Report of the Secretary-Treasurer - Jack DohertyThe 1997 Annual Meeting minutes and the Secretary's Report were distributed to those in attendance. A motion todispense with the reading of the Minutes and the Secretary's Report was made and unanimously passed. Copies of eachreport will be forwarded, upon request, to chapters not in attendance.

Report of the Audit CommitteeBob Powers reported that he and Jim McKenzie reviewed the financial records of the Association and found the recordsto be in order.

President's Comments - Tom LynchTom Lynch reviewed his work with the NCAA, Steve Hagwell- NCAA Associate Director of Publications, and the NCAARules Committee. Tom noted NlliOA's role in the rules making process and the Association's efforts to provide input fromits members to the various rules committees. He reviewed several of the proposed rules changes to be discussed at the rulescommittee this year. As part of the Association's efforts to become a stronger association and to continue its growth, Tomoutlined the various activities of the executive committee through chapter visits and clinics. He presented his views onsportsmanship, or lack of, which is so prevalent in athletics at all levels today. Tom reviewed his project surveyingNlliOA's chapters to obtain the various activities, chapter requirements for membership, clinics and training sessions as wellas other chapter initiatives. Tom thanked the members of the Executive Committee for their assistance throughout the pastyear.

First Vice President's Comments - Mike RossMike Ross provided an overview of the growth of college club hockey and the American College Hockey Association(ACHA). He noted that the expansion of college hockey through the ACHA was in what would have been considered non-traditional hockey areas throughout the country. Mike was hopeful of continuing to expand NlliOA clinics into growth ~areas, thus assisting in the expansion ofNlliOA

Past President's Comments - BiDRyanBill Ryan provided the directors an overview ofhis experiences and observations as an ECAC observer during the year.Bill noted his prior work with the Executive Committee and thanked the committee members for their dedication to theAssociation

Florida Chapter - Association's 33n1 ChapterThe directors voted to accept Florida as the Association's 33rd chapter. Jim Galuzzi, who has been a member of theSouthern US chapter, headed the effort in forming the new chapter. Instrumental in the formation of the chapterwas Doug WIlson, President of the Southern US chapter. Doug has worked over the years expanding NlliOA inthe southeastern region of the country.

Proposed 1998-99 BudgetJack Doherty presented the proposed 1998-99 budget. Dues for 1998-99 will remain unchanged at $20.00 per memberwith any unanticipated increase in the cost ofthe NCAA Rules Book to be passed on as an increase in the dues. Motionmade and second to accept the budget as presented; unanimously passed.

Nomination and Election of OfficersLev Torgerson nominated Bob Russell (Conn.) for the one-year position of 2nd Vice President. No other nominees werepresented. The Secretary-Treasurer cast one ballot for Bob Russell, 2nd Vice President.

Constitution AmendmentMotion by Bill Siden (Metro NY-NJ) to amend NlliOA's Constitution as follows:

Article ~I:5. No member ofthe Association may be a candidate for or be elected to the office of

President, 1st Vice President, 2nd Vice President or Secretary-Treasurer ofthe Associationunless:

a) He/She is an active member ofthe Association in good standing with his/her chapter atthe time he/she seeks nomination for national office and at the time of the annualmeeting wherein he/she seeks election to office;

b) he/she has been elected to the Board of Directors ofthe Association by his/her local chapterfor the annual meeting at which he/she seeks election; and

c) he/she has submitted (at least) a resume and a brief statement of intention to thenominating committee no less than 60 days prior to the annual meeting.

Motion unanimously passed.

NIHOA's Dental CoverageSeveral directors asked questions concerning NlliOA's dental coverage. In response to questions concerningNlliOA's dental coverage it was noted that the Association would review coverage with its insurance agent.

Reports of ChaptersDirectors reported on their chapters' activities, along with games worked, efforts to recruit new members and to train newand veteran officials. Noted was an increase in the number of women officials that have joined the Association. A numberof chapters reviewed their community volunteer activities; Nutmeg State Games - Conn. and the Summer and Winter Bay

te Games - Massachusetts seven chapters. Several chapters noted the growth in the number of rinks in their areas.any of the chapters have instituted apprentice programs that include mentoring activities for the new members. Several

of the chapters noted members that were directly involved in the Winter Olympics in Nagano, Japan

Bret Chernik Addresses DirectorsLev Torgerson (Conn.) introduced Bret Chernik, Connecticut Chapter member who was critically injuredFebruary 6th while returning from officiating an ECAC game. Bret lost his left leg in the accident. He thankedthe members ofNIHOA for all of their support. Bret was the guest ofNIHOA and the NCAA at the NCAAEastern Regional Play-offs. Phil Buttafuoco, NCAA Sr. Asst. Dir. of Championships, arranged to have agame puck presented to Bret during a stoppage of play. While speaking to the members at the annual meetingBret said, "My goal is to get back on the ice".

1999 Annual MeetingThe 1999 NlliOA Annual Meeting will be held at the Crowne Plaza Hotel, Worcester, MA on Saturday, March 27, 1999.
