Punkaharju Resort is situated about one-hundred

The urban development plan for the Punkaharju Resort area allows
for the building of more holiday apartments and hotels. In addition
a plot has been allocated for a well-being centre. The Punkaharju
Resort area is particularly well-suited for an energy-efficient well-
ness spa based on a respect for nature, on natural therapies and on
green technology – especially since the waters of the surrounding
Saimaa Lake District are amongst the cleanest in the world.
Mega-trends of tourism today include searching for tranquillity,
authenticity, unspoilt nature and mental harmony . All of these
can be found in Punkaharju. In addition consumers are interested
in sustainable development and fair trade in tourism. The nature
of the Saimaa Lake District and the splendid ridge area offer a
wonderful setting for hiking, cross-country skiing, snowshoeing and
tour skating.
Finnish families and couples as well as well as relaxation-seeking
visitors from St Petersburg have already been captivated by the
area. The number of corporate clients has also grown strongly. A
new spa would further increase the year-round drawing power of
the area, and thus attract new target groups, especially from Russia
and continental Europe.
Punkaharju Resort – experiences through-out the year
Punkaharju Resort is a diverse, year-round holiday area in Eastern
Finland, less than 100 kilometres from the Russian border. It is
located in the municipal district of Savonlinna. Covering about 60
hectares (150 acres) on the shores of Lake Saimaa, the area in-
cludes a holiday village comprising about one-hundred apartments.
Six business enterprises operate in the area. Finland EasyHoliday,
which is a subsidiary of the L-House Group, runs the Kesämaa wa-
ter adventure park, the Paviljonki Restaurant and the camping site,
and also offers accommodation rental services and marina services.
There are also two enterprises in the area that offer, in addition to
rental services, property maintenance services.
Saimaa Safaris, an affiliate of the L-House Group, arranges a wide
range of activities in the area. The Harjun Portti holiday centre of-
fers accommodation and organised activities, and the Johanna Oras
Art Manor displays art exhibitions during summer.
Lusto – the Finnish Forest Museum and Kruunupuisto, which offers
well-being services as well as hotel and restaurant services, are
situated in the nearby ridge area. Kerimäki golf course is less than
a half-hour’s drive away, as is Savonlinna town centre.
The number of annual overnight visits to the Punkaharju Resort
area is about 60 000, which accounts for about 15% of the total
number of overnight visits to the entire district of Savonlinna.

Urban development plan and building regulations
The urban development plan for new block areas at Punkaharju Resort
has been updated and came into force in 2011. The plan enables
diversified and fairly free building ranging from small houses to a three-
storey hotel, depending on the block in question. The area also has a
plot for building a wellness centre or a spa centre.
In accordance with the urban development plan, a land use plan has
been made in which park and garden areas as well as building areas
have been designed by taking into consideration the natural environ-
ment of the area and its surroundings.
The proposed location of buildings and the number of storeys are
stipulated in the land use plan. There are plenty of areas for parks and
gardens as well as for sports pitches and courts, and there are several
hundred metres of shoreline available to the public for recreation.
Municipal infrastructure facilities are located close by to the new block
areas, and the electricity network and optical fibre network were reno-
vated in 2012. There is also a separate plot for a district heating centre.
Various investment options
There are several options for further building in the area. In addi-
tion to a wellness centre or spa centre, it is possible to build hotel
accommodation, apartment block accommodation, semi-detached
houses, linked villas or detached villas. In addition, there is plenty
of designated area for business and service buildings.
In the vicinity of the shore, small-scale buildings serving the needs
of tourism have been planned, such as saunas and service facilities.
It is possible to expand the adventure park in two directions, and
even join it up to the area of the spa centre. The north-west part of
the area has already been parcelled out into lots of about 2000 m2
for small houses. Other parts of the area are made up of land areas
that can be split up into parcels of various sizes.
There are thus various investment options ranging from a single
holiday villa to an entire spa centre.

The urban development plan enables the building of a
diverse and extensive holiday centre.
Punkaharju Resort offers a good range of options for
investment in a rapidly-developing holiday resort. The
land either has been or can be parcelled out into lots
of suitable size in compliance with the proposed land
use plan. There is a legally-valid urban development
plan in force for the area, which makes it possible to
commence diverse and extensive building operations
immediately. The proposed land use plan strives
to ensure judicious development of the area as a
whole. The size, exact purpose and appearance of the
buildings have not been strictly specified.
A network of roads, street lighting along the main
roads, as well as high-capacity trunk lines for public
utilities, electricity and optical fibre communication
already exist in the area.
The aim has been to maintain public access to shores,
parks and outdoor recreation areas currently in public
use. The preservation of as extensive a lake view as
possible from land and of a natural view of shore areas
from the lake were among the guidelines for drawing
up the land use plan. All swimming locations are in
public recreational use and will remain as such.
The area to be developed is in possession of a single
owner, facilitating the investigation of all possible
options. The owning company has strong experience
in comprehensive land use planning and development
and is capable of providing extensive assistance in
weighing up the options.

A. Building rights amounting to thousands of square
metres on the land around Retretti for accommodation,
business and service buildings.
B. 1000 sq. m of building rights for a business and
accommodation block to the left of the entrance of the
area.
C. Approx. 2000 sq. m of building rights still available
in the adventure park area.
D. 42 parcelled plots for holiday villas. Size approx.
2000 sq. m each, plot ratio = 0.09. 29 free plots
available.
E. Site for four balcony-access apartment buildings on
the northern shore of the pond. Site of 1500 sq. m for

Punkaharju Resort Green Spa is a wellness spa that
will take sustainable development and the unique
nature of Lake Saimaa into account in its construction
and operation. The overall focus will be on energy
efficiency and the cost-effective deployment of local
energy, and subsequently on the minimization of the
spa’s energy cost.
The customers of the spa will mainly be guests from
Finland, Russia and continental Europe who are
interested in enhancing their well-being. Another
significant customer group will comprise Finnish and
Russian families. Punkaharju already receives visitors
who belong to these customer groups, and thus the
spa will add to the supply of services targeted at
familiar customer groups.
The planned spa hotel will have 75 bedrooms, a
spa, good conference rooms plus provision for e.g. a
bowling alley. Although building rights allow a bigger
accommodation capacity, the plan has been made for
75 bedrooms in order to facilitate the implementation
of the investment project. It is likely and desirable
that, in addition to the spa operator, there will be
other operators in the area. The current customer
base of Punkaharju (around 110 000 overnight visits)
comprises visitors who are highly likely to make use
of the spa. Other investments planned in the area also
support the business operations of the spa.
The idea is to divide the spa into two sections with a
wellness centre for adults in one section and a classic
leisure spa for the whole family in the other. The pool
areas will have extensive outdoor areas in order to
create an authentic Saimaa ambience for the visitors.
The facilities of the spa will be complemented by
Kesämaa adventure park, by the excellent recreational
routes in the ridge area and by the wide variety of
organized activities taking place in the magnificent
natural surroundings of Lake Saimaa.
The spa has also been planned to include various
conference rooms. In addition, there will be a
large hall on the ground floor that can be used as
a conference room or as additional space for the
restaurant. Equipment from Kesämaa adventure park
can be brought to the hall in winter in order to offer
activities for children throughout the year.
The space plan has been drawn up so that the spa
hotel can be run with as low a staff as possible during
the off-season. The pool area, terraces and restaurant
will be located so that a low number of customers can
even be attended to by a single member of staff.
The cost estimate of the spa hotel is approx. 12
million euros. The estimated initial turnover during the
first year is approx. 3.5 million euros. More detailed
estimates are available on request.

Lake waters in Savonlinna region are according to proven to be
among world purest. A variety of international high class cultural

sia, has triggered investments and the development of Savonlinna
region as an innovative destination with lake and wellness tourism
offer.

Why Invest in Savonlinna Finland?
Tourism growth
Strong effort in tourism marketing and development has resulted in
substantial growth of visitor numbers in Savonlinna. Development
of new products is of great importance especially for lengthen-
ing the main tourism season in summer and developing winter
seasons. Growth of Russian tourism has been particularly strong
and has been aided by extensive investments in new luxury vil-
las and other high quality accommodation capacity. 2011 was a
year of strong growth for Savonlinna region tourism. The number
bednights in registered accomodation increased by 35,6% where
domestic travel grew by 36,2% and international arrivals by 33,7%.
The number of Russian tourists has increased significantly each
year (+10-20 %) during the six year period from 2006 to 2012. In
2011 bednights by Russian tourists increased by 47% reaching the
level of 60% of all international tourism. The overall turnover in
accommodation was 13,5 million euros with an increase of 3,28
million euros from previous year.
Overall accommodation capacity in registered accommodation
increased from previous year by 680 beds to 2 918 beds. Utilization
of accomodation capacity was 37,7 % with on improvement of 3,5
percentage points from previous year. Mean price of overnights
was 34,31. The national average mean price is 48,07 euros.
Growth in tourism is expected from Russia. Investments in accom-
modation capacity suitable for Russian customers continue and
developement of services to suit Russian customers need has been
activated in conjunction with increased investment in increasing
sales in the Russian market.
Product development and marketing and sales effort which have
been stepped up are expected to generate growth also in the
number of tourists arriving from Central Europe. The number central
European tourists will also significantly grow with the introduction
of new lake cruise concept in 2013 (projected).
Savonlinna is one of Finland’s most popular
summertime tourism destinations.
Of all the tourism areas in the Savonlinna region, the Punkaharju Resort has especially high potential to develop into a thriving, round-
the-year tourist venue thanks to the extensive possibilities for pursuing various activities and to the investments in a new spa centre. The
growth in overnight visits in the region as a whole will be highly dependent on the development of new tourism attractions – growth
cannot be achieved merely by building new holiday accommodation units or by renovating the present ones.
At present there are only three spa operators in Finland, so the spa sector needs new operators to increase the range of alternatives. For
new tourism investments in Finland, it is possible to get investment support of up to 30%.
