Greetings in the Master’s name: Therefore, leaving the principles of the doctrine of Christ, let us go on unto perfection; not laying again the foundation of repentance from dead works, and of faith toward God. Of the doctrine of baptism, and of laying on of hands, and of resurrection of the dead, and of eternal judgment. And this will we do, if God permit. Hebrew 6:1-3. I want to take this opportunity to personally thank you for your consideration of entering into Covenant Partnership with Covenant Fellowship Ministries of Christ. We are committed to providing a spiritual and wholesome atmosphere of fellowship, love and support for men and women of God with dreams, goals and purpose. CFMC was birthed with you in mind. God has assembled great men and women together to pursue excellence in ministry. We are not great based on typical measurements;’ however, the Lord declares that we are great because He dwells within us, and because we have dared to return to the things of God with dedicated minds. We appreciate your interest in membership in CFMC and look forward to your participation. The Conferences are two-day meetings, held in third weekend in February and August. The Fellowship meetings are youth and music dominated, held on the first Saturday in April, June, October and December. In the coming years, our mission will include both domestic and international outreach as well as healing and training men and women to be effective servants of the Lord Jesus Christ. If after prayerful consideration you believe this is the fellowship that God has called you into covenant with, feel free to complete and submit the appropriate forms. We look forward to personal discussions with you. In the Masters Service,

Bishop Ronald H. Carter Presiding Prelate

MISSION STATEMENT The vision of CFMC is encompassed in the following: As an organization composed of many individual bodies of believers, CFMC exists to be a soul-saving instrument and outreach ministry to the world; and, as individual believers, to be faithful to the soul-winning commission of our Lord/Acts 1:8/Matthew 28:18-20/. To foster body ministry fellowship, allowing and encouraging ministers, congregations and believers to operate under the anointing of the Holy Ghost in order to grow and develop the call of God on their lives/I Corinthians 12, 14:1-5/ Mark 16:18; James 5:4/ I John 4:1/ Romans 12:4-8/. To train ministers with a similar vision to reach the lost and the poor/ I Chronicles 9:22-23/ Titus 1:5/ Acts 14:23/. To send them out with the guidance and help of this organization to open churches/ Acts 1:41, 16:5/. We will oversee and help the new works until they become stable. To provide Bible training programs with the goal of developing a full-time, live-in Bible school. Its mission will be to train and equip men and women to function in the five-fold ministry of Ephesians 4 and I Corinthians 12. To provide counseling support to those pastors and leaders who feel the need for it. Because iron sharpens iron, fellowship with other churches provides strength to the local vision. It shows the local congregation that their leader, although unique in style, is in compliance with the Word and move of God, in end time ministry. It is also good for the local assemblies to know they are not alone; in fact, they are part of an army of believers, who will rise to help them in time of need or crises. The primary benefits of joining this group are (a) Networking (b) Oversight Protection and (c) Fellowship/Empowerment.

CFMC is… As a vibrant and progressive body of believers in the Lord Jesus Christ, this ministry is dedicated to challenging and supporting men and women of God in their quest for spiritual excellence. It is our vision to see the Body of Christ return to its New Testament heritage in the anointing, the operating of the gifts and ministries of the Spirit, and in the people of God encouraging and building each other up in the things of God. A visionary people We believe this ministry is raised up to be a visionary and prophetic voice to this generation. We are committed to being on the cutting edge of the divine purposes of God, distinguishing His voice from the doctrines and traditions that would keep His people from knowing what the will of God is for our time. Committed to the development and training of leadership within the Body of Christ Realizing that there are many men and women in Christian leadership who need healing from broken hearts, we are committed to providing a safe haven so they may feel free to open their lives to the healing grace of God. Missions oriented. We embrace foreign and domestic ministries as a universal call to ministry. We are committed to planting new ministries, offering assistance in setting the order for churches, speaking to crisis situations and ministering prophetic direction through a ministry team of Presbyters. Bishop Samuel Bacon, Jr. “Grace, mercy and peace are multiplied unto you from God our Father and Lord Jesus Christ.” Samuel Bacon Jr is the pastor of the Bethel Gospel Church, South Ozone Park, NY. A gifted and anointed preacher, teacher and musician, Pastor Bacon is known for his wisdom as well as his life changing messages about the power of God. Pastor Bacon accepted Jesus Christ as his Savior, was baptized in the name Lord Jesus Christ and filled with the Holy Ghost in 1979. Since that time the hand of God in his life has been evidenced over and over again. Samuel Bacon is the oldest of four children born to the Reverend Samuel Bacon, Sr. and Prophetess Rosie M. Bacon. He has spent most of his life in church because of the foundation laid by his parents. There was always the opportunity to grow and excel in

church. His dad stressed hard work and discipline when it came to following others. From the age of thirteen he had to work every summer. This foundation of discipline and attention to detail has been flagged in a life dedicated to serving God. After seeing visions (that he thought were dreams), continuously whenever he had a quite moment, he saw himself covered with blood. After talking with his pastor and his mother he still was not satisfied with the answers he received. It wasn’t until he read from the Word of God that everything was clear. The scripture declares in Ezekiel 33: 6-7 “But if the watchman see the sword come, and blow not the trumpet, and the people be not warned; if the sword come, and take any person from among them, he is taken away in his iniquity; but his blood will I require at the watchman's hand. So thou, O son of man, I have set thee a watchman unto the house of Israel; therefore thou shalt hear the word at my mouth, and warn them from me.” In 1980 Pastor Bacon Jr. accepted God’s call to the ministry understand that God would require him to cry aloud and spare not, lifting up his voice like a trumpet in Zion. It was after he accepted God’s call that the visions of being covered with blood subsided. Pastor Bacon’s ministry is an expansive one. Throughout his tenure in the church he has served as Sunday School Superintendent, Youth President, Minister of Music, and adjutant to the Pastor. He served as Minister of Music in the Tri-District Diocese and on the Security Team in the National Convocation. He has trained musicians and organized choirs. He is a gifted songwriter as well. He has traveled to Philadelphia, Boston, Virginia, Pensacola, Fla., the Carolinas, etc., preaching and singing God’s anointed word. Pastor Bacon has earned a Bachelor’s degree in Pastoral Counseling and has received several certificates from various trade schools and universities.

By bringing individuals to Jesus, developing them into Christ like maturity, and equipping them for ministry and life's mission in the world in order to magnify God's name. RULES AND BELIEFS OF THE CFMC THAT EVERY SPIRIT FILLED BELIEVER SHOULD KNOW

The Seven Positions of the Apostolic Believer

1. Doctrine – Apostolic (Eph. 2:20) 2. Baptism – In the name of Jesus Christ (Acts 2:38) 3. Experience – Pentecostal (Acts 2:4) 4. Method – Evangelical (Matt. 28:19; Mark 16:15) 5. Belief- One Lord, One faith, One Baptism (Eph. 4:5) 6. Faith – God Is (Heb. 11:6) 7. Our Hope – The Rapture (I Corin. 15:51-58; I Thess. 4:15-17)

Your local assembly may have different believes that contradict the beliefs that we stand on; but it’s imperative for you to know that this is what CFMC stands on. This is the foundation (Pentecostal) for CFMC. Fasting ? For the sake of discipline and self denial we fast to strengthen the inner man spiritually, physically,

and mentally. (Luke 9:23) ? If we can discipline our appetite, which is one of the strongest drives of the human body, surely we

can have more control over other hindrances to our spiritual life. ? Take one day at a time. There are some things that only can be overcome through fasting and

prayer. (Mathew 17:21) Prayer ? Coupled with fasting is prayer. The scriptures admonishes us to pray without ceasing (IThes. 5:17).

We should give ourselves continually to prayer (Acts 6:4). Making our request known to the Lord. ? Prayer is a communication with God. The Lord will answer you. It may be through a flooding of the

soul with a definite decision: yes, no, or wait. Or it may be through an audible voice. These spiritual awareness can be experienced by all of us who pray, no matter what age, whether we be young or old (Eph. 4:6-7).

? Whatsoever you ask, ask it in prayer, believing, and you shall receive (Matt. 21:22). ? We must learn to have devotions with the Lord. In the morning (Mark 1:35), in the evening (Mark

6:46), all night (Luke 6:12), oftentimes alone (Luke 5:15), sometimes in public (John 11:42), and let’s not forget to pray for one another and the church (Romans 1:9).

CFMCManual_2003 Page 11 of 30 Last printed 5/27/2003 8:48 PM

CFMC Attendance ? “Not forsaking the assembling of ourselves together, as the manner of some is, but exhorting one

another: and so much the more, as ye see the day approaching.” (Heb. 10:25) ? Strive with all fervency to be consistent in coming to church. As in the natural one meal a week is

not enough, likewise, in the spiritual attending church one day a week isn’t sufficient for spiritual growth.

Accountability ? “Obey them that have the rule over you and submit yourselves: for they watch for your souls, as

they must give account, that they may do it with joy, and not with grief: for that is unprofitable for you.” Heb. 13:17

? If you know in advance, or a sudden emergency has arisen that will keep you from church for a

period of time, you should contact the pastor, or a responsible staff member to inform them of your estimated absence.

? This also holds true if you belong in an auxiliary or choir. You owe it to your leader/president to

give you an account of yourself. Confidence is established between you and the head when this procedure is practiced.

Tithing ? In the scripture, tithing and free-will offering is the acceptable plan for support of the work of God

(Mal. 3:10). And in so doing this, God will open up the windows of heaven, and pour you out a blessing.

? A tithe is the tenth part of all thing increase. No one can hold an office or position in our church that

does not pay tithes. Speaking in Tongues ? As a new saint your first experience with speaking in tongues was when the Holy Ghost was

received (Acts 2:4). ? Now this can happen again from time to time. During praying, or offering up praises to the Lord. It

is a dialogue between you and God. ? However, there is also a “gift of tongues”, which is for the edification of the church (I Cor. 14:5).

Whenever the Lord uses us in this manner he also has someone there who can interpret (I Cor. 14:27)

Baptism FUNCTION: To assist those in preparation for baptism. Also responsible for the up-

keep of baptismal supplies. Why Was I Baptized in the Name of the Lord Jesus Christ? The Word of God says, “…Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God (John 3:5). “There is none other name under heaven given among men, whereby we must be saved (Acts 4:12) Seven Reasons Why We Baptize in the Name of Jesus There has been much controversy about baptizing in Jesus’ name. People talk and dispute for and against baptizing in the Name. Being honest, they say and do many things contrary to that Name not having had an explanation given them why we baptize in the name of Jesus Christ only and not in the formula. “Father, Son, and Holy” as is commonly done by other ministries of the Gospel throughout Christendom. We propose by this article to show seven reasons, why we baptize in the name of Jesus, only. 1st Reason: BECAUSE IT IS APOSTOLIC IN ORIGIN AND PRACTICE (Acts 2:38; 4:10-12; 8:14-17, 19:1-6) 2nd Reason: WE ARE EXHORTED TO BELIEVE, TO OBEY AND FOLLOW THE TEACHINGS OF THE APOSTLES (Hebrews 2:1-5: Acts 2:38-43: Colossians 2:3-9) 3rd Reason: WE DO NOT BELIEVE THAT THE THREE COMMISSIONS CONTRADICT EACH OTHER (Matthew 28:19; Luke 24:45-48; Mark 16:15-19) 4th Reason: BECAUSE TO PUT ON CHRIST WE MUST BE BAPTIZED IN HIS DEATH AND BURIAL (Romans 6:3-6; John 3:5; Acts 2:38) 5th Reason: BECAUSE WE ARE SAVED BY BELIEVING IN AND ON HS NAME (I John 2:12; Proverbs 18:10; Acts 4:12) 6th Reason: FATHER IS NOT A PROPER NAME, NOR SON, NOR HOLY GHOST (Matthew 28:19) 7th Reason: BECAUSE JESUS IS ALL AND IN ALL (Colossians 2:8; 3:11; I Timothy 3:16; Isaiah 9:6; Matthew 1:21-24; John 1:1,10; Genesis 1:1)

CFMCManual_2003 Page 13 of 30 Last printed 5/27/2003 8:48 PM

Communion and Foot washing ? There are only two ordinances for the Christian Church, Baptism in water and Communion. It is

important that each child of God know what communion is. ? Communion is the observance of a ritual of eating unleavened bread, which represent His broken

body, and drinking a portion of wine, representing His blood, in remembrance of the sacrifice of Jesus on Calvary (Matt. 26:26-28; Luke 22:19).

? Foot-washing is an observance which Jesus associated with an act of humility (John 13:5). ? These things we do in remembrance of Him. Confession ? An acknowledgement of guilt, a disclosure of one’s sins. ? As a saint we should sanctify ourselves – meaning to set apart, learning and doing the things we

know to do that is pleasing to God. ? Consecrate ourselves – devote and strive for a consistent prayer life so that we do not deliberately,

or pre-meditatively sin. ? However, should we fall short of God’s glory, he is faithful and just to forgive us if we just confess to

God (1 John 1:9). ? We should confess our faults one to another, not to be ridiculed, or talked about, but through self-

disclosure admitting to ourselves and a brother/sister that there is still something we want the Lord to change in us. Together through prayer, this can be achieved (James 5:16).

? Choose someone who is spiritually stronger than yourself and certainly someone who has a

consistent prayer life. Counseling ? As a saint there comes a time when you’re not sure what the will of the Lord is for your life.

Problems arise in our homes, jobs, and everyday living and we need to talk to someone who has a listening ear, and a compassionate heart, and will pray with us during these times of crisis.

? Our pastor is prepared and commissioned by God for this purpose, and in addition, there has been

established a counseling staff that has availed themselves to be of help to you for problems that you may not need to take to the pastor. These counselors are men and women appointed by the pastor who have shown spiritual maturity, temperance, stability and counseling tools.

? A list of the members of the counseling unit will be provided upon request.

CFMCManual_2003 Page 14 of 30 Last printed 5/27/2003 8:48 PM

GOD’S STANDARD OF SALVATION ? We earnestly contend for God’s standard of salvation. In the Word of God we can find nothing

short of a Holy, Spirit-filled Life with SIGNS FOLLOWING as on the Day of Pentecost. (Mark 16:16-17; Act 2:4; 8:14-17; 9:17-18; 10:44-48; 19:16. See Rom 12:1-2; Heb. 12:14; Matt. 5:48; 1 Peter 1:15-16.

REPENTANCE AND REMISSION OF SINS ? The only ground upon which God will accept a sinner is Repentance from the heart for the sins that

he committed. “A broken and contrite heart, He will not despise.” Psa. 51:17. John preached repentance. Jesus proclaimed it, and before His ascension commanded that “Repentance and Remission of Sins should be preached in His Name, beginning at Jerusalem.” Luke 24:27. Peter fulfilled this command on the Day of Pentecost. See Acts 2:38.

CFMC YOUTH FOR CHRIST & MUSIC ~ BISHOP SAMUEL BACON JR.

The youth of today are the Church of today and Leaders for tomorrow. They are the strong ones, the warriors that stand and fight against the enemy. The Bible says, "He called the young because they are strong…" (I John 2:14b).

Their Aim To win souls for Christ

Their Goal To serve the Lord with all their heart and to let their light shine for Jesus.

Their Motto Remember now thy Creator in the days of thy youth (Ecclesiastes 12:1)

Their Theme Seek to Excel

Their Purpose To promote spiritual growth and heighten devotion, to provide instruction and training—biblical, doctrinal and secular—to enhance fellowship among the youth.

We will empower, guide and challenge the Youth and Music Department to embrace the promises of God and to enlighten them that they have choices and can stand on the Word of God.

CFMC Praise Team The Praise Team consists of young men and women on fire for the Lord. Purpose: To exhort others to lift up the praises for our Lord and Savior Jesus Christ, as

found in Psalm 148:13. “Let them praise the name of the Lord, for His name alone is excellent; His glory is above the earth and heaven.” And also in Psalm 149:1, “Praise ye the Lord a new song, and his praise in the congregation of saints.”

CFMC CHRISTIAN EDUCATION DEPARTMENT ~ BISHOP SAMUEL BACON JR. Christian education is not optional, it is essential. The church must teach to win the lost to Christ (Matt. 28:19-20), and to help its constituents grow and mature in the Christian life (Ephesians 4:11-13). Sunday school is doctrinal, evangelistic, missionary, educational, and they systematically teach the word of God and its practices to all ages.

CFMC MEN’S FELLOWSHIP ~ BISHOP GREGORY TUCKER Psalm 133:1 Behold, how good and how pleasant it is for brethren to dwell together in unity. PURPOSE: To develop a strong, functioning Brotherhood, molding it into a force of

leadership and responsibility. They endeavor to involve all men, whether they are 7 or 70 years old, to fulfill their spiritual as well as temporal potential. Reach, develop and equip the men of CFMC to be spiritual leaders for their church and community.

CFMC WOMEN’S MINISTRY ~ BISHOP GREGORY TUCKER Every baptized, spirit-filled female member of the CFMC is a bonafide member of the National Women’s Ministry. PURPOSE: The charter plan for the women’s department is based upon the structure of CFMC, as it now is. It is without officers, elections or auxiliary departmentalization. It is our hope however, that the women would be allowed to search out talent to lead and develop programming for the benefit of the women. Additionally, we trust that the influence of the National Women’s Ministry will have affect on the local churches and eventually the regional conferences of CFMC as growth permits. Please be advised of the following mission statements:

? To develop a women’s ministry that empowers women to challenge and explore new dimensions in their personal and spiritual lives.

? To offer fresh vision and new directions to chart the course for women survivors of

physical, sexual, emotional, mental and spiritual abuse. ? Develop a plan to unleash creativity that has the capacity to transform their lives,

and to become a catalyst to transform the lives of others.

? To present leadership challenges in order to discover untapped gifts and energies in the ranks of our sisters by giving them the opportunity to exercise and manifest the divine assignments in their lives.

? To develop survival skills in an attempt to create stability, authentic significance

and success for our families in order to renew family life and celebration back into the body of Christ.

? The women’s department should be designed to cultivate spiritual gifts, enhance

individual confidence and encourage sister to sister networking and strengthen trust and response between the sisters and brothers, and sisters in church leadership.

psychological needs of woman of every age.

? To train a core team of counselors designed to develop critical techniques and listening skills in the area of brief Christian counseling and the art of and process of referral.

? Author: “Pastor’s Rib & His Flock” & “The Silent Suffers” A dedicated and consecrated walk with the Lord for 47 years is her testimony.

Her book “Pastor’s Rib and His Flock” outlines and portrays the characteristics needed to fulfill the rigid and demanding responsibilities of being a Pastor’s wife, yet she highlights the joys that come with being in joint ministry with her husband. Her wisdom shines through so she has her own uniqueness in Christ Jesus. In her book “The Silent Sufferers”, Dr. Carter provides insight into the pain and suffering that is so often hidden from the public eye. This book will challenge you to come out from behind your own protective barriers so that you can effectively minister to the Silent Sufferers sitting in the pew next to you. She still finds the time to travel extensively, lecturing and conducting inner-healing seminars across the country. Dr. Carter explains “Based on my experience over the years, I must say I have gained spiritual enrichment, a deeper devotion to my brothers and sisters, and the most significant realization that I share in the greatest occupation of all.”

Deacons should be honest, full of the Holy Ghost and wisdom before they are appointed as overseers of church matters; this is stated in Acts 6:30. These creative Christian men are bonded by love and heightened by compassion for the needy, lonely, suffering and the sick within the church. An ordained deacon can preach, be apt to teach, serve communion and baptize.

BENEFITS FOR PASTORS Covering For Pastors and Their Ministries We believe that all pastors in the Body of Christ need spiritual coverings. CFMC’s Board of Bishops provides oversight for men and women in pastoral leadership. This covering is designed to offer credibility and accountability. Our team of Presbyters is available to assist in crisis situations as well as speaking the Word of God into individual congregations. Guidance and Counseling We are aware that even leaders sometimes hurt and need guidance and direction. Therefore, we are prepared to stand with our ministers and to provide counseling and ministry when needed. Complete confidentiality is maintained. Leadership Training Believing that one of the greatest needs in the body of Christ is for training of leaders, CFMC offers seminars and classes to this end. Seminars are presented at conferences and on a local church basis to assist pastors in their personal development as well as in training support staff. Intercessory Prayer An international team of intercessors stands ready to lift your petitions to the Lord and stand in the gap for you in those special times of need.
