Investing in Central Java Paradise
Tourism sector as one of the strategic sectors in national development over the last decade continues
to show a significant contribution in shoring up the national economy, particularly in gaining national
foreign exchange. In 2009 – 2014, the average growth rate of foreign tourist arrivals was 8.62% per
year, higher than the world average growth of 3.47% per year. This condition indicates the strong
endurance of Indonesian tourism.
Central Java as one of the tourist destinations in Indonesia has a significant contribution to the visit of
tourists both domestic and overseas. The performance of tourism development in Central Java shows
an upward trend from year to year. Potential tourism such as Karimunjawa Islands consisting of 27
islands with 3 tribes (Java, Bugis and Madura) is on its uniqueness and has become a potential unique
tourist attraction compared to other tourist areas. Karimunjawa islands are a low land coastal area
overgrown by mangrove forest which spread towards the East and West and generally covered by
white sand beaches and very gentle jutting into the middle of the sea. Fringing reefs surround the
islands and cause the shore to be shielded from the waves. Thus, the beaches in Karimunjawa Islands
do not have the form of a steep beach. The total area of the Karimunjawa Islands National Tourism
Strategic Area is ± 152,506 Ha, divided into the land area ± 4,644 Ha (3%) and the water area ±
147,862 Ha (97%).
Nationally, according to the Government Regulation No. 50/2011 on National Tourism Development
Master Plan (RIPPARNAS), KSPN Karimunjawa and its surrounding is one of 88 KSPNs. The position of
KSPN Karimunjawa and Surrounding is within the territory of the National Tourism Destination (DPN)
of Karimunjawa – Semarang and its surroundings which are interconnected with 3 National Tourism
Development Zones (KPPN) namely: KPPN Semarang City and Surrounding; KPPN Gedongsongo-
Rawapening and Surroundings; KPPN Demak – Kudus and Surroundings. The strategic position of
KSPN Karimunjawa and its surrounding can be seen from its location near the Java Sea which is one of
ports for cruise and yachts between the western and eastern regions of Indonesia and supported by
its proximity to the air gate with Achmad Yani International Airport in Semarang giving the possibility
of development as one of the marine tourist destinations in the Java region.
In the national scale, the government has set the area of Karimunjawa Islands and its surrounding
areas as a National Tourism Strategic Area (Kawasan Strategis Pariwisata Nasional/KSPN). In spatial,
KSPN Karimunjawa and its surroundings can be structured into 2 zones, namely core zone and
supporting zone. The division of this zone is grouped on the basis of its consideration with the
accessibility of tourist destination area in KSPN Karimunjawa. Furthermore, in the core zone, it is re-
grouped into three sub-regions, including Sub-Region Karimunjawa, Sub-Region Parang, and Sub-
Region Genting. The three sub-regions have their own unique potential to be developed into a
marine-oriented tourism area and local culture.

and Kartini Port in Jepara as well as air transportation from Ahmad Yani Airport
Semarang.
Development of the Core Zone
1. Development of Karimunjawa Sub-region
a. Background
Karimunjawa Sub-region is a region that is designed to be the center and sub-center of
tourism support covering most of the administrative area of Desa Karimunjawa and Desa
Kemujan. Karimunjawa sub-district consists of 15 islands, including Bengkoang Island, Sintok
Island, Mrico Island, Kemujan Island, Tengah Island, Pulau Cilik, Menyawakan Island, Cemara
Besar Island, Cemara Kecil Island, Geleang Island, Burung Island, Karimunjawa Island, Batu
Island, Menjangan Besar Island and Menjangan Kecil Island. The extent of these islands is
incorporated in the Sub-region Karimunjawa

2. Development of Parang Sub-region
a. Background
Parang Sub-region is planned to be Sub Center Supporting Tourist Activities with the center
location in Parang Village. Sub-region Parang includes Parang Village and Nyamuk Village,
which consists of 7 islands, including Kembar Island, Parang Island, Kumbang Island, Katang
Island, Nyamuk Island, Krakal Besar Island and Krakal Kecil Island. In Sub-region Parang, the
environmental service center is located in Nyamuk Village. Accessibility of Parang Sub-region
is a major network and inter-island network. The main network of sea lanes between the
islands of Parang - Nyamuk Island and inter-island network is aimed to accommodate the
activities of waters and other islands (Kembar Island, Krakal Besar Island, and Small Krakal
Island).

3. Development of Genting Sub-region
a. Background
Genting Sub-region is planned to be a Supporting Tourist Sub-Center with an environmental /
local service center located on Genting Island. Genting Sub-region includes a small part of
Karimunjawa Village and Kemujan Village, which consists of 5 islands, including Cendekian
Island, Gundul Island, Sambangan Island, Seruni Island, and Genting Island.

1) Development of water activities tourist object (snorkeling, diving, etc.);
2) Development of underwater archeology research center;

Development of Priority Tread
As the center of the attraction within the territory of KSPN Karimunjawa and Surroundings,
Karimunjawa islands consist of 27 islands with 5 uninhabited islands (Karimunjawa Island, Kemujan
Island, Genting Island, Parang Island and Nyamuk Island), of the five uninhabited islands are only 2
islands (Karimunjawa and Kemujan Island) that have a large land compared to the others. This causes
the center of activities and the central government concentrate only on the 2 islands.
In order to realize KSPN Karimunjawa and Surroundings as an exotic marine ecotourism destination,
world-scale and sustainable, a priority site plan is required, so that tourism development activities
can be focused with vision and mission set. Selection of priority sites in KSPN development plan of
Karimunjawa and Surroundings consists of 4 locations, namely Cemara Besar Island, Bengkoang
Island, Karimunjawa Urban and Kemujan Village. Several adjustments in site prioritizing in the
selection in KSPN development plan of Karimunjawa and Surroundings are:
1. Karimunjawa Urban Area
a. Background
As a subdistrict capital and service center, Karimunjawa urban area is fairly well-managed
by having well-organized space compared to other areas. However, environmental
arrangements are still not organized. In addition, Karimunjawa urban area also has an
important role for the creation of Karimunjawa’s image. Thus, Karimunjawa urban area has
become the main gateway functioning as a tourist receiving area from sea access through
Karimunjawa Pier.

2. Kemujan Square
a. Background
Kemujan Village is an area that is planned as a new activity center in KSPN Karimunjawa.
Kemujan Village is also projected to be a sub-center for the development of tourism support
activities. In addition, Kemujan Village has the potential to be a cultural tourist attraction
that can still be developed in the form of tourist villages. Another thing that is not less
important is the role of Kemujan Village as the entrance of air transport, where there is
Dewadaru Airport which will be the first image / image in welcoming the arrival of tourists
to Karimunjawa.

3. Cemara Besar Resort
a. Background
Located on the eastern side of the big island of Karimunjawa, it takes approximately 30 to
45 minutes to travel by boat tour to Cemara Besar Island. Cemara Besar island is located on
the north side of Cemara Kecil island which is an uninhabited island belonging to the
administrative area of Karimunjawa Village. This island is one of the tourist destination
islands that has beautiful white sand and blue sea water.
