The beginning of 2011 has shown us the power of

Mother Nature in Victoria and across Australia. After years of drought , we have, in recent weeks, witnessed fl oods, bushfi res and locust plagues. Our thoughts and prayers are with our regional colleagues during these diffi cult times.

We have also witnessed the recent scenes of devastation in Christchurch along with the tragic loss of life there. With large parts of the CBD as well as much essential infrastructure requiring reconstruction, the stress of living in an environment which has experienced more than 5000 aftershocks since the fi rst major quake last September, will test the most resilient of people.

And yet it is in times such as these that our profession shines. The problem solving, lateral thinking skills that engineers possess, when combined with our ‘we can fi x anything’ attitude becomes a powerful tool. I have no doubt that there will be plenty of opportunity to use this tool over the coming months.

2011 is the Year of Humanitarian Engineering and I am very excited about the opportunities that this presents to the whole engineering fraternity. Nationally we have partnered with Engineers Without Borders and RedR for the program, and it was a pleasure to attend the offi cial launch of the event in late 2010, fi rstly as part of the EA Congress in Canberra, and secondly at the EWB National Conference in Melbourne. Within the theme of activate, educate, celebrate it is my aspiration that the Victorian Division Committee will work hard to harness the passion and enthusiasm of our members, to promote to them and the wider community the huge diversity of humanitarian work that we do, and to recognise and celebrate the fi ne work that has been and continues to be done by the profession.

As in previous years the Division Committee operates utilising a number of sub-committees to ensure that relevant issues are properly addressed. The details of the eight sub-committees, and the VDC member responsible

for their output are shown in the accompanying box. Any member who has an interest in any of these operational areas, is encouraged to contact me through the Victoria Division so that we can be sure of incorporating as broad a contribution as possible from the wider membership.

The building review sub-committee has been set up to review our premises at Bedford Street in order to make sure that it meets future Engineers Australia Victoria Division requirements.

I am also pleased to announce a number of major initiatives that the Victoria Division has planned over the next 12 months including:

• the Year of Humanitarian Engineering conference and seminar program in conjunction with EWB and RedR

• the development of a chartered Registration Strategy for Victoria, in line with the National NERB strategy

• the introduction of a new program of member networking opportunities, ‘Member Meet Ups’

• the introduction of a new series of ‘Thought Leaders Breakfasts’

• the expansion of the Outer Metro Group Program, based on the successful establishment of the Dandenong Group

• the 2011 Victorian Engineering Excellence Awards program.

2011 will also see a continuing focus on engagement with our communities, particularly those who are not particularly well represented within Engineers Australia. This will take the form of regular industry visits along with attendance and Branch and Regional events. With a range of events now in place, culminating in our Excellence Awards Gala Night, we have an exciting program ahead of us and I look forward to meeting as many of you as possible along the way.

Humanitarian engineers do amazing work in Australia and abroad. From disaster recovery to ongoing work improving quality of life, these engineers make a difference to many people's lives.

In 2011, we celebrate their work. In doing so, we hope to inspire more people to get involved in this great profession.

By showcasing the many and varied roles that engineers play, we hope that more people will want to make a difference in our world.

Our goal is to promote the signifi cance and importance of humanitarian engineering to both the engineering profession and wider community.

Providing Disaster Relief in Pakistan

– A Personal Account

The principle of gathering strength from adversity sums

up a recent Pakistan experience for electrical engineer Dinesh Jayasuriya, deployed by RedR Australia with the United Nations in Sindh province, one of the most-seriously affected by the fl ood crisis which progressively worsened from late July 2009.

The UN Offi ce for the Coordination of Humanitarian Affairs (OCHA) faced the herculean task of coordinating response, applying the maxim of Who is doing what, where? to try to reach the people in greatest need, not in their home villages but in places where they had sought refuge from the massive inundation.

“We had nearly a million people in camps in my region alone, seeking to return to their tenanted farmland, still fi nding fl oodwater, and needing to squat on whatever dry patch might be available,” Dinesh said.

Informing and engaging the various responders to the crisis in terms of basic needs such as shelter, clean water, food, medical assistance and protection of the most vulnerable rested with the information manager, sharing information from his cherished laptop computer, gathering information when needed, engaging people in problem-solving were all in a day’s task for Dinesh.

“Each day meant a cold, foggy start in very basic accommodation under a heavy security presence, being escorted to meetings in the districts by the police, several disruptions daily to power supply with modems needing re-setting and Internet connection re-established,” Dinesh explained.

“I became something of a trouble-shooter, blending my technical engineering capability with lots of interpersonal communication with

other aid workers and people whose lives had obviously been turned upside down,” he added.

Pakistan fl ood relief prompted the UN to launch its largest ever appeal for funds to meet the costs of the relief work, and the impact of the fl ooding was felt by around 20 million people, the equivalent of the population of Australia.

Dinesh completed his challenging three-month assignment, following on from a previous role deployed by RedR Australia with the UN in Jerusalem, within the occupied Palestinian territory.

“Personal satisfaction comes from doing something I want to do, rather than have to do,” Dinesh concluded.

Not only a competent young female engineer with Sinclair Knight Merz (SKM), Dr Lisa Lowe was named the 2010 Young Professional Engineer for having demonstrated a high level of competence and signifi cant achievement in engineering and community affairs. Of particular note, is Lisa’s work in the development of water accounting. She took a lead role in the production of Victoria’s fi rst Water Account for the Department of Sustainability and Environment, and may be the only Australian with formal training in this discipline. Dr Lowe will be an active representative of the Victoria Division throughout 2011.

Volunteer Involvement within the profession: Over the years I have enjoyed participating in formal and informal mentoring relationships. More recently I have supervised fi nal year research projects.

Did you always want to be an engineer? Growing up I wanted to be a teacher. In high school I was inspired by a teacher who had previously worked as an engineer. I wanted to gain some broader experience before becoming a teacher, so I enrolled in engineering. While I was working as a vacation student I found that I really enjoyed the challenging problems that engineers tackled and discovered a passion for working within the water industry. I’ve never looked back.

If you weren’t an engineer, what would you be doing? I would probably give teaching a go.

Name one of the most exciting projects you have worked on? Through the Australian Youth Ambassador Program I was able to work with a team to develop a National Water Plan for the outer Islands of Kiribati. I spent fi ve months living in Kiribati and the project involved travel to some very remote islands in the Pacifi c. The project came with numerous challenges, including working within another culture and the need to identify appropriate technologies for remote villages.

Favourite engineering feat: The New York subway system. It adds to the vibrancy of the city.

What prompted you to become a member of Engineers Australia (EA) and what are the main benefi ts for you? SKM strongly encourages staff to become involved in EA. Through EA I am connected to the broader engineering community and can keep up with industry developments via regular seminars, magazines, journals and conferences.

I particularly enjoy attending the Hydrology and Water Resources Symposium.

What do you enjoy doing in your spare time? Spending time in the outdoors hiking and camping.

Dream job: A job that allows me to work on interesting problems with a team of motivated and intelligent colleagues.

3 words to best describe you: Inquisitive, conscientious, loyal.

What inspires you? Knowing that I’ve completed a job to the best of my ability.

What makes you laugh? My husband.

Favourite quote: “Sometimes the questions are complicated and the answers are simple.” Dr. Seuss.

Legislation for Registration of Engineers in Australia

The launch and national tour of the Engineers Australia Capability Development Model raised some important issues which our organisation

faces over the next few years.

Emerging legislation continues to restrict engineers’ ability to practise across some areas of practice and at the moment, there are signifi cant differences State by State. In Queensland, compulsory registration has now become widely known and many engineering organisations are now actively working to get their engineers registered.

Engineers throughout Australia are more aware of the registration requirements in Queensland and are now taking a much closer look at the legislation trends in their own States.

Engineers Australia has previously focused on the Professional Development Program (PDP) and partnerships with engineering organisations to help their graduates and early career engineers obtain Chartered Status, but following the launch of the Capability Development Model, the needs of the more experienced engineers has become more of an issue. These engineers have not had the same structured professional development programs as their younger counterparts, and the legislative changes are impacting their ability to practise as well.

Some organisations are adding more experienced engineers onto their PDP lists, and some are relying on these engineers to apply for Chartered Status through submission of an Engineering Practice Report which does not provide

the same ongoing assessment and feedback mechanism. A few organisations are establishing a second PDP partnership, specifi cally for their more experienced engineers.

At Engineers Australia, we will have to face a greatly increased workload in processing Career Episode Reports and Engineering Practice Reports as more and more engineers fi nd registration an urgent priority. If the other States follow Queensland’s model (in principle), then we expect the increase to be exponential. How we deal with this infl ux is currently under consideration, but the issue for organisations and individuals is to plan ahead and allow suffi cient lead time for Chartered Status and Registration. This underlines the importance of the role of the Industry Manager in providing support to Engineering Managers and L&D professionals within organisations to plan for the accreditation of the organisations’ engineers, and to provide optimum support mechanisms and processes to make the journey as clear and manageable as possible.

FM Global

Worldwide insurance company FM Global signed a PDP agreement with Engineers

Australia last October.

Engineering Manager for Australia Operations, Paul May said that recognition for accreditation was important for FM Global’s engineers among the engineering profession. He believes that Chartered Status among FM Global’s engineers will enhance the company’s reputation and the integrity of their work for all of their clients.

During 2011, the SEG will again support the activities of the Division by providing assistance with Australian Engineering Week the Science and

Engineering Challenge, and in the development of projects and preparation of reports. The SEG committee is working on the details of the program of presentations for 2011 and this will include hosting the 2011 National President, Merv Lindsay.

The SEG is interested in hearing from speakers willing to present to its members or to engage in joint presentations and site visits.

City West Water

City West Water relaunched its commitment to Engineers Australia's

Professional Development Program on October 26th 2010, by renewing its PDP Agreement.

Matthew Geissman, City West Water Engineering General Manager stressed the importance of the process of writing Career Episode Reports as being refl ective of an engineer's own capabilities and development, and the PDP process and how the Chartered Status competency framework provides a template that supports the learning and development goals within City West Water.

The Thought Leaders Breakfast Series are an extension of the well attended Hot Topics breakfast forums from 2010. These business forums provide attendees with strategic insights and updates from some of the most infl uential thought leaders in the industry.

These forums are one of the many division programs and events dedicated to representing and developing the engineering profession, whilst providing a valuable networking opportunity for guests.

Volunteers wanted for school program

EngQuest is a fun and interactive program of Engineers Australia, designed to help students achieve key learning outcomes in science, technology

and mathematics. Lower primary, primary and middle years students work in teams, at their own pace, applying their problem solving skills to unravel exciting engineering projects.

The new highly interactive website of the EngQuest program is now live. It provides comprehensive information and resources for teachers to guide student projects with ease. With more than 44,000 students involved in last year's EngQuest, this year's program plans on being even bigger, celebrating its 10th anniversary.

This year's theme is humanitarian engineering. Students will be asked to pretend they are a team of engineers whose job it is to plan a self-sustaining community after disaster has struck. Students will be asked to research, plan and design their community prior to construction, as refl ected in real life practice.

All EngQuest activities link to the new National Curriculum which is being implemented this year across schools.

Volunteers will be visiting schools to interact with students and provide opportunities for them to become familiar with engineering and gain valuable insight into this dynamic profession.

Discover Engineering Program to be formally recognised

The Victoria Division are working with the Victorian Space Science Education Centre

(VSSEC) to include our Discover Engineering Program in their science, technology and engineering programs targeted at Year 10 students. Designed to engage students and teachers in the teaching and learning of Science, Technology and Engineering, VSSEC applies the latest educational research to develop effective programs for both students and teachers.

The VSSEC provides a one day training session where engineers learn strategies for engaging

with students and participate in several hands-on activities around the Mission to Mars program designed to demonstrate engineering’s relevancy to everyday life and career prospects.

The activities will enable engineers to implement their skills, including those relating to aerospace and automotive engineering, as well as their knowledge of materials and structural design. The end goal is to excite students about engineering and promote it as a lifelong career.

Michael Iapichello, Discover Engineering volunteer said “VSSEC and Engineers Australia

have provided me with a great launch pad to help educate the youth of Australia as to why they should join the engineering profession. The program is structured around going to Mars and reminded all of us how fun it can be to be an engineer. The basic principles of shock absorption, fl ight and manoeuvring on the surface of Mars were all taught to me in a very simple manner through hands-on experiments that I can confi dently pass on to students to encourage them to choose a path in engineering. I hope that all students get the opportunity to “go to Mars” with VSSEC and Engineers Australia.”

Engineering Heritage Victoria (EHV) providing unique

work experience opportunities

Two third year engineering students from Victoria University Footscray campus have

been engaged on a work experience project

over the university summer break to assist Engineering Heritage Victoria (EHV) with heritage documentation.

Udara Almeida, an electrical engineering student, undertook the drafting of a Heritage Recognition Nomination for the former Yallourn Power Station in the Latrobe Valley.

Abin Chenginimattam, a mechanical engineering student, wrote a nomination for the 21 Coal Dredger preserved at Morwell near the Morwell Open Cut coal mine where it spent its working life.

Owen Peake and Miles Pierce of EHV are mentoring the students. Also involved were Jon McNaught, Gippsland Regional Group committee member, Duncan Orr,

Chair of The Friends of 21 Dredger,a volunteer group which is taking over ownership and maintenance of the of the huge 55 year old dredger and PowerWorks, the public relations and tour operator organisation established by the power station owners in the Latrobe Valley.

The project has given the students experience in researching, writing and public relations, and included the negotiation of arrangements with local organisations for marking ceremonies for the two sites. Marking ceremonies are hoped to be held in mid 2011.

Victoria Division and EHV see this as a mutually benefi cial project. It provides the students with a unique opportunity for work experience and skills development whilst EHV is assisted in its ambitious program to recognise more engineering heritage sites in Victoria.

The Engineering Employment Directory, is due to be released at the annual Engineering Careers Expo on the 31st of March 2011.

The Engineering Employment Directory, a free comprehensive resource designed to assist in the search for vocational, graduate or professional engineering employment opportunities, is exclusive to Engineers Australia members via the ‘Members Only’ section of the website.

The Directory contains listings from over 175 organisations and each listing provides the organisation’s engineering disciplinary area of interest, the type of work available, application methods and closing dates.

Furthermore, the Directory contains valuable information on resume writing, job seeking strategies, cover letters and interview tips which will assist members in their employment search.

Valuable Opportunity for Emerging Leaders By Claire van Coppenhagen MIEAust CPEng

I was lucky enough to be part of the 2010 Emerging Leaders Program hosted by the

Victoria Division of Engineers Australia.

Designed to develop and promote leadership and engineering excellence through a program of activities, the course also sort to provide participants with a greater understanding of the need for engineering leaders to be successful communicators, negotiators and infl uencers.

The program participants were a great group of engineers with a diverse range of backgrounds and experience. Monthly sessions were held where we met prominent leaders from a variety of sectors who were extremely generous in sharing their experiences and insights.

The session topics included Leadership Strategies, Government and Policy formation, Sustainable Business Design, Working in the International Environment and Working in the Community.

Participants were also required to break into syndicate project groups with the purpose of providing experience in formulating policy positions that represent professional engineers and advocating these policy positions on behalf of Engineers Australia. The group work involved thinking strategically about a chosen topic and identifying potential approaches which could be adopted by Engineers Australia.

Through program contacts we were fortunate to gain access to key stakeholders that provided us with a variety of perspectives on our selected topic. As our group gained more exposure to the issue over the year we grappled with what role Engineers Australia could best play.

In the fi nal session of the program we presented the results of our syndicate project work and discussed our fi ndings with National and Victorian representatives of Engineers Australia, including Rupert Grayston, Deputy Chief Executive Offi cer;

Peter Godfrey, 2009 National President and Madeleine McManus, 2009 State President.

The program enabled me to develop personal and professional skills through providing opportunities to meet accomplished leaders from diverse backgrounds and engage in strategic thinking and leadership conversations. It provided me with insight into the level of infl uence engineers can have in today’s society and was also a great opportunity to network with other program participants. The program was run by a great team who were supportive, generous with their time and happy to assist. I would like to take this opportunity to thank the Victoria Division for running this valuable program.

The Emerging Engineering Leaders Program will again be held in 2011.

1861-2011: Celebrating

150 years of Engineering

Education

In 2011 the Melbourne

School of Engineering celebrates 150 years of engineering education at The University of Melbourne. The School is the oldest engineering faculty in Australia, and has come a long way from its modest beginnings in 1861, when 15 students were enrolled in the Certifi cate of Engineering. In 1882, the fi rst graduate of that course, William C. Kernot went on to become the Foundation Professor of Engineering. Soon after that, the Bachelor of Civil Engineering (BCE) was offered, and the Engineering School was established in 1889. Students had the unique opportunity to specialise in hydraulics, mining and metallurgy, or architecture in their fourth year.

Today, we are a vibrant engineering community drawn from over 100 countries, with a network of alumni nearly 25,000 strong. We continue to innovate in engineering education, offering a new fi ve-year program culminating in the Engineers Australia accredited Master of Engineering, with eleven specialisations. We are a major research institution focused on landmark projects that will benefi t society, such as the bionic eye, global water resource management, the hydrogen economy, and next generation internet technologies. We work in partnership with industry and government through research organisations including Bionic Vision Australia, the IBM global Research and Development Lab, the Institute for a Broadband Enabled Society, the Defence Science Institute, the Centre for Energy Effi cient Telecommunications (with Alcatel-Lucent) and the Melbourne Materials Institute.

To celebrate our history and achievements, the School is planning a program of memorable and engaging anniversary events. These events will acknowledge the contribution of the wider community in working with us to give our students a fi rst-class engineering education. Some highlights of the program include:

The 150th Anniversary Gala Dinner, to be held at NGV on the 28th of October, 2011.

A Public Debate held between rivals in the Engineering School and the Melbourne Law School.

An interactive website with an historical overview of the past 150 years, including a blog where alumni, staff, students and friends of the School can share their story, upload their photos and reconnect with old friends.

The history of the Melbourne School of Engineering is one of constant change and innovation, of meeting new challenges in the development of the engineering profession.

Eminent Speaker Series

2010-2011

The Eminent Speaker Series is Engineers Australia’s premier

national speaker program. It offers members the chance to hear a variety of presentations by highly notable persons from Australia and overseas on key topics of interest to the profession.

Recently, Victoria Division hosted Dr Mark Shuart who spoke about Advanced Composites Technologies for Heavy Lift Launch Vehicles. Dr Shuart described the activities and plans for NASA’s Lightweight Spacecraft Structures & Materials (LSSM) Project, which has the potential to develop composite materials and structures technologies for the largest composite aerospace structures ever made.

• Prof Paul Grundy, 2010 John Connell Medal Winner, who will speak on Engineers’ Involvement in Disaster Risk Reduction; and

Engineers Australia now represented in

Greater Dandenong

The suburbs south west of Melbourne

are home to many engineers working in a wide range of industries. The newly formed Greater Dandenong Group will focus its attention in this area, in an endeavour to provide accessible professional development opportunities and advance the engineering profession.

The year is commencing with a presentation on 24 March on the Peninsula Link Development (a 27 kilometre road link between Eastlink and the Mornington Peninsula Freeway at Mt Martha. Details of this event will be published on our website. Other events for the year are currently being fi nalised, and will include a panel presentation from three of Australia’s leading agencies that facilitate the mobilisation of Australian Engineers in response to developmental and disaster relief initiatives.

For those engineers who live or work in the region, and would like to be more actively involved with other engineers and Engineers Australia in general, there is now plenty of opportunity on your doorstep!

News from the Regions

Geelong Group

The Geelong group capped off a great year in 2010 with a site tour of the new Origin Energy, Mortlake Gas Fired Power Station Project. An eager group of 20 travelled from Geelong to Mortlake, where

they were met by Origin Energy’s representatives who conducted a site safety induction. The group were then given a detailed tour of the power station, its ancillary services and EHV switchyard by Origin’s enthusiastic and dedicated engineering representatives. The overall group agreed it rated as one of our better site inspections.

Thanks to Origin Energy and their representatives for their efforts in making the event a successful and enjoyable one.

We welcomed 2011 with a site visit and dinner meeting held on 24 February at Deakin’s Geelong Technology Precinct and the Carbon Fibre Research Facility which was also well attended. This event was also used to highlight the committee’s plan for the year ahead.

South West Group

The South West Group convened in Portland in early December for the fi nal event for 2010. Our tour of the Gunns

Woodchip Storage and Handling Facility at the Port of Portland was fascinating to say the least. The group was shown the new tunnel conveyor being constructed which will transport raw stock direct to the wharf, underground, for loading onto bulk carrier ships. The site also has an interesting stormwater catchment and reuse facility to both collect sediment and provide water for dust suppression, eliminating a large proportion of discharge to off-site systems. Of particular interest was the road transport unloading lifts, which are capable of rotating fully laden B-double trucks to an angle of over 60 degrees to enable quick unloading of woodchip stock, through both trailers. This installation has enabled the removal of hydraulic systems on the trucks themselves and thus allowed for more volume of material to be transported with each load.

Events and tours planned for the group in 2011 include the geothermal power plant, Princes Fwy extension to Colac, Iluka Mineral Sand mining facility, and the 2011 Country Family Weekend in October.
