Capital and operational budgets are increasingly constrained with clients wanting to optimise management of their assets and to reduce logistic needs and waste. Rapid response service provision contracts often have to offset design risk with excessive contingency.

Pressure to reduce fossil fuel consumption and carbon footprints is rising all the time. Clients are often operating in remote locations with limited access to cloud servers so need to design, construct and operate their infrastructure in austere environments.

Time for designing, contracting and delivering this infrastructure is often highly constrained by clients’ demanding operating context and often limited real estate.

RAPID overviewClients across the civil and defence sectors need to design temporary infrastructure with deployable assets in order to support construction of fixed infrastructure as well as other logistic and operational activities ranging from military operations to humanitarian assistance disaster relief and remote camps.

Budget restraints means clients want to optimise management of their assets and to reduce logistic needs and waste.

Infrastructure projects often involve assessing what legacy structures to re-purpose or remove, where new structures are required and how temporary infrastructure plays a role over the short to long term. RAPID aims to help clients to master plan their options in such complex landscapes.

Clients need to ‘design in’ an open, modular and scalable architecture from the outset so that maximum efficiency as well as the potential to expand and adapt the site are achieved.

Finally, unlike in the construction industry, the benefits of Building Information Modelling (BIM) approaches have yet to be leveraged in this market.

The UK Government’s 2011 Construction Strategy embraced the use of BIM and mandated its use to maturity Level 2 on all centrally procured projects by 2016. The strategy highlighted its use as core to

challenging existing industry business models and practices and driving greater collaboration, efficiency, innovation and value across all elements of the industry.

Essentially BIM is seen as key to helping the industry:

› Boost delivery and operational efficiency; › Reduce cost and improve value; › Lower the carbon footprint; › Improve collaboration across the supply chain; and › Improve quality of customer outcomes

The RAPID tool, whilst not a BIM tool as such, aims to tackle these challenges and exploit the benefits of adopting a BIM philosophy in the temporary, deployable infrastructure domain.

The RAPID tool enables clients need to ‘design in’ an open, modular and scalable architecture from the outset.

On July 3, 2017, SNC-Lavalin acquired Atkins, one of the world’s most respected design, engineering and project management consultancies.

Atkins has developed the Rapid Assessment and Planning for Infrastructure Design (RAPID) tool to leverage its diverse skills to benefit civil and military clients who need to design and operate temporary and deployable infrastructure, including mixed landscapes of legacy and new infrastructure. Specifically, RAPID aims to exploit:

› Our Defence domain knowledge

› Our decision support expertise, namely operational analysis, option analysis and business case development

› Our expertise in BIM, asset management, logistics and through life engineering support

› Our geomatic survey, Geographic Information Systems (GIS) and software development capabilities

› Our industrial control systems expertise (e.g. SCADA)

› Our breadth of expertise in utilities – water, waste, environment, carbon footprint assessment and clean power

Atkins is now working with SNC-Lavalin Infrastructure Operations and Maintenance (SNC-L O&M) to bring the RAPID tool set into the Canadian market, specifically to support the delivery of tasks under the umbrella of the Canadian Forces Contractor Augmentation Programme (CANCAP) contract.

What is it?

RAPID is a collaborative, tailorable, web-based, multi-faceted design and decision support tool that enables clients to plan, assess, review and decide in both 2D and 3D visualisation deployable / temporary infrastructure so enabling optimisation of cost, time, use of resources and real estate, environmental impact, safety and security.

RAPID is envisaged as a Software as a Service (SaaS) offering although licence options are available.

How does it work?

The tool enables clients to develop camp design options using four stages: requirements capture, concept and developed design, and user review in virtual reality and scorecard views.

With a catalogue of currently over 300 records, clients have access to a wide variety of military and commercial off the shelf (COTS) assets, which can be configured to reflect their preferred suppliers and particular needs.

Once developed design options have been sufficiently matured, they can be compared using the scorecard dashboard, which aggregates Rough Order of Magnitude (ROM) construction and maintenance costs, predicted construction times and utilities usage such as water and fuel. Insights gained from this assessment process can be used to refine the options and review in 3D VR mode. This material can also be shared or circulated with wider stakeholders or for peer review to ensure user needs are met and enable technical assurance.

When fully matured, these option summaries can be extracted as inputs into business cases. Ultimately the chosen option could then be developed into a more detailed design in the next phase of the infrastructure lifecycle.

Clients can exploit open source GIS as well as configure RAPID with their own proprietary datasets according to the region and the level of detail required.

RAPID’s expandable menu allows the designer to use the three levels of the architecture to define the nature, size and location of the zones within the camp perimeter and then in the next stage of the design process to allocate assets to fulfil the tasks to be undertaken in the zones.

These asset records are compliant with, and expand upon, the data types defined in the UK MOD DefStan 23-013 Issue 2. Assets include linear features such as fences and protective perimeter walls (e.g. Hesco bastions in multiple configurations), 2D layers such as

matting and 3D infrastructure (e.g. containers, tents, generators etc with appropriate additional footprint to allow access and peripherals).

In addition to comparing options across the metrics mentioned above, the scorecard enables the designer to review the overall assessment of the option including reviewing the work breakdown structures, cost breakdown structures, bill of materials and free-text allowing a qualitative assessment of options and  outstanding tasks.

Once an option has a developed design with assets allocated to zones to meet the requirement, the design can be viewed in 3D virtual reality on normal information and communications technology and via VR headsets such as HTC Vive or Oculus. Use of electronic touch tables is also an excellent way of reviewing camp options in a highly immersive and collaborative manner.

This allows designers to visualise and adjust the design. It also allows wider stakeholders to view and assure the design meets their needs. Potential camp users can also use the tool to undertake familiarisation and training prior to deployment. Safety and security assessments of the designs can also be undertaken. Inter-visibility assessments and communications path analysis from sites are also potential exploitation opportunities.

The VR tools enables you to review camp options in a highly immersive and collaborative manner.

Roadmap to a suite of RAPID modulesAround the initial core of the Military Camp Planning Tool, we envisage building a set of tools and modules configured to meet a wide range of military and civil client needs across the ‘Plan, (Concept) Design, Assess, Decide, (Detailed) Design, Build and Manage’ lifecycle.

In particular we see the tool becoming more automated so as to reduce the burden on the designer in getting to the optimised solution sets as well as to ensure easier achievement of best practice design.

The tool will integrate with remote survey data gathered by manned or unmanned autonomous means; exploit open (or client owned) GIS sources; deepen the BIM functionality or exporting to specific BIM software as required (e.g. Revit or Civil 3D); link in a Force Protection Engineering module (potentially using the Atkins developed and managed UK MOD modelling tool, TARVIEW). The tool can also evolve into conducting multi-site analysis of options across a theatre of operations.

This roadmap is an indicative view of how Atkins sees the downstream opportunities evolving out of the RAPID core software. We would welcome conversations with potential clients on how we could meet their challenges using such a suite of design and decision-support functionality.

Construction Compound Planning ToolThe RAPID Construction Compound Planning Tool (CCPT) will reconfigure the Military Camp Planning Tool to make it appropriate for civil engineering projects, addressing in particular:

› Design, construction and maintenance

› Energy and environment

› Air quality

This version of RAPID aims to build a tool that automates, integrates and optimises multi-dimensional design options for construction compounds. This could enable clients and contractors more accurately to estimate the cost of compounds, a significant part of the prelims element in these budgets (20-25% of highways projects), help clients assess contractor proposals and schemes, and establish best practice across the construction community of practice.

For contractors, it could be used to ensure their designs are policy compliant as well as best value for money. It could also benefit all parties by supporting successful and timely achievement of planning permission. It could also ensure a fuller understanding of the environmental impact on the users and of the compound itself on local neighbours. Together with Atkins’ Construction Logistics Manager tool it could also integrate compound design with the wider project by assessing the wider impact of convoy traffic and waste removal on the local environment.

Power Design and Engineering ModuleThe RAPID Power Design and Engineering Module (PDEM) will build on the basic power demand and supply assessment capability in the current Military Camp Planning Tool by developing a detailed understanding of power needs of a camp as well as any growth contingency for additional people and/or equipment needs in order to define the peak and steady state demands.

This will include the lifecycle of the additional assets needed to form microgrids: namely power generation (renewable and fossil fuel), storage, distribution and management systems. The RAPID PDEM aims to help users and stakeholders to understand the design options open to them in the operational context in order to drive out efficiencies and open up the wider costable and non-costable benefits that flow from them.

An example of a complex infrastructure problem in a military Joint Operations Area.

The Humanitarian Assistance and Disaster Relief module takes the appropriate assets and metrics from the Military and Construction Compound Planning Tools to form a tailored module for HADR users such as international organisations (IOs) (e.g. UNHCR), Non-Governmental Organisations (NGOs) and governmental organisations with responsibilities for international aid and rescue as well as resilience planning and response (e.g. Environment Agency in the UK).

The Theatre Infrastructure Planning Module (TIPM) is a multi-site planning tool that allows military and civil clients to assess high level deployable infrastructure needs across a broad theatre (or area) of activities.

In particular, the module will focus on large-scale accommodation and feeding facilities, power, environmental control units, convoy support areas, helicopter landing sites, logistical storage areas and command, control and communications nodes. This module would also be appropriate for designing remote camps for mining, oil and gas facility construction and operations.

It aims to be a natural follow on from the MCPT and CCPT as it aims to model the optimisation of multi-site requirements, resource demand, time and budget so as to derive the best options.
