REFORM will finally support the following SUMP development needs…

Emilia Romagna(RER)

Central Macedonia (RCM)

Parkstad Limburg (RPL)

Greater Manchester (GM)

Knowledge on how to integrate sectoral planning in SUMPs

A common set of indicators for monitoring urban mobility

Methodologies/tools in achieving effective stakeholder engagement

Lack of capacity and knowledge to procure local SUMPs development and monitor and participate into their development

Use SUMPs as a tool to support transport decision-making(and funding) at a regional level

Ensure complementarity of local plans among them and consistency with regional strategy

Action plan with measures based on the action lines that have been defined

Looking for good practices from otherregions’ experience

Specific focus required on strategydevelopment, implementation aspects, monitoring and evaluation

Emphasis is now on implementation and delivery of SUMP measures

Wider staff across GM region having knowledge of SUMP process and issues to embed this practice for future SUMP development and updates

4 Policy Instruments are addressed

in a process including consultation with the stakeholders though a series of events (i.e. focus groups, walk & talk meetings, citizens’ survey, scientific café, etc.)

Currently, each Region in the process of elaborating its Action Plan ….

Region of Emilia Romagna (RER) Action Plan

Proposes the following Actions:

Creation a «competence center» on SUMPs involving t he Municipalities that collects different types of data from Municipalities. It will become a tool at a regional scale for monitoring and assessing the mobility system, a support for planning/decision making and a tool for evaluating the implementation of various measures in the mobility system.

Monitoring integrated with Regional Plans (e.g. PRIT Integrated Regional Transport Plan, PAIR Regional Air Quality Plan). RER’s vision it to monitor these plans in a coordinated way to ensure that they are in synergy with the SUMP development and that efforts are not replicated

Region of Central Macedonia (RCM) Action Plan

Proposes the creation of a new scheme , in RCM, that would involve regional technical staff, experts and all relevant stakeholders under a common understanding about sustainable regional planning .

The scheme will operate in two levels: The Regional level “Competence center" level , which will provide technical

support to all the municipalities of RCM and especially at those that have already been funded for the development of their SUMPs.

The Metropolitan level - the creation of the "Urban Mobi lity Observatory" of the Metropolitan area of Thessaloniki (8 Municip alities), which will collect, analyze and organize the data from the local SUPMs for: the designing of a Metropolitan Strategic Framework for Sustainable Mobility, the provision of data relating to common projects and actions between

Municipalities, Region, Universities & Research labs and the hierarchy of the projects to be funded on the basis of the priorities of the

Regional Strategy.

Greater Manchester (GM) Action PlanGreater Manchester already has a 2040 Transport Strategy Delivery Plan which was produced alongside the SUMP in 2017, the GM2040 Delivery Plan (2017-2022). The Greater Manchester REFORM Action Plan will be updating it to the ‘Greater Manchester 2040 Delivery Plan (2019-2024).

The key priorities to be updated include: the establishment of a Clean Air Zone Bus Reform and a variety of measures to deal with congestion

The Greater Manchester 2040 Delivery Plan (2019-2024) contains roughly 170 interventions that are for delivery through to 2037. The REFORM Action plan will contain the short term ones (delivered during the second ph ase of the project 2019-2020) .
