1 TECHNICAL DESCRIPTION OF THE CONSTRUCTION PRODUCT

1.1 Technical and Trade Name

According to § 9, passage 1, subparagraph 3 of the Regulation of the Minister of Infrastructure and

Construction of 17 November 2016 on National Technical Evaluations, the Research Institute of Roads

and Bridges has determined the following technical name: Elements for crown units made from recycled plastic for inspection chambers and trade name: Elements for surface crown units made from recycled plastics for inspection

chambers "System TVR T".

1.2 The name and address of the manufacturer, and the name and address of the manufacturer's authorized representative, if any

The Applicant is a manufacturer, whose name and registered office address are provided on page 1/23 of this IBDiM National Technical Evaluation.

1.3 The Product's Production Site

The product is produced in the EW INVEST Eryk Wiśniewski manufacturing plant, having its registered office at: ul. Szkolna 13, 74-106 Stare Czarnowo. 1.4 The product's type designation and technical description

1.4.1 Type Designation

On the basis of the manufacturer's information, the Research Institute of Roads and Bridges has identified the following types of the construction product:

1. Adjustment rings - height and grade type; 2. Rings, slabs, and buffer cones. 3. Adapters for gullies and manholes, supporting and protecting elements.

diameters DN/ID from 150 mm to 800 mm, heights from 40 mm to 240 mm. The openings in crown unit elements may be located centrically or eccentrically, and have square, rectangular, round shape adjusted to the type of the crown unit of the manhole chamber, non-manhole chamber, street inlet top unit.

1.4.2. Technical description of the construction product, as well as the applied materials and

components

Elements of finials made of recycled plastics for "System TVR T" sewage chambers are integral, alternative upper parts of structural elements of manhole and inspection chambers and rain inlets, made of

concrete and plastics, described in PN-EN 1917: 2004 and PN-EN 13598-2:2016-09. The "System TVR T" elements for inspection chamber surface crown units, which include adjustment rings, base slabs, buffer cones and rings, adapters for gulies and manholes, and supporting - protecting elements for utilities are prefabricated elements made of a mixture of recycled thermoplastic materials in the process of extrusion and high-pressure molding. The basic material of the polymer composition is polyvinyl chloride (PVC), plasticized and non-plasticized, polyolefines (LD-PE, MD-PE, HD-PE, PP, PEX), and admixtures of different polymers and fillers in an amount of up to 20%.

The parameters of the raw material, the polymer compositions, the characteristics of the recyclate plastics used in the production process of the "System TVR T" elements are specified, among others, in PN-EN 15343: 2010, PN-EN 15344: 2010, PN-EN 15345: 2010 and PN-EN 15346: 2014-12. The surfaces, and the edges of the crown unit surface elements made from recyclate plastic for inspection chambers of "System TVR T" should be smooth, undamaged, free of blowholes, hollows, scratches and deformations. The colour should be homogenous in terms of its shade and intensity on the whole surface of the product. The typical dimensional parameters of the crown unit surface elements made from recyclate plastic for inspection chambers of "System TVR T" are specified in Appendix 1. The dimensions should be verified in accordance with PN-EN ISO 3126: 2006 with a manual slide calliper, down to 0.1 mm.

2 INTENDED USE

2.1 Intended use of the product The "System TVR T" crown unit surface elements made from recyclate plastic for inspection chambers are prefabricated elements for the construction of new, and for a repair of damaged crown unit elements in sewer systems. They are an integral structure that supports the crown units of a chamber, a street inlet, utilities, they are designed to be installed between, around, and on elements of inspection chambers, and storm inlets, in particular: a) Type 1 Adjustment rings designated T1, T1K, T1R, T1C, T1N, T2, T6,

ECO2 for: - adjusting the height of an inspection chamber, storm inlet, to the pavement ordinate,

- regulating the inclination angle of the crown units of manhole chambers, non-manhole

chambers, street inlets,

- securing the shaft of an inspection chamber, a street inlet, against negative effects of cast-iron

crown units exposed to traffic loads, - providing uniform support to the bodies of crown units,

- protecting the concrete elements (of a surface crown unit) against negative effects of

environmental factors, - supporting the crown unit of a manhole chamber, providing the whole load-bearing surface

of the body with uniform, tight support in chambers made of concrete and plastics, - attenuating, absorbing, dissipating traffic vibration;

b) Type 2 Buffer cones and rings, base slabs designated as T3, T04, T06, T08, for: - transferring traffic loads acting on the crown unit of manhole chambers, non-manhole

chambers, street inlets beyond the shaft to the structural ground or road pavement layers, - protecting the shaft of an inspection chamber against damage caused by vehicle traffic, both in

the vertical, and horizontal plane, - adjusting the height of an inspection chamber to the pavement ordinate,

- reducing the free clearance, the internal diameter of the riser of a manhole chamber, an

inspection chamber, a street inlet, - creating a structural support (base, foundation) for adjusting rings, adapters, and directly for

the crown unit of chambers and street inlets, and for repaired or newly installed road pavement around the crown unit of a street inlet, or a manhole;

c) Type 3 Adapters for manholes and gullies, supporting and protecting elements for utilities, designated

TX, TXP, TXO, TXS for:

- supporting the crown unit of a gutter inlet, for providing the whole surface of the body with

uniform, tight, permanent support in chambers and stormwater inlets made of concrete and

plastics,

- for enabling the installation, (height and diameter adjustment), the connection of the surface crown unit of a chamber with the body of a manhole, self-levelling inlet on/and in the pavement of a road,

- direct and indirect support, for placing the crown unit of telescopic manholes and the inlets of plastic chambers in the pavement structure of a road,

-for structural support (the base, foundation, protection), for telescopic, self-levelling crown

units of plastic chambers, and street boxes, elements of street utilities, - protection of road pavement against negative effects of devices and crown units exposed to traffic

and environmental loads,

- for structural support for repaired or newly installed road pavement around the crown unit of a street inlet, or a manhole.

2.2 The product's application scope

On the basis of § 9 section 2 item 1 of the Regulation of the Minister of Infrastructure and Construction of 17 November 2016 on National Technical Evaluations, the Research Institute of Roads and Bridges positively evaluates the utility properties of the construction product named: Elements for crown units made from recyclate plastic for inspection chambers intended for road construction with regard to: 2.2.1 public roads without limitation, as defined by and according to the terms specified in the Regulation of the Minister of Transport and Maritime Economy of 2 March 1999 on the Technical Conditions for Public Roads and Their Location

(Journal of Laws no. 43, item 430 as amended), and in the Regulation of the Minister of Transport

and Maritime Economy of 16 January 2002 on the Technical-Construction Regulations Concerning Toll Motorways (Journal of Laws No.12, item 116 as amended);

2.2.2 internal roads without limitation, as defined by the regulations of the Act of 21 March 1985 on Public Roads (Journal of Laws No.14 , item 60 with amendments);

Maritime Economy of 30 May 2000 on the Technical Conditions for Road Engineering Facilities And

Their Location (Journal of Laws no. 63 item 735 with amendments);

2.2.4 railway engineering facilities without limitation, as defined by and according to the terms specified in the Regulation of the Minister of Transport and

Maritime Economy of 10 September 1998 on the Technical Conditions for Railway Structures And Their

Location (Journal of Laws no. 151, item 987).

2.3 The Product's Application Conditions

"System TRV T" elements for surface crown units made from recyclate plastic for inspection chambers

may be used in areas intended for vehicle, pedestrian, and bicycle traffic, and in greenery lanes that divide

traffic lanes and other areas related to transport construction. The conditions for the foundation, construction, assembly, and operation of the "System TVR T" surface crown unit elements made from

recyclate plastic for inspection chambers should be compliant with generally recognized principles

of designing, placing, and assembly of sewerage pipelines with those specified in PN-EN 1610: 2015-10, PN-EN 476: 2001, PN-

EN 13598-2: 2016-09, and in other standards related to the water- sewage construction industry, as well as with the general guidelines and detailed technical specifications of the manufacturer. The

'System TVR T" crown unit elements made from recyclate plastic for inspection chambers should be

applied based on the construction design, taking account of the water-ground conditions, and expected

operational loads, technical recommendations, and application and assembly manuals for inspection

chambers and their crown units that can be found in technical folders and manuals of the manufacturers of

chambers, and crown units. Adjustment rings may be assembled on sewage chambers and sewage inlets, and on other technical

utilities. They require a levelled, stable, and durable base/foundation for the installation. Any observed

irregularities, losses, process defects in elements that provide direct support for any adjusting rings and

other elements of "System TVR T" should be fixed by means of a levelling-repair layer. The levelling-

repair layer should be made of quick binding waterproof masses, consistent with the standard PN-EN 1504-3:2006. Before installing any surface crown units with the use of "System TVR T" elements, check, among others, the diameter of the adjusting rings of particular chamber or inlet, the matching of the structural elements of

the crown units of manhole chambers, and gutter inlets, the class of the crown unit. The installed

adjustment rings and other elements of "System TVR T" should, at the whole of their surface, adhere to

the top elements of the shaft of inspection chambers, gutter inlets, reducing pipes, covering slabs, rings, or

buffer cones.

The adjustment rings should be laid centrically over the manhole/inspection opening of a chamber, to

achieve total required adjustment height. When adjusting, take into consideration the use of grade rings

that ensure levelling of the crown unit with the crosswise and oblong gradients of the pavement of a road. The recommended height of the surface crown unit made with the use of adjusting elements of "System

TVR T" depends on the type, the function, the location of an inspection chamber and is: from 20 cm to 30

cm for manhole inspection chambers made of concrete, from 50 cm to 60 cm for manhole inspection

chambers made of plastic, including the height of buffer elements, up to 70 cm for non-manhole

chambers, inspection chambers, stormwater inlets made of concrete or plastics. All the listed chambers

are in the traffic area of group 1-4, class D400, according to PN-EN 124-1: 2015-07. To ensure water resistance of the crown unit, continuous sealing made from polymer sealing-binding

mass should be used between all of its elements. It is possible to use adjusting rings made of plastic

alternately with rings made of concrete (alternating crown unit system). The "System TVR T" elements

are compatible with concrete elements made according to PN-EN 1917: 2004. The bases of the bodies of

manhole crown units should be supported, at the whole surface, on the adjustment ring. The external

diameters of the adjusting rings that provide direct support for the crown unit should always be larger or

equal to the external diameters of the bases of the manhole bodies. At the bases of polygonal, framework

manholes, it is recommended to use a foundation slab (T04), which will support the body on the whole

surface, and shall protect the pavement around the chamber being adjusted against cracking. If the bodies of the crown units of manhole chambers, or of the crown units of gutter inlets are structurally

prepared, and their manufacturer recommends anchoring, the aforementioned crown units can be

anchored using screws for surface crown unit elements made from plastic. The height adjustment rings

can be secured from the outside with the hot method with mineral-bituminous mix (asphalt concrete) or

concrete mix. The pavement around any surface crown unit should be reconstructed according to the

design. The surface crown units for plastic chambers consist of rings, cones, relieving slabs laid centrically

around the shaft pipe of a chamber. The relieving elements should be assembled on a specially prepared

load-carrying structure, ensuring safe transfer of loads on the ground base, or the structural layers of the

pavement. Thickening should be conducted in such a way that in areas exposed to dynamic loads coming

from vehicle traffic (group 3 and group 4 according to PN-EN 124-1: 2015-07), the ground compacting

ratio is greater than 0.98 according to a standard Proctor test. In the areas with limited traffic and loads

(group 1 and group 2), the ground should be thickened to a ratio > 0.95 according to a standard Proctor

test. The riser/core pipe of a plastic chamber should be isolated with a structural gap, with a width of at

least 5 cm of free space between the top of the pipe and the top surface of the load relieving element. It is

advised to make sealing between the external wall of the shaft pipe and the internal surface of the load

relieving element.

In the event the ordinates of the pavement change after adjusting a plastic chamber according to the

recommendations of its manufacturer, additional regulation can be made by means of adjusting rings

supported on load relieving elements. The diagrams of the foundation for the surface crown units made from recyclate plastic for inspection

chambers is in the Appendix. The construction product should be applied in accordance with its intended use, the range and conditions given in the National Technical Evaluation, and in the technical-construction regulations relevant for different kinds of road structures. Before using the construction product in a way inconsistent with the technical-construction regulations, obtain the permission for an exemption from these regulations following the procedure outlined in Article 9 of the Act of 7 July 1994 Building Law (t. j. Journal of Laws of 2016, item 290 with amendments).

3 UTILITY PROPERTIES OF THE CONSTRUCTION PRODUCT AND METHODS USED TO EVALUATE THEM

PRODUCT

4.1 Packing

The "System TRV T" elements for surface crown units made from recyclate plastic for inspection chambers should be packed on pallets to a maximum height of 2.0 m horizontally, and secured with color film/stretch, and taped together using a transport tape.

4.2 Storage, transport, and loading

The "System TRV T" elements for surface crown units made from recyclate plastic for inspection chambers should be stored on pallets on a flat level ground, in roofed rooms, and secured against harmful impact of sun radiation. It is accepted to store on open storage yards, however, the storage time (including storage at the construction site) should not exceed 1 year. The "System TRV T" elements for surface crown units made from recyclate plastic for inspection chambers should be transported horizontally. During loading and unloading, caution should be exercised, avoid impacts to prevent damage of the rings. The "System TRV T" elements for surface crown units made from recyclate plastic for inspection chambers should be transported on vehicles of proper dimensions. During transport, they should be protected against moving, external point pressure, deformation, and impacts. 4.3 Labelling method of the construction product

The product should be labelled with a construction product marking according to the requirements set out in the Regulation of the Minister of Infrastructure and Construction of 17 November 2016 on the Method of Declaring the Utility Properties of Construction Products and on The Method of Marking Them With a Building Mark (Journal of Laws of 2016, item 1966). Before the product is marked with the construction product marking, prepare its national declaration of the utility properties of the construction product according to the formula published in Appendix no. 2 to the regulation cited, and make it available in the way described in the Regulation. The product's construction marking should include the following information:

the two last digits of the year when the construction marking was first put on the construction product

the name and address of the manufacturer or the identification marking that clearly identifies the

name and address of the manufacturer's seat, the name and designation of the construction product,

the number and year of the National Technical Evaluation, in accordance with which the utility

properties have been declared, the number of the National Utility Properties Declaration,

the level or class of the utility properties declared,

the name of the certifying unit that participated in the assessment and verification of the constancy of the construction product's utility properties,

the manufacturer's website address, if the national declaration of conformity is available

there.

5 ASSESSMENT AND VERIFICATION OF THE CONSTANCY OF THE UTILITY

PROPERTIES

5.1 The national system of assessment and verification of the utility properties' constancy According to Appendix no. 1 to the Regulation of the Minister of Infrastructure and Construction of 17 November 2016 on the Method of Declaring the Utility Properties of Construction Products and on The Method of Marking Them With a Construction Product Marking (Journal of Laws of 2016, item 1966) the Research Institute of Roads and Bridges designates for: The elements for crown units made from recycled plastics for inspection chambers required national system 4 of assessing and verifying the constancy of the utility properties. According to § 4 of the above regulation, in national system 4, an assessment and verification of the constancy of the utility properties of a construction product includes: a) the manufacturer's actions:

- identification of the type of the construction product, - evaluation of the product's utility properties on the basis of tests, calculations, tabular values or descriptive documentation of this product,

- running the plant's production control.

5.2 Identification of the construction product's type

Tests of the product that constitute the basis for the evaluation of the utility properties in relation to the

basic characteristics and intended application of this product specified in chapter 3 of this National Technical Evaluation, as well as verification of the dimensions in accordance with item 1.4.2 are the

product's type test. The types of the product covered by this National Technical Evaluation result from the

utility properties specified in chapter 3.

Determinations with regard to the utility properties of the construction product stipulated in the present

National Technical Evaluation constitute an evaluation of the utility properties of this product on the basis

of tests on samples, calculations, tabular values, or descriptive documentation. The product's type test should be performed again in the event when the results of the previously

conducted tests can be put into doubt, in particular when the following has been performed: construction

changes in any products, changes in the raw materials or components, significant changes in the

production technology or changes in the manufacturing conditions (e.g.: new process line, the production

plant moved, etc.).

5.3 Plant production control

The construction product, covered by this National Technical Evaluation, should be produced in accordance with the plant's production control.

The manufacturer should establish, document, implement, and maintain a production control system in

the plant to ensure the constancy of the construction product's utility properties specified in this National

Technical Evaluation. The documentation of the plant's production control should contain: a) its organizational structure, b) the staff requirements (qualifications, rights, responsibility for particular elements of the plant's

production control system, trainings), c) internal audits, corrective and preventive actions,

d) supervision over the documentation and records,

e) inspection and test plans for the raw materials, the requirements, f) inspection and test plans for the finished product,

g) supervision over the production equipment,

h) supervision over the equipment for checks and tests, and the measurement consistency, i) supervision over the manufacturing process, including controls and interoperation tests, j) description of any subcontracted works, and the method of their supervision, k) handling of an inconsistent product, and complaints,

l) description of how the product is packed, transported, and stored, and marked. The documentation of the plant's production control should be supplemented with the technical

documentation, technical specifications (the product's standards, European or national technical

evaluations, etc.), legal regulations. The Quality Management System used as required by PN-EN ISO 9001: 2015-10 can be considered a

production control system, if the requirements of this National Technical Evaluation are also met. 5.4 Finished products tests 5.4.1 Tests program The finished products test program includes current tests,

5.4.2 Current tests Current tests of the finished products include inspections of: a) Shore's hardness according to the table,

b) test load according to the Table,

c) the dimensions according to item 1.4,2.

5.5 Sample taking for tests

Samples for the current tests should be taken according to: the documentation of the plant's production control system.

5.6 Frequency of tests The current tests should be performed for each batch of the product according to the test plan agreed in the documentation of the plant's production control system, but not less frequently than once a year. The size of the product batch should be determined in the documentation of the plant's production control system.

5.7 Assessment of test results The utility properties of the construction product are consistent with all the functional properties specified in this IBDiM National Technical Evaluation.

6. INFORMATION

6.1 A National Technical Evaluation is not a document that authorizes to label a construction product with a construction marking.

6.2 A National Technical Evaluation is repealed by the body that has issued it, on their own initiative,

or at the request of the General Construction Inspector, after conducting an explanatory procedure

with the applicant.

6.3 The National Technical Evaluation does not violate the rights resulting from the Act of 30 June 2000

Industrial Property Law (Journal of Laws of 2003 No. 119, item 1117, as amended).

In agreement with the recipient, it is possible to use products with different dimensions. Cones, slabs, buffer rings , and adapters for

manholes and gullies can be made with an opening placed centrically, or eccentrically. The openings in foundation elements

(slabs), supporting and protecting elements may have a square, rectangular, round, or oval opening matched to the crown unit The

body base of the crown units of manhole chambers, and of the crown units of street inlets can be projected on the elements that

support them directly (ensuring tightness).
