Integration of the E-PRTR and the LCP reporting New project approach and plan
2 - IEEG and E-PRTR Expert Group
New arrangements
• EEA takes the lead on this activity
– Technical revision will come first
– IT developments subsequently
• New timeline
• Enhanced involvement of countries
• Guidance will be drafted and agreed with countries
• This dataflow considered as not-INSPIRE relevant

Brief summary of the concept
4 - IEEG and E-PRTR Expert Group
E-PRTR and LCP reporting – current concept
5 - IEEG and E-PRTR Expert Group
Integrated data reporting for E-PRTR/LCP
• Scope of consolidated report
– annual data in relation to Article 7 of the E-PRTR Regulation and
– all thematic information on combustion plants (LCPs) covered by chapter III of the IED
• Emissions (NOx, SO2, dust)
• Fuel input
• Derogations
• Other parameters (e.g. Operating hours)
6 - IEEG and E-PRTR Expert Group
Integrated data reporting for E-PRTR/LCP
• Aspects that will be revised
– Data model – towards more integration, more optimisation
– Removing redundancies with EU registry (e.g. derogations)
– Code list cleaning
– Enhanced QA/QC
–Use of FME for conversion purposes (to replace desktop validation tool)
– Test cycle

– New system operational by the end of 2018
– Deadline for countries March 2019
• Activities:
– Revision of data requirements
• Datamodel, documentation, QA/QC logic
– Drafting/updating of guidance
– IT Development
– Testing

Milestones for MS
• Need to await until EU registry is more mature
• Development of tools – October 2017 – Consultation data requirements
– November 2017 – DG ENV to formally approve the data requirements
– November 2017 – QA/QC logic
– June 2018 – Deployment of software in CDR-test
– Sep-Dec 2018 – testing cycle for MS (voluntary)
• Guidance – December 2017 – EEA will table an FAQ/Guidance document
• Operational phase – Opening for reports: Dec 2018
– Deadline for countries March 2019

Transition to the new system
• E-PRTR
– No changes in reporting mechanism in 2017 and 2018
• Combustion plants
– 2017: reporting using the current web-form (2015 reporting year)
– 2018: reporting under IED using a web-form largely based in the current one (2016 reporting year)
• As from 2019
– All countries use the new system
– The EEA will not run two parallel mechanisms

Involvement of countries
12 - IEEG and E-PRTR Expert Group
Involvement of countries
• Eionet NFP will receive letter
– Nomination of experts to follow the process
• Consultations
– Countries will be consulted several times during 2017 • Data requirements/Data model
• QA/QC logic
• Guidance
• Official testing
– Will only take place in 2018
• Project website will post updates (http://cdrtest.eionet.europa.eu/help/eprtr_lcp)
– Most crucial updates will also be communicated to mailing list
13 - IEEG and E-PRTR Expert Group
Feedback to the process
14 - IEEG and E-PRTR Expert Group
Feedback received so far
• EEA has received the feedback sent to the Commission after March 2016
• The feedback has been logged and analysed but has NOT been addressed
• It will be subject of analysis in the new revision we start now
15 - IEEG and E-PRTR Expert Group
Set of questions
• EEA appreciates countries to provide feedback on: – The current data model – so that we can already tackle
countries views in the revision we will implement now
– The content of the guidance – items of interest for countries
– Signal issues they consider dysfunctional in the current E-PRTR and LCP mechanisms
– Any other relevant aspect
• Deadline and contact:
– By 25th November
