the finished products are ADA compliant.

2.e Successfully implement and roll out the product/system in accordance with the requirements set forth in this IFB.

2.f Provide System administrator manual.

2.g Conduct a workshop session with United Way 211 & IEUW staff members to present capabilities.

2.h Provide one (1) year of support/maintenance starting from date of completion of Task #2.

Completion Date: Task #2 with all its components shall be completed not later than two (2) calendar months after completion of Task #1.

shall apply to requests for hard copies of this RFP.

Proposers who obtain copies of this Solicitation from sources other than the IEUW risk the potential of

4.3 CONTENTS OF SOLICITATION

a) General Conditions.

1) A total of $50,000 is available for this solicitation. Proposals requesting more than that will not be

evaluated.

2) It is the sole responsibility of the Proposer to become thoroughly familiar with the Solicitation

requirements and all terms and conditions affecting the performance of this Solicitation. By the

submission of a Proposal to do the Work, the Proposer certifies that a careful review of the RFP

documents has taken place and that the Proposer is fully informed and understands the requirements of

the RFP documents and the quality and quantity of service to be performed. Pleas of ignorance by the

Proposer of conditions that exist, or that may exist, will not be accepted as a basis for varying the

requirements of IEUW or the compensation to be paid to the Provider.

3) The Proposer is advised that this Solicitation is subject to all legal requirements and all other

applicable City and County Ordinances and State and Federal Statutes, Rules, and Regulations.

b) Questions and Answers

1) Any questions or other requests from Proposer(s) regarding the Solicitation must be submitted by

email to [email protected] for consideration NOT LATER THAN 4:30 p.m. PDT on Thursday, August

18th, 2016. Questions submitted past this deadline will not be answered. Questions and answers will be

captured as they are communicated and will be sent to all Proposers who submitted questions by email

soon after the deadline to submit questions has passed. The Proposer shall not rely on any

representation, statement or explanation other than those made in this Solicitation document or in any

amendments issued by anyone other than IEUW. Where there appears to be a conflict between this

Solicitation and any amendment issued, the last amendment issued shall prevail.

c) Conflicts in this Solicitation.

Where there appears to be a conflict between the General Terms and Conditions, the Scope of Services,

or any amendment issued, the order of precedence shall be: the last amendment issued, the Scope of

Services, and then the General Terms and Conditions.

4.4 PROPOSAL MINIMUM REQUIREMENTS

A.) Preparation/Submission.

1) The Proposal Forms and affidavits set forth in this RFP shall be completed and submitted with the

Proposal. Failure to complete and submit the enclosed forms and affidavits or use of any other forms

shall result in the rejection of the Proposer’s Proposal.

2) The Proposal shall either be typed or completed legibly in ink. The Proposer’s authorized agent shall

sign the Proposal Forms in ink, and any corrections made by the Proposer shall be initialed in ink by the

3) Telegraphic or facsimile Proposals will not be considered.

4) The apparent silence of the specifications or the omission from the specifications of a detailed

description concerning any materials or services requested, shall be regarded as meaning that only the

best commercial practices are to prevail, and that only materials and workmanship of first quality are to

be used. All interpretations of the specifications and Scope of Services shall be made upon the basis of

this Solicitation.

All Proposers are reminded that it is the sole responsibility of the Proposer to ensure that their Proposal

is time stamped in the office of the IEUW by 4:30 PM, Pacific Time, on Friday, August 26th, 2016. Failure

of a Proposer to submit their Proposal and ensure that their Proposal is time stamped prior to the time

stated above shall render such Proposer to be deemed non-responsive and the Proposal shall not be

considered for award.

4.5 CONTENT AND FORMAT OF THE PROPOSAL

Proposals shall be submitted in a separate plain sealed parcel, box or other secure packaging, marked as the “Proposal.” The outside of the sealed package shall clearly indicate RFP #211-08-2016, “211RIDE Mobility Portal Expansion” and shall include the Proposer’s name, address and the name and telephone number of the Proposer’s specific contact person. The Proposal shall contain a total two (2) bound hard copies, and one (1) digital copy in flash drive or CD with identical .pdf scans of the hard copy format and is required to be submitted to IEUW by the date and time indicated in the cover sheet. Each copy shall contain all required information in order to be considered responsive. Failure to submit the Proposal in the manner required above may result in the Proposal being deemed non-responsive. The Proposal shall be submitted in accordance with the following requirements and in the following order:

Cover Page

The form entitled PROPOSAL COVER SHEET is to be used as the cover page for the Proposal. This

form must be fully completed and signed by an authorized officer of the Proposer submitting

the Proposal. A custom cover page may be placed in front of the Proposal Cover Page.

Transmittal Letter

The transmittal letter should provide a brief overview of the Proposal stating the Proposer’s

understanding of the Work to be done consistent with the description presented in this IFB, a

be affixed and attested by the Corporate Secretary or an Assistant Secretary. The corporate

address and state of incorporation shall be shown below the signature.

Table of Contents

The table of contents should outline in sequential order the major areas of the Proposal,

including the Scope of Services, affidavits and forms. All pages of the Proposal, including

enclosures, must be clearly and consecutively numbered and correspond to the table of

contents.

Summary of the Proposer’s Qualifications

Provide a brief summary describing the Proposer’s ability to perform the Work requested in this

Solicitation, a history of the Proposer’s background and experience providing services, the

qualifications of the Proposer’s personnel to be assigned to this project, the subcontractors, sub

consultants, and/or suppliers and a history of their background and experience, a list of relevant

projects in the last three (3) years and the timeliness in which they were completed, and any

other information called for by this Solicitation which the Proposer deems relevant, including

restating any exceptions to this Solicitation. This summary should be brief and concise to apprise

the reader of the basic services proposed, experience and qualifications of the Proposer, staff,

subcontractors, sub consultants, and/or suppliers.

Technical Information and Approach to Scope of Work

Describe the Proposer’s approach to organization management and the responsibilities of

Proposer’s management and staff personnel that will perform Work on the Contract; describe

method employed to ensure prompt service, customer satisfaction, prompt complaint

resolution, effective employee performance and training, and timely initiation and completion

of all Work. This should include a schedule with key milestone activities.

A Milestone-based Fee Proposal Schedule shall be submitted as part of the Proposal.

4.7 EVALUATION CRITERIA

Mandatory Minimum Requirements

In order for a submission of interest to be considered, the Proposer must meet the following mandatory

minimum requirements:

1. Proposers shall possess all licenses, business tax receipts and/or permits required to perform the

Work requested herein in the State of California.

2. Proposers shall demonstrate within their response that they possess a minimum five (5) years of

experience and their knowledge, skills, and abilities with project(s) of similar size and complexity in

accordance with the scope of services.

To meet the above requirement(s), the Proposer may use qualifications and resources of a Sub-

Consultant that will be used by Proposer to perform the Work. Use of sub consultants to meet such

requirements shall be clearly indicated in the submission packet.

4.8 WITHDRAWAL OF INTEREST

b) Withdrawal

This interest submission may be withdrawn only by written communication delivered to the

Procurement Officer prior to the Solicitation Closing Date & Time. A Proposal may also be withdrawn

following thirty (30) calendar days after the Solicitation Closing Date & Time, provided that it is

withdrawn prior to award, by submitting a certified letter to the Procurement Office at the address

identified in this Solicitation. The withdrawal letter must be on company letterhead and signed by an

authorized agent of the Proposer.

4.9 LATE SUBMISSIONS AND LATE WITHDRAWALS

Submissions received after the Closing Date & Time shall be deemed unresponsive, and shall not be

opened or considered. Withdrawals of Proposals received after the Solicitation Closing Date & Time or

prior to the expiration of sixty (60) calendar days after the Solicitation Closing Date & Time shall not be

considered.

4.10 SOLICITATION POSTPONEMENT OR CANCELLATION

IEUW may, at its sole and absolute discretion, reject any and all submissions, re-advertise this

Solicitation, postpone or cancel, at any time, this Solicitation process, or waive any irregularities in this

Solicitation, or in the Proposals received as a result of this Solicitation.

4.11 COST OF IFB SUBMISSIONS

All expenses involved with the preparation and submission of Proposals to IEUW, and any work

performed in connection therewith, shall be borne by the Proposer(s). No payment shall be made for

any responses received, or for any other effort required of or made by the Proposer prior to

commencement of Work as defined by a fully executed contract.

4.12 ORAL PRESENTATIONS

Proposers may be required to perform an oral presentation in support of their SUBMISSION or to exhibit

or otherwise demonstrate the information contained therein. This presentation or demonstration shall

be performed before the Evaluation/Selection Committee. If required, Proposers will be notified in

writing prior to the date of the presentations.

4.13 EXCEPTIONS TO THE SOLICITATION

Proposers may take exception to any of the terms of this Solicitation unless the Solicitation specifically

states where exceptions may not be taken. All exceptions taken must be clearly specified in the

Proposer’s cover letter, and shall be referenced by utilizing the corresponding Section, paragraph, and

page number in this Solicitation.

Where exceptions are taken, IEUW, in its sole discretion, shall determine whether to consider the

exception, and/or the acceptability of the proposed exceptions. IEUW, after completing the evaluation

of the exception, may accept the Proposal with the exception, reject the entire Proposal due to the

exception taken, or deem the Proposal non-responsive.

PROPOSERS TAKING EXCEPTION ARE SOLELY RESPONSIBLE FOR THIS RISK. IEUW is under no obligation

to accept or consider any exceptions, or accept any Proposal with an exception.

4.14 PROPRIETARY/CONFIDENTIAL INFORMATION

Proposers are hereby notified that all information submitted as part of, or in support of Proposals, will

be available for public inspection after opening of the Proposals, in compliance with Chapter 119,

California Statutes, popularly known as the “Public Record Law.” In the event that a Proposer believes

that information to be submitted is exempt from public record inspection, the Proposer must claim the

applicable exemptions to disclosure provided by law in its response to the RFP by identifying materials

to be protected, and must state the reasons why such exclusion from public disclosure is necessary and

legal. IEUW reserves the right to make all final determination(s) of the applicability of the California

Public Records Law.

All Proposals submitted in response to this solicitation become the property of IEUW. Unless the

information submitted is proprietary, copy written, trademarked, or patented and the Proposer informs

IEUW of such protections, IEUW reserves the right to utilize any or all information, ideas, conceptions, or

portions of any Proposal, in its best interest. Acceptance or rejection of any Proposal shall not nullify

IEUW’s rights hereunder.

4.15. AWARD OF CONTRACT The successful applicant will be required to execute a service agreement with IEUW.

considered. Failure to complete and submit the attached forms will result in a Proposal being deemed

non-responsive. This is a project funded with Federal funds, and as such carries the responsibility to

This procurement qualifies as a “Small Purchase” under Federal Transit Administration’s Procurement

1. FLY AMERICA REQUIREMENTS (49 USC 40118, 41 CFR Part 301-10) Requires use of U.S. Flag air

carriers for U.S. Government-financed international air travel and transportation.

2. CARGO PREFERENCE REQUIREMENTS (46 USC 1241, 46 CFR Part 381) Requires use of privately-

owned United States-Flag commercial vessels to ship at least 50 percent of the gross tonnage involved

for equipment, material, or commodities.

3. ENERGY CONSERVATION REQUIREMENTS (42 USC 6321 et seq., 49 CFR Part 18) Requires compliance

with mandatory standards and policies relating to energy efficiency which are contained in the state

energy conservation plan issued in compliance with the Energy Policy and Conservation Act.

4. ACCESS TO RECORDS AND REPORTS (49 USC 5325, 18 CFR Part 18.36[i], 49 CFR Part 633.17) Requires

the Contractor to provide access to books, documents, papers and records for the purpose of making

audits, examinations, excerpts and transactions as it relates to this procurement.

5. FEDERAL CHANGES (49 CFR Part 18) Requires compliance with FTA regulations, policies, procedures

and directives, as they may be amended or promulgated during the term of the contract.

12873) Requires use of “recovered materials,” in compliance with Section 6002 of the Resource
