Founded in 1954, the Atlantic Treaty Association (ATA) is an
organization of policy-makers designed to produce top-notch
knowledge on strategic themes while conducting research,
analyses, training, education, and information activities tailored to
the promotion of transatlantic values and enhanced non-military
cooperation between civil society and institutions.
For over 60 years ATA has fostered the development of
transatlantic security policy alongside diplomats, military, industry,

Cyber Security & Cyber Defence
Cybersecurity incidents on critical networks and infrastructures has become a key
strategic challenge both for NATO and EU Members. States and non-state actors are
increasingly using these threats to achieve their diplomatic and military objectives.
Recently, a series of cyber-attacks were launched against several State systems, which
have included intelligence gathering operations on critical infrastructures such as the
financial sector, hospitals and power plants.
NATO acknowledged that the impact of cyber-attacks represents a real challenge for
our societies and made clear that cyber defense is part of the Alliance’s core task of collective defense. As Cyber
threats do not respect borders, no country is invulnerable. To ensure that NATO and EU can effectively protect its
citizens and territory against any threats, both organizations have recognized that cybersecurity is a key challenge
to their core objectives, and they have adopted increasingly ambitious strategies. At the NATO Summit in Warsaw,
the Cyber Defence Pledge was adopted to strengthen our cyber defenses and to establish new organizations and
promulgated legislation to address these threats jointly with the EU.
NATO EU Cooperation in Cyber Defence
On February 2017, the European Union and North Atlantic Treaty Organization
signed an agreement aimed at strengthening their cooperation and ability to
defend Allies from hybrid attacks, in particular, it focuses on the cyber
dimension. The Technical Arrangement on Cyber Defence aims to facilitate
technical information sharing between NCIRC and CERT-EU to improve cyber
incident prevention, detection and response in both organisations and it
represents a concrete example of NATO and the EU working together to
enhance shared security. The signing of this agreement is an important milestone
to enhance NATO and EU Cooperation as one of the objectives of the 2016 NATO
Summit in Warsaw and the Global Strategy for European Foreign and Security
Policy.
The Role of the Private Sector
In May 2017, a massive cyber attack crippled many Spanish businesses and 16 regional health authorities in Britain’s
NHS while simultaneously travelling beyond Europe. Analysis shows that over 45,000 attacks in more than 70 countries
took place, all using “ransomware”, an attack that locks computer users out of their machines unless they pay a
bribe. The security and stability of the net, as well as the integrity of data flows, is of growing importance to our
economies and our societies, thus the effective implementation of external cyber policies depends on cooperation
across the public-private sector.
Both the Alliance, through the Industry Cyber Partnership, highlighted during the Warsaw Summit, and the European
Union, with the public-private network and information security NIS Platform and the Cybersecurity Strategy of the
EU, adopted specific actions to support the public-private partnership to provide expertise of strategic importance
for both organizations.

Objective
As threats in the cyber space continue to disrupt both the public and private sectors, often
targeting critical infrastructures that supply essential services such as energy, water, healthcare
or mobile services, member states of NATO & EU have enhanced their cooperation via a
Technical Arrangement on Cyber Defence to advance the objectives set in the recent EU
Global Strategy and NATO Warsaw Summit Declaration. With particular reference to the existing
best practices used by some NATO & EU member states, this conference will focus on how both
organizations can best use their existing tools to develop and implement a cooperative cyber
security strategy.
Goals
This conference aims to:
a) Bring together experts, policy makers, officials, and industry representatives to discuss
the practical impact of NATO & EU’s recent Technical Arrangement on Cyber
Defence.
b) Analyze the best practices already being used by NATO & EU.
c) Analyze the best practices being used by individual member states of NATO & EU.
d) Provide specific policy recommendations towards achieving a cooperative cyber
security strategy within the context of a more effective NATO-EU partnership.

Implementation of NATO & EU’s Strategy in the Field of Cyber Security: What Role for the Private
Sector?
Cyber security is critical for nations, businesses and individuals. However, existing cyber policies varies
significantly between nations and international organizations, creating different approaches that
have left several domains vulnerable, such as national security and individual data protection. The
risk of a devastating cyber-attack against critical infrastructure is very real, and the lack of ability to
protect the digital market place and privacy of individuals puts modern society in danger when
conducting online communications, financial transactions and sensitive information sharing. In this
framework, the Technical Arrangement on Cyber Defence between NATO & EU and the 42 concrete
proposal for a better implementation of NATO-EU cooperation are decisive steps to ensuring a
resilient and defendable cyberspace for NATO, EU and Partner countries. Panelists will address the
new challenges and provide the audience with case studies and best practices that will show the
added value for governments and their citizens, of an effective partnership between the public and
private sectors to enhance the resilience of cyberspace.

Mr. Nicola DANTI
S&D Coordinator, Committee on the Internal Market and Consumer Protection
Mr. Danti is a member of the Group of the Progressive Alliance of Socialists and Democrats in
the European Parliament (S&D). Currently, he is Vice-Chair of the Committee on the Internal
Market and Consumer Protection (IMCO), and substitute member of the Committee on
International Trade (INTA). He is also member of the parliament's delegations for relations with
Brazil, Mercosur and the Euro-Latin American Parliamentary Assembly. Since 2016, he has
been a substitute member of the European Parliament’s Committee of Inquiry into Emission
Measurements in the Automotive Sector (EMIS). Within the IMCO Committee, Mr. Danti was
shadow-rapporteur on the Network and Information Security (NIS) Directive; shadow-
rapporteur of the opinion on the proposal for a regulation of the European Parliament on the
European Fund for Strategic Investment; rapporteur of the opinion on the possible extension of EU geographical
indication protection to non-agricultural products. Mr Danti is a member of the European Parliament Intergroup
on Integrity (Transparency, Anti-Corruption and Organized Crime). He has also been committed in the protection
of the “Made in” productions and in favour of the TTIP (Transatlantic Trade and Investment Partnership) resolution.
Prof. Fabrizio W. LUCIOLLI
President, Atlantic Treaty Association
Prof. Fabrizio W. Luciolli is President of the Atlantic Treaty Association (ATA) and the Italian
Atlantic Committee. Professor of International Security Organizations, National Security
Policy, and Military Policy at the Center for High Defense Studies, Italian Ministry of Defense
and is a regular lecturer in various national and international, military, and academic
institutions. Prof. Luciolli is Coordinator of Training Courses for military officers and diplomats
in the Western Balkans and Middle East, as well as Director and promoter of NATO and EU
cooperation projects in Central and South Eastern Europe. Prof. Luciolli is also a Consultant
on foreign affairs and security matters to various Members of Parliament. He is the author
of papers and articles published in national and foreign journals.
Dr. Jamie SHEA
Deputy Assistant Secretary General, NATO Emerging Security Challenges
Dr. Shea is NATO Deputy Assistant Secretary General for Emerging Security Challenges.
He has been working with NATO since 1980. Positions included Director of Policy
Planning in the Private Office of the Secretary General, Deputy Assistant Secretary
General for External Relations, Public Diplomacy Division, Director of Information and
Press, Spokesman of NATO and Deputy Director of Information and Press, Deputy Head
and Senior Planning Officer in the Policy Planning and Multilateral Affairs Section of the
Political Directorate as well as Assistant to the Secretary General of NATO for Special
Projects. Dr. Shea is Professor at the Collège d’Europe, Bruges, Visiting Lecturer in the
Practice of Diplomacy, University of Sussex, Associate Professor of International Relations at the American
University, Washington DC, where he also holds the position of Director of the Brussels Overseas Study Programme.
He also lectures at the Brussels School of International Studies at the University of Kent and at the Security and
Strategy institute of the University of Exeter, where he is an Honorary Fellow. He is also a Senior Transatlantic Fellow
of the German Marshall Fund of the United States and a Senior Fellow at the London School of Economics, where
he teaches a course on crisis management and political communication.

Mr. Brooks TIGNER
Chief Policy Analyst, Security Europe
Mr. Brooks Tigner is EU/NATO Affairs correspondent for IHS Jane’s Defence Weekly and
chief policy analyst at SECURITY EUROPE, the monthly on-line newsletter on EU homeland
security policy, technology and research. Based in the Belgian capital, Brooks has
analysed and reported on security and defence issues across Europe for more than two
decades – from the post-Cold War’s impact on NATO and its subsequent expansion, to
the EU’s growing role in security and defence. Formerly Defense News’ bureau chief in
Brussels, he reported extensively across East and Central Europe throughout the 1990s,
followed by three years in Washington DC where he was the newspaper's International
Editor. Brooks returned to the Belgian capital in 2001 as the paper's EU/NATO affairs
correspondent - a position he held until launching SECURITY EUROPE in January 2007 and joining Jane's later that
year. A native English speaker and fluent in French, Brooks has one son and a daughter, neither of whom gives
him too much trouble.
Mr. Ryan M. GILLIS
Vice President, Cybersecurity Strategy & Global Policy, Palo Alto Networks
Mr. Gillis serves as Vice President of Cybersecurity Strategy and Global Policy for Palo Alto
Networks where he is responsible for developing corporate policy, serves as the company’s
primary interface for global public policy and legislative matters, and leads company
participation in various industry associations. In this role, Ryan serves as a liaison with
government agencies and companies around the world to assist in the development of
strategies and operational partnerships to prevent cybersecurity threats. Prior to Palo Alto
Networks, Ryan spent nearly 15 years serving in a variety of roles in the U.S. government, as
well as technology startup and defense contracting companies. Most recently, Ryan served
as Director of Legislative Affairs and Cybersecurity Policy for the National Security Council
at the White House. In this role, his work focused on national cybersecurity strategy, policy, legislation, and
operational initiatives. Mr. Gilles also fostered cybersecurity collaboration and dialogue between the federal
government, companies, and privacy advocates. In addition to his service at the White House, Ryan previously
worked in the Department of Homeland Security, advising the Homeland Security Secretary on cybersecurity
and national security issues. Ryan is a Stephen M. Kellen Term Member with the Council on Foreign Relations, and
was recently named to the Center for Strategic and International Studies (CSIS) Cyber Policy Task Force. He is a
member of the Board of Advisors for both the CyberCalifornia initiative, and CyberTECH, a global cybersecurity
and Internet of Things (IoT) network ecosystem. Ryan is a recipient of the National Security Council “Outstanding
Service Award,” and a graduate of Georgetown University.

Mr. Andreas Schwab is Member of the European Parliament since 2004. He serves since then
in the powerfulCommittee on internal marketand consumer protection(IMCO), which has
legislative oversight on all regulatory laws within the heart of the European Union, the “Single
Market” - both in digital and traditional terms. He is Substitute Member of the committee on
Economic and Monetary Affairs (ECON), Member of the presidency of the parliamentary
group of the European People’s Party (EPP); elected as spokesperson on internal market and
consumer protection of his parliamentary group for four times since 2007. In 2011 he navigated
important legislation through Parliament, i.e. the “consumer rights directive” (CRD). In 2016 Mr.
Schwab was rapporteur on “network and information security” directive introducing for the
first time cybersecurity rules in the EU, and in 2013 he was rapporteur on the only two co-decision texts in
competition law, the directive on “actions for damages claims”, now the directive for the “European competition
authorities network” (ECN+). He is currently working on legislation introducing proportionality rules in the services
area of the EU, initiated parliamentary resolution on “consumer rights in the digital single market” in Nov 2014.

Mr. Gianni CUOZZO
CEO, Aspisec
Born in Darmstadt (Germany) in 1990, from an Italian immigrant family from Valva (SA), was
split between Italy and Germany. Very passionate about technology and how tech can
improve our lives, he founded two startups , one when he was 19 (2009), about statistical
review and financial risk management creating various R custom extensions (GiaCuo ltd)
was sold to a major player in the sector (under NDA), then he moved to Italy , he founded
Macro Aerospace S.p.A. , Macro Aerospace S.p.A.'s main goal is to create a Ka bands low
altitude CubeSat constellation for sensitive data hosting and tier 4 security level of
communications for governmental organizations and corporate. Macro Aerospace S.p.A
was also one of the most funded start-up in Italy since 1999 , the amount of the founding
was 4.5 Mln (for the 10% of the company's stocks ) also member of the AFCEA Rome (Armed Forces
Communications and Electronics Association). Driven by his interests in cybersecurity and cyberwarfare , he
starting working on exploitation and cyber-military doctrine in 2011 for governmental institutions , in 2014 he
founded Prism Warfare an cyber private military corporation very active in the R&D of Weapons System
Exploitation.
Ms. Chelsey SLACK
Cyber Defence Section, NATO Emerging Security Challenges Division
Ms. Chelsey Slack works as a policy officer on cyber defence with the International Staff at
NATO Headquarters in Brussels. In this role, she provides advice and supports the
development and implementation of NATO’s cyber defence policy. She is actively
engaged in NATO’s cooperation with partners and international organisations in this area.
Previously, she worked at the Canadian Foreign Ministry as part of a Stabilisation and
Reconstruction Task Force specialising in conflict prevention. She also spent time at the
International Institute for Strategic Studies in London with a research focus on transnational
threats. Chelsey earned a Master’s Degree of Philosophy in International Relations from the
University of Cambridge where she wrote her thesis on state behaviour in cyberspace. She
studied as a Hansard Scholar at the London School of Economics and at the Institut d'Études Politiques de Lyon
in France.
Mr. Mark SMITHAM
Senior Manager of Cyber Security Policy, Microsoft
Mr. Smitham is Senior Manager of Cybersecurity Policy at Microsoft responsible for Europe,
Middle East, and Africa (EMEA). In this role Mark works with policy and technical stakeholders
on a range of cybersecurity issues, including security strategy and policy, cloud security, risk
management, information assurance and critical infrastructure protection. Before joining
Microsoft's EMEA cybersecurity team in 2016, Mark worked in the Directorate General for
Communications, Network, and Content Technologies (CNECT) at the European Commission
in Brussels, Belgium focusing on cloud security public policy, standards, interoperability and
public procurement issues of cloud services, including developing trust and improving the
overall level of security of European digital society and growth in the digital economy in
Europe, such as the Directive on Security of Network and Information Systems (NIS) and actions to extend access
and build trust as set out in the European Commission Communication on the European Cloud Initiative. He came
to the European Commission from the UK Government where he worked in the Government Digital Service and
UK Home Office, leading cloud security public policy and managed large IT projects and delivered systems in
very high-profile and secure environments.

Ing. Mariano CUNIETTI
CTO and Cloud & Hosting BU Manager, ENTER
Ing. Cunietti works at ENTER as BU Manager for Cloud and Hosting. His role involves
responsibilities over product management and strategy, sales, marketing, engineering,
support. Over the last years, starting since 2010, he was involved more and more in the
Openstack Community, developing two VPS services first, and then (starting 2013) a full
multi-region IaaS service. I have a long track record of talks around the world, especially
at the Openstack Summits, which I attend since the Folsom release (2012). Today, Enter
Cloud Suite is our flagship product. It has achieved several goals:In 2013 it was the first
European Openstack based multi-region IaaS; In 2015 it was awarded by the EU to be an
official public IaaS provider for EU Institutions and Agencies (tender DIGIT Cloud I)and It
was included in the Gartner 2017 IaaS Report as “notable EU provider”. He is also involved in an Open Compute
Project, aimed to re-engineering the entire hardware platform to be run on open source designed servers, storage
and network gear. He strongly believes that open source and collaborative communities can bring a bigger value
to projects because of cross collaboration, contamination, and enthusiasm. Before being a manager, he was a
Linux sysadmin, managing stuff at an ISP level (DNS, mail, web servers, RDBMS, etc). I liked managing the internals
of the Internet, and being part of that change.
Sir. Julian KING
Commissioner, Security Union
Sir Julian King was appointed Commissioner for Security Union on the 19th September
2016. He joined the Foreign & Commonwealth Office in 1985. He has held various
positions, including: UK Ambassador to France (2016); Director General Economic &
Consular (2014); DG of the Northern Ireland Office London and Belfast (2011); UK
Ambassador to Ireland (2009); EU Commission Chef de Cabinet to Commissioner for
Trade (2008); UK Representative on EU Political and Security Committee, (2004). Sir Julian
is a graduate of Oxford University. He was awarded the KCVO in 2014; CVO in 2011 and
CMG in 2006.
H.E. Rose GOTTEMOELLER
NATO Deputy Secretary General
Gottemoeller took up her position in October 2016, after serving nearly five
years as the Under Secretary for Arms Control and International Security at
the U.S. Department of State. As Under Secretary, Gottemoeller advised the
Secretary of State on arms control, nonproliferation and political-military
affairs. She was acting in this position from 2012 to 2014, while concurrently
serving as Assistant Secretary of State for the Bureau of Arms Control,
Verification and Compliance (2009-2014). In this capacity, she was the chief
U.S. negotiator of the New Strategic Arms Reduction Treaty (New START) with
the Russian Federation, which entered into force on February 5, 2011 and is
currently in implementation. During her time as Undersecretary of State, Gottemoeller focused on defense and
security cooperation in Europe and Asia, peacekeeping policy and training, and weapons and mine abatement
in post-conflict locales around the world. Prior to the Department of State, beginning in 2000, she was a senior
associate with the Carnegie Endowment for International Peace, with joint appointments to the Nonproliferation
and Russia programs. She served as the Director of the Carnegie Moscow Center in 2006-2008.
