In April 2017, Ms. Sammi Foong was appointed as the Product Lead for the Reserve Component Automation Systems (RCAS) and in October 2017, she also assumed responsibility for the Defense Readiness Reporting System - Army (DRRS-A) while continuing to serve as the Product Lead for the Army’s Force Management System (FMS). Let me begin by wishing both you and yours the very best for a happy and prosperous 2018. I sincerely appreciate you taking the time to read and browse this edition of our RCAS NEWS…..We continue to transform our Product Office to maximize the efficiencies that leverage the capabilities of the entire Integrated Personnel and Pay System - Army (IPPS-A) organization. These efforts continue to improve the quality and delivery of our products and services to your Soldiers and their units.

We are wrapping up one of our key system improvement programs – the FY17 Product Refresh is in the final phase of equipment delivery and the associated property accountability. We are very pleased with the positive comments we continue to receive regarding the combined capabilities and efficiencies offered by the MarketPlace automation. Plans are currently underway to expand this capability to the U.S. Army Reserve Command.

Since our last newsletter, I had the opportunity to visit a Florida U.S. Army Reserve unit during their conduct of a Soldier Readiness Processing event, and followed that with a visit to the Multi-Component Joint Assessment coordinated by First Army at Fort Hood, Texas. It was extremely gratifying to meet in person the professionals who use our products and services, as well as those who contribute to the readiness of our total Army.

I encourage you to check out the enhancements to our upcoming software application Release 7.1.6, which is scheduled to deploy in April. We continue to refine and improve our software installation processes to make them easier for your organization’s RCAS administrators to install. Please let us know how we are doing.

USARC LOOKS AT USING SOH

The U.S. Army Reserve Command (USARC) Safety workshop, held at the USARC Headquarters at Fort Bragg, North Carolina, from December 4 through 8, 2017 was well attended with more than 35 Safety Professionals from all the geographic and functional Army Reserve commands in attendance. Participants paid close attention during the RCAS Safety and Occupational Health (SOH) demonstration and asked many good questions about SOH and its use. Most of the attendees had never seen the SOH application before and seemed a bit skeptical about going to a new system and changing how they do their day-to-day safety management activities. Mr. John Hanson, USARC Safety Director, and an advocate of the use of SOH within the U.S. Army Reserve, told attendees about the advantages of having an application like SOH as their Safety Management System of Record.

The SOH application is one of the premier applications within the RCAS Product Office. The application currently supports the Army National Guard in complying with Army safety requirements and regulations and is now looking to expand its use within the Army Reserve. SOH is an enterprise web-based application that provides an automated system for collecting, recording, and reporting data on occupational health and safety matters.

Specifically, SOH provides data collection for:

• Accident investigation and reporting

• Inspection scheduling and management

• Hazards identification and abatement

• System defect or inadequacy review and management

• Hazard analysis to create system defects

• Safety training planning and management

• Individual and unit safety awards

• Radioactive item inventory management

SOH users can generate required forms, such as Department of the Army Form 2397-AB-R, Abbreviated Aviation Accident Report (AAAR), Unmanned Aircraft Systems Accident Report (UASAR), as well as reports like the Summary of Hazards, which lists the hazards identified at a particular unit over a specified period of time. Users can record information collected during inspections or accident investigations, as well as action items and the status of these items. SOH allows users to record information that will help in preventing future accidents. In addition, users can maintain information on safety and occupational health training, including requirements for individuals and course scheduling. The SOH application also supports the Occupational Safety and Health Administration’s (OSHA) requirements and supports the OSHA 300 reports.

The world of a Safety Professional requires a deep devotion and dedication to the business of safety; and the USARC safety team is actively working with the RCAS SOH team to see if using SOH within the USARC may help them better manage unit safety requirements all in one enterprise location…..and ultimately save time and valuable resources.

MEET YOUR RCAS BMD CHIEF

MR. SAMUEL M. BARNES

Mr. Barnes (Sam) joined the RCAS/FMS team on Janu-ary 8, 2018 as the new Chief of the Business Management Division (BMD). He comes to RCAS/FMS from within the PEO EIS family, having served as a Program Analyst in PEO EIS G8 for the last two years.

Sam is an Army brat, but most of his youth was in the Mt. Vernon area, where he attended Mt. Vernon High school. He has a bachelor’s degree from James Madison University and earned a Master’s Degree from Syracuse University through the Army Comptrollership Program.

Sam has experience as a Comptroller with the Army for over 26 years, with responsibili-ties spanning the full range of Resource Management activities at all levels of the Army. He served at Natick Labs in Massa-chusetts, HQs Army Materiel Command (AMC) and the Office of Chief Army Reserve (OCAR) in Virginia, Installation Manage-ment Command in Europe and most recently here at Ft. Belvoir with PEO EIS HQs.

Sam also served 21 years in the U.S. Army Reserve, retiring at the rank of Lieutenant Colo-nel in 2010. He served in the Transportation (now Logistics) Corps, primarily focused on ship-loading logistics, global deploy-ment and distribution capabili-ties for the Army.

Family is most important to Sam. His wife, Amy, and 9-year old daughter, Charlie, enjoy travelling, youth athletics and spending time with friends. Sam enjoys the mountains, ski-ing and running (but only so he can eat more chocolate)! They are big fans of Disney, so if they’re not around there is a good chance they’re at Disney World!

Sam is glad to be a part of the RCAS/FMS family and looks forward to providing outstand-ing resource management sup-port as the new Business Man-ager.

RCAS PREPARES FOR RELEASE 7.1.6

RCAS Release 7.1.5 deployed January 8, 2018 and Release 7.1.6 is right on its heels with an early April release date. The following enhancements along with other fixes and updates are tentatively scheduled for Release 7.1.6:

PER — Personnel Applications: Within

the Personnel Family of applications, Retirement Points Accounting Management (RPAM)Next will deploy with this release. All states are asked to submit a trouble ticket with the National Guard Bureau (NGB) Help Desk at [email protected] for toggling off RPAM legacy and toggling on RPAMNext. The Military Personnel Office (MilPO) Orders application will be updated with the type of Discharge list in Formats 500, 510, 515, 570, and 580. The Unit Personnel System/Command Management System (UPS/CMS) application will have an added drop-down capability to designate the Army Physical Fitness Test (APFT) as a Record or Diagnostic Test.

MPDV — Mobilization Planning Data

Viewer: The MPDV application will establish an Information Exchange (IE) with the Mission Analysis, Readiness and Resource Synchronization (MARRS). This interface will allow U.S. Army Reserve (USAR) Soldiers to use various Battle Roster reports, manage Force Tracking Numbers (FTNs), and utilize the Multi-Component Joint Assessment (M-CJA) module of MPDV.

SOH — Safety and Occupational Health

Application: The Safety and Occupational Health (SOH) application will allow for the addition of the Region where an accident occurred and will allow searches for recorded accidents using the Region as a criteria. Personnel’s information will automatically populate upon entering an individual’s name for an accident or inspection if the individual is in the database or record.

RCAS Core — The Oracle Client will be

removed in Release 7.1.6 meaning that it will no longer be required on the RCAS Web server. Down the road, the Oracle Central Processing Unit (CPU) will automatically be applied to the database.

Happy New Year All! The Quarterly Reserve Component Automation Systems/Information Management Architecture (RCAS/IMA) Town Hall was held Thursday, December 14, 2017. Mr. Jim Cook, Chief, RCAS Applications Management, welcomed participants and began with Administrative comments.

Mr. Cook announced that RCAS Release 7.1.5 is still on track for release in January 2018.

Mr. Cook stressed paying attention to Software/Technical Bulletins. If states are not receiving notices when Bulletins are released on Army Knowledge Online (AKO), please let Mr. Cook [email protected] or Ms. Bartholomew [email protected] know if you would like to be added to the distribution list. Currently, Mr. Cook sends an announcement out to the J6 Data Processing Installation (DPI) distribution list when a Software or Technical Bulletin is released.

RCAS will work with States to roll off of Standard Installation/Division Personnel System (SIDPERS) and roll on to the Integrated Personnel and Pay System – Army (IPPS-A) interface. RCAS will have an interface with the level I instance that IPPS-A

feeds and will parse it out to all of the States.

Mr. Cook stated that Microsoft Edge is not currently supported by RCAS due to legacy RPAM Silverlight. Once RPAMNext comes online with Release 7.1.6, RCAS will be Microsoft Edge compatible. However, for the time being, RCAS remains with IE11.

The Retirement Points Accounting Management (RPAM) Next application will be toggled off when RCAS Release 7.1.6 deploys in April 2018. States must place a trouble ticket with the Army National Guard (ARNG) Help Desk at (844) 722-2373 or [email protected] to turn RPAMNext ON and turn Legacy RPAM OFF.

INNOVATIONS PAVING THE WAY FOR EASIER RCAS INSTALLS

Since the beginning of 2017, RCAS has come a long way in making its software installation processes easier and faster for the Army National Guard (ARNG) RCAS Administrators. RCAS understands Administrators’ heavy workloads and heard its customer base at Town Halls asking for a more efficient way of installing RCAS

releases at a fraction of the time it was currently taking to upgrade. RCAS began a series of innovations to remedy those requests.

With the deployment of RCAS Release 7.1.0 in January 2017, RCAS Web Servers were upgraded to Windows 2012 with a Technical Bulletin detailing VMWare Windows 2012 Web Server setup. Since this release was quite complex, installation how-to videos were created for on demand viewing and assistance. The RCAS Installation Guide (RIG) was also created as a single document detailing version-specific installation instructions replacing numerous installation documents that administrators struggled to locate instructions. Another innovation was the new RCAS Installer that checked for Secure Socket Layer (SSL) Certificate and RCAS Integrated Database (IDB) connectivity, installation of RCAS applications, installation of RCAS database updates, and installation log files upon completion of the install. Another 7.1.0 innovation, the RCAS Health Check became a standalone PowerShell script which created both Hyper Text Markup Language (HTML) and Portable Document Format (PDF) reports for reviewing.

The release of 7.1.1 showed another set of innovations within the RCAS Installer that allows various Commercial Off-The-Shelf (COTS) products to automatically update as well as handle all aspects of the installation. RCAS Health Checks now automatically generate during the installation process.

MSG Kevin Mills, WVARNG Information Technology (IT) Specialist Supervisor and Data Processing Manager, states “The automation has helped reduce the time to do the install as well as the Oracle CPU Patch. This is definitely a help.”

Mr. George Stallings, MSARNG RCAS Administrator, states “I like the way the installation occurs for the Web and Database server at the same time whereas before we had to do each individual server which took a long time. This is so much easier than before. The RCAS support is also outstanding. Responses to tickets is right away, and they are always able to solve my issues.”

Since these installation enhancements, RCAS Administrators are finding the installations much less time consuming and easier to perform. RCAS continues to develop and implement additional means by which the installations and other software factors become more efficient and innovative. The goal is to allow the users to effectively use the software and applications in a non-cumbersome manner therefore increasing productivity.

PL RCAS AND STAFF TOUR THE RAGINGWIRE DATA CENTER

On Wednesday, December 13, 2017, Ms. Sammi Foong, RCAS/Force Management System (FMS) Product Lead (PL); Mr. Steve O’Brian, Deputy PL FMS, Mr. Robert Reid, the RCAS prime integrator program manager and select RCAS staff toured the RagingWire data center in Ashburn, Virginia. RCAS customers benefit from the information technology infrastructure that the RCAS Prime Integrator has in place. The RCAS prime integrator environment has been completely engineered and built from ground up - with many major performance enhancements as well as expanded resources to allow for robust software sustainment operations for RCAS. This environment houses the complete development and testing environments for all of the RCAS applications as well as file storage, configuration management, the program’s portal, and data backup and recovery. This infrastructure is strongly protected by implementing Intrusion Protection and Detection Systems, Firewalls, and Web Gateways. RCAS also leverages the capabilities of an advanced data center from RagingWire’s Virginia

2N+2 facility to support this state-of-the-art development system. A 2N+2 facility means that there are two independent power delivery paths to the computing systems and for every piece of critical power infrastructure, such as an Uninterrupted Power Supply (UPS), there are at least two backups.

This combined infrastructure allows the RCAS prime integrator to maintain hundreds of virtual machines. With this capability, RCAS is able to support simultaneous development of all RCAS applications, testing within hardened environments, Cyber penetration testing, Information Assurance testing and compliance, and systems support for tier 3 helpdesk operations

as well as system resources for over 200 employees that are working every day to further sustain and secure the RCAS applications. Later that same afternoon, the RCAS PL and staff had the opportunity to tour the new RCAS prime integrator Agile Solution Factory facility also located in Ashburn, Virginia where the prime integrator staff work to sustain the RCAS and FMS applications. RCAS Product Lead (PL), Ms. Sammi Foong and the Mobilization Planning Data Viewer (MPDV) application Product Owner, Mr. Max Dunn, provided Soldier Readiness Processing (SRP) support for the U.S. Army Reserve (USAR), 810th Military Police Company in Tampa, Florida from November 1 through 4, 2017. The unit used MPDV in preparation for their upcoming deployment. Ms. Foong and Mr. Dunn provided assistance to the staff in setting up the event using MPDV to track and record Soldier readiness data for over 130 Soldiers for the personnel tasks involved with SRP processing.

Concurrently, the Multi-Component Joint Assessment (M-CJA) event, which was in the past held at Fort Leavenworth, Kansas and is now conducted at one of the two First Army Mobilization Stations, either Fort Hood or Fort Bliss, Texas on an alternating basis, was kicked off for November at Fort Hood.

Mr. Dan Costner, an RCAS USAR Liaison support staff member, arrived at Fort Hood on November 3rd to support the M-CJA event. Mr. Costner worked with the USAR staff and First Army personnel in setting up “enabler” stations to assist those Soldiers and units preparing for mobilization in the next 18 months. Having the M-CJA at the Mobilization Stations provides deploying units with the opportunity to meet with the Soldiers and support staff who will assist and validate their training before deployment and provides them with an up-close look at the Mobilization Station facilities.

The RCAS team started working with Soldiers using MPDV early Saturday morning November 4th. The RCAS PL, Ms. Foong and Mr. Dunn arrived later that day following their support of the SRP

event in Florida. The team answered questions and provided assistance to Soldiers on how to use MPDV for building Battle Rosters, conducting SRP events, and ensuring their data gets sent from MPDV to the Mobilization Stations at the required time.

The team worked mostly with USAR units but Soldiers from 13 Army National Guard (ARNG) states visited the RCAS enabler station to ensure they could use MPDV to send Soldier readiness data to their Mobilization Station. RCAS also provided on-site training for MPDV during the M-CJA. Mr. Steve Longoria, a member of the RCAS Training

staff, conducted several classes on MPDV and also provided some one-on-one detailed training during the event. The RCAS team completed the M-CJA support on November 7th after assisting over 300 Soldiers from 81 units. There were 12 units who also requested SRP support.

The RCAS PL, Ms. Foong, talked with many Soldiers and Leaders at both of the events. She is dedicated to continuing the support provided by the RCAS team at these and other events and to all the Soldiers that RCAS serves in the ARNG and USAR who use the RCAS suite of applications.

KEEPING UP WITH SOLDIERS

United States Army Reserve (USAR) and Army National Guard (ARNG) Soldiers are on the move, and Reserve Component Automation Systems (RCAS) Training is on the move with them! In 2017, RCAS Instructors taught and provided Soldier Readiness Processing (SRP) support for more than 2,250 Soldiers across the Continental United States. From California to New Jersey, from Minnesota to Texas, and in between – Arizona to Nebraska, Kansas to Tennessee, wherever Soldiers needed RCAS training our Instructors met that need. It’s been a productive year, with continued improvements to RCAS software, and increased services, as we ramped up seamlessly to provide SRP support. Our goal for 2018 is to really help students see the many and varied benefits of using the RCAS suite of applications…to make their duties easier.

THE BEST TOOL FOR THE JOB

Soldiers are trained to meet mission requirements with the tools at hand. Even so, no one knows better that having the right tool for the task can save both time and lives. The RCAS suite of applications is designed to make numerous important tasks easier and more efficient for the Soldier. Mobilization Planning Data Viewer (MPDV), Retirement Points Accounting Management (RPAM), and Safety and Occupational Health (SOH) are some of the most robust RCAS applications available. They help the Soldier minimize input and maximize output for a variety of critical logistical functions. Knowing what each application can do, and learning how to use them, are the first steps in putting these power tools to work.

MEETING RCAS USERS’ NEEDS

The RCAS Suite of applications is robust and mature, but, we aren’t resting on our laurels. RCAS applications are continuously maintained and improved by a dedicated team that includes military, government, and contractor professionals. A big part of meeting RCAS end-user needs includes clearly defining and understanding the software requirements. Our developers work with government Product Owners to learn what end-users want, in terms of new and improved features.

If you need training on any of the RCAS applications, the RCAS Training Team offers onsite courses for 12-24 students, where and when needed. If your unit only needs training for a few Soldiers, virtual courses can be held for smaller groups.
