Themes and Instruments

This perspective analyzes the theme, policies and instruments that governments apply in order to promote and develop CSR.The focus is more on the construction of a political agenda on the basis of those CSR themes that are considered to be most relevant.

Players and ContextThis perspective take into account the relationship between the players involved and the interrelationships and co-responsibilities that are created to promote CSR in a globalized world.

Relational & Strategic AspectsThe third approach deals with the relational and strategic aspects, by analyzing models for action on the basis of the conception and development of the discourse on CSR and the design of strategic visions.The functions of leadership are very relevant.

Stage 2: Applying the Relational Governance approach to the Analysis of CSR Public PoliciesMendoza(1991-1996)- Developed the methodology of the relational model.Relational State- Focus on the new role of the state in advanced societies in confronting the crisis of the welfare state in the face of globalization and the internalization of the economy. It locates the relations between the public and private sphere, state and society, in the field of responsibility

Co-responsibility involves:Existence of common objectivesThe assuming of specific responsibilities for their attainmentThe effective articulation of the responsibilities taken on by each party.The welfare of the community is derived from each sector assuming its responsibilities, but players have less capacity to solve social problems (globalization, internationalization, crisis) separately.

Relational model: if responsibilities are shared, social players collaborates (society, enterprise, state), can todays social and environmental challenges be met.This co-responsibility takes the form of joint projects between the state, civil society and the private sector w/ appearance of shared areas of dialogue, public-private partnership (PPP) projects and conflict resolution networks.

Stage 3: Developing the Analytical Framework for government Profiles of CSRHow CSR policy is inserted into the government structure and the framework of public policies. This enabled us to analyze the ff:The profiles and models of action adopted by govnts.Actions and public policies.The discourses devised by govnts on the concept of CSR, considering the dissemination, the means & the organizations usedThe incorporation of CSR into the governmental structure.

These stages that we have gone through in our analysis enable us to identify clearly the fundamental aspects on the political debate on the development of CSR:The debate on the themes and instruments inherent in the CSR policyThe debate on which player should participate in the design of the CSR policy.The debate on how CSR should be understood.

MODELS OF CSR PUBLIC POLICIES IN EUROPE-This relational and strategic approach enabled us to analyze government initiative on the basis of the coincident profiles that were devised.

The Partnership Modelgroups together countries of northern Europe and takes into account their approach to CSR public policies.The Business in the Community ModelThis model refers to Anglo-Saxon countries: Ireland and UK. Government initiatives in the CSR framework focus on supporting the private sector and facilitating sustainable economic development and the economic regeneration on which the collaboration of the private sector rests. The government employs soft intervention policies to apply CSR measures.

The Sustainability and Citizenship Model-This model is divided into two models:The Citizenship Sub-model Comprises Austria, Belgium, Germany and Luxembourg.Regulatory Sub-model Consist of France.

The governments of these countries took on CSR around the time of the publication of the Green Paper by the European Commission.The Agora Model-This model refers to the Mediterranean countries: Greece, Italy, Portugal and Spain. They are all countries that have taken CSR recently. CSR development was driven by the European Commission in these countries since these countries did not take part in debate opened by the European Commission nor did they respond to the Green Paper.

CSR PUBLIC POLICIES AND THE WELFARE STATESocial cultural and political context of each country is important in the development of public policies on CSR.The development of welfare state in EU have similarities between the models of public policies and CSRAn in-depth study of the relationship between CSR public policy models and welfare state development models remains to be conducted.

ATTACHMENT TO THE GOVERNMENT PROFILE OF CSRClassification of the government policies and programs according to the relational approach:TOWARDS THE SUPPLIER -Business must ensure that terms of contract with suppliers be clearly stated and honored in full.TOWARDS THE OWNERS AND THE OTHER PROVIDERS OF CAPITAL-Owners and providers of capital must be provided an adequate return on their capital to ensure the security of their investments.

TOWARDS THE LOCAL AND NATIONAL GOVERNMENT-It is the duty of business to involve itself in the discussion of proposed legislation and to propose sound policies in the use of human material resources.TOWARDS SOCIETY IN GENERAL-It is the duty of the business to make sure that the resources are deployed in such a manner which will benefit society in general and which does not conflict with the needs and reasonable aspirations of the communities in the areas where they operate.

THE BUSINESS AND THE CODEAn important element in the code concerns the important understanding of the key role of the businessman or the professional manager in the success of all endeavors. The entrepreneur and manager are the prime movers of development. The code recognizes that ultimately, all business is essentially an expression of human relationships and that therefore the man or woman who brings all of these relationships together towards a common end must be guided by humanist, ethical principles in his actions.

THE BUSINESS AND THE CODEUSING THE CODESTEP 1involves the examination, understanding and acceptance of the code by the policy makers in the enterprise.STEP 2involves the development by policy makers of detailed guidelines and policies for their employees.STEP 3 involves an evaluation and regular audit of the implementation of the code and the attachment set of specific policies and guidelines.

MAJOR POINTS DEVELOPED IN THIS CHAPTERFirst involves the straightforward pursuit of daily business operations in an efficient and profitable way to ensure that the firm continues to perform its function providing goods and services through the resources society yields for its use.The second aspect has to do with the morally and socially responsible way the business follows in pursuit of profit.The third component involves whatever loadable initiatives the business may engage in over and above the requirements.
