I have been looking out of my office window at the corner of 108th Avenue and University Drive since July 1996 – almost 18 years. In fact, I started my career in 1980 in an office just east of King George on 108th. It was a small, low-rise building and it's still there. Of course, back then there were no high-rise buildings. The changes in this area over those years have been amazing and truly been inspiring. Now it almost seems that every month the landscape changes as new cranes move in and high-rises dot the skyline.

Change does not happen without effort and commitment. The investment undertaken by the City of Surrey itself in our area has proven to be the economic driver that the Downtown Surrey Business Improvement Association envisioned. It is an investment not just in buildings and concrete, but also in culture, health and quality of life. The Chuck Bailey Rec Centre opened in 2010 and is the location of the first covered Skateboard Park in Surrey as well as the home of the Sunrise Seniors. The spectacular Main Branch of the Surrey Libraries opened in 2011 and attracts thousands of people into Downtown Surrey every week. The new City Hall, just opened in February 2014, will bring business and professionals and community members into the Downtown core on a regular basis.

The Provincial Government has also invested in Downtown Surrey, providing funding for the Jimmy Pattison Outpatient Care and Surgery Centre as well as the expansion of Surrey Memorial Hospital located in the southern area of the Downtown Surrey area.

These projects are just the start. The City's commitment to creating a vibrant metropolitan centre has attracted over three billion dollars of private funds for residential and commercial developments. These projects will bring thousands of new residents and employees to our area, residents and employees who will both frequent existing businesses and draw new businesses to Downtown Surrey.

The focus of the Downtown Surrey Business Improvement Association is not just on big development or big change. It is on the improvement of business in our area, large and small, directly and indirectly, by working and advocating in our members' interests with the City and other levels of government. Working with various stakeholder groups, the DSBIA Board and staff work tirelessly to bring the good news of our emerging Downtown to audiences far and wide. Details of many of those efforts are in the Annual Report. I hope you take a moment to read about the individual committees featured in the Annual Report,

and to review and understand the ongoing work of the DSBIA.

Like any area in transition, we recognize there are still challenges to overcome. But given the successes we have already experienced, we are confident that by working collaboratively with others, positive change will continue to happen.

I would like to thank my fellow Board of Directors for their hard work and dedication. I value their leadership and guidance.

I would also like to thank our CEO, Elizabeth Model for limitless energy she brings to promoting Downtown Surrey at every opportunity. We have been very lucky to have someone of her calibre to lead the organization forward. I would also like to thank Bonnie Burnside and Tracey Gravel for their day-to-day commitment to Downtown Surrey and the Membership. And finally, I would like to thank all of the members for their input, their effort and their participation in the evolution of our community.

Surrey is definitely an exciting place to live, work and to do business. There is a confidence and enthusiasm here that few other communities can match. It is a pleasure and a privilege to be involved and I look forward to the remainder of my term in 2014.

Surrey is experiencing a rapid growth rate and was recognized by the Real Estate Investment Network three continuous years, as the best place in British Columbia to invest! The Downtown Surrey Business Improvement Association has positioned our emerging City Centre as the premier place to live, work, learn, play and to invest. Surrey is building a strong and vibrant Downtown and is emerging as the Economic Powerhouse of our region!

Transportation discussion & input

SafetySafety remains a priority for the DSBIA and a number of initiatives are focused on “supporting and promoting a safe, livable Downtown”. DSBIA Business Patrol DSBIA Bike Patrol, contracted through Concord

Security, was on the streets Monday through Friday from 9am-5pm until June 15 when our revised with extended hours went into effect. Our Bike Patrol now operates Monday through Saturday from 9am until 7pm. Generating over 1000 incident reports in 2014, answering an average of twenty calls for service per month and visiting DSBIA businesses on a regular basis, Michael, Pete and Dave have been a visible example of the DSBIA's commitment to providing a safe community. The DSBIA Safety

Looking Back

Audit showed 71% of the businesses surveyed reported having seen the patrollers during the year.

The DSBIA Bike Patrol liaised regularly with RCMP District 1 and participated in a variety of Safety meetings throughout the year.

The DSBIA Bike Patrol participated in a variety of special events during the summer including Movies Under the Stars, Surrey Fest Downtown, Eat Play Live Well Street Fair and Quattro Street Fair.

Other Community Safety Initiatives

SFU Co-op Student, Ryan Santiago completed the 109th Annual Safety Audit. 150 street –level businesses responded and 63% felt that the level of safety has stayed the same (over 2011) while 28% have seen an improvement in the level of safety. Most businesses saw an improvement (65%) in the overall reputation of Surrey in the past year. Safety concerns remain centered on drug use/dealing and loitering.

Held two Community Safety Breakfasts March – special guest Assistant Commissioner Bill Fordy; July – special guests from City of Surrey Bylaws Department provided businesses an opportunity to connect with the RCMP and other service providers in the DSBIA area and share ideas to address specific concerns.

Participated in the monthly Whalley Integrated Service Team (WIST) meetings

Participate in Surrey Board of Trade Crime and Justice Committee

Met with the School of Pharmacists to discuss concerns regarding small-scale pharmacies in City Centre

Attended City Centre CORE meetings (made up of various departments within the City including Beautification, Planning, RCMP, Social Planning).

DSBIA was represented on the Citizen's Advisory Committee regarding the Winter Shelter.

SFU Co-op Student, Kaitlyn Yeung did several projects over the summer relating to Safety including a pamphlet for businesses updating the services in the area for street-entrenched people, cards to be handed out by the RCMP and Service providers to people on the street in need of services and an informational report on community courts.

DSBIA provided a small grant to Surrey Crime Prevention Society to assist with advanced training of Surrey Crime Prevention Volunteers who assist with several programs within the DSBIA area.

2013 Year in Review

In 2012, it was decided to split the Area Enhancement Committee off from the Safety Committee to focus additional attention on beautification initiatives.

Since April 2012, the DSBIA has used Goodbye Graffiti for graffiti removal within the DSBIA area. During the year ending December 31, 2013, over 17,000 site inspections were done and over 700 tags were removed from businesses.

The Clean Streets Program, provided by Options New Frontier Clubhouse Program, ran from April 15-October 30, 2013.

DSBIA summer interns organized three community clean-up days: May, June, and August. A number of local businesses, non-profit groups, schools, service groups and organizations as well as the RCMP from District 1 participated.

SFU Co-op Summer Intern, Ryan Santiago, did a report on unsightly properties and reported infractions to City of Surrey Bylaws.

Staff have an ongoing program to identify Bylaw infractions and report to appropriate departments.

DSBIA hosted two meetings for local property owners to introduce Surrey's “Facade Enhancement Grant Program”, a program run through the City's Beautification Program

Work with the City of Surrey's Beautification Planner to identify beautification projects within Downtown Surrey.

Events

The events of the DSBIA showcase and market the Downtown area and provide positive activities in a variety of public spaces.

DSBIA Signature Event:

Movies Under The Stars In 2013, the theme for Movies Under the Stars was

“Heroes and Adventure”. The four films shown every Saturday in August in Holland Park were “Megamind”, “Rise of the Guardians”, “Kung Fu Panda 2” and “The Croods”. Over the course of the four evenings, the audience was estimated at well over 7,000 people. In addition, on week three, in support of the Surrey International World Music Marathon, we made a world record for people waving flags from all over the world. A complete list of sponsors can be found under Sponsor Recognition on page 6 of this report.

Party for the Planet took place in April 2013 at Central City Plaza and the North Surrey Rec Centre Parking lot and the DSBIA once again sponsored and activated the Kid's Area tent providing eco-friendly crafts for the young and young-at-heart.

Canada Day in Cloverdale on July 1, 2013 – sponsored and ran Kid's World while promoting upcoming events such as Movies Under the Stars.

Fusion Fest at Holland Park in July, 2013 – sponsored and ran Kid's World

Tree Lighting Festival in November 2013 at Central City Plaza/SFU Surrey – sponsored and ran Kid's World.

sponsored and ran Kids Activities. Organized by SFU Surrey.

Rodeo Barbecue Lunch at Central City in May 2013 – participated in a Barbecue to celebrate the

opening weekend of the Cloverdale Rodeo. Organized by Central City.

Surrey Fest Downtown, A Celebration of Community – at Central City Plaza in June 2013. DSBIA was the mainstage sponsor and used the opportunity to promote the work of the DSBIA and events in the area over the summer months. Organized by the Whalley Community Association.

Quattro Street Fair on Whalley Boulevard between 107A Avenue and 108 Avenue in July 2013. DSBIA provided staff support to help organize the event and used the opportunity to promote Movies Under the Stars to community attendees. Initiated by Tien Sher and various community organizations.

Pride Festival in Holland Park in July - sponsored and ran Kid's World. Organized by Surrey Pride.

Eat, Play, Live Well Street Fair at Phoenix Drug and Alcohol Education Centre in July. DSBIA provided staff support to organize the event and sponsored the children's activity area. Initiated by Phoenix Society and organized by DSBIA, KEYS, KPU and other community groups.

KABOOM Playground Build at Whalley Athletic Park in July. A joint project by KABOOM, City of Surrey, Foresters Insurance and the North Surrey Lions Club, the DSBIA provided some staff to help organize the event as well as supplied a DJ on the day of the build to keep the volunteers entertained.

Surrey International World Music Marathon 2013 at Central City in September. The Marathon was originally an initiative discussed and supported through the Economic Development Committee as an economic generator for the City that would put our area on the map internationally. As it grew, a separate Marathon Society was formed to handle the logistics of such a large event but much of the

Updated presentation outlining information about Surrey and the benefits of investing/relocating to Downtown Surrey which we continued to hand out on USB Drives at various events and Trade Shows throughout the year.

Continued to use the DSBIA Trade Show Booth at various events and Trade Shows – Trade Show Booth was redesigned for use at 2014 Trade Shows.

Updated the DSBIA Restaurant Guide. Liam Leyland, one of our summer interns, updated

and redesigned a variety of pamphlets providing information for current DSBIA members

Looking Forward to 2014

In 2014, the Downtown Surrey BIA will continue the work of 2014; to move forward with positive growth and Economic Development potential investment showcasing the opportunities in Downtown Surrey, and support the current local businesses with area enhancement and proactive programs supporting their development and growth. Further, the DSBIA Directors will revisit and update their 2010 Strategic Plan.

Economic DevelopmentThe focus for ED 2014 is to participate locally, nationally, and internationally in workshops, conferences, conventions and networking events. The mandate is to provide information regarding investment, business opportunities and local activities in Downtown Surrey.

The DSBIA will continue to participate in NAIOP (Commercial Real Estate Development Association); BOMA (Building Owners & Managers Association); REIBC (Real Estate Institute of BC); Vancouver Board of Trade; Surrey Board of Trade; Simon Fraser Advisory Committee; CREW (Commercial Real Estate); UDI (Urban Land Institute) and Vancouver Regional Construction Association Meetings.

Government RelationsThe DSBIA will continue to work with all three levels of government on issues of importance to our members and the community including participation on special committees that address specific concerns.

The DSBIA plans to hold an All Candidates Meeting for the upcoming Civic Election in the fall of 2014.

Research on best practices and specific issues will be conducted and shared with stakeholder groups and the community.

Safety The Bike Patrol will continue to provide service to the DSBIA area Monday through Saturday from 9am-7pm.

There will be two Community Safety Meetings (March and July) that will provide businesses an opportunity to connect with the RCMP and other service providers in the area to work collaboratively to come up with solutions to local concerns.

In the summer of 2014, the DSBIA will conduct our Annual Safety Audit as well as other research projects to identify and address safety issues. Further, a project to encourage businesses to report crime will be rolled out.

Area EnhancementThe DSBIA will continue to work with the Beautification and the Arts Departments at the City

of Surrey to identify projects that will enhance and improve the look and feel of the area. Potential projects for the upcoming year include wayfinding signage, public art and boulevard remediation.

During the summer months, DSBIA interns will lead three Community Clean-ups.

The “Clean Streets” program will run from April 1 – October 31, 2014 and Goodbye Graffiti will continue to remove graffiti off businesses within the DSBIA area.

EventsThe DSBIA plans to continue to host, sponsor and/or participate in Movies Under the Stars at Holland Park, Party for the Planet, Fusion Fest, Surrey Fest Downtown, Quattro Street Fair, Canada Day, Eat, Play Live Well Street Fair, Pride Festival, Tree Lighting Festival, SFU Open House and the Lighted Truck Parade. We will also be open to new events in our area that we can support.

Although there will be no Surrey International World Music Marathon in 2014, the DSBIA is in discussions regarding a new Signature Event for the area to be introduced in late 2014 or 2015.

During the summer, DSBIA interns will be researching guerilla urbanism and applying that concept to activating local public spaces.

Marketing & CommunicationsThe Marketing & Communications Committee will continue to work closely with the Economic Development Committee as well as the other DSBIA Committees to insure that the needs of the committees are met.
