INTRODUCTION:

Shujaa Solutions Ltd is a premium rate solutions and service provider that looks for innovative ways to solve problemsShujaa offers the following services: Premiums SMS & USSD Short Codes, Turnkey Bulk SMS products, SMS & USSD Integration, Mobile Apps & Apps Ecosystem, Consulting.

PROPOSAL:Shared Shortcodes Management

The mobile telecommunications industry has witnessed unprecedented growth in usage in terms of subscribers, services, technologies and investment. This has been driven by the realization by industry idea leaders of the power of feature phones in emerging markets, and leveraged on various feature phone technologies to bring various services to the section of the population that cannot afford mainstream services and products. These include sms and USSD technologies.In particular, some of the services and products that have had a revolutionary effect on emerging markets including introducing banking to the unbanked, money transfer services, mass communication via sms, etc. With the increasing awareness of the power of the technologies to take services to all mobile phone owners, there is a tremendous increase in demand for solutions that provide businesses with ways to reduce their costs of service increase their delivery channels and increase their markets. Moreover, this has had a parallel increase in interest from the developer community as well as academia.

PROBLEM(S)However, the usage of USSD technology remains limited to blue chips due to the high cost of setup and operation of facilities with the local telecommunication industry. This has had a threefold effect;

1. Innovators, Developers and students do not have access to test facilities through which they can test solutions to common social, industry, government or other significant challenges around us.

2. SME’s cannot afford to utilize these technologies to improve services, introduce new products and gain access to new markets.

3. The Network providers have no way of gauging the potential of the technologies in diversifying and significantly increasing their revenue streams, since any potential ventures remain at idea stage as long as USSD/SMS costs remain out of reach of the creative community and their potential users (SMEs etc).

4. Wastage of shortcodes: Most Telco companies would be over whelmed by many links and shortcodes being requested by developers and institutions.

Further to this, due to the high costs of set up, only the companies that have connected to the service or have experience in the technology (USSD) have the ability to build systems that can connect to and utilize the technologies adequately. This problem is compounded by the lack of accessible knowledge on designing and building of solutions that become products and services using USSD technology.

SOLUTION

Shujaa solutions, given its expertise in mobile technologies including USSD and SMS, has come up with an innovation center concept that will allow members to gain access to live USSD facilities for testing purposes only. The membership will consist of;

Academic institutions – Universities & Colleges Teaching Software developments. Individual Developers admitted to Shujaa Innovation Centre working on particular

viable projects that will utilize commercial short codes once they are complete.

In order for the academics institutions and developers to focus on the development of solutions and/or services, they will need access to an infrastructure that is set up in technologies/protocols that they are conversant with. The communication technology that is available by direct connection to the Mobile network providers is not commonly understood and takes considerable time and experience to get to the point of building robust applications.

OPERATION:Shujaa Solutions is already providing USSD service to clients, the following will be the method by which IT departments and developers will have access to the shared short code;

Shujaa Solutions will create a new Virtual Machine Instance of the USSD Application gateway where the short code will terminate.

The gateway will be utilized using HTTP API Access (Accessible via any web based languages.

Each approved user (group of users) will have a separate account created on the gateway that will allow them to attach testing phone numbers, check session balances, access documentation, participate in forums, request 2nd tier support etc.

Each institution will be allocated a sub-short code that is linked to their account e.g. if the short code is access via *320# then each approved institution can have access via, for example

o Institution 1 - *320*1#o Institution 2 - *320*2#o Institution 3 - *320*3#

Each Institution will need to request for all testing Sim cards to be approved and added to the short code. Alternatively Safaricom to provide a range of sim cards for the entire program to be pre-approved and distributed to the member institutions.

Each institution will need to manage utilization of the short code based on booking of time slots by the developers. That is, not more than one system can be active on the sub short code at a given time.

Self SustainabilityIn order to ensure that the facility remains sustainable, improves with time and has the necessary resource to facilitate wider access and increased features, the following sources of revenue/human are proposed in the interim;

1. A commercial test facility at Shujaa innovation center that allows, Incubation Hub entities to test their solutions for a fee per fixed period using the approved Shujaa Innovation test phones;

2. Member institutions to commit to learning the relevant technologies and to encourage students and staff to participate in joint development projects that will enhance knowledge of relevant technologies;

3. Member institutions to host open forums to discuss challenges, developments or other relevant issues regarding mobile technology from a software perspective.

4. Partners willing to support the initiative to be identified for sponsorship – monetary or via equipment (e.g. computer hardware vendors, mobile manufacturer’s, software vendors or commercial entities).

5. Member institutions to allow students to undertake projects recommended by industry especially where projects have potential to create revenue stream for parties concerned.

Most significantly, Safaricom to provide a full USSD short code under the digital inclusion concept to facilitate the concept and to enable academic institutions to access the facility with significant costs

Safaricom & shujaa solutions to advertise the ability of this shared code to institutions of higher learning, during various events that touch on innovation and mobile development.

RESPONSIBILITIES

SAFARICOM Ensure connectivity to various servers at all times and give access to various servers Ensure no misuse of the shortcodes by securing the connection and various servers. Do an addedum to the existing contract that will incude the management of the

shortcodes given by safaricom

SHUJAA: Manage the use of shortcodes Activate the sliced shortcodes to developers and ensure that the code is deactivated upon

expiry of its usage. Advertise the usage of this shortcodes to different intitutions Share the statistics of the shortcodes with digital inclusion on a weekly basis. Share various proposals from developers and institutions.
