SCOPE
• 101.2 Scope The provisions of this code shall apply to the
erection, installation, alteration, repair, relocation, replacement,
addition to, use, of plumbing systems as provided in ORS
447.020 and OAR 918-008-0000. Division 008 is the
developmental rules for code adoption, interpretations and
appeals. These are all under the scope of the code.

enforcement.
1) All installations of plumbing and drainage in buildings and structures in
this state and all potable water supply, drainage, and waste
installations, within or serving buildings or structures, except in
temporary construction camps.

2) A person issued a residential plumbing inspector certification must also possess a valid Oregon Inspector Certification issued under OAR 918-098-1025 prior to performing residential plumbing inspections.
3) A residential plumbing inspector may conduct inspections for plumbing work regulated by the Oregon Residential Specialty Code, and where connection to the building is not a separate plumbing system; and
a) Plumbing work on manufactured dwellings, manufactured structure accessory buildings and structures under the Oregon Manufactured Dwelling Installation Specialty Code;
b) The Manufactured Home Construction and Safety Standards located in 24 CFR 3280 and 3282;
c) Plan review and inspection of manufactured dwelling parks, recreational parks, organizational camps, and picnic parks; and
d) Any portion of a solar water heating system installation up to 180 gallons of storage tank capacity.

DEFINITION OF PLUMBING 447.010
(6) “Plumbing” is the art of installing, altering
or repairing in or adjacent to or serving
buildings:
(a) Pipes, fixtures and other apparatus for
bringing in the water supply and removing
liquid and water-carried waste, including the
water supply distributing pipes.

(b) Fixtures and fixture traps.
(c) Soil, waste and vent pipes.
(d) House drain and house sewer to the sewer service
lateral at the curb, or in the street, or alley, or other
disposal terminal holding human or domestic sewage.
(e) Storm water drainage, with their devices,
appurtenances and connections.
(f) Pipes, fixtures and other apparatus for medical gas,
anesthetic waste gas and vacuum systems.
(g) Solar heating and cooling systems.

EXEMPTIONS FROM
INSTALLER LICENSE
• 918-695-0020, A person to do the person’s own
work on the person’s own residential building on
the person’s own premises.
• The homeowner is exempt from licensing but not
from permits and inspections if required. 693.020
(4).
• No language in statute prohibits this exemption
even if the property is for rent lease or sale.

• 918.695.0020(b) A person testing, repairing, servicing,
maintaining, installing or replacing new or existing potable
water pump equipment not exceeding seven and one-half
horsepower on residential property and piping between
the pumps and storage tanks for the pumps, regardless of
whether the person holds any license under this chapter.

• PB: 693.020(c) A person installing exterior storm drains
that are not connected to a sanitary sewer or combination
sanitary storm sewer. This installer license exemption
does not exempt them from a plumbing business license
for the company.
• CCB: ORS 701.348 Any person licensed under ORS
701.026 may install a building sewer after obtaining a
permit.

PLUMBING BUSINESS LICENSE
• 447.040 Plumbing contractor license. (1) A person may not work as a plumbing contractor, or advertise or purport to be a plumbing contractor, and a member or employee of a firm, partnership or corporation may not engage in the layout or superintending of plumbing installations, without having obtained the plumbing contractor license required under ORS 447.010 to 447.156 as provided by State Plumbing Board rules adopted under ORS 455.117.
*A plumbing contractor license does not authorize the contractor to work as a journeyman plumber.

WHAT ARE MINOR REPAIRS?
EXEMPT ORDINARY MINOR REPAIRS FROM
LICENSING AND PERMITS.
(1) Effective April 1, 2006, state building code
provisions for permit or inspection of ordinary minor
plumbing repairs follow:
(a) A registered plumbing contractor and any person
exempt from licensing under ORS 693.020 are
exempted from permit or inspection for ordinary minor
plumbing repairs as defined in section (2) for residential
and commercial structures;

(2) The term "ordinary minor plumbing repairs" is defined as follows:
(a) Includes repair, replacement or maintenance of existing plumbing fixtures, appliances, appurtenances and related water supply and drain attachments for the purpose of restoring a plumbing installation to a safe and sanitary operating condition.
(b) Does not include new construction, replacement of water heaters, or underground plumbing.

• Licenses (JP) (PB) do not need a permit to do
emergency leak repair in drains, soil, waste, or
vent piping and water freeze damage, that does
not exceed 5 feet.
• Leaking-exposed or concealed.
• This exemption is only for licensed plumbers and
is not covered under scope of definition for repair,
see also section 104.2.

PERMIT REQUIRED
• 104.1 Permits Required. It shall be unlawful for
a person, firm, or corporation to make an
installation, alteration, repair, replacement, or
remodel any plumbing system regulated by this
code except as permitted in Section 104.2 (
exempt work ), OAR chapter 918, division 100 (
special alternate inspection ), and OAR 918-780-
0035, or to cause the same to be done without
first obtaining a separate plumbing permit for
each separate building or structure.

SCOPE FOR MINOR LABEL PERMITS
2) One- and two-family dwelling minor installation label programs include:
(a) Repair, replacement, or maintenance of water heaters, including water heater conversions; This is changing from electric to gas or gas to electric.
(b) Alteration of parts of an existing plumbing system not exceeding three fixtures, or 20 feet of new piping or both provided the work is “accessible” to an inspector.
(c) Repair or replacement of concealed freeze-damaged or leaking parts of an existing plumbing system not exceeding three fixtures, or 20 feet of new piping or both.
3) Cross-connection control devices are not considered minor plumbing installations and are excluded under these rules. Backflows would require a standard permit.

placement of sub-flooring for frame construction
may be waived by the inspecting jurisdiction, if
adequate accessibility is available and prior
approval is granted. Section 105.2

Citation Requirement Effective January 1, 2006
In addition to any other requirements set forth in statute
and rule, beginning January 1, 2006, all inspectors and
plans examiners certified under Division 098, OAR 918-
225-0540, 918-281-0020 918-695-0400, and ORS
460.055 issuing corrective notices at construction sites
or to buildings or related appurtenances during a plan
review must adequately cite the applicable specialty
code sections, Oregon administrative rules, or statutes
whenever a re-inspection is required as a result of the
inspection or plan review.

APPLICATION TO EXISTING SYSTEMS
301.2.5 Repairs and Alterations.
In existing buildings or premises in which plumbing installations are to be altered, repaired, or renovated, deviations from the provisions of this code are permitted, provided such deviations are found to be necessary and are first approved by the Building Official.
102.3.1 Existing building sewers and building drains shall be permitted to be used in connection with new buildings or new plumbing and drainage work only when they are found on examination and test to conform in all respects to the requirements governing new work, and the proper Authority Having jurisdiction shall notify the owner to make any changes necessary to conform to this code. No building, or part thereof, shall be erected or placed over any part of a drainage system that is constructed of materials other than those approved elsewhere in this code for use under or within a building.

EXISTING SYSTEMS
102.2 Existing Installation. Plumbing
systems lawfully in existence at the time of the
adoption of this code may have their use,
maintenance, or repair continued if the use,
maintenance, or repair is in accordance with
the original design and location and no hazard
to life, health, or property has been created by
such plumbing system.

102.3 Additions, Alterations, or Repairs.
Additions, alterations, or repairs shall be
permitted to be made to any plumbing system
without requiring the existing plumbing system
to comply with all the requirements of this
code, provided the addition, alteration, or
repair conforms to that required for a new
plumbing system.

Openings into a drainage
or vent system, excepting
those openings to which
plumbing fixtures are
properly connected or
which constitute vent
terminals, shall be
permanently plugged or
capped in an approved
manner, using the
appropriate materials in
accordance with this
code.

These caps are not approved for
permanent capping of plumbing system
per this section, they do not meet an
approved standard in chapter 17.
ALTERNATE METHODS
301.3 Alternate Materials and Methods of
Construction Equivalency. Nothing in this code is
intended to prevent the use of systems, methods, or
devices of equivalent or superior quality, strength, fire
resistance, effectiveness, durability, and safety over
those prescribed by this code.
However, the exercise of this discretionary approval by
the Building Official shall have no effect beyond the
jurisdictional boundaries of said Building Official. Any
alternate material or method of construction so
approved shall not be considered as conforming to the
requirements and/or intent of this code.

FLOOD HAZARD
301.4 Flood Hazard Areas.
301.4 General. Plumbing systems shall be
located above the design flood elevation. as
determined by the Flood Plain Administrator.

Exception: Plumbing systems are permitted to
be located below the design flood elevation
provided that the systems are designed and
installed to prevent water from entering or
accumulating within their components and the
systems are constructed to resist hydrostatic
and hydrodynamic loads and stresses,
including the effects of buoyancy, during the
occurrence of flooding to the design flood
elevation.

301.4.1 Coastal High Hazard Areas Subject
to High- Velocity Wave Action. Plumbing
systems in buildings located in coastal high
hazard areas as determined by the Flood Plain
Administrator, shall not have plumbing
systems, pipes, and fixtures mounted on or
penetrate through walls that are intended to
breakaway under flood loads in accordance
with the building code.

310.2 Drainage and Vent Piping. No drainage or vent
piping shall be drilled and tapped for the purpose of
making connections.

OBSTRUCTION OF FLOW
310.5 No fitting, fixture and piping
connection, appliance, device, or method
of installation that obstructs or retards the
flow of water, wastes, sewage, or air in
the drainage or venting systems, in an
amount exceeding the normal frictional
resistance to flow, shall be used unless it
is indicated as acceptable in this code or
is approved per Section 301.2 of this
code.
The enlargement of a three (3) inch
closet bend or stub to four (4) inches
shall not be considered an obstruction.

PROTECTION OF PIPING
312.1 Piping passing under or through walls
shall be protected from breakage. Piping
passing through or under cinders or other
corrosive materials shall be protected from
external corrosion in an approved manner.
Approved provisions shall be made for
expansion of hot water piping. Voids around
piping passing through concrete floors on the
ground shall be appropriately sealed.

INSTALLATION
312.2 Piping in connection with a plumbing
system shall be so installed that piping or
connections will not be subject to undue
strains or stresses, and provisions shall be
made for expansion, contraction, and structural
settlement.

312.10 Sleeves shall be provided to protect
piping through concrete and masonry walls
and concrete floors.
Exception: Sleeves shall not be required
where openings are drilled or bored.
312.10.1 Piping through concrete or masonry
walls shall not be subject to any load from
building construction.

ENFORCEMENT
All jurisdictions administering and enforcing the
state building code must enforce statewide code
interpretations and allow the use of alternate
method rulings consistent with the original scope
of the ruling. Failure to enforce statewide code
interpretations or allow statewide alternate method
rulings may subject building officials, plans
examiners, and inspectors to revocation or
suspension of certifications.
