    The University of Melbourne fee policy forinternational studentsThis is the Universitys policy relating to the calculation and payment of tuition fees for commencing andcontinuing international students in 2011.

    The tuition fees detailed in this publication relate to 2011 only. This policy applies to international students enrolled:

    > in an undergraduate, graduate coursework, or graduate research course (including Masters by Research, Doctoral and PhDcandidates); or

    > in a Study Abroad course; or

    > in Community Access Program (CAP) subjects; or

    > who are studying onshore or offshore.

    This policy does not apply to international students enrolled in courses offered by the Melbourne Business School or Melbourne Consulting

    and Custom Programs.

    An international student:

    > is not an Australian citizen or permanent resident; and

    > does not hold a permanent Australian humanitarian visa; and

    > is not a New Zealand citizen.

    If you are an Australian or New Zealand citizen, an Australian permanent resident, or if you hold a permanent Australian humanitarian visa,

    All tuition and other fees are paid in Australian dollars ($AUD).

    Tuition fees do not include costs such as Overseas Student Health Cover and certain other costs.

    accreditation for the course and

    anticipates enrolling international

    students from the start of the 2011

    academic year. The course will only

    be available to international students if

    Policy amendments

    This fee policy takes effect for all

    students from 1 January 2011.

    The University reserves the right to

    amend this policy as required. Any

    changes will be notified in writing.

    Goods and Services Tax (GST) does not

    currently apply to tuition fees. Should

    this change, the University reserves the

    right to charge GST in addition to thepublished fee.

    It is important that you read this policy

    before completing your administrative

    enrolment. Once you enrol, you will be

    bound by this fee policy and are agreeing

    to pay tuition fees for every year in which

    you are enrolled.

    Graduate courses, except for

    In 2011 you will pay a course-based tuition fee.

    The amount you are charged is the course feelisted per Equivalent Full Time Student Load(EFTSL) enrolled. This amount is the fee for allstudents commencing in the course in 2011. If youare studying more or less than one EFTSL in 2011,your fee will increase or decrease proportionally.

    The University provides a guarantee to internationalstudents who enrol that the course fee will notincrease by more than 10 per cent per annum.

    Study Abroad In 2011 you will pay the 2011 Study Abroad coursefee to the University of Melbourne.

    Student Services and Amenities

    Fee

    The Commonwealth Government may introduce aStudent Services and Amenities Fee in 2010/2011.Details of the fee will be provided after legislationhas been passed and full details are known.

    If this fee is introduced by the CommonwealthGovernment, you will be required to pay the fee tomaintain your enrolment.

    If you are an international student who commenced your graduate course in 2009 or earlier you will complete your study on a subject fee basis as per the feepolicy that applied at the time you commenced your course. Discipline fees for graduate subjects will continue to be set each year and these will apply in theusual manner. This will apply for as long as you remain enrolled in the same course. If you transfer to another course you are subject to the current fee policyand must pay the fees applicable at the time of transfer.

    Frequently asked questionsWhat do the tuition fees cover?

    Tuition fees cover the cost of tuition.

    Tuition fees do not cover certain costs orservices, for example:

    > Overseas Student Health Cover (OSHC).A separate fee is paid for this compulsory

    health insurance for international students.> Optional membership of the Student

    Union, Graduate Association or MelbourneUniversity Sport (which provides accessto the Universitys sports centre and othersports facilities). Students may nominateto join and pay a separate fee.

    Students also have access to a range of freesupport services and facilities including:

    > Airport reception (within the limitsoutlined in the terms and conditions of theAirport reception service)

    > Programs such as Orientation

    > Services such as student housing andemployment services.

    Will my tuition fees ever differ from thepublished fee?

    The tuition fees detailed in this publicationrelate to 2011 only.

    These fees are subject to annual review andmay be adjusted to take into account price anddemand factors. The University provides aguarantee to international students who enrolthat:

    > The tuition fee will not increase bymore than 7 per cent per annum in anydiscipline for undergraduate subjects

    > The tuition fee will not increase bymore than 10 per cent per annum in anydiscipline for graduate subjects

    > The tuition fee will not increase by morethan 10 per cent per annum for studentsenrolled in a graduate course and paying acourse-based fee.

    These guarantees are not applicable to StudyAbroad or Community Access Program subjectfees.

    When do I pay?

    Tuition fee payments are made in advance ofeach study period. In 2011, you have threepayment options: standard instalment; dualinstalment or yearly instalment. Refer toPayment options in 2011 on page 22 for moreinformation.

    You will be sent an invoice for each feeinstalment according to your enrolled studyperiod. It is your responsibility to pay your feesand complete your enrolment by the publisheddate; otherwise a late fee will be levied. If yourfees remain unpaid, your enrolment will becancelled and you will then need to reapplyfor admission to the course. You will remainliable for any outstanding debt. The Universityis required to advise the Department ofImmigration and Citizenship of any cancellationof enrolment. This may lead to the cancellationof your student visa.

    What if I commence in Semester 2?

    If you are commencing your course inSemester 2, 2011, your fees for your firstsemester of study will be those applying in2011. For the first semester of 2012, the feesyou pay will be those approved for the 2012academic year.

    What if I defer my studies?

    If you have an offer to study at the Universityin 2011 and you defer your studies until 2012,the fees you pay on commencement will bethose set for 2012.

    What if I transfer to a new course?

    For undergraduate students transferring to anew undergraduate course, the fees you paywill be those set for the subjects into whichyou enrol at the time of transfer.

    For graduate students transferring to a newgraduate course, the fees you pay will be thoseset for the new course into which you enrol.

    For Study Abroad students transferring to anew Study Abroad course, the fees you paywill be those set for the new course into whichyou enrol.

    Students whose enrolment is terminatedeither for poor academic performance,disciplinary grounds or for failure to re-enrolin a timely fashion, if readmitted at any futuretime, will be required to pay fees accordingto the fee policy applicable at the time ofreadmission, not the policy that applied undertheir original enrolment. This also applies tostudents whose enrolment is terminated forunpaid fees or other outstanding debt and whoare ineligible for reinstatement.

    What happens if I change subjects withinmy course?

    Subject fees: undergraduate courses andgraduate enrolments with subject-basedfees

    Changing to subjects in different fee bands orchanges to study load will result in a changeto your fee liability (refer to Variations to feesowing on page 23).

    If the subject you add to your enrolment ischarged at a higher rate than the one fromwhich you withdraw, additional tuition feeswill be payable. Alternatively if the subject youadd to your enrolment is charged at a lowerrate than the one from which you withdrawyour subsequent semesters tuition fee will becredited or you may apply for a refund (refer toRefund policy on page 24).

    If you withdraw from a subject you must do soby the census date for that subject or you willbe charged for the subject (refer to Variationsto fees owing on page 23).

    Course fees: graduate enrolments withcourse-based fees

    Your course tuition fee will only change ifyou change your study load (EFTSL). If youincrease the number of subjects in which youare enrolled, or change to subjects of a higherweighting, your fee liability will increase. If youreduce the number of subjects in which you

    are enrolled or change to subjects of a lowerweighting, you may decrease your fee liabilityand may be eligible for a refund, however youmust have withdrawn from subject(s) by thesubject census date or you will be charged forthe original study load.

    Course fees: Study Abroad

    Undergraduate Study Abroad: Your coursetuition fee will not change.

    Graduate Study Abroad: Your course tuitionfee will not change (unless you change to amajority of subjects within the other graduateband, resulting in a change of Study Abroadcourse).

    If my tuition fees are paid on a subject basis,how do I know which discipline band applies tomy subject?

    Every subject at the University has beenassigned to a discipline fee band. Details canbe found in the Subject Fee Calculator:http://fee.acs.unimelb.edu.au

    Subject fees are set within a fixed number offee bands based on the Australian GovernmentDepartment of Education, Employment andWorkplace Relations discipline classificationof the subject, with different prices chargedfor undergraduate subjects, graduate subjectsand Community Access Program study. Thesediscipline fee bands are determined by thecontent of the subject, not the course of whichit forms a part, nor the faculty or school whichis responsible for teaching it.

    What if I am granted Australian permanentresidency?

    Australian Government requirements donot permit you to enrol or remain enrolledas an international student under thesecircumstances. You must advise the Universityimmediately. Refer to International studentsgranted Australian permanent residency, page26 for more information.

    What is a census date?

    The census date for a subject is the last datethat you can withdraw from that subjectwithout incurring fee liability.

    What is an EFTSL?

    An EFTSL (Equivalent Full-Time Student Load)is a measure of study load. One EFTSL isequivalent to 100 credit points and representsa standard annual full-time load.

    Applies to commencing and continuing undergraduate studentsInternational students enrolling at the University of Melbourne in 2011 in an undergraduate course will pay tuition fees based on the particularsubjects they choose to study. All undergraduate courses have subject-based fees.

    Undergraduate subjects have been grouped into fee bands, with fees based on the cost of teaching the subjects and the demand for the disciplinein which they fall. The discipline fee bands that have been set for international students in 2011 are detailed in Table 1. The fee bands in this table setout the basis for calculating your fees but do not necessarily represent a typical enrolment. The amount you are charged is the sum of the fees for all

    subjects in which you enrol.

    Calculating your tuition feesThe fees shown in Table 1 are for each 100 credit points (1 EFTSL) that you undertake. 100 creditpoints is a standard full -time study load for one year of study. Each subject that you undertake hasan EFTSL, or credit point value. Fees are charged based on the EFTSL value of the subject in eachsemester.

    For example, if a subject is worth 12.5 credit points (0.125 EFTSL) then the fee charged for thesubject is 0.125 multiplied by the $/EFTSL fee for that subject. All year-long subjects are requiredto have their fees paid in full in Semester 1. For example, if a year-long subject is worth 37.5 creditpoints (0.375 EFTSL) then the fee is charged as 0.375 multiplied by the $/EFTSL fee inSemester 1.

    The total fees you will pay in any year are the sum of the subject fees for all subjects in which youare enrolled. For details of the EFTSL value and discipline of every subject at the University refer to

    Example

    Wei is an international student who enrolsin a Bachelor of Science in 2011. Sheenrols in a total of 100 credit points (1EFTSL), comprising 8 subjects:

    International students enrolling at the University of Melbourne as a graduate enrolment with course-based fees in 2011 will pay tuitionfees based on their course and study load. The tuition fees that have been set for each graduate course in 2011 are detailed in Table 3. The

    amount you are charged is the course fee listed per EFTSL enrolled. If you are studying more or less than one EFTSL in 2011, your fee will

    increase or decrease proportionally.

    Calculating your tuition feesGraduate courseworkThe fees shown on pages 1119 are for each 100 credit points (1 EFTSL) that you undertake. 100 credit points is a standard full-time study

    load for one year of study. Each subject that you undertake has an EFTSL, or credit point value. Fees are charged based on the total study

    load (EFTSL) you undertake in each semester.

    For example, if you undertake 8 subjects worth 12.5 credit points each (0.125 EFTSL) your total study load for the year is 1 EFTSL (8x0.125).

    The fee charged for your study load is 1 multiplied by the $/EFTSL fee for your course. If you undertake more or less than 1 EFTSL in a year

    the amount charged will increase or decrease correspondingly.

    Graduate researchThe fees shown on pages 1119 are for each 100 credit points (1 EFTSL) that you undertake. 100 credit points is a standard full-time study

    load for one year of study. Fees are charged based on the study load (EFTSL) you undertake in each semester.

    Research semesters differ from coursework semesters in that Semester 1 is defined as 1 January to 30 June (six months) and Semester

    2 is defined as 1 July to 31 December (six months). You will be charged on a daily pro rata basis per semester. For example, if you are a

    commencing research student who enrols after a semester commencement date, your first semester fees will be adjusted to take account

    of the number of days you will actually be enrolled in that semester.

    Example

    Michelle is an international student who enrols in a Master of Philosophy (Science). She starts her degree on 1 January with a study

    load of 0.5 EFTSL for Semester 1 and 0.5 EFTSL for Semester 2.

    Michelles tuition fees for 2011 are calculated as:

    (0.5 x $30,048) +

    (0.5 x $30,048)

    = $30,048

    However, if Michelle did not commence until 20 March 2011, she would only be charged from 20 March 2011 for Semester 1. Her

    tuition fees would be adjusted to take account of the fact that her first semester will be only 103 days, not 181 days in duration. Her

    tuition fees for 2011 would be calculated as:

    (0.5 x 103/181 $30,048) +(0.5 x $30,048)

    = $23,573.57

    International students enrolling at the University of Melbourne as a graduate enrolment with subject-based fees in 2011 will pay tuition fees

    based on the particular subjects they choose to study.

    Graduate subjects have been grouped into fee bands, with fees based on the cost of teaching the subjects and the demand for the

    discipline in which they fall. The discipline fee bands that have been set for international students in 2011 are detailed in Table 4. The fee

    bands in this table set out the basis for calculating your fees but do not necessarily represent a typical enrolment. The amount you are

    charged is the sum of the fees for all subjects in which you enrol.

    Calculating your tuition fees

    The fees shown in Table 4 are for each 100 credit points (1 EFTSL) that you undertake. 100

    credit points is a standard full-time study load for one year of study. Each subject that youundertake has an EFTSL, or credit point value. Fees are charged based on the EFTSL value

    of the subject in each semester.

    For example, if a subject is worth 12.5 credit points (0.125 EFTSL) then the fee charged for

    the subject is 0.125 multiplied by the $/EFTSL fee for that subject.

    All year-long subjects are required to have their fees paid in full in Semester 1. For example,

    if a year-long subject is worth 37.5 credit points (0.375 EFTSL) then the fee is charged as

    0.375 multiplied by the $/EFTSL fee in Semester 1.

    The total fees you will pay in any year are the sum of the subject fees for all subjects in

    which you are enrolled. For details of the EFTSL value and discipline of every subject at the

    Study Abroad course fees 2011

    International students enrolling at the University of Melbourne in a Study Abroad course in 2011 will pay a tuition fee to the University of

    Melbourne. This is a set tuition fee for the program, irrespective of the number of subjects in which you are enrolled. The fee is the cost

    per semester enrolled. Semester 1, 2011 covers the period January to June 2011; Semester 2, 2011, July to December 2011.

    These fees also apply to Australian students enrolling in a Study Abroad course at the University of Melbourne for credit to an overseas

    institution.

    Tuition fees for students whocommenced in 2004 or earlierIf you are an international student who commenced your course in 2004 or earlier, you are able to complete your study under the fee policythat applied at the time you commenced your course (known as grandfathering).

    If you commenced your course prior to 2004 and remain on the grandfathered (original) fee policy this policy will apply only for:

    > Undergraduate courses: the standard duration of the course as defined when you commenced the course plus a further year; or

    > Graduate courses: twice the normal full-time duration of the course as defined when you commenced the course.

    Any periods of leave of absence or part-time enrolment do not extend the above time frames.

    If you take longer than the above time frames to complete the course you will be required to move to the current fee policy and must paythe fees applicable at that time.

    If you transfer to another course you are subject to the current fee policy and must pay the fees applicable at the time of transfer.

    If your enrolment is terminated either for poor academic performance, disciplinary grounds or for failure to re-enrol in a timely fashion, ifreadmitted at any future time, you will be required to pay fees according to the fee policy applicable at the time of readmission, not thepolicy that applied under your original enrolment. This also applies to students whose enrolment is terminated for unpaid fees or otheroutstanding debt and who are ineligible for reinstatement.

    Tuition fee discounts in 2011

    2011 arrangements relating to thepayment of feesPayment options in 2011When you enrol, you will be asked to select one of three instalmentoptions for payment of your tuition fees:

    You normally use the same instalment option throughout a calendar

    year and can change your instalment option at the commencementof each new year.
