RRSF ProcessCODI-II Resolution (7 September 2001)

The Conference of Ministers

– Recognizes the fact that principles and objectives of AAPA were and will stay relevant for statistical development in Africa;

– Regrets the low implementation level of the AAPA identifeid in the ealuation ; ….

– Decides that the new plan proposed in the evaluation report are not necessary. There was rather a need to put in place a new framework for statistical development in Africa that will take into account:

• Full participation of all stakeholders;

• New information demand (Poverty Reduction Strategy Paper (PRSP), New Partnership for the development of Africa (NEPAD));

• Strategies on statistical capacity building at national, sub-regional and regional level;

• Critical situation of post-conflict and post-crisis countries;

• Mechanisms of continuous monitoring and evaluation

Way forward and questions for discussion

• Formalize the Terms of Reference (ToRs) of RRSF Coordinators at all levels

• Prepare annual reports from National Coordinators

• Synthesis by sub-regional coordinators

• “Mid-review” report in 2012 by the regional organizations this time (by consultants but not ideal)

• Update the RRSF Website

• Final report in 2015 (based on sub-regional reports and anticipating the new challenges of development agenda beyond 2015 including climate change, etc. )
