Based on stakeholder consultations, an assessment of the potentials and preconditions in the country and a review of international experience, a roadmap for introducing a cluster-oriented approach in Moldova has been developed in the course of 2016, comprising three phases:

support structures in pilot-clusters • Setting up a lean coordination unit • Realigning further policy areas

2.1 Drafting presentation for consultations with international partners
• Update information of the cluster roadmap and the phases for the introduction of a cluster-oriented approach, incorporating results from previous actions
• Break down and specify the anticipated support needs for the two pilot-clusters: Implementation concepts for setting-up two pilot-clusters
(participative vision building and action planning, organizational concept, business planning)
Capacity building for cluster managers and members of steering structures at cluster and cross-cluster level (e.g. study tours, work shadowing, seminars, training and mentoring programmes, participation in international cluster venues and conferences)
Funding of salaries of cluster management and provision of an office and basic set of services (e.g. networking events, cooperation platforms, business development services)

• Decision if the next phase of the roadmap (pilot-cluster phase) should be entered or if refinements or alternative strategic options should be considered
