SITA ACT
SITA is governed by the SITA ACT No. 88 of 1998 as amended by the SITA Act 38 of 2002:
To provide for the establishment of a company that will provide information technology,
information systems and related services to, or on behalf of, participating departments and in regard to these services, act as an agent of the South African Government; and to provide for
matters connected therewith.

SITA MANDATE
To improve service delivery to the public through the provision of information technology, information systems and related services in a maintained information systems security environment to departments and public bodies and to promote the efficiency of departments and public bodies through the use of information technology Furthermore, the Act separates SITA's services into mandatory services (i.e. SITA must provide), and non‐mandatory services SITA remains committed in all its engagements to adhere to the Government's "IT House of Values ",

What is e‐Government about?
“e‐Government is about using the tools and systems made possible by Information and Communication Technologies (ICT) to provide better public services to citizens and businesses. ICTs are already widely used by government bodies, just as in enterprises, but e‐Government involves much more than just the tools. Effective e‐Government also involves rethinking organizations and processes, and changing behavior so that public services are delivered more efficiently to the people that need to use them. Implemented well, e‐Government enables all citizens, enterprises and organizations to carry out their business with government more easily, more quickly and at lower cost.” ‐European Union
