INSRTUCTION TO VTPs FOR ADMISSION /REGISTRATION OF CANDIDATES

FOR THE YEAR 2011-12

Commencement of Training: December- 2011

VTPs should follow strictly the following guidelines for Admission & starting of MES Training Program

The VTPs are allowed to conduct training programs, those who have submitted Annual Action Plan during 2011-12 for two quarters including registered new VTPs as per the detail list available at DTE&T Website. However, they are allowed to conduct MES course in those modules/sectors which are permitted during VTP Registration.

Training programme for two quarters (two batches) should be conducted in different time with out overlapping.

The newly registered VTPs those who were not submitted action plan for 2011-12, may submit their proposal to DTE&T, Orissa, Cuttack for consideration. However, they are not allowed to start training before approval.

VTPs shall issue admission notice. It is instructed that the VTP would display the relevant information and also provide the same to the aspirants through ‘Counseling Centre’ in the premises. VTPs should issue admission notice, for the courses that the ITIs, offering and may also circulate publicity materials such as pamphlets, brochures etc. in the order to create awareness about the courses, facilities from the MES funds.

Interested candidate having requisite minimum qualification as prescribed in implementation manual under SDI scheme to under go MES Training programme should apply through prescribed application form as per Annexure-I enclosed for Training.

The candidates shall be selected based on the minimum qualifying, criteria of Age and Education as prescribed by SDI scheme of DGE&T, New Delhi. In case, where there are limited seats available with the VTP, the admission of the eligible candidates would be done on the basis of merit. Seats would be filled up as per the Reservation Policy as applicable for admission to Government ITIs, in the State of Odisha will be applicable to all the approved VTPs.

As per MES Curricula approved by NCVT (as on 31.03.10), exemption will be given to the candidates who have passed the National Trade Certificate (NTC) under Craftsman Training Scheme (CTS), National Apprenticeship Certificate (NAC) and Diploma/ Degree in Engineering from appearing in relevant Level-I MES course with minimum educational qualification and the candidates who possess minimum educational qualification with minimum 3 years experience in relevant trade shall be allowed directly to appear in the advanced level-II MES course examination.

The batch size for manufacturing sector is 20 and 30 for agriculture, allied service sectors.

Persons will get themselves registered in approved Vocational Training Providers with requisite Training fee & Assessment fee. The training programme will commence from end of December- 2011. VTP will notify date of start of Training programe to the registered candidates. VTP will not admit any trainee once the course is started.

All VTPs which are going to start training shall organize a small function inviting dignitaries of the locality to inaugurate the training programme under the banner of DTE&T, Employment Mission and DGE&T.

VTP shall send the details of the candidates related to admission in quadruplicate (4 copies) in prescribed format as per Annexure-II (Candidate Information Sheet) enclosing Xerox copies of Educational qualifications as prescribed by DGE&T Manual on or before 20.12.2011( i.e. at least 10 days before starting of training) to DTE&T, Odisha, Cuttack for verification & issue of Training Batch Number (TBN) through Speed Post/Special messenger. One copy will be returned to VTP for their record. Two copies will be send to RDAT, Hyderabad to issue Assessment Batch Number (ABN) for assessment. VTP need not required to send any information directly to RDAT, Hyderabad for Assessment.

VTP should not start the training programme before issue of TBN by DTE&T, Odisha.

All VTP should submit one set up candidates admission details (Annexure-II) to Principal of the District Nodal Institution (Government ITI/ Polytechnic) for their record and inspection of Training programme.

Deviating the rules & guideline Training fee will not be reimbursed to VTPs for which they will be held responsible.

The students who wish to undergo direct assessment would approach the VTP / AB directly. The student would apply in the prescribed format and attach the supporting documents. The AB would verify the documents submitted by the student and note whether the student is eligible for reimbursement after passing the test.

COURSE STRUCTURE AND FEE FOR TRAINING

VTPs impart training to students for the courses approved by DGE&T under the SDIS as per the approved curricula. The VTP will structure the course schedule as per the composition of the student requirements and availability of resources at its premises. The duration of the courses is as given in List of MES Curricula approved by NCVT. The training fee which includes cost of material, honorarium etc. has been prescribed as follow:

Candidates belonging to disadvantage group, physically challenged and women shall given a

relaxation of 25% in training fee & assessment fee. In order to motivate trainees to take the training programme seriously, training fees and assessment fee of all those trainees who successfully complete the training is refunded to them as per procedure of scheme.

ASSESSMENT / TESTING FEES

The assessment fee is to be charged (Rs.500.00 for Non Engg. & Rs.800.00 for Engg.) per Trainee per Course depending on the skill areas. Within a week of commencement of training VTP shall send the details of trainees engaged under MES to RDAT / DTE&T in specified Performa seeking the date of assessment. RDAT will allot the AB & fix the date of assessment and Training Centre through their valid email ID.

REIMBURSEMENT OF TRAINING COST

1. The SDI Scheme has the provision of reimbursement of Training cost to the Vocational Training Providers. The amount for reimbursement has been fixed at the rate of Rs.15/- per person per hour for the students who are successfully trained by the registered VTP.

2. The VTP is eligible for training cost reimbursement only after its students have successfully undergone assessment by the Assessing Body. After declaration of Result and issue of certificate by RDAT. VTP will submit the Bill for re-imbursement of Training Fee to DTE&T, Orissa, who will make payment.

3. Training fee & assessment fee of all those trainees of VTP who successfully complete the training will be refunded to them through VTP/AB

GENERAL GUIDE LINE

The VTPs should follow strictly the rules as per implementation manual of SDI Scheme of DGE&T for conducting MES Training Programme (for details visit www.dget.gov.in/mes/index.htm. Any deviation in conducting MES Training Programme may lead to cancellation of VTP registration.

Regular Training programme of the Institutions should not hamper during conduct of MES Training Programme

The officers of Central & State Govt. may visit for inspection of Training Programme without prior intimation as & when required

The Training details such as Attendance/ Fees Collection & other relevant documents should be maintained regularly for record & inspection

The training programme should be conducted in the own premises of the VTP, no franchise/ hiring of other organization is permissible under any circumstances

Collection of Admission & Assessment Fee by the VTPs are mandatory.

A separate Cash book should be maintain for financial transaction under SDI scheme.

VTP should submit UC after re-imbursement of Training / AB Cost immediately to DTE&T, Orissa.

VTP should take steps for placement of passed out trainees immediately under intimation to RDAT / DTE&T.

The VTP will be graded as A or B or C basing on the percentage of pass rate and placement of trained persons.

VTP should not send admission information in any other format (such as 19,30,34 column as prescribed by RDAT, Hyderabad earlier)) to DTE&T except in prescribed format as enclosed,

VTP should not send admission particulars to RDAT, Hyderabad directly in any format for issue of Assessment batch Number(ABN)

Instruction to fill the form:

1. Candidates are advised to read carefully the details of this Scheme and any advertisement notice issued by the VTP, before applying for admission.

2. Duly filled in and signed application form with requisite application fee and supporting documents should be submitted by the candidate applying for Training to the Vocational Training Provider.

3. The Application Form should be submitted either in person or through speed post/registered post so as to reach on or before the last date of receipt of application as mentioned by the VTP.

4. The Form should be neatly filled up in Capitals letters.

5. In case needed, the candidate should be present, in person, with all the original documents at the time of submission of application/counseling

6. Incomplete documents will not be accepted. Application must be complete in all respects. No alteration will be allowed to be made in the application form after it has been submitted to the VTP.

7. The candidates are required to provide correct information in their application form. In case of misrepresentation of facts/ documents/ tampering/ producing false certificate, admission will be cancelled immediately and legal action may be taken.

8. Two (2) clear attested photocopies of all supporting documents should be submitted.

9. Applicant is required to affix one recent front view photograph duly attested by a Gazetted Officer on the application form and also attach two (2) passport size photographs.

10. Reservation policy as applicable for admission to Government it is, in the State of Orissa will be applicable to all the approved VTPs those submitted Annual Action Plan during 2010-11.

11. Two (2) clear attested photocopies of original Caste Certificate (in case of reserved category candidates) and a copy of English Version in case Caste Certificate is in regional language, should be submitted.
