By the time this newslet-ter goes to print if you are a par-ticipant, you will have receivedtwo pieces of correspondenceregarding your retirement bene-fits. One notifying you that theWestern Pennsylvania ElectricalEmployees Pension Trust Fundis over 105% funded as ofJanuary of 2014. That level offunding puts your fund in the top5% of all pension funds in thecountry. The other one isinforming you of a new provisionin the Western PennsylvaniaElectrical Employees DeferredCompensation Fund providingfor loans in addition to the cur-rent option allowing in-servicewithdrawals. If you have ques-tions about either the Pension

Fund or the DeferredCompensation Fund, pleasecontact Central Data Services,our third party administrator, orthe Local Union office.

If you are a free-lancemember, you will find detailsabout two new healthcareoptions researched and negotiat-ed by the Local Union in the TVTalk article in this month’s editionof our newsletter. Please readthis important information andcall the Local Union offices if youhave any questions. Also, whileon the topic of healthcare, I amhappy to report that our new sys-tem allowing participants in theWestern Pennsylvania ElectricalEmployees Insurance Trust Fundto go to the doctor and providerof their choice is functioning well.These are both examples ofwhat our union can do for themembers.

You will notice that thereare no longer Business Agenthome telephone numbers listedin the newsletter. All of theBusiness Agents can be contact-ed by calling our main officenumbers of 1-800-225-IBEW or412-432-1400 and selecting theagent of your choice from themenu. This will put you throughto their phone no matter whattheir location (home, office ortraveling).

In 1943, James R. "Bud" Carroll was stationed aboard the USS Edwards inthe South Pacific as a Fireman First Class in the U.S. Navy. During thattime an explosive blew up in his face, and his face still bears the blue shrap-nel spots, although somewhat faded. He spent nearly 2 years in hospitalsfrom Saipan to Hawaii to Seattle then Philadelphia. He was discharged in1945. During a recent family conversation, his injury was questioned by hisson-in-law, Bob Weaver (also a Local #5 retiree). Bud revealed that hereceived no recognition for his injuries. His medical and service recordswere gathered and given to State Representative Peter J. Daley who helpedin retrieving the Purple Heart Medal for Bud more than 7 decades later. OnFebruary 28, 2015, family and friends gathered for Bud's 91st birthday cele-bration and Representative Daley presented the Purple Heart to him. Budwas also awarded a citation from the Pennsylvania House ofRepresentatives. He previously received the World War II Victory Medal,the American Campaign Medal and the Asiatic Pacific Campaign Medal withtwo stars. Bud is married to Anne Orsag Carroll, and has 4 children, 5grandchildren and six great-grandchildren.

2015 IS A “TEXAS HOLD’EM” ELECTION

Unfortunately, the odd elec-tion years such as 2015 are ignoredby the voters who share your valuesto be paid a fair day’s wage for a fairday’s work. There is no Presidential,Governor, Senator, or House electionon the ticket so many working peopleblow off voting. Meanwhile, this yearis the “Texas Hold’em” election for thePA Supreme Court.

The PA Supreme Court hasseven (7) seats. This election hasthree (3) seats up for grabs. For therecent past, Republicans have heldthe majority. Meanwhile, if theDemocrats sweep this election, theDemocrats will hold a five (5) to two(2) majority. This will be unprece-dented in recent PA history.

The PA Supreme Court, thehighest court in PA, renders the fol-lowing types of decisions that impactyou directly and that are binding onall of the lower courts ofPennsylvania:(1) whether prevailing wage applies

to publicly fundedconstruction projects;(2) whether projectlabor agreements(agreements mandat-ing that workers arehired from union hir-ing halls) are lawful; (3) whether laidoff workers receive unemploymentbenefits;(4) whether workers receive workers’compensation benefits when injuredon the job; (5) whether injured workers have theright to compensation from third par-ties when injured on the job;(6) whether voting districts are consti-tutional - - key to electing a workerfriendly house and senate; and manyother crucial issues.

I respectfully implore you tofollow the endorsements made byI.B.E.W., Local No. 5 for upcoming2015 judicial elections. Please votethis primary and general!

I am proud to serve the people of the 48thLegislative District and the Commonwealthat large. I have been blessed with a sup-portive wife, family, staff and my extendedfamily – the working men and women inlabor and trades.

In my relatively brief time in public service,I have attempted to be a facilitator and col-laborator by promoting the strengths andvalues of our workforce and connectingour workers and educators with job cre-ators. I feel this is one of the best ways toserve the public.

In every public opinion survey, the respon-dents consistently put the state of theeconomy and the need for economicopportunities at, or near, the top of the list.Politicians like to talk about being job cre-ators, but as you know, most job creationcomes from the business sector, and ourrole is to support that effort.

A key to developing a robust economy thatprovides opportunities for all is to have awell-trained and diverse workforce. Wemust ensure an educational pathway foreveryone, whether it is vocational, aca-demic or both.

In 2011, I sponsored the first-of-its-kindYouth Job Forum designed to link theenergy industry with school administratorsto foster a better understand of the needand value of vocational training. Thisforum was very successful and served asa template for similar forums held around

the state.

We followed the YouthJob Forum with aScience, Technology,Engineering and Math(STEM) Initiative Forumin early 2013, where we brought the tech-nology industry together with schooladministrators to emphasize the value ofSTEM education and the need to enablestudents to compete in the global work-force. Focusing on and promoting STEMeducation has now become commonplacein just a few short years.

Last year we held a Minority and WomenEmployment Forum where representativesfrom labor and trades discussed the vari-ous apprenticeship opportunities and theexcellent family sustaining career opportu-nities available to minorities and women.This forum was well attended andreceived excellent media coverage, butour work continues in this area.

In summary, I am very encouraged by thesupport from labor, business and our edu-cators. We are raising awareness ofopportunities, breaking down some barri-ers and biases and creating an environ-ment where people are optimistic abouttheir future.

We are pleased to announce thatIBEW Local Union #5 now has a groupsponsored health plan that “BA” (broadcast-ing) members can purchase on their own.The plan has two options and they are bothAffordable Care Act (ACA) compliant healthpolicies. The impetus for the Local takingthe time and money to set up this plan,stem from the affect that the ACA has hadon the Entertainment Industry Flex Plan. Inthe TV Talk article from April 2014, weexplained how freelance members were nolonger able to access their fringe benefitmonies for health reimbursements if theyhad an individual policy for health insur-ance. This change had an effect on 50% ofthe freelance members that have a FlexPlan account. Due to these changes, MikeDunleavy, Business Manager of Local #5,asked me to research the possibility ofobtaining healthcare insurance that wouldallow members to have better access to allof their negotiated fringe benefits.

It was a long and enlighteningprocess in which we had to work withCentral Data Services (CDS), the adminis-trator of Local #5’s healthcare and retire-ment plans for “A” (electrician) members,Highmark Blue Cross/Blue Shield, UPMC,and attorneys at Tucker Arensberg, Local#5’s Trust Funds law firm. In the end,Highmark gave us the best rates for insur-ance plans that have a lot of value for youand your family. This is just one example ofhow union membership is really a greatbenefit.

The first plan is the HighmarkCommunity Blue $750 plan. This is an ACAcompliant gold level plan. This plan has adeductible of $750 for an individual and$1500 for a family for enhanced in-networkproviders. After the deductible, many of thedifferent benefits are paid at 100%. This isgreat benefit because if you have a planthat pays 80% of a hospital stay, the other20% that you owe could be a significantamount of money.

The second plan is the HighmarkCommunity Blue Qualifying High DeductibleHealth Plan 3000. This is an ACA compliantbronze level plan. This plan is designed forthose that are healthy and want a lowermonthly premium that is offset by higherdeductibles. The deductibles are $3,000 foran individual and $6000 for a family for in-network providers. As with the gold plan,this plan also pays many of the differentbenefits at 100% after the deductible is met.

For this initial year open enroll-ment will close on May 31, 2015. After thatenrollment will occur in December of eachyear for renewals and new membership forthe following year. However there are somespecial qualifying events that could allowyou to start coverage in the interim. You canget the full details in the Summary PlanDescription that was sent in the mail to allfreelance members and part time employ-ees at WPXI and WTAE. You can alsorequest a copy by calling CDS, the planadministrator, at 412-432-1130. Please besure to ask for the IBEW Local #5 BAMember Benefit Plan this will ensure thatyou get the correct documentation.

Please read over the documenta-tion that was sent to you and then make thedecision that is best for you and your situa-tion. Remember price is only one of the fac-tors in choosing the best health insurance.Other factors include the amount fordeductibles, co-insurance and co-pays.
