State governance of the science

and innovation sector Priorities and funding in innovation and science are determined

by the Verkhovna Rada of Ukraine (the Parliament) and the President of Ukraine

The Cabinet of Ministers of Ukraine (Government) implements the state policy:

The Ministry for Education and Science, Youth and Sport of Ukraine forms state policy in the sphere of education and science, innovation and informatization, intellectual property (legislation level)

The State Agency on Science, Innovation and Informatization of Ukraine executes science and innovation policy as the central authority responsible for management of the science, innovation and informatization sectors.

THE MAIN DIFFICULTIES OF INNOVATION ACTIVITY

AND TECHNOLOGY TRANSFER

-Lack of effective mechanisms to attract scientific and technological

activities into economic circulation;

- Lack of innovation infrastructure, providing resolve some issues of

commercialization of scientific developments in various stages of

completion;

-Lack of competence of the subjects of innovation:

- unaware of the crucial role of intellectual property in economic

development by leaders of industrial enterprises;

- most of the researchers are not aware of the importance of

commercialization and unable to commercialize their research.

- Lack of real incentives for businesses to invest in research. 13

Formation of innovative infrastructure and development

innovation incentives are a top priority of the National Action

Plan for 2012 to implement economic reforms in 2010 - 2014

"Wealthy society, competitive economy, effective state“,

approved by the Decree of the President of Ukraine March 12,

2012 № 187.

Commercialization results

of scientific and technical activity

Fund of support of small innovative business, which has main task -

representation of projects of small and medium business at stages of

finishing of scientific and technical development and the invention up to an

innovation ready to introduction at the enterprises.

State joint-stock company "Ukrsvitlolizing " which problem(task)

is financial support through the leasing mechanism of innovative projects

on introduction of the equipment and lighting systems on the basis of light-

emitting diodes which are based on results of performance of the State

scientific and technical program “ Development and introductions

energysave light-emitting diode light sources and lighting systems on their

basis ”.

The Law of Ukraine " Оn State Regulation of Technology

Transfer Activity " according to which property rights on scientific and

technical development created by the state budget money, remain to the

organization - developer. The income received from it commercialization

also remains at the order of the organization - developer.

Concept, in particular, provides:

Improvement of the legislation in innovative sphere with the purpose of

creation of conditions for introduction innovation, formations innovative cultures,

improvement of statistical methods of carrying out of an estimation of a condition

of conducting innovative activity;

Definition and introduction of the mechanism of granting of the state

support of conducting innovative activity, realization priority innovative projects in

view of world experience;

Definition of the mechanism of coordination investment and an innovative

state policy for fuller use of domestic scientific and technical potential during

technological modernization national economy;

Improvement of national system of technical regulation, patent and

licencing of budgetary research establishments;

Definition of the mechanism of state-private partnership in innovative

sphere, and такжу комерциализации scientific and technical development and

inventions;

maintenance developments innovative infrastructures, and also innovative

activity at a regional level.
