As in the case of villa developmentat Gumang Hill, the Head ofKarangasem Agency for RegionalDevelopment (Bappeda), I WayanArtha Dipa and the Head of IntegratedPermit Services (KP2T), IB KetutSulendra, met in the midst of sessionof Karangasem House, last Wednes-day (Oct 28), gave impression to leavemutually their responsibility for thematter of permit. Both admitted thatthey would recheck if the villa belong-ing to Dutch investor has had permitor not.

Previously, Artha Dipa asked jour-nalist to meet the Head of KP2T forthe confirmation if the villa has hadbuilding permit or not. When con-tacted, IB Ketut Sulendra suggestedcontacting the party of Bappeda. “Be-cause, Bappeda team led by DivisionHead of Spatial Layout and RegionalInfrastructure, I Ketut Sedana Mertha,has made site inspection to Samuh torecheck the existence of such villa.

THE AREA of Gumang Hill,Bugbug, Karangasem, in fact,has been reached by villa de-velopment. At least, there havebeen two investors building onthe western slope of the hill.Their location is not far to eachother. These investors havingunclear address establishedvilla close to the beach. Itsbuilding is now under finishingphase. Meanwhile, another in-vestor is from the Netherlands(IBP, Oct 28).

The investor from the Neth-erlands built on the land of some0.25 hectares. Now, on the lev-eled area has been built a two-floored building sizing around20 x 5 meters, while anotherbuilding is under construction offoundation with tenacious rein-forced concrete pillar. In termsof its construction, this buildingis also designed to be two-floored.

Tabanan (Bali Post)—Fate of farmers in Tabanan is getting un-

luckier. After mice attacked their corn plantsresulting in the loss of billions of rupiah, laterwas the time for monkeys to disrupt the gar-den of farmers at Padangan Kelod, Pupuan.

To prevent the wider damages, a residentwas alleged to poison the monkeys living atthe forest near Temple Branch of PucakKedaton, Padangan Kelod, Padangan, Pupuan.As consequence, hundreds of monkey werefound dead instantly since two days beforeand this incident shocked local residents. Ul-timately, the apparatus of local village sum-moned one of its residents and resumed thereport to police station.

Head of Padangan Village Representatives(BPD), Jro Putu Tesan, last Wednesday (Oct28) said that those monkeys considered beingsacred animal belonging to temple were al-leged to be poisoned by local resident due tofeeling dejected as their garden was damaged.Hundreds of monkey’s carcasses were foundand his party remained to find out the others.It was said, having been investigated it wasknown that they were poisoned by a kind oftemic poison. Ironically, perpetrator of thepoisoning was local residents named WayanWela alias Pan Gablor.

Tesan said that many residents saw PanGablor fed poisonous food to the monkeys.He put the poisonous food at his garden, neara road. The food was hung on electricity poleand at a number of places that often visitedby a crowd of monkeys. “We regretted the casebecause perpetrator did not report his prob-lem to village apparatus both of administra-tive or customary before setting up the poi-son for the monkeys. Whereas, those monkeyswere made sacred by local residents,” saidTesan.

Tesan added that Pan Gablor and a numberof witnesses were summoned to the Office ofVillage Head to clarify the allegation abouthis action of poisoning the monkeys. Tesansaid that Pan Gablor confessed his act and hedid so because he felt dejected due to a crowdof monkeys damaged his garden. At the heart of their story is thebizarre fact that there are more finefish swimming in the tiny tanksthan there are in the surroundingsea.

Having overfished and pollutedits own waters to the point wherethey are home mainly to greatghosts of the past, Hong Kong nowimports up to 90 percent of its sea-food.

The problem with that, scien-tists say, is that Hong Kong is amicrocosm of a marine disaster inwhich wild fish are being eaten outof existence worldwide.

HONG KONG - The live fish facing death in the glass tanks in Hong Kong’s famous seafoodrestaurants tell a strange and haunting tale of a looming global tragedy.

They are tipped into crowdedtanks outside restaurants lining theharbour to await the pointing fin-ger of a diner which will flag thelast leg of their long journey, to thekitchen.

At weekends, the open air res-taurant tables under spinning fanshost large family gatherings wherecheerful children tuck in to foodthat researchers say could disap-pear in their lifetimes.

“Unless the current situation im-proves, stocks of all species cur-rently fished for food are predictedto collapse by 2048,” the WWF re-ports, quoting a controversial sci-entific survey.

Restaurateur Ben Chan Kin-Keung acknowledges that HongKong’s waters no longer providewhat his seafood-loving customerswant, but says that is not a prob-lem — at the moment.

“It’s very fast and convenient toimport seafood around the globe ei-ther by plane or ship,” he says.

But he knows the feast cannotlast and says it is already becom-ing difficult to find fish in the quan-tities he requires.

“It’s like people just want to eatthe fish when they are not (even)born. I’m afraid that I may have tochange my job in 10 years time.”

Offshore from the restaurants, alone trawler dredges the jade sea— but bleak records show it is un-likely to bring up table-worthyfish.

“The average size of fish nowcaught in these bottom trawls isabout 10 grammes” — about onethird of an ounce or the weight ofa small coin — Professor YvonneSadovy of Hong Kong Universitytold AFP.

“To put this into some kind ofcontext, Hong Kong was a famousfishing centre in the past and wehad incredibly productive and spe-cies-rich ground fisheries.”

WWF says that “Hong Kongwaters were incredibly rich just de-cades ago with manta rays, ham-merhead sharks, giant grouper andcroakers taller than a man. In lessthan a lifetime Hong Kong has lostthem all.”

Sadovy, a marine scientist whohas made a special study of HongKong’s seas, says there are severalreasons the local fisheries are insuch a bad state.

Titled “Falnama: The Book ofOmens,” the exhibition includes 65manuscripts and fortunetellingbooks depicting figures from the OldTestament, the Koran and a host ofastrological symbols that providedinsight to people’s questions abouttheir future.

The manuscripts, whose largesize make them a rarity in Orientalliterature, are pages from three of thefour known books of divination fromthe Persian and Ottoman culturesafter 1550. It includes the book ofomens from the court of ShahTahmasb, who reigned from 1524 to1576).

“It shows a different aspect of theculture, a universal message: ‘We allwant to know what’s going to hap-pen.’ The concerns that people hadthen are concerns that people havenow,” she said.

JAKARTA - Indonesia firmly denied Thursday reaching a dealwith Australia to receive money in return for temporarily acceptingboatloads of asylum seekers intercepted at sea.

Indonesia and Australia had reached no definite agreement ondealing with a recent rash of arrivals from countries including SriLanka and Afghanistan, despite talk in Australia of an “IndonesiaSolution” to deal with the crisis, foreign ministry spokesman TeukuFaizasyah told AFP.

“We’re very much unaware of the term ‘Indonesia Solution’. We’renot at all comfortable with the notion of an Indonesia Solution,”Faizasyah said.

“The term is political jargon used in Australia for domestic po-litical purposes and we’re not comfortable at all,” he said.

Australia has said it has agreed to hand over financial aid to helpIndonesia, a major staging post for asylum-seekers, intercept anddetain the refugee boats which have long been the subject of fiercedomestic debate.

But Faizasyah denied any such agreement had been made.He said a recent decision to accept a group of 78 Sri Lankans

intercepted by Australia 11 days ago, who have refused to leave theAustralian ship the Oceanic Viking on the Indonesian island ofBintan, was a “one-off occasion” in lieu of further agreement.

“I’ve not heard about money. There’s no talk about money. Nomoney has been involved so far,” Faizasyah said.

tsp grilled shrimp paste; ½ tsp salt; 1 tsp palm sugar; 2tbsp cooking oil

Method:

1. Finely cleanse the gourami, take out its abdominalcontents and discard its scales. Make some crosswiseincisions on fish surface.

2. Scrub both surfaces of the fish with limejuice. Grillthe fish on the ember until blackish. Take out when it’salready cooked.

3. All spices are stir-fry till done, except for shrimppaste

and palm sugar. Then, ground on a pestle. Add withshrimp paste, palm sugar and bit limejuice.

In its latest economic outlook forAsia and the Pacific, the IMF forecastan “impressive recovery” with regionalgrowth speeding up to 5.75 percent in2010 from a projected 2.75 percent thisyear.

The IMF said that while output inmost of Asia was initially hit evenharder than in countries at the centre ofthe crisis, “now Asia is leading as theworld pulls out of recession”.

“Just as the US downturn triggeredan outsized fall in Asia’s GDP (grossdomestic product) because interna-tional trade and finance froze, now theirnormalisation is generating an outsizedAsian upturn,” its report said.

“For this reason, the rebound ineconomic activity has been fastest inthe export-dependent Asian economiesthat were hit most severely at the endof 2008.”

The IMF also credited the region’s“rapid, forceful, and comprehensivepolicy response”.

It said this was made possible bysounder government finances, morecredible monetary policies and stron-ger corporate and bank balance sheetsthan in the past.

“These conditions gave Asia thespace to cut interest rates sharply andadopt large fiscal stimulus packages,”it said. “As a result, overall domesticdemand has held up remarkably well,despite weak private demand.”

The IMF reaffirmed its forecast forChinese GDP growth of 8.5 percent thisyear and 9.0 percent next. It said Japan’sstruggling economy would contract by5.5 percent this year, before rebound-ing modestly in 2010 by 1.75 percent.

The IMF cautioned that whileworld conditions would likely continueto improve in 2010, the recovery wasexpected to be sluggish.

It predicted that output in the largeG7 economies would grow by just 1.25percent next year since private demandremains hobbled by the legacy of thecrisis.

The Commerce Department saidsales of new single-family homesdropped at a seasonally adjusted annualrate of 402,000 or by 3.6 percent lastmonth from a revised 417,000 in Au-gust.

The department also revised lowerthe figures for June, July and August.

The September data was far be-low the market forecast of a 5.5 per-cent jump to 440,000 homes as ana-lysts had expected builders would ben-efit from a federal tax credit for first-time homebuyers that expires at the endof next month.

“The decline in sales is extremelydisheartening,” said analysts atBriefing.com in a client note.

“The first-time homebuyer taxcredit was expected to push up salesfor homes through the end of Novem-ber. We’ve seen the effects of the taxcredit as existing home sales havesurged,” they said

Asia must also adapt to a “newworld” of softer demand from G7 na-tions, and rebalance export-dominatedeconomies to give domestic demand abigger role in driving growth.

The IMF said better social safetynets would be needed to reduce sav-ings by private individuals. Continuedreforms to the financial sector and tocorporate governance would also per-suade more Asian firms not to hoardcash, it said.

“Finally, Asia will need to be will-ing to live with smaller current accountsurpluses and more flexible exchange-rate management,” the IMF said.

IMF Asia-Pacific director AnoopSingh also stressed the danger of a pre-mature withdrawal of stimulus mea-sures.

“The recent recovery is not per-manent,” he told a briefing. “Thereforewe need to maintain fiscal and mon-etary stimulus until we are fairly surethat recovery is firmly in place.”

The government is due to releaseon Thursday its first estimate of third-quarter gross domestic product, or theoutput of goods and services in theworld’s largest economy.

The growth could come on theback of stepped-up home construction,consumer spending and business equip-ment investment but that pace of ex-

“A frequent question is: ‘What hap-pens when your fiscal stimulus wearsoff?’”

Earnings of most listed US compa-nies have been better than expected butthis may not immediately translate toeconomic dynamism.

“This should result in a V-shapedrecovery in earnings, though probablynot in real GDP during the first half of2010,” Yardeni said.

A key component of US economicexpansion is consumer spending but ifdata this week is anything to go by, thegrowth driver is still sluggish.

The Conference Board, a privateresearch firm, said Tuesday that its con-sumer confidence index declined for thesecond month in a row, to 47.7 in Octo-ber from a revised 53.4 in September —much steeper than expected by WallStreet.

Confidence slumped largely due toworries about rising unemployment.

The unemployment rate jumped toa new 26-year high of 9.8 percent in Sep-tember, with job losses accelerating to263,000 that month.

Since the start of the recessionnearly two years ago, the number of un-employed has increased by 7.6 millionto 15.1 million.

Previ-ous scientific studies have suggested curcumin can sup-press tumors and that people who eat lots of curry maybe less prone to the disease, although curcumin loses itsanti-cancer attributes quickly when ingested. But SharonMcKenna, lead author of the Irish study, said her studysuggested a potential for scientists to develop curcuminas an anti-cancer drug to treat esophageal cancer.

Cancers of the esophagus kill more than 500,000 peopleacross the world each year. The tumors are especially deadly,with five-year survival rates of just 12 to 31 percent. McKennasaid the study showed curcumin caused the cancer cells todie “using an unexpected system of cell messages.” Nor-mally, faulty cells die by committing programed suicide, orapoptosis, which occurs when proteins called caspases are‘switched on’ in cells, the researchers said.

But these cells showed no evidence of suicide, and theaddition of a molecule that inhibits caspases and stops this“switch being flicked’ made no difference to the numberof cells that died, suggesting curcumin attacked the cancercells using an alternative cell signaling system. U.S. re-searchers said in 2007 they had found curcumin may helpstimulate immune system cells in the Alzheimer’s disease.

FERNANDO Alonso is aiming for a greatresult at the Abu Dhabi Grand Prix, in whatthe Spaniard says it will be an emotional fare-well. The two-time champion is competingwith Renault for the final time before hemoves to the Ferrari team, where Alonso ishoping to finish his career. The Spanish driver,who won his two titles with Renault in 2005and 2006, admits it will be an emotional fi-nal race in Abu Dhabi this weekend.

“Absolutely, I would love to finish the sea-son and my Renault career with a great re-sult,” said Alonso. “It will be an emotionalrace because I have enjoyed so many specialmemories with this team and I am leavingbehind a lot of friends. Renault is one of thegreat teams in Formula One and I look for-ward to fighting with them on the track in theyears ahead.”

Team boss Bob Bell paid tribute to Alonso,who he concedes will be missed by Renault.“He’s made a huge contribution to the team,especially winning two world championshipsin 2005 and 2006 so he will be missed enor-mously,” said Bell. It’s often said that he isthe best driver on the grid and I wouldn’t dis-agree with that so we’re understandably sadto see the end of our very successful relation-ship.”
