Mission Statement As I was contemplating the few words I would write for the September InterCom, my thoughts took me to the theme of May’s annual meeting in Fort Wayne. We might have a tendency to push back and do a little venting when we are with our peers. That’s perfectly OK. After all we are only human. So once we stop lamenting the change (the sooner the better) we need to focus on that which is not going away. MissionStatement

As I was contemplating the few words I would write for the September InterCom, my thoughts took me to the theme of May’s annual meeting in Fort Wayne. The theme chosen by Weedie Smith “Embrace the Change”, was bril-liant and timely. I felt compelled to continue this theme.

It seems like changes, whether small or large, keep coming non‐stop. Just when you settle into the last change, it happens again. It goes hand‐in‐hand with our changing world and ad-vances in technology. Change can be difficult. Change can be a real pain in the…….. But the reality of change is that it is the ONLY thing in the universe that remains constant. Things are constantly changing around us and we normally adapt without much effort. However, on the work front, adapting to change can be difficult. When change happens in our profes-sion, it can be very stressful. We might have a tendency to push back and do a little venting when we are with our peers. That’s perfectly OK. After all we are only human. President’s Message . . . continued from page 1It’s about being proactive not reactive. The opportunity to bring a

positive attitude to the table and exhibit the leadership that gives confi-dence to team members and others around you. So dealing with change is just not about getting things done, it is also about the opportunity to make one a better person and a stronger leader.Here’s a thought….

You are in the water, 300 yards away from shore. In the distance you see a wave coming. It’s a big wave (change). As it gets closer you have to make a decision. Do I stand my ground or prepare myself to jump on the wave and ride it out. Let’s see…..If I jump on the wave I may get tossed around, swallow some water, and it will be challenging. If I stand my ground, all I have to do is hold my breath until the wave passes. For those that ride the wave of change, you will reach the shore. For those that let the wave pass over them, they will find themselves in the middle of nowhere treading water. To make matters worse for them, they may see you on the shore, in a beach chair holding a glass with a tiny um-brella in it!

So when it comes to change, your approach to it will ultimately deter-mine how successful or stressful it turns out to be.

Oh and BTW….. All change becomes the new “normal”. Enjoy the day! Ted

The Indiana General Assembly passed HEA 1009 at the end of the 2017 session. This is a most significant piece of legislation that changes the fund accounting process for Indiana’s public schools. The bill that goes into effect on January 1, 2019 eliminates the current General Fund and creates an Education Fund and an Operation Fund. This will be a major issue for school business officials for the next several months.

Indiana ASBO made the decision as soon as the session ended to create a committee of IASBO members to review HEA 1009 and develop a plan to implement the bill. The members of the committee are as follows:

The committee has met three times this past summer and reviewed every section of HEA 1009. At the last two meetings of the committee, IASBO invited representatives from the Department of Local Government Finance, State Board of Accounts, Department of Education, Indiana Education Em-ployment Relations Board, and fiscal staffers from the House and Senate. At these meetings, the agency representatives were very helpful as we dis-cussed technical changes to the bill and rule adjustments from the DLGF.

IASBO will be planning a series of free regional workshops regarding the implementation of HEA 1009 in March and April of 2018. These will be full-day workshops that will “get into the weeds” for developing the 2019 school budgets. Further, at the 2018 IASBO Annual Meeting we will hold a preconference workshop on 1009. Indiana ASBO will provide updates on our efforts regarding HEA 1009 in the upcoming weeks.

Indiana ASBO congratulates Terry Spradlin for recently being named the new Executive Director of the Indiana School Boards Association. I have known Terry for several years and I look forward to working with him in his new capacity.

INDIANA ASBO SELECTS A NEW MEETING LOCATION

IASBO has utilized The Palms in Plainfield for the past several years for the location of our seminars and cer-tification courses. The Palms has been purchased by Embassy Suites which is building a new hotel next to The Palms. That facility will be undergoing renovations beginning in September. IASBO has selected Primo South as the location for all of our future professional development activities. The “foot print” for Primo South is almost exactly like The Palms. Primo South is located just off of I-65 south and Keystone Avenue in Indianapolis. The actual address is 2615 National Avenue, Indianapolis, IN. 2018 Bond Bank Advance Funding Program

The Indiana Bond Bank is currently accepting applications for its 2018 Advance Funding Program. The Advance Funding Program is for entities that have a cash flow deficit in a property tax fund in the first half of 2018. Schools may also borrow against their tuition support from the state.

Historically, the Bond Bank provides very competitive interest rates. The rate is all-inclusive, which in-cludes all professional costs. The 2017 Advance Funding Program rate was 1.72%.

In order to participate, all applicants will need to complete a credit application and cash flow projections. The Bond Bank will provide legal documents for your governing body to adopt.

IASBO FOUNDATION GOLF OUTING

Recently, the Indiana ASBO Foundation held its 13th Annual Golf Outing at Eagle Creek Golf Course in Indianapolis. It was a beautiful day, hot but no rain. A record number of golfers registered for the event and a great time was had by all. The golf outing is the only fund raiser for the Foundation. The proceeds are used for our annual high school senior scholarships and the scholarships for members to attend the Annual Meeting. 9:00 a.m. The goal of the course is to help participants monitor budgets on a regular basis, make the appropriate adjustments throughout the year and report the financial status of the school corporation to local governing bodies, state and federal authorities. The course will review cash flow projections, analyze internal transfers and loans, interpret financial statements and recommend appropriate adjustments in spending and investing. Participants will review specifications for banking and other financial services and learn how to make the best investment decisions to maximize interest earned. The course will study compensating balances and other bank charges and legal aspects of investments including arbitrage. The practice of monthly reconciliation of bank statements will be reviewed and stressed. The importance of annual financial reports will be discussed and model reports will be studied.
