Based on stakeholder consultations, an assessment of the potentials and preconditions in the country and a review of international experience, a roadmap for introducing a cluster-oriented approach in Moldova has been developed in the course of 2016, comprising three phases:

support structures in pilot-clusters • Setting up a lean coordination unit • Realigning further policy areas

3. Roll-out phase • Launching a competition-based

cluster development programme • Fully integrating cluster development

The action plan at hand operationalizes the roadmap breaking down and specifying the objectives, tasks, responsibilities and time frame for the pre-cluster phase.

• Develop work programme for cluster diagnostics and needs analysis for the two selected pilot-clusters (automotive and apparel) based on interviews with stakeholders (e.g. donors, associations, universities, agencies) and a review of existing studies and concepts, comprising amongst others: (Online) survey and interviews with cluster actors (e.g.

companies, universities, research and training institutions, incubators, zone and park management, associations) to assess the technology / application focus, innovation activities, cooperation patterns and interests

• Carry out cluster diagnostics for the two selected pilot-clusters (automotive and apparel) based on agreed work programme

• Discuss and validate findings with cluster actors and specialists from relevant ministries (e.g. Economy, Education, Information Technology and Communications), agencies (MIEPO, ODIMM, AITT), academia, chambers, associations, economists and industry specialists (e.g. from banks, auditors, donor organisations)

Objective 2: Securing funding and technical assistance for the introduction of a cluster-oriented approach

2.1 Drafting presentation for consultations with international partners

• Update information of the cluster roadmap and the phases for the introduction of a cluster-oriented approach, incorporating results from previous actions

• Break down and specify the anticipated support needs for the two pilot-clusters: Implementation concepts for setting-up two pilot-clusters

(participative vision building and action planning, organizational concept, business planning)

Capacity building for cluster managers and members of steering structures at cluster and cross-cluster level (e.g. study tours, work shadowing, seminars, training and mentoring programmes, participation in international cluster venues and conferences)

Funding of salaries of cluster management and provision of an office and basic set of services (e.g. networking events, cooperation platforms, business development services)

Cluster marketing (e.g. branding for cluster programme / pilot-clusters, website / micro-sites for the pilot-clusters, periodic newsletter, cluster directories)

Review of investment promotion target groups and activities to realign investment promotion towards cluster development

Objective 2: Securing funding and technical assistance for the introduction of a cluster-oriented approach

2.2 Preliminary consultations with selected international partners

Organize and conduct individual meetings with international organisations and donors that have a strong focus on cluster-relevant activities in Moldova, e.g. GIZ and USAID in order to: • Assess their interest and requirements with respect to

supporting selected tasks of the roadmap • Identify further international partners to be consulted • Agree on organization / participation at the roundtable with

international partners on the subject of cluster development

2.3 Round table with international partners

Organize a cluster policy round table with international organisations and donors (e.g. GIZ, USAID, European Union, EBRD, World Bank & IFC) with the aim to: • Present and discuss the roadmap and support needs • Sensitize international partners for the benefits of a cluster-

oriented approach • Agree on next steps to explore opportunities for funding and

technical assistance for the implementation of the roadmap

Objective 3: Assessing the potential for setting-up management structures in pilot-clusters and improving the environment for cluster development

3.1 Implementation concepts for the two pilot-clusters

Develop ToR and contract consultants to carry out the following tasks for the two selected pilot-clusters (automotive and apparel) building upon the results from the cluster diagnostics and needs analysis: • Participative vision building and action planning • Organizational concept (incl. options for hosting of cluster

Objective 3: Assessing the potential for setting-up management structures in pilot-clusters and improving the environment for cluster development

3.3 Assessment of the need for changes in the legal and regulatory framework

Assess if changes in the legal and regulatory framework are necessary to support the introduction of a cluster-oriented approach taking into account the experience gained in the process of implementing the different roadmap actions (e.g. needs analysis and implementation concepts for the two pilot-clusters)

3.4 Reflection of interim results and decision on way forward

• Critical reflection of the interim results with specialists from relevant ministries (e.g. Economy, Education, Information Technology and Communications), agencies (MIEPO, ODIMM, AITT), academia, chambers, associations, economists and industry specialists (e.g. from banks, auditors, donor organisations)

• Decision if the next phase of the roadmap (pilot-cluster phase) should be entered or if refinements or alternative strategic options should be considered
