1. GENERAL

1.1 Theobjectoftheclassistoprovideracingforyoungpeopleatlowcost.

1.2 TheOptimistisaOne-DesignClassDinghy.Exceptwheretheserulesspecificallypermitvariations,boatsofthisclassshallbealikeinhullform,construction,weightandweightdistribution,riggingsparsandsailplan.

Note:Indecidingwhetheranitemispermitteditshouldbenotedthat,inaOne-DesignClass,unlesstherulesspecificallystatethatsomethingispermitteditshallbeassumedtobeprohibited.

1.3 Theserulesarecomplementarytotheplans,measurementformsandmeasurementdiagrams.AnyrequestforinterpretationandresolutionthereofshallbemadeinaccordancewithcurrentWorldSailingregulations.

1.4 Intheeventofdiscrepancybetweentheserules,themeasurementformand/ortheplansthemattershallbereferredtoWorldSailing.

2. ADMINISTRATION

2.1 English Language

2.1.1 TheofficiallanguageoftheclassisEnglish,andintheeventofadisputeoverinterpretationtheEnglishtextshallprevail.

2.1.2 Theword“shall”ismandatoryandtheword“may”ispermissive.

2.1.3 Whereverintheserulesthewords“ClassRules”areusedtheyshallbetakenasincludingtheplans,diagramsandthemeasurementforms.

2.1.4 The“NationalClassAssociation”istheInternationalOptimistClassAssociationinthecountryconcerned.

2.2 Builders

2.2.1 TheOptimistmaybebuiltbyanyprofessionaloramateurbuilder.

2.2.2 ProfessionalbuildersshallberesponsibleforsupplyingboatscomplyingwiththeClass

Rules.Thebuildershallathisownexpensecorrectorreplaceanyboatwhichfailstopassmeasurement,duetoanomissionorerrorbythebuilder,providedthattheboatissubmittedformeasurementwithintwelvemonthsofpurchase.

2.2.3 Manufacturersofkitsorpartsshallberesponsibleforsupplyingparts,which,whenassembledinaccordancewiththemanufacturer’sinstructions(ifany),willproduceboatscomplyingwiththeClassRules.Themanufacturerofthekitorpartswhichisshownnottodothisshall,athisownexpense,replacethepartsofthekitwhichareincorrectprovidedthattheerrorismadeknowntothemanufacturernotmorethantwelvemonthsfromthedateofpurchase.

2.2.4 Abuildershallissuewitheachhullawrittenbuilder’sdeclaration,statingthatthehullcomplieswiththerelevantClassRules.

2.3 World Sailing Class Fee

2.3.1 TheamountoftheWorldSailingClassFeeisdeterminedbyWorldSailinginconsultationwithIODA.TheExecutiveCommitteemayalterthisamountfollowingsuchconsultation.

2.3.2 TheWorldSailingClassFeeshallbepaidbythebuilderoneachhullassoonasbuildingormouldingcommences.Forwoodandwood/epoxyhullstheplaqueshallbesuppliedatthetimeofmeasurement.

2.3.3 ThebuildershallbuythebuildingplaqueandRegistrationBook:

(a)forGRPhulls,fromIODA

(b)forwoodandwood/epoxyhulls,fromIODAortheNationalOptimistAssociation

2.3.4 (a)IODAisresponsibleforcollectingtheWorldSailingClassFeeonbehalfofWorldSailing.

(b)IODAwillbuybuildingplaquesfromWorldSailingunlessotherwiseagreedwithWorldSailing.

(c)IODAortheNationalAssociationshallselltheplaquestothebuilder.

Eachplaqueshall,ateverystage,besoldwiththeofficialWorldSailingClassFeereceiptandthebuildersdeclarationform.TheWorldSailingClassFeereceiptshallbesenttotheappropriateNationalAuthoritywhentheboat’ssailnumberisappliedfor.

2.3.5 ForeachWorldSailingClassFeepaid,IODAortheNationalOptimistAssociationshallissueabuilder’sdeclaration,WorldSailingClassFeereceiptandaWorldSailingPlaque,whichthebuildershalldeliverwiththehulltotheowner.Builder’sdeclarationsandWorldSailingClassFeereceiptsareonlyvalidiftheyaremadeoutontheofficialformsissuedbyIODA.Thebuildingfeereceiptandbuilder’sdeclarationisincorporatedintheRegistrationBook.

2.4 Registration and Measurement Certificate

2.4.1 Noboatispermittedtoraceintheclassunlessithasavalidmeasurementcertificate.ThisrulemaybesuspendedinthecaseofcharterboatsatanyeventwiththepermissionoftheIODAExecutiveCommittee.

2.4.2 EachNationalAuthorityshallissuesailnumberswhichshallbeconsecutiveandthenumbershallbeprecededbythenationalletters.Numberingmayrestartat1onreachingnumber9999.ANationalAuthorityshallissueasailnumberonlyonreceiptofevidencethatthebuildingfeehasbeenpaid.

2.4.3 Thecertificateisobtainedasfollows:

(a) ThebuildershallhavethehullmeasuredbyameasurerofficiallyrecognisedbyhisNationalAuthority.TheRegistrationBookwiththeWorldSailingClassFeereceipt,builder’sdeclarationandhullmeasurementformsectioncompletedshallbesuppliedtotheowneroftheboat.

(b) TheownershallapplytotheappropriateNationalAuthorityforasailnumberenclosingtheirRegistrationBookwithbuilder’sdeclarationandbuildingfeereceipt.TheNationalAuthorityshallenterthesailnumberintheRegistrationBook.

(c) TheownerisresponsibleforsendingtheRegistrationBookwiththebuilder’sdeclarationandallmeasurementformsectionscompletedtohisNationalAuthority,togetherwithanyregistrationfeethatmayberequired.Onreceiptofthis,theNationalAuthorityshallcompletethemeasurementcertificatesectionoftheRegistrationBookandreturnittotheowner.NotethatwhereaNationalAuthoritypreferstoissueitsowncertificatethisshallbefirmlyfixedto,andmentionedintheRegistrationBook.

2.4.4 Changeofownershipinvalidatesthemeasurementcertificatebutshallnotnecessitateremeasurement.ThenewownershallapplytohisNationalAuthorityforendorsementofthecertificate/RegistrationBookreturningitwithanyre-registrationfeerequiredandstatingthenecessaryparticulars.Themeasurementcertificate/RegistrationBookshallthenbereturnedtotheowner.

2.4.5 IfareplacementRegistrationbookisrequired,itmaybeobtainedfromIODA.ThenewRegistrationbookshallbeprintedwiththesameplaquenumberastheoldRegistrationbook.InthecaseofhullsproducedbeforeRegistrationBookswereintroduced,wheretheMeasurementCertificatehasbeenlostaNationalAuthoritymay,afterconsultationwithIODA,issueareplacementMeasurementCertificate,validforalleventsotherthanIODAchampionships,withoutevidenceofmeasurementprovidedthattheWorldSailing/ISAF/IYRU/plaqueremainsaffixedtothehull.(Notethatsuchplaqueshavenumberslowerthan92000).

2.4.6 Notwithstandinganythingcontainedintheserules,WorldSailingortheNationalAuthorityshallhavethepowertorefusetograntacertificate,orwithdrawameasurementcertificatefromanyboat,givingwrittenreasonsfortakingsuchaction.

2.4.7 IncountrieswherethereisnoNationalAuthorityorinwhichtheNationalAuthoritydoesnotwishtoadministertheclass,itsfunctionsasstatedintheserulesshallbecarriedoutbyIODAoritsdelegatedrepresentatives(i.e.NationalClassAssociations).

2.5 Measurement

2.5.1 OnlyameasurerofficiallyrecognisedbyaNationalAuthorityshallmeasureahull,spars,sailsandequipment,andsignthedeclarationonthemeasurementformthattheycomplywiththeClassRules.Hullsshallbemeasuredinaccordancewiththeappropriatehullmeasurementinstructions.Forwoodandwood/epoxyhullsseeAppendixA.

2.5.2 Themeasurershallreportonthemeasurementformanythingwhichheconsiderstobeadeparturefromtheintendednatureordesignoftheboatortobeagainstthegeneralinterestoftheclass.Ameasurementcertificatemayberefused,evenifthespecificrequirementsoftherulesaresatisfied.

2.5.3 Ameasurershallnotmeasureahull,spars,sails,orequipmentownedorbuiltbyhimself,orinwhichheisaninterestedpartyorhasavestedinterest.

2.5.4 Forwoodandwood/epoxyhulls,seeAppendixA

AllGRPhullsshallcomplywiththecurrentrulesortherulescurrentatthetimetheboatwasfirstmeasuredandregisteredwiththeNationalAuthorityasthebonafidepropertyofacurrentOptimistsailororhisfamily,orasailingclub/schoolrecognisedbythenationalauthorityornationalOptimistassociation.

GRPhullsfirstsomeasuredandregisteredbetween1March1995and1March1996shallconformeithertotheclassrulesinforcefrom1March1994ortotheclassrulesinforcefrom1March1995.Hullsfirstsomeasuredandregisteredafter1March1996shallconformtotheclassrulesthencurrent.

Fittings,spars,sailsandotherequipmentshallcomplywiththecurrentrules,unlessotherwisestatedinthespecificclassrulereferringtosuchequipment.

2.5.5 Itistheowner’sresponsibilitytoensurethathishull,spars,sailsandequipmentaremaintainedinaccordancewiththeClassRulessothatthemeasurementcertificateisnotinvalidated.Alterationsorreplacementstothehull,sails,sparsandequipmentshallcomplywiththecurrentrules.

2.5.6 Neworalteredsailsshallbemeasuredbyameasurerwhoshallstamporsignanddatethesailsnearthetack.ThedetailsshallberecordedonthecertificateandtheentrysignedbythemeasurerorthesecretaryoftheNationalAuthority.

2.6 Measurement Instructions

ExceptwherevariesbytheserulestheWorldSailingMeasurementInstructionsshallapply.

2.7 Identification Marks

2.7.1 TheClassEmblemshallbetheletterIandOandshallconforminshapeandsizetothepatternheldbyWorldSailing.CopiesmaybeobtainedfromtheNationalClassAssociations,IODAorNationalAuthority.

2.7.2 Thebuildingfeeplaqueshallbelegible,clearlyshownandpermanentlygluedonthestarboardsideoftheaftfaceofthemastthwartbulkhead.

2.7.3 Allhulls,mayhavethesailnumberandNationalLettersclearlyidentifiedonthestarboardsideoftheaftfaceofthemastthwartbulkheadinfiguresnotless than 10 mm high.

2.7.3.1 GRPhullsmayhaveanidentificationnumber,infiguresnotlessthan10mmhigh,mouldedineachhullcomponent:

Component1:Hullshell:theforwardfaceoftheforwardtransom(within60mmofthecentreofthistransom).

Component2:Gunwale-MastThwartassembly:thestarboardbottomflangeofthemastthwartbulkhead.

Component3:DaggerboardCase-MidshipFrameassembly:theforwardbottomflangeofthedaggerboardcase.

Thisidentificationnumbershallconsistof:codenumberofbuilderandcodenumberofmould,bothallocatedbyIODAtoeachmouldandbuilderfollowingapprovalofeachprototype.

ThisnumbermaybeinvalidatedifitisestablishedthathullshavedeviatedfromClassRulesafterprototypemeasurement.

2.7.3.2 OnGRPhullsthebuildershallengraveontheforwardtransom,15mmbelowtheidentificationnumberaregistrationmark,infiguresnotlessthan6mmhigh.Thisregistrationmarkshallconsistof:

2.7.3.3 Manufacturersshallallotaserialnumbertothemast,boom,sprit,daggerboardandrudder.TheseserialnumbersshallbereportedontheappropriateMeasurementFormbythemeasurerandshallbeclearlyandindeliblymarkedbythebuilderontherudder,daggerboardandspars.

2.7.4 ThesailnumberandNationalLettersshallbeclearlymarkedontherudder,daggerboardandspars.

2.7.5 Thesailshallcarryidentificationmarksindicatedinrule6.5andeachsailmanufacturedormeasuredafterJanuary1st1990shallhavepermanentlyfixednearitstackanofficiallynumberedsailbuttonorsaillabel.Nosailshallbeacceptedforfirstmeasurementwithoutasailbuttonorsaillabel.Buttonsorlabelsshallnotbetransferredfromonesailtoanother.Saillabelsshallbepermanentlygluedtothesailwithtwolinesofstitchingacrossthelabel.Alternatively,labelsshallbepermanentlygluedtothesailandfurthersecuredwiththeICAsuppliedrivet.Buttons/LabelsshallnormallybeobtainedfromtheInternationalOptimistDinghyAssociation(IODA)bythesailmakersbutmayalsobeobtained,ifnecessary,byNationalClassAssociations.

2.7.6 Allemblems,plaques,marksandnumbersshallbeclearlylegible,ofdurablematerialandshallbesecurelyattached.

2.8 Advertising

2.8.1 Competitoradvertisingisonlypermittedasfollows:thehullinanyareanotalreadydesignatedforEventAdvertising.Suchadvertisingmayonlybeappliedasatemporaryadhesivesticker.

2.8.2 InadditiontoWorldSailingRegulation20.2.4,promotionoftobaccooralcoholproductsoradvertisingofanovertlysexualnature,isnotpermitted.

3. CONSTRUCTION AND MEASUREMENT RULES

3.1 General

3.1.1 AllboatsshallbebuiltaccordingtotheClassRules(seealsoCR2.1.3).Thedimensionsandshapeofthehullshallbeasshownontheplansandasgivenintheserules,diagramsandmeasurementformsandshallconformwiththetolerancesstatedtherein.MaterialsshallbeasspecifiedintheseClassRulesexceptthattitanium,carbonfibreorotherexoticmaterialsareprohibited.

3.1.2 Anyattempttoconcentratetheweightofthehullisprohibited.

3.2 Hull

3.2.1 Materials - GRP.

ForCR3.2.1forwoodandwood/epoxyhulls,seeAppendixA.

3.2.1.1 ThehullshallbeconstructedofmaterialsapprovedbyWorldSailingThefollowingarethecurrentlyapprovedmaterials:GlassReinforcedPlastic(GRP).

3.2.1.2 Hullsshallbeconstructedfrom:

Mats&wovenclotharespecifiedingramspersquaremetre+/-10%(gr./m2)

TheEglassfibresandPolyesterresinshallbetransparent.Colouredfibresandresinsareprohibited.

Foamcoreisspecifiedinthicknessandweightpercubicmetre+/-10%(mm;kg/m3)

Nomaterialotherthanthoseprescribedaboveshallbeusedtobuildhulls.IncaseofdoubttheIODAandWorldSailingmayprescribeanytestsandinvestigationsatbuilder’sexpense.(seealsoCR3.2.3.2)

3.2.2 Hull Measurement Rules (see also CR 3.1)

ForGRPhulls,WorldSailingorIODAwillrequiresamplesofthehulllaminatestocheckcompliancewiththeClassRules.Abuildershallpermitanapprovedmeasurerorclassrepresentativetoinspectworkatanytimeduringproductionofhulls.

3.2.2.1 GRPHulls.Forwoodandwood/epoxyhulls,seeAppendixA.

UnlessotherwiseprescribedintheseClassRules,plansandmeasurementforms,tolerancesshallbe+/-2mm.Measurementsprescribedasmax.(=notmorethan)ormin.(=notlessthan)shallhavenofurthertolerances.Sometoleranceexamples(allmeasurementsinmm):

3.2.2.3 TheBase-lineshallbeahorizontallinepassingthroughpointswhichare110mmand162mmbelowtheoutersurfaceofthehullonitscentrelineat28mmand2121mmrespectivelyfromaverticalplanethroughthelowercorneroftheafttransom.Theupperbase-lineshallbeahorizontalcentrelinepassingthroughpointswhichare63mmabovethehighestpointoftheafttransomand23mmabovethehighestpointoftheforwardtransom.

3.2.2.4 Theafttransomshallbeatrightanglestothebaselinebutamaximumdeviationof5mm,measuredattheupperedgeofthetransomispermitted.

3.2.2.5 GRPHulls.Forwoodandwood/epoxyhullsseeAppendixA.

Theoveralllengthexcludingrudderfittingsshallbe2300mm+/-7mm,measuredatpoint4.Forlengthandbeammeasurementspoints4(sheerline)shallbedefinedbyusingthe‘StandardizedSheerlineFinder’.

3.2.2.6 Astraightedgelongenoughtospanthebottompanelfromchinetochineplacedatanypointonthepanelatrightanglestotheforeandaftcentrelineshallnowherebemorethan5mmfromthesurfaceofthepanel.Nohollowsareallowed.

3.2.2.7 Astraightedgeplacedanywhereincontactwiththesidepanelandspanningthepanelandsoangledthatitliesascloseaspossibletothepanelshallnowherebemorethan5mmfromthesurfaceofthepanel.

3.2.2.8 Astraightedge300mmlongplacedanywhereonthebottompanelparalleltotheforeandaftcentrelineoftheboatshallnowherebemorethan4mmfromthesurfaceofthebottompanel.Nohollowsareallowed.Astraightedge150mmlong,placedinthesameway,shallnowherebemorethan2mmfromthebottompanel.

OnGRPhullsonly,forthepurposeofthisandother‘panelflatnessmeasurements’theextentofthepanelswillbelimitedbyanedgezone,definedbythe‘StandardizedEdge-Edge-ZoneFinder’.

3.2.2.9 GRPHulls.Forwoodandwood/epoxyhulls,seeAppendixA.

Theforwardandafttransoms,mastthwartbulkhead,midshipframeaftfaceanddaggerboardcase(vertical)sidesshallbeflatwithnotmorethan5mmtolerance.Thetopsidesofthemastthwart,daggerboardcaseandmidshipframeshallbeflat+2-0mm(i.enohollowsallowed).

3.2.2.10 GRPHulls.Forwoodandwood/epoxyhulls,seeAppendixA.

Theinsidelengthofthedaggerboardslotandoftheslotinthebottompanelshallbe330mm+/-4mm.Theverticalendsinthedaggerboardslotshallbesquaretothebaseline.Ateachendaraketotapernotexceeding4mmispermitted.Thedaggerboardcasetopside,measuredatthetopedgesoftheendsofthedaggerboardslot,shallbeparalleltotheupperbaseline,withinatoleranceof5mmmaximum.

3.2.2.11 GRPHulls.Forwoodandwood/epoxyhulls,seeAppendixA.

Theinsidewidthofthedaggerboardcaseslotshallbe17mm+/-1mm.Theforeandaftendsoftheslotshallbesemi-circularincrosssection.(Seealso CR 3.2.6.1)

3.2.2.12 GRPHulls.Forwoodandwood/epoxyhulls,seeAppendixA.

Theoutsideedgesofthehullbetweenthebottomandsidepanels,betweenthebottomandforwardtransom,andbetweenthesidepanelsandforwardtransomshallberoundedtoaradiusof10mm+0/-1mm.Attheafttransomsideandbottomoutsideedgesnoradiusispermitted.

3.2.2.13 Themastholeinthethwartshallbeapproximatelycircular.Thediameterisoptionalbutshallnotvarybymorethan3mminanydirection.Asleeveofanymaterialmaybefittedintheholetolimitabrasion.Thesleeveshallnotextendmorethan3mmabovethemastthwart.Thetotalheightofthesleeveshallnotexceed30mmanditsholeshallcomplywiththerequirementsofthisrule.

3.2.2.14 ExceptasspecifiedintheseClassRulesorplans,holesorcutoutsinthegunwale,daggerboardcase,midshipframe,mastthwartandbulkheadareprohibited.(seealsoCR1.2)

3.2.2.15 GRP Hulls.

Toavoidsharpprojectionsandinjuries,theexposededgesof:thegunwaleandrubbingstrake,midshipframetopflange,daggerboardcaseopening,mastthwartandmastthwartbulkheadopening;shallberoundedtothemaximumpossibleradius.

3.2.2.16 GRPHulls.Forwoodandwood/epoxyhulls,seeplans

TheGunwale-Rubbingstrakesectionisdefinedperpendicular*tothesheerline.Itspositioningangleisfixedandrelatedtothebaselinereferencesurfaceonly.TheGunwalesectionshallbeconstantthroughoutitsentirelength,includingtheForwardandAfttransom,exceptwithin180mmoftheintersectionbetweenTransomandSidesheerlines.TheRubbingstrakesectionshallbeconstantthroughoutitsentirelength,includingtheForwardandAfttransom,exceptwithin10mmoftheintersectionbetweenTransomandSidesheerlines.(*Ifsheerlineiscurved,perpendicular=alongtheradiusofthesheerlinecurve)

3.2.6.6 FixingPlatesforRudderFittingsonhull.

EachRudderGudgeoncanbefixedontheafttransomwithonefixingplatepositionedinsidetheafttransom.Eachfixingplate,ifpresent,shallbeinmetal,excepttitanium,withmaximumdimensionsof60mmx25mmx3mm.Ifthefixingplateisnotusedawasherforeachboltcanbeused.

3.2.7 Bouyancy

3.2.7.1 Thehullshallbefittedwiththreebuoyancyunitsintheformofinflatedairbagsmadeofstrongfibre-reinforcedmaterial.Eachunitshallbe45litres+/-5litres.Eachunitshallbeequippedwithafillvalvethatpositivelypreventstheaccidentalreleaseofair(i.e.-Nonreturnvalvesandthreadedvalveswithscrew-oncaps).Theminimumweightofeachunitshallbe200grams.

3.2.7.2 Oneunitshallbeplacedalongthewholewidthoftheafttransomandoneunitshallbeplacedalongeachsidebetweenthemidshipframeandthemastthwartbulkhead.

3.2.7.4 Theownerisresponsibleatalltimesforthebuoyancyandforensuringthatatintervalsofnotmorethan12months,thebuoyancyistestedandthemeasurementcertificateendorsedbyameasureroraresponsibleclubofficer.Themeasurementcertificateshallnotbevaliduntilsoendorsed.

3.2.7.5 Themeasurershallwitnessabuoyancytestasfollows:

Theboatshallbeswampedwithwaterandwithironweightsofnotlessthan60kgplacedaftofandwithin100mmofthemidshipframe,itshallfloatwiththegunwalesclearofthewater.Themeasurershallmakesurethatthebuoyancyanditsfasteningaresound,andthatinflatablebuoyancyshowsnovisiblesignsofdeflation,deteriorationordamage.

Asanalternative,themeasurershallhavethebuoyancybagsremovedfromthehull,fullyinflated,andthencheckfordeflation,deteriorationordamage.Themeasurershallthencheckeachstrapfordeterioration,damageorfrayingandthencheckeachstrapindividuallybyliftingthesideoftheboat(orthetransominthecaseoftheaftstraps)offtheground.Finally,thebagsshouldbereplacedintheboat,re-inflatedandthestrapscheckedtoensurethatthebagisheldsecurelyinplace.

3.2.7.6 Thefirstbuoyancytestshallnormallybecompletedatthetimeofthefirstmeasurementoftheboat.However,ifthemeasurercertifiesthatthebuoyancytestcouldnotbetakenatthattime,butinallotherrespectstheClassRulesaresatisfied,themeasurementcertificatemaybeissuedbutwiththeendorsement“Notvaliduntilabuoyancytesthasbeenpassed.”

3.2.8 Weight

3.2.8.1 Theweightofthehullindrycondition,including:ruddergudgeonsfixedtotheafttransom,buoyancystraps,toestrapsandassociatedfixings(withoutremovablefoamorprotection),maststep,blockfittingspermanentlyattached,butexcluding:correctorweights,blocks,mainsheet,buoyancyairbags,painter,bailer,paddle,compass(withbracketifany)andfixings,retainingclipsforwaterbottles,foodcontainersorotherpersonalequipmentandfixings,andallothernotspecificallypermitteditems,shallnotbelessthan32kg.

World Sailing Advertising Code

20.2.4 AnyAdvertisingandanythingadvertisedshallmeetgenerallyacceptedmoralandethicalstandards.AnyAdvertisingwhichispolitical,religious,racialorpropagandashallnotbedisplayedonaboat, personal equipment oranyotherobjectonboardaboatwhileRacing.AttentionisalsodrawntothelawsofindividualnationswhichmayrestrictAdvertisingwithintheirterritoryorterritorialwaters.(SeeClassRule2.8)

20.3 Competitor’s Advertising

20.3.2 SubjecttoanylimitationsonAdvertisingintheapplicableclass rulesortherulesoftherelevantSystem,AdvertisingchosenbythePersoninChargemaybedisplayedon a boatorpartthereof,exceptonthe areas detailed in Regulation 20.4 andTable1.

SeetheWorldSailingwebsitefordetailsofTable1.ThepictureleftshowsthespacethatcanbeusedforbothEventAdvertisingandcompetitoradvertising.Sailorsmayalsodisplayadvertisingontheirclothingprovidedthatitcomplieswithclassrule2.8andWorldSailing20.2.4above.Pleasenotethatatsomeevents(IODAteamracingeventsforexample)sailorsmayberequiredtowearbibsorothermeans

ofidentificationwhichmaycoverpersonaladvertising.ThisrequirementshouldbestipulatedintheNoticeofRacefortheevent.

20.6 Sponsor’s Advertising of World Sailing Classes and Recognized Systems

20.6.1 AWorldSailingClassandaRecognizedSystemmayenterintoacontractwithasponsorwhichwillrequiretheboatsofthatWorldSailingClassorcertifiedunderthatRecognizedSystemtodisplaysuchsponsor’sAdvertisingprovidedthat:

(a) therelevantClassAssociationorthegoverningbodyoftheRecognizedSystem,inaccordancewithitsrules,haspreviouslyapprovedtheprincipleofasponsorshipcontract;and

(b) thedisplayingofsuchsponsor’sAdvertisingisrestrictedtoareasreservedtotheOrganizingAuthorityasdetailedinRegulation20.4andTable1;and

(c) theboatsareonlyrequiredtodisplaysuchsponsor’sAdvertisingateventsatwhichthatWorldSailingClassorthatRecognizedSystemistheOrganizingAuthority,orateventsforwhichthatWorldSailingClassorthatRecognizedSystemhaveexecutedawrittenagreementwiththeOrganizingAuthoritypermittingtheboatstodisplaysuchsponsor’sAdvertising.

TheInternationalClassfulfilledtherequirementsof20.6.1in2011andhavefirstclaimtothebowareaofallOptimistsattheirInternationalClassChampionships

20.6.2 TheNationalClassAssociationofaWorldSailingClassorthenationalgoverningbodyofaRecognizedSystemshallnot,withoutthepriorwrittenconsentofrespectivelytheWorldSailingClassAssociationortheinternationalgoverningbody,enterintoasponsorshipcontractrequiringtheboats todisplayAdvertising.
