Infrastructure Ballot Measure

Rebuild San Diego Charter Amendment

The City Council approved a number of measures to place on the ballot for the Special

Municipal Election on June 7, 2016. One of the most talked about items on this list was the

Charter amendment known as Rebuild San Diego.

If approved at the polls in June, this measure will dedicate three streams of revenue to a

newly created Infrastructure Fund for a period of 25 years. The sources contributing to the

Fund include half of all General Fund revenue growth for the first five years of the measure, as

well as all net pension cost savings, and a portion of Sales Tax Growth based on the California

Consumer Price Index for the full 25 years. The final draft of the ordinance also includes a

provision for the Council to temporarily suspend the measure in the case of financial crisis.

What It Means for District 4

The measure is anticipated to capture a total of $4.5 billion to the development, maintenance,

and repair of infrastructure throughout the City of San Diego. What that means for our

communities in the Fourth District, is an opportunity to improve our roads, to build sidewalks

in our neighborhoods, and to enhance public safety and recreational facilities.

This ordinance is a great step in the direction of progress, but it is only the beginning of the

work that needs to be done. The infrastructure needs of this City far exceed what this

measure can accomplish on its own, but the Council will continue to look for additional ways

Honoring Small Businesses: Councilmember Cole joined the Neighborhood Market Association to

celebrate their 20th Annual State Banquet to honor small businesses all over San Diego.

Introductory Life Sciences Experience: Biocom Institute will implement a Science, Technology, Engineer and

Mathematics (S.T.E.M.) focused program for out-of-school-youth in San Diego County. If you are between the ages

of 17 and 24, and have completed the 10th grade but currently not enrolled in school, then this is for you! The

internship includes:

160 hours paid internship with a leading biotechnology company

2 courses at San Diego Miramar College in biotechnology

Work readiness training skills and interpersonal development workshops

Supportive services to assist with transportation

A stipend upon completion of milestones

Assistance with obtaining a high school diploma or GED

Assistance with enrolling into a university, junior college, or vocational/ trade school

Neighborhood Revitalization through Code Enforcement: CIVIL PENALTY NOTICE AND ORDER, ABATEMENT

PENALTY NOTICE, & A NOTICE OF VIOLATION: These notices were issued for 2 properties that are ALL in violation

of the San Diego Municipal Code. The location on 519 Jewell Drive is constructing an interior partition wall within

the existing dwelling which exceeds six feet in height, without the required permits. The location is also constructing

an unpermitted addition attached to the rear of an existing unit. The other property on 2213 Morningside Street

is building an accessory structure over 120 square feet at the rear of the property that is being rented as a dwelling

unit. Civil penalties are assessed at a daily rate not-to-exceed $2,500 per day per violation and a total maximum of

$250,000 per parcel. Code enforcement helps keep our neighborhoods clean and safe!
