INTRODUCTION
Up to now, the approach to managing India’s coastal zone has been a purely regulatory one, as per the Coastal regulation Zone (CRZ) Notification of 1991, promulgated under the Environment (Protection) Act of 1986. This approach does not provide room to balance coastal zone conservation and necessary economic growth in the area or seek convergence with other development activities. Increasing development pressure during the last decade led to violations of legal provisions and the economic sector simultaneously demanded for rationalizing the present regulatory measures. In July 2004, the Ministry of Environment and Forests (MoEF) constituted an Expert Committee, under the Chairmanship of Prof. M.S. Swaminathan, to carry out a comprehensive review of the Costal Regulation Zone notifications, taking into account the findings and recommendations of all previous committees, judicial pronouncements, representations from various stakeholders and suggest suitable amendments. The committee also had the mandate to make the regulatory framework consistent. The committee also had the mandate to make the regulatory framework consistent with well-established scientific principles of coastal zone management and more flexible, depending on the local characteristics of coastal zone stretches to be protected.
The Swaminathan Committee submitted the report and recommended a number of reforms to
facilitate conservations of ecosystem in the coastal zone, and at the same time promoting economic development and poverty reduction in coastal areas. The Swaminathan Committee recommended that, to support the implementation of integrated coastal zone management approaches, the Government of India should strengthen the technical and human resource capacity in the country.
The MoEF is now mandated to implement the recommendation of Swaminathan Committee
and has requested the World Bank for support in the implementation of the Swaminathan Committee report and various initiatives to be undertaken to institute a pro-active management of the Coastal Zone. To achieve the objectives of Integrated Coastal Zone Management in the coastal areas of India, the Ministry of Environment and Forest (MoEF), Government of India has prepared Integrated Coastal Zone Management (ICZM) Project with the financial assistance from the World Bank. The Project Development Objective are to assist GOI in (i) building national capacity for implementation of comprehensive coastal management approach in the country, and (ii) piloting the integrated coastal zone management approach in state of Gujarat, Odisha and West Bengal.

ROLE OF GPCB UNDER ICZM PROJECT There are two Project Executive Agencies in Component 2 (Coastal Water Monitoring & Pollution
Abatement) of the Project viz. Jamnagar Municipal Corporation and Gujarat Pollution Control Board. JMC as a Project Executive Agency has a mandate to Establish 91 MLD Sewerage Treatment Plant, with an objective to improve health of coral & mangroves and other living organisms. Where as Gujarat Pollution Control Board as a Project Executive Agency has following mandates:
Monitoring of Physico-chemical parameters of coastal water of Gulf of Kutch. Capacity building of GPCB both in terms of human technical skills as well as institutional
capacity by providing highly scientific & sophisticated Analytical Instruments & Technology. Establishment of Real-time monitoring system for online monitoring of pollutants /parameters.
The Goal of GPCB under the project is Capacity Building of Gujarat Pollution Control Board towards the physico chemical monitoring of coastal waters and to generate a database by constant monitoring of chemical status of coastal waters in the Gulf of Kutch and develop a benchmark for further management of the region. The objectives under the project are:
To monitor and control coastal water pollution in Gulf of Kutch region. To build capacity in terms of skilled man power as well as to increase sophisticated
instrumentation capability for monitoring and analysis of coastal waters. To enhance the Laboratory Infrastructure in accordance with the proposed sophisticated
instruments. To sustain the built capacity for coastal water monitoring during the post project period also. To generate an updated database to help the state for framing the new policies. To assist the state for sustainable development of coastal regions.
The expected benefits of the GPCB component from the project are:

Sustainable development in the coastal areas. Increase in efficiency and knowledge of Human Resources.
II. Tangible Benefits:
Improvement & strengthening in infrastructure and laboratories for monitoring and analysis aspects in GPCB for better coastal water.

CAPACITY BUILDING I. STRENGTHENING OF ANALYTICAL CAPABILITIES LABORATORY INFRASTRUCTURE Under the ICZM Project the Laboratory Infrastructure of Central Laboratory at HO & Regional
Laboratories of Regional Offices viz. Rajkot, Bhuj and Jamnagar are to be strengthened covering Civil, Electrical and Furniture works. A part of these, the Sophisticated Analytical Instruments that are to be procured would greatly enhance the analytical capabilities of GPCB laboratories.
The BOQs for Civil, Electrical & Furniture works for all three labs viz. Gandhinagar, R.O. Rajkot and
R.O. Jamnagar has been submitted to GEC vide letter no. GPCB / ICZM-9 / 129592 dated 03.11.2012 for tendering process. It is to be noted that the setting up of Environmental Laboratory at R.O. Bhuj is not yet started. R&B has opined that it is advisable to go for a new construction instead of repairing, strengthening and upgrading the 112 years old building. And therefore in continuation with this, GPCB is in a process to identify another suitable premise on rental basis for shifting R.O. Bhuj Office along with the laboratory.
Recently State Project Management Unit (Gujarat Ecological Commission) had published
Tender for Civil and Electrical work (Gandhinagar and Jamnagar & Rajkot laboratories) on 02/04/2013. Tender for Civil and Electrical work for Gandhinagar & Rajkot offices opened on 01.05.2013. Further process in this regard is under way.
Following Sophisticated Analytical Instruments are planned to procure and to be installed at various
Laboratories of GPCB. The specifications for Sophisticated Analytical Instruments under ICB-I, II & III had been submitted
to GEC vide Letter no. GPCB / ICZM-6 / 105497 dated 28.02.2012 for ICB I, Letter no. GPCB / ICZM-6 / 105499 dated 28.02.2012 for ICB II & Letter no. Unit-13 / 270(A) (5) / ICZM / 101878 dated 12.01.2012 for ICB III. The Tender had been floated by GEC on 03.11.2012. The received tenders had been opened on 10.01.2013 by GEC.
The Technical Evaluation for Sophisticated Analytical Instruments under ICB-I, II & III is almost
completed for the commercially and financially responsive Bidders. The preparation of Bid Evaluation Reports (BERs) for the responsive Bidders is under way.

II. STRENGTHENING OF TECHNICAL SKILLS (HUMAN RESOURCE DEVELOPMENT)
The ICZMP Cell at H.O. GPCB is headed by Shri K.C. Mistry, Senior Environmental Scientist & Nodal Officer of the Project. The Nodal Officer along with the Technical assistance from the ICZMP team co-ordinates the activities under the project.

A half day workshop on Integrated Coastal Zone Management was organised by Gujarat Pollution Control Board on 11.07.2012 from 11.00 hrs onwards at Conference Hall, H.O. GPCB. In all 25 participants including scientists from Central Laboratory, ICZMP Cell and Representatives from Regional offices participated in the workshop. Demonstration of Niskin water sampler and Vanveen sediment grab sampler was given by ICZMP Cell to all the participants. Demonstration of GPS was also arranged for the benefit of all the participants.

On next two days (i.e. 25th& 26th April 2013) field visits were organised for ICZMP cell Staff Members, Dr. P.V. Shirodkar, Ex. Senior Principal Scientist from NIO and Field staff from Regional Office Rajkot, Jamnagar & Bhuj for witnessing the sea water & sediment sampling procedures. These sampling techniques were demonstrated by Dr. P.V. Shirodkar, Ex. Senior Principal Scientist from NIO, Goa & Shri M.H. Bhadrecha, SSA, ICZMP Cell.

Special Activities: GPCB have developed xBN –Extended Blue Node- a web based system (software) under ICZM Project. This system will smoothen the monitoring, Analysis, reporting & interpretation of sea water quality of GoK. Dr. K.U. Mistry, Chairman, GPCB launched this Extended Blue Node-xBN with a ‘click’ on home page during Workshop on 24th April, 2013. The system is developed by AARK Infosoft based on the scientific inputs from ICZMP Cell and from Shri Nayan Shah (Computer Programmer) from GPCB.

MONITORING AND CONTROL OF COASTAL WATER POLLUTION IN GoK REGION I. STUDY AREA The Gulf of Kachchh, lies between N 200 15’ and 230 35’ latitude and E 680 15’ and 700 22’ longitude encompassing about 1000 km. long shoreline covering an area of about 7350 sq km. The Gulf of Kutch has an area of negative water balance, where evaporation is more than the total of rainfall and river runoff. The sediment movement in the Gulf is regulated by prograding sediment of the river Indus, which opens about 100 km towards the north of Gulf of Kutch discharging an annual load of about 435 million tonnes of Suspended Solids. Some of the suspended sediments are transported in a south easterly direction in to the Gulf of Kutch, where the sediments are in transit under the action of high velocity tidal currents. II. SAMPLING LOCATIONS Regional office Rajkot: Locations of sampling point: The following two monitoring stations were identified after making primary survey considering the development, proposed development, industrial inputs & land based activities and other development activities. Sampling locations are decided in consultation with technical staff of the regional office and the Nodal officer of the project.

Surajbari creek is located near Maliya (Miyana).
Many salt pans are developed near this creek. Salt pans are taking this creek water for salt manufacturing. Traditional fishing is carried out in this creek by local fishermen. In heavy rainy season, the runoff water from the river Machhu and some small rivers of
Kutch, North Gujarat and Surendranagar districts discharges their water in this creek.

2. Sea water sample at Navlakhi port: Navalkhi is an all weather intermediate road stead port, situated at the head of inner Gulf of Kutch on the west cost of India. This is the only port in Rajkot district of Saurashtra under the administrative control of Gujarat Maritime Board. The port is located at a distance 44 km. North East of Bedi (minor port) and approximately 45 km. from Kandla port (major port). The existing port is anchored in Hansthal Creek and situated at the Junction of Sui and Varshmedi creek. The exporting lighterage port consist of various shallow water berthing facilities, shore structures like storage and transit godowns, platforms and pavings, broad gauge railway line.
Navalakhi Port Area Nvalakhi Jetty
Around 50 lacs MT/Year dry cargo handling at Navlakhi Port. 5000 T capacity barges movement. Recently Central Government MoEF has granted Environment Clearance for establishment and development of another new port for dry cargo handling in Hansthal creek area. The land
leveling work for warehouse development for up-coming new port will be start near navalakhi port very soon.
Due to the cargo movement near this port, there is possibility for oil spill and other discharges. Dense mangrove plantation near Sui creek & Vershmedi creek. During heavy rainy season Aji, Nyari river water discharges / runoff water meets in to the Sui
creek.
Regional Office Jamnagar: 1. Gujarat State Electricity Corporation Ltd. (Thermal Power Station) Vill: Sikka, Jamnagar.
This is a power generating unit located at Sikka having capacity of 240 MWH. The effluent is @ 810 MLD generated mainly from the cooling tower and discharged through open channel in to the Gulf of Kutch. Sea water is used as cooling water in cooling tower. Domestic and other utility waste water is reused after treatment and utilized for plantation.

2. Essar Oil Limited (Refinery Division) Vill: Vadinar, Jamnagar
Essar Oil operates as a fully integrated oil company of international size and scale. It was commissioned in November 2006. The refinery produces LPG, Naphtha, light diesel oil, Aviation Turbine Fuel (ATF) and kerosene. It has been designed to handle a diverse range of crude oil from sweet to sour and light to heavy.
Refinery has been operating on zero discharge conditions stipulated by State Pollution Control Board since start up in 2006. All treated waste water is reused / recycled with in refinery premises in various utilities; after proper treatment, major part of treated waste water is processed by RO plant to produce boiler feed grade water and rejects of RO is sent back to sea; thus reducing overall consumption of sea water drawn from the sea which is the only source of water supply.
Unit has installed desalination plant for procuring the utility water. Reject of desalination plant is returned back to the deep sea through NIO suggested pipeline with diffuser system along with the cooling tower blow down in to Gulf of Kutch. The volume of the effluent generated is @206.5 MLD. Waste water generated from the domestic use and utility is treated in the ETP having Biological treatment facility (secondary treatment) and filtration system (tertiary treatment) and then utilized partially for gardening and plantation purpose and remaining is recycled in to the cooling tower.

3. Tata Chemical Ltd Vill: Suraj Karadi, Jamnagar This industry is a Soda Ash Manufacturing unit having Cement Plant and Captive Thermal Power Plant. Soda Ash is being manufactured through synthetic ammonia-soda process at Mithapur to produce Soda Ash, by using Calcium Carbonate and Sodium Chloride as Raw materials. The Soda ash effluent solids filtration plant is a “World First” plant and uses the company’s unique internally developed technology with three steps Thickening, conditioning and filtration to obtain Carbonated cake having 35% moisture in it used as Raw material for the Cement plant. After recovery of solids and ammonia effluent is allowed to discharge after dilution by the sea water intake through the open channel in to Arabian sea to reduce temperature of the effluent.

4. Jamnagar Municipal Corporation, Jamnagar
The population of the Jamnagar city under the Municipal Corporation is 4, 98, 344 as per the census counting 2001. Water consumption for the domestic purpose of Jamnagar city is @ 102 MLD. The drainage system for the sewerage is open surface as well as underground. JMC has proposed to provide STP of 91 MLD capacity in first phase and discharge of sewage is @ 70 MLD after treatment. At present there is no STP and @ 90 MLD of untreated sewage waste water is discharged in to the Kevdi and Rangmati through underground in river Kevdi and Rangmati at three places.
Description of sampling point: From JMC outfall w/w from pumping station of Gandhinagar Railway station.
Mode of disposal: River Kevadi ultimately into sea. Domestic Wastewater :- 70 MLD
5. Reliance Industries Limited (Unit of SEZ) Vill: Maghapar, Jamnagar
The Petroleum refinery processing units include Primary Process Units, namely Atmospheric and Vacuum distillation units and secondary process units like Fluid Catalytic Crackers (FCC), Delayed Coking Units (DCU) etc. It has capacity to produce LPG & Propylene, HSD, Kerosene, ATF, Naphtha & MS, Coke, Sulphur, Polypropylene, P-Xylene, O- Xylene, Benzene TAME, CBFS and Electricity (captive). The unit has also provided sulphur recovery unit to recover sulphur from the fuel. Unit is also having CPP. The source of the water supply is mainly from sea water intake line. 1. A full description of the objective, staffing, resources and work program for the Regional Offices at Bhuj and Jamnagar should be prepared and shared with NPMU and Bank by February 2012. Additionally, GSPCB will undertake all measure to conserve the architectural heritage of the building at Bhuj. For this GPCB will hire services of a conservation architect.
2. GSPCB needs to improve the draft monitoring protocol to be
aligned with international and national standard protocols; and develop this as a operational manual to be used by all staff engaged in monitoring of coastal waters

1.(a)The Advertisement for appointing 2 Junior Research Fellow, 1 Senior Research Fellow and 1 Accountant on temporary basis was put on 04.02.2012. The applications for the same had been received and the recruitment procedure is completed. Two JRFs and One Accountant will join ICZMP at H.O. Gandhinagar from July 2012 onwards.
(b) For conserving the architectural heritage of the building at Bhuj, a letter was written to. Prof. R. J. Vasavada, Professor & Head, Center for Conservation studies, CETP University, on 2nd
Jan., 2012. As no detail in this regard from CEPT is received even after a reminder for to CEPT on 01/03/2012, now the BOQ for the same has been prepared and the task would be assigned soon. .
2. GPCB already has Laboratory Manual for Analytical methods which are used in all the Regional laboratories so as to bring uniformity in the analytical procedures. These methods are based on International Standards methods for Water and Waste Water analysis, (APHA AWWA methods). Central Laboratory at Gandhinagar has also been assessed and accredited in accordance with the standard ISO/IEC 17025:2005 in the field of Chemical Testing as well as in the field of Biological Testing by NABL, Department of Science and Technology, India. The procedure for obtaining similar NABL accreditation for laboratories of other Regional Offices of the Board is under progress.
Moreover, it is also decided to prepare a tailor made draft monitoring protocol with in short period. This will be integrated with the analytical methods for coastal waters so as to develop operational manual. The analytical methods for physico-chemical parameters used by CSMCRI, Bhavnagar and NIO for coastal waters would also be looked into and made use of appropriately for developing operational manual which will be ultimately used by all

3. GSPCB to hire the contract staff without delay; but also to prepare a statement showing how the staff will be deployed in the next few years to undertake the coastal waters monitoring. Such a plan/ statement should be shared with SPMU/NPMU by March 2012.
4. SPMU/GSPCB should rebid by February 2012; after
undertaking all actions to ensure that the bidding process do not fail again.
5. A separate detailed note describing the improvement proposals and the relevance to achievement of the Project’s objectives will be finalized by March 2012.
6. If required the cost table should be modified during the next round of approval of annual action Plans by Jan 2012.
