ABOUT ICCWA
The Injury Control Council of Western Australia (Inc.) was established and
incorporated on 26 May 1992 and was officially launched by the then Commissioner
of Health, Dr Peter Brennan on 23 November 1992.
Our Mission
Our mission is to reduce the incidence of injuries and their effects by representation,
research, education, publicity and promotion of safe practices.
ICCWA’s main aim is to facilitate liaison between community agencies and groups
and to work closely with government departments to improve communications
between these sectors, and to support research in the area of injury prevention. The
Injury Control Council of Western Australia does not duplicate existing injury control
activities in this State.
Our Business
The aim of the Injury Control Council of WA is to highlight physical, mental, social and
economic issues that result in injuries and to advocate to address these issues. In
addition, we encourage; promote; and engage in research into the causes, prevention
and treatment of injuries.
Our business does not duplicate existing injury control activities in Western Australia;
we work in partnership with individuals and organisations involved in injury prevention
and control at community, State and National levels to facilitate injury reduction. The
Injury Control Council of WA encourages collaboration amongst the WA injury
prevention community to make best use of all available resources, to effectively
reduce the incidence and severity of injury in Western Australia.
The Injury Control Council of WA is also the Secretariat for the Australian Injury
Prevention Network and has been providing this service since December 2000. Our

organisation has undertaken this role to assist in promoting injury prevention in
Western Australia, to highlight ICCWA’s role in preventing injury and to raise the WA
injury prevention profile on a national level.
Target Markets
Our markets include:
Government: encouraging appropriate legislation.
Injury prevention community: encouraging collaborative approaches, sharing of
knowledge and expertise, encouraging best practice, awareness-raising,
identifying gaps.
Media: highlighting issues, public education.
General public: awareness-raising, encouraging safe practice.
At risk groups: awareness-raising, sharing of knowledge and expertise,
encouraging participation in targeted injury prevention programs.
Students: education, sharing of knowledge and expertise, awareness-raising,
professional practical experience.
Strengths
Our ability to work effectively as the peak body for injury prevention in Western
Australia comes not only from the expertise of our staff but also from our Board and
Council members. Corporate and Individual members of the Injury Control Council of
WA have a wide range of expertise in the diverse injury areas and regularly
collaborate with ICCWA staff to deliver a high quality injury prevention service.
Our energetic staff have considerable project management experience in the public
health sector and are respected for their ability to successfully complete projects. Staff
are also continually working to improve networks and strengthen collaboration and
professional relationships with the broad range of organisations and people who are
working to reduce injury in Western Australia.

ICCWA has been meeting regularly since May 1992 to address the main objectives of
the Council:
To reduce the incidence of injuries and their effects by representation, publicity
and promotion of safe practices.
To draw attention to the physical, mental, social, economic and other aspects of
injuries.
To raise funds in such manner as the Council may see fit and to make such
financial and other arrangements as the Council may deem necessary.
To encourage, promote and engage in research into the causes, prevention and
treatment of injuries, both unintentional and intentional, in human beings.
To cooperate with any body having similar objects.
To take any other action towards achieving the objects.
During 2000 - 2001 the ICCWA Board met on the third Monday of every second
month at City West Lotteries House, 2 Delhi Street, West Perth. Each meeting was
open to all members of ICCWA.

Dr Tony Lower
Tony is a Senior Lecturer In Rural & Remote Health Education, Combined
Universities Centre for Rural Health. Tony also has an interest in rural injury
prevention issues, with a particular emphasis on agricultural injury.
Industrial Foundation for Accident Prevention
Ms Kris Burchell

Kris Burchell is an Occupational Health and Safety Consultant with the
Industrial Foundation for Accident Prevention and specialises in workplace
health aspects. Kris trains and consults to individual companies.
Injury Research Centre, University of WA
Dr Rina Cercarelli
Rina is the Deputy Director of the Injury Research Centre at the University of
WA. Her research interests are predominantly in the road safety area,
particularly the role of human behaviour in road safety. This is Rina’s final term
as President of ICCWA.
Kidsafe WA
Ms Sue Wicks
Sue is the Executive Officer, Kidsafe WA and her areas of interest are
childhood injury prevention and a safer environment for children.
Main Roads WA
Mr Brian Kidd
Since 1980 Brian has been involved in the Traffic and Safety areas of Main
Roads. Brian was appointed the Road Safety Manager in the Road Use
Branch of the Planning and Practice Directorate of Main Roads in December
1999 and is also the Federal Black Spot Coordinator.

National Drug Research Institute, Curtin University of Technology
Mr Richard Midford
Richard is a Senior Research Fellow and co-ordinates the community research
team at the National Drug Research Institute. He is interested in the
prevention of drug related injury and is currently involved in the following
research: community mobilisation to prevent alcohol related harm; school-
based drug education and evaluation of a national drug information network.
Royal College of Ophthalmologists
Dr Mary Bremner
The prevention of childhood blindness has been the focus of Mary Bremner's
work for 25 years and she has worked closely with the Royal Australian
College of Ophthalmologists and Princess Margaret Hospital in Western
Australia to achieve that aim. Her particular focus has been the prevention of
amblyopia in children under eight years and the prevention of damage to
children's eyes through injuries resulting from home activities, general play and
sporting activities.
Royal Life Saving Society Australia, WA Branch
Ms Marilyn Lyford
Marilyn is the Health Promotion Coordinator with Royal Life Saving and in the
past five years has been actively involved in the area of injury prevention and
control. She is currently working on a number of injury prevention and health
promotion initiatives, including toddler drowning prevention, Indigenous health
and physical activity for Women with Special Needs. Marilyn is the Executive
Secretary for the Australian Injury Prevention Network.
WA Police Service
Supt Bob Langford

Bob is Divisional Superintendent, Traffic Support for the WA Police Service.
Worksafe
Ms Beryl Snell
Beryl is the Team Leader in Promotions and Education at Worksafe WA. Her
expertise is in occupational health and safety and among her many roles, Beryl
leads the Worksafe Promotions Team in the development and implementation
of Occupational Health and Safety promotion and education strategies,
activities and projects.
Individual Members:
Ms Laura Emery
Laura works at the Cancer Foundation of WA four days per week and is
responsible for the GP Cancer Education project. Laura was providing
administrative assistance at ICCWA (one day per week) earlier in the year. In
June, Laura started working on the SOYFWA newsletter. Injury areas of
interest to her include seniors falls prevention and road safety.
Ms Gina Arena
Gina is currently enrolled in the second year of a PhD at the University of
Western Australia, Department of Public Health. Her main interest is
associated with fall-related injury among the aged. The purpose of her thesis
is to provide information and a theoretical model for the development of
sustainable programs in falls and fall-related injury prevention.

As Executive Director, Ms Chris Costa assisted the Executive Committee in the work
of the Council and provided support with special projects.
BUSINESS PLAN
A Business Plan for ICCWA was developed in February 2001 and presented to the
Health Department of WA for purchase. ICCWA was relatively successful with the
2001/2002 business plan and several projects were purchased for the next financial
year. In addition, through contract variations, the Health Department of WA has
purchased the following projects for 2000/2001 which overlap into 2001 – 2002:
Physical Activity Balance and Gait Audit
Physical Activity Balance and Gait Education Packages for Physiotherapists,
Podiatrists, Occupational Therapists and the Fitness Industry
Public Relations, media promotion of the SOYFWA program, production of the
SOYFWA newsletter (To be negotiated for 2001-2002)
PROJECTS
1. Stay on Your Feet WA Awareness Raising Project
Objective:
Raise awareness of SOYFWA program and falls prevention activities among
seniors aged 70+ years.
Staff responsible: Damian Pavlinovich.
A strategic plan for the awareness-raising phase of SOYFWA was developed and
submitted to HDWA on the 20 December 2000.
Awareness-raising promotional activities held include Stay on Your Feet Day at
Forrest Place for Seniors Week, Have a go Day at Burswood, April Falls Day Walk at
Kings Park and static displays at shopping centres. In addition, SOYFWA
presentations were given to seniors’ organisations and centres. A presentation was

given at the Arthritis Week Clinical Update for Physiotherapists, Nurses, Occupational
Therapists and Exercise Physiologists. In Kalgoorlie, over two days in June,
SOYFWA information was given to peer educators and health professionals and a
presentation given at a Seniors Recreation Council Seminar.
All of the awareness raising activities have been supported by an ever-increasing
group of SOYFWA volunteers. Some of these volunteers have chosen to become
Peer Educators while others contribute their expertise to the successful organisation,
preparation and running of events. In collaboration with the North Metropolitan Health
Service, Peer Education Training Workshops were held for SOYFWA volunteers.
2. ICCWA Resource Centre / Referral Information Service
Objectives:
Maintain a high quality, state-wide community information and referral service in
injury prevention using various channels of communication.
Continue to improve and broaden the provision of injury prevention resources and
referrals and build a database of resources, which can be accessed by health
professionals, government and community agencies, students and the general
public across the state.
Staff Responsible: Principally the Executive Director but all staff contribute depending
on their areas of expertise.
The Injury Control Council of Western Australia’s Resource Centre is located at the
ICCWA premises at City West Lotteries House, 2 Delhi Street, West Perth. Along
with the Referral and Information Service, the Resource Centre forms an integral part
of ICCWA core business. Hours of operation have increased at ICCWA and all
services are now available during office hours from Monday to Friday.
The Injury Control Council of Western Australia aims to provide a high quality state-
wide community information and referral service in injury prevention using various
ICCWA ANNUAL REPORT 2000-2001 10 SEPTEMBER 2001
means of communication. The Council provides a referral and information service
comprising expert advice and supporting materials in response to queries from
members of the public, media, students, educational institutions, government and
non-government agencies and members of parliament. In addition ICCWA holds a
small library that is accessed by injury prevention organisations, government
agencies, staff, students from all education sectors and members of the public.
ICCWA is continuing to improve and broaden the provision of injury prevention
resources and referrals and is currently building a database of resources that can be
readily accessed by health professionals, government and community agencies,
students and the general public across the state. People requesting information from
ICCWA benefit from our efforts to improve collaboration amongst the WA injury
prevention community which enables easier access to available resources and
services aimed at reducing the incidence and severity of injury in Western Australia.
In addition, staff at ICCWA have access to expert advice from members of our
organisation, many of whom are prepared to act as spokespeople in their own areas
of expertise.
In 2000/2001 six tertiary students made use of the opportunity to undertake work
experience at ICCWA. Our organisation believes that we are able to offer students
the chance to develop a range of skills, in health promotion and public health in
general, through first hand experience working in a busy injury prevention/public
health environment. We were subsequently able to offer periods of paid employment
to three of the students who had work experience placements and another student
was offered full-time employment at a rural injury prevention agency as a result of the
profile and experience gained while working at ICCWA.
Health professionals including teaching staff also made use of ICCWA resources and
regular requests were received for information about injury prevention journals and
the location of WA injury data base holdings. Through the Resource Centre, ICCWA
staff supported other agencies by providing information and when appropriate,
assisted them to address identified needs. For example, staff have given assistance
with writing grant proposals, formulating business plans, project planning and
management. The Executive Director represents ICCWA on many boards, advisory

committees and councils, the Youth Suicide Advisory Council for example.
On several occasions in the past year, ICCWA staff have been asked to provide
information and give advice to staff from various agencies and ministerial offices who
were preparing ministerial responses to requests for information. Requests for
information from the general public were received by telephone, email, fax, post, visits
to the ICCWA office (with and without prearrangements) and opportunistic requests to
staff at functions, meetings, launches and presentations. We have been seen as a
group who are able to provide independent information and able to make appropriate
referrals.
The Executive Director attended the Department of Health and Aged Care workshop:
“Step Out with Confidence” – a national falls prevention workshop held in Sydney on
May 28 & 29. An information session was held for HDWA and ICCWA staff on Friday
15 June.
On Thursday 31st May a joint falls prevention seminar was held by ICCWA, the Public
Health Association of Australia (WA Branch) and the Injury Prevention Unit of HDWA.
The presenters were Dr Keith Hill & Dr Jenny Schwarz, Co-Directors of the Falls and
Balance Clinic at the National Ageing Research Institute in Melbourne. The
presentation “Overview of the Evidence and New Directions on Falls for Community
Dwelling Seniors” was followed by a panel discussion. The seminar was attended by
approximately 60 health professionals and seniors with an interest in falls prevention.

3. Stay on Your Feet WA: Physical Activity Balance and Gait Project: Audit
Objective:
Undertake an audit of the level of activity in seniors falls prevention in each of
these industry groups.
Staff responsible: Emily Kelly, Chris Costa
The physical activity, balance and gait (PABG) audit targeted the fitness industry,
physiotherapists, podiatrists and occupational therapists to gather information about
existing PABG programs in the community and to determine what information was
required by each industry to increase their level of knowledge and skills regarding
physical activity, balance and gait with seniors. Questionnaires for each of the
industries were designed to gain feedback which would then be used to develop an
educational package for each respective industry, targeting physical activity, balance
and gait.
Questionnaires were designed to look at the specific needs of each profession and
were developed in collaboration with industry professionals, academic staff and staff
from the Injury Prevention Unit. The questionnaires were mailed out to members of
the Australian Podiatry Association (WA), Australian Physiotherapy Association (WA),
OT Australia (WA), private fitness centres, local governments and other sport and
exercise groups.
4. Stay on Your Feet WA: Physical Activity Balance and Gait Project: Education
packages for industry professionals
Objective:
To coordinated the production and dissemination of the education packages in
consultation with the Injury Prevention Unit, HDWA.

By the end of the 2000 – 2001 financial year, preliminary consultations had been
undertaken with each of the professional bodies targeted in the PABG audit. The
Council staff have value-added to this project by investigating the means of ensuring
the sustainability of the SOYFWA PABG training/ education packages through the
acquisition of professional accreditation points. This project is due for completion in
2001 – 2002.
5. Stay on Your Feet WA: Physical Activity Balance and Gait Project: Public
Relations
Objectives:
Development and implementation of a comprehensive public relations program for
seniors and the industry groups involved in the PABG phase which should include
press, radio and television opportunities.
Plan and implement a public relations program on this PABG phase for the other
Stay On Your Feet WA partners.
Develop a stronger communication network for Stay On Your Feet WA which must
include but is not limited to the Stay On Your Feet WA newsletter (which is sent to
all Stay On Your Feet WA partners).

A public relations plan for the Physical Activity Balance and Gait phase of SOYFWA
has been developed in collaboration with Rebecca Maddern of Marketing &
Communications, Public Health Division of the Health Department of WA. Aspects of
the plan are for implementation in 2001 – 2002.
Publicity for SOYFWA events has occurred through radio interviews, and coverage in
newspapers and publications for seniors. Reliable contacts have been established
with many of the key publications.

At the end of the financial year the July issue of the SOYFWA newsletter was ready
for printing and subsequent distribution to health professionals and seniors’ groups.
A committee has been established to produce future newsletters to ensure that the
content is of interest to a wide audience. Funding/purchase of future issues of the
newsletter is to be negotiated.
6. Falls Prevention Network
Objectives:
To conduct a comprehensive review of the Falls Prevention Network and develop
a one-year strategic plan for promoting the Falls Prevention Network (addressing
falls in all age groups) based on the information gathered.
To provide detailed costing of project.
Staff responsible: Gina Arena, Chris Costa
The Falls Prevention Network originally came about as a result of widespread interest
in the development and implementation of fall prevention strategies by health
agencies.
A range of measures was used to maximise input from members of the Falls
Prevention Network (FPN) in the review of the network. These measures included
focus groups, telephone discussions, mailed questionnaires and interviews. It was
hoped that by using multiple methods of collecting information the quality and
reliability of the information gathered would be improved ensuring that the strategic
plan for promotion of the Network was based on sound research.
Focus groups were held in January and February 2001, the groups involved
metropolitan members of the FPN. In addition teleconference discussions were
conducted with rural members of the FPN and also other persons in rural areas who
have an interest in falls prevention. All members of the FPN were be sent a short
questionnaire which asked whether the objectives are being met, and for suggestions

for improvement.
A strategic plan was developed to provide the framework for the development of the
Falls Prevention Network (FPN) that will address the future of falls prevention in
Western Australia. The implementation of the recommendations of this strategic plan
are subject to the availability of funding in the 2001 – 2002 financial year.
7. Australian Injury Prevention Network Secretariat
Objective:
Provide secretariat support to the Australian Injury Prevention Network.
Staff responsible: Debra Houston, Chris Costa
The Australian Injury Prevention Network Secretariat has been housed at ICCWA
since mid-January 2001. Our involvement in this organisation has provided greater
opportunities for national networking and has increased the range of resources and
injury prevention experts that ICCWA can access for information and advice.
Basing the AIPN secretariat in Perth has enabled ICCWA staff to strengthen links with
national injury prevention organisations and to help raise the profile of Western
Australia in the national injury prevention arena.
8. Injury Prevention Project: Aboriginal Health
Objective:
To work with Aboriginal people to reduce intentional and unintentional injuries in the
Aboriginal community
Staff responsible: Victor Djungadi Patrick, Chris Costa
The Council recognises that there is a glaring need to reduce the incidence and impact of

injury in the Aboriginal Community. We are extending our involvement in injury
prevention and making the best use of the expertise and networks of existing
Aboriginal staff to include a focus on injury prevention in the metropolitan Aboriginal
Community.
Victor Djungadi Patrick has been extending his networks in Aboriginal communities
and also represents the Council on the Aboriginal Road Users Task Force. The
Council appreciates the work of Andrew Guilfoyle from Edith Cowan University in
assisting Victor to develop an action research plan for this project. The continuation
of this project is subject to Health Department of WA funding.
9. Vulnerable Road Users Taskforce
Objective:
To provide secretariat support to the Vulnerable Road Users Task Force.
Staff responsible: Debra Houston
ICCWA continues to be a contributing member of the Vulnerable Road Users Task
Force as well as providing secretariat support. To ensure secretariat efficiency and
continuity a staff member has been appointed to manage this role.
WORKING COMMITTEES
Executive Committee
The Executive Committee coordinated the day-to-day business of the Council over
the past year and subject to the availability of members, met on alternative months to
Board meetings. Work of the Committee included:
• Coordination of financial record keeping and accounting
• Negotiations with the Health Department in relation to funding
• Letters to Commonwealth and State Governments relating to current injury
prevention issues

• Letters and reports to the media in respect to changes for improved injury
prevention (eg. gun control, road safety related injuries, pool fencing,
suicide, etc) and improved reporting on injury
• Further development of the internet site for ICCWA and information on
Council activities
• Recruiting, interviewing, and contract management for new and existing
staff
Publicity & Promotion Committee
Quarterly newsletters providing information on ICCWA activities and injury prevention
issues were developed as a collaborative effort by Chris Costa, Laura Emery, Tommy
Cordin, Damian Pavlinovich and Victor Djungadi Patrick.
SUPPORT FOR ICCWA
Significant contributions to the activities of ICCWA have been provided by the
following:
Health Department of WA
The Health Department purchased outputs totaling $291,500 for the current financial
year in comparison with $160,000 for the 1999 – 2000 financial year.
Main Roads WA –Vulnerable Road Users Taskforce
Main Roads WA chairs the Vulnerable Road Users Taskforce and funds ICCWA to
provide secretariat support.
Industrial Foundation for Accident Prevention
Robert Barry assisted ICCWA in auditing of accounts and projects.
Membership Contributions
The membership of the Council comprises a range of members from tertiary
institutions, health and medical authorities, government and non-government

agencies, and individuals with an interest in injury prevention and control. These
members contributed to the activities of the Council through payment of a
membership fee, many worked on the Board and the various committees of the
Council, and others provided advice or participated in the activities of the Council.
This support is essential to the work of the Council and planning for future activities.
Appendix 1 lists ICCWA members for 2000 – 2001 financial year and ICCWA
membership of other organisations during the same period.
FINANCIAL REPORT
The management of ICCWA finances has greatly improved with the appointment of
Anita Busacca as Bookkeeper. With the increase in staff and the advent of the GST it
has been necessary to have proper procedures in place to ensure that all appropriate
monies are paid and that the timely preparation of financial documentation occurs.
Under Anita’s guidance, the Council has met all financial deadlines.
A full audited financial statement prepared by an independent auditor, Mr Robert
Barry (with the assistance of the Industrial Foundation for Accident Prevention), and
in conjunction with the ICCWA Treasurer, Ms Kris Burchell and ICCWA Bookkeeper
Anita Busacca, is attached in Appendix 2. This financial statement relates to the 12
months ending June 2001.

CONCLUSION
During 2000 - 2001 ICCWA has continued to play a key role in:
Improving communication and strengthening links between community groups and
agencies involved in injury control activities.
Working in partnership with government departments and agencies with the aim of
progressing injury prevention and control in Western Australia.
Working in partnership with research institutions such as the Injury Research
Centre at UWA to ensure that our projects and programs are evidence-based.
Collaborating with injury prevention organisations to prevent duplication of
activities.
Providing an organised lobby for injury control measures through advocacy
activities.
In 2000 - 2001 much was also achieved through:
Providing a regular forum (through meetings and presentations) for the exchange
of information on injuries and their prevention and management
Raising community awareness of falls prevention through public events
The recruitment of staff to progress the aims of the Council
Provision of injury information to health professionals, researchers, politicians and
members of the public
Raising awareness of injury issues, injury prevention and the work of ICCWA
through newsletters, press releases and the internet
These achievements were made through the support of the members of the Council,
employees of the Council, and sponsors of Council activities.
Future directions of the Council will build on the strong foundations. Specific activities
in the past year have related to our major strategies in the 1997 – 2001 Strategic Plan
- that is, to:

Foster the development of ICCWA through planning, resource allocation and
evaluation;
Seek funding for injury research for ICCWA and other bodies;
Facilitate the conduct of research internally or externally;
Generate expert advice on injury prevention and control;
Undertake and encourage the dissemination of accurate injury prevention and
control research and information through methods such as media and professional
publications; and
Provide a forum of exchange of information on the frequency, prevention and
management of injuries.
One of the first roles of the incoming Board will be to develop a strategic plan to
provide direction for Council activities for the period 2002 – 2007.
As this is my last term as President of the Injury Control Council of Western Australia,
I would like to add that I have thoroughly enjoyed my time as President. I have had
much personal satisfaction in seeing the Council grow as it has over the last few
years to become what it is today. I know I leave the Council in good hands,
particularly with Chris Costa the Executive Director, and the new Board.
