The American Recovery and Reinvestment Act of 2009 (ARRA) was signed intolaw by President Barack Obama on February 17, 2009. The total cost of the package is $787billion and consists of: $135 billion for upgrades to transportation, infrastructure, construction,health care programs, education and housing assistance and energy projects; $144 billion instate and local fiscal relief; and, $288 billion in personal and business tax credits.
Of the $787 billion in .ARRA funding provided nationally, approximately $135billion of this amount has been made available to state and local governments in formulaallocation and competitive (also known as discretionary) grants. As shown in the table below,fhe City has been awarded over $330 million in ARRA formula grants. In addition, the City haswon over $260 million in ARRA competitive grants, for a total of approximately $600 million inARRA grant awards.

From the inception of ARRA in February 2009 through December 31, 2009, theCity created or retained 347 full-time jobs and 860 temporary summer jobs. In addition, theCity spent approximately $31.5 milllon "On' ARRA prog'rams and has been reimbursed for $16.4in ARRA funds. The City's job and expenditure breakdown is as follows:

Project Financial Performance
It should be noted that on December 28, 2009, the Office and Management andBudget (OMB) released Memo M-10-08 which updated the methodology for counting jobscreated and retained for ARRA. In the new guidance, ARRA recipients will only report jobs thatare directly funded with ARRA funds. The calculation required by OMB converts hours workedand funded by ARRA into a "full time equivalent" job. For jobs that are proportionally funded byARRA, the job numbers will only include hours funded by ARRA. Additional informationregarding jobs created and retained per ARRA grant and department is detailed in AttachmentA of this report.
On January 29, 2010, the Ad Hoc Committee on ARRA raised questionsregarding New York City (NY) ARRA job creation/retention in comparison to that of the City.Based on NY's Stimulus Tracker web site, NY has been awarded approximately $4.6 billion inARRA funds whereas the City was awarded approximately $600 million. Of the $4.6 billionamount that NY received, approximately $3.2 billion are for programs that are unique to NYand should not be used when comparing numbers for both cities. These programs includeeducation and health care services, foster care, adoption reimbursement, Medicaid Relief andTax Credit Assistance. From October 2009 through December 31, 2009, NY created/retained27,218 jobs. During the same quarter, the City createdlretained 412 jobs. Of the 27,218 NYjobs, 25,603 are from the above programs. If we deduct the 25,603 from NY's total job count,this leaves NY with 1,615 created/retained jobs for the quarter. When comparing 1,615 withthe City's 412 reported jobs, the discrepancy between NY and the City's ARRA job counts

diminishes. Attachment B of this memo provides a more detailed comparison of NY and theCity's ARRA grant programs including grant award amounts, expenditures and job counts.
The ARRA Program requires an unprecedented level of transparency andaccountability requirements as to how these funds are utilized. As such, the CAO is committedto provide City-wide management oversight of ARRA grants to ensure that the City meets thestringent grant requirements set by ARRA.
