Vodacom launches innovative hub for entrepreneursBy Pulane Lichaba

MASERU- The Vodacom Lesotho Foundation has launched an inno-vative business hub for entrepre-neurs to develop and empower Ba-sotho entrepreneurs who have high potential in business and innovative ideas.

The innovation park has been running for six weeks and presently houses six businesses. It is a hub for new and aspiring entrepreneurs.

Speaking at the ceremony, the Acting Managing Director of Vo-dacom, Johnny Dos Santos not-ed that the innovation hub would equip Basotho entrepreneurs with the necessary facilities, training and mentorship, funding and some sup-port to ensure that their ideas and businesses achieve high growth and sustainable success to contribute significantly to Lesotho’s economic growth and job-creation.

Dos Santos stated that Vodacom is aiming to invest over M130 mil-lion in the coming years in various projects that include health, educa-tion and entrepreneurship. “That is based on our strategic partnership with the government to identify key areas that need our investments and our drive in entrepreneurship,” he said.

He added that Vodacom is focus-ing on entrepreneurship incubation as they are very passionate about taking the country at central devel-

opments. “We see entrepreneurship as a national asset; it is something that has to be invested in”.

Subsequent to that, Vodacom Innovation Park Advisor, Rhett Power highlighted that the centre provides entrepreneurs with busi-ness skills and financial manage-ment skills.

“We help entrepreneurs to gain a competitive advantage of the competition and also expose them

to new ways of thinking and solving problems,” he explained.

Power added that mentorship programme takes 12 weeks, “We spend 20 hours a week and there is also a one-on-one mentoring session. After the duration of the programme, we continue mentor-ing them for a period of 12 months with skills on managing money as it is one of the factors contributing to the failure of businesses.”

Meanwhile, the Minister of Trade and Industry, Joshua Setipa indicated that the innovation cen-tre is a groundbreaking innovation, which is going to change the face of Lesotho’s economy.

He said eight percent of the 20 000 youngsters that join the labor market annually should create op-portunities for themselves as every one of them cannot be employed by the government sector.

“If you look at the structure of this economy today, close to 60% of it is now relying on trading services, which means that as government we should focus on making it easy for the entrepreneurs to thrive,” he said.

The Minister further added that as the government, they have to create a comprehensive regime of intellectual property that will pro-tect entrepreneur’s business ideas and creations.

Key stakeholders including the Minister of Communications, Sci-ence, and Technology, Khotso Let-satsi, also attended the event. The Minister commended Vodacom for the initiative they took in creating a hub that will grow development, enable the exchange of ideas, and accelerate the entrepreneurship landscape in Lesotho.

LRA, others hold anti-corruption symposium

MASERU- Lesotho Revenue Au-thority (LRA), the Directorate on Corruption and Economic Offences (DCEO) and Lesotho Mounted Po-lice Services (LMPS) jointly held an Anti-Corruption Symposium yes-terday with the aim to commem-orate the Anti-Corruption Day to-morrow.

The Acting Commissioner of LRA, Advocate Realeboha Matha-ba pointed out that the scourge of corruption affects every corner of the globe and that Lesotho is no ex-ception. He further indicated that corruption has detrimental effects more pronounced in the least de-veloped countries such as Lesotho.

He went on to state that Trans-parency International (TI) de-scribes corruption in countries with a perception index score of less than 50 in the perception index.

He appealed to the participants to align themselves with TI and to agree that corruption is endemic in Lesotho.

Advocate Mathaba also men-tioned that there is empirical ev-idence that there is a direct cor-relation between corruption and economic growth. He further in-dicated that the higher the level of corruption, the lesser the rate of economic growth.

At the same time, Advocate Mathaba insisted that there is also compelling evidence that there is correlation between corruption and tax compliance. He also pointed out that the higher the rate of corrup-tion there is, the lower the rate of corruption of tax compliance. He stated that in order to attain eco-nomic growth, Lesotho has to put in place strategies that will prevent and combat corruption and tax eva-sion.

On behalf of the Minister of Jus-tice, the Principal Secretary of the Ministry of Justice and Correction-al Services, Majakathata Mokuena, indicated that issues of anti-corrup-tion are very close to the Minister’s heart, given his direct personal ex-perience not only as a Member of Parliament but a former Chairper-son of the Public Accounts Commit-tee (PAC).

Mokuena further mentioned that with corruption, there can be no development, since the net re-sult is poor delivery of public ser-vices, deepening poverty, injustice in judicial matters resulting in lack of political stability and therefore governance of the country, and the increasing spread of health chal-lenges including HIV and AIDS. He also indicated that it is a collective effort of government and the pri-vate sector that can result in real change.

He said corruption is a global problem that has been a problem in Lesotho since independence.

Meanwhile, the Secretary Gen-eral of the Lesotho Chamber of Commerce and Industry (CCI), Fako Hakane pointed out that cor-ruption Lesotho is encountering includes self-enrichment, lack of political will, and other factors.

The President of the Lesotho Council of Nongovernmental Or-ganizations, Seabata Motsamai pointed out that it is time for all the stakeholders to wage war against corruption. He said corruption is rife in civil service in Lesotho and that it undermines the rule of law and service delivery without limit.

TRC submits ‘Friends of Court’ application in Hashatsi’s caseBy ’Mantšali Phakoana

MASERU-The Transformation Resource Centre (TRC) has clari-fied its position on the court case in which Lieutenant Colonel Tefo Ha-shatsi is suing the Southern African Development Community (SADC) Commission of Inquiry led by Jus-tice Mpaphi Phumaphi.

The Director of TRC, Tšoeu Pet-lane showed that TRC had applied to be part of this application as friends of the court, neither for nor against Lieutenant Colonel Hashat-si or the commission.

On October 16, 2015, Lt. Col. Hashatsi filed an urgent application before the High Court of Lesotho seeking to block the proceedings of the Commission of Inquiry, which was established to probe the death of former Lesotho Defence Force (LDF) Commander, Maaparankoe Mahao.

LDF members who intended to arrest him for suspected muti-ny shot Lieutenant General Mahao dead outside his Mokema home on June 25, 2015.

In his court action, Lieutenant Colonel Hashatsi claimed the com-mission was biased against him when he first appeared before it on September 17.

He was not content with Justice Phumaphi, whom he claimed to have made him appear as the prime suspect in Lieutenant General Ma-hao’s killing.

As result of the alleged bias, Lt. Col. Hashatsi wanted the respon-dents, Prime Minister Dr. Pakali-tha Mosisili, Justice Phumaphi, the SADC commission and Attorney General Tšokolo Makhethe, to pro-vide reasons why the inquiry should not be discontinued.

Lieutenant Colonel Hashatsi further requested the court to rule that the commission acted beyond its powers when it conducted hear-ings in Thaba ’Nchu, South Africa, on October 1-7, where exiled oppo-sition leaders and members of the army provided testimonies.

He also wanted the respondents to show cause why the commission should not be “restrained and inter-dicted” from making any findings in

relation to him. Meanwhile, TRC applied to be

part of the proceedings in the case and its application was recently ap-proved by the High Court.

Part of Petlane’s affidavit reads, “The TRC has direct interest in these proceedings as it was one of the first members of civil society that recommended an indepen-dent commission before such was considered by the government and SADC, and also made submissions before the inquiry on 21 September 2015.

“TRC seeks to raise contentions which may be useful to the court and do not repeat any matter set forth in the arguments of the other parties.

“The findings of the commission

are in the public interest and the amicus curiae, accordingly, request that they be granted an opportunity to present oral argument.”

Clarifying TRC’s application, Petlane explained, “We intend here to clarify matters by restating TRC’s position in general to the current crisis in Lesotho, on Hashatsi’s challenge and on TRC’s applica-tion to the court. TRC as a human rights organization was among the first to suggest and recommend the establishment of a Commission of Inquiry to look at Lesotho’s security political problems.”

Tšoeu insisted that TRC had been the first organization to rec-ommend the establishment of a SADC Commission in May 2015, a month before the death of Lieu-

tenant General Mahao.He further indicated that even

though the commission was not designed and mandated according to their structure, they have always supported it. “We therefore, cannot, by any stretch of the imagination, be party to opposing it. The inter-pretation that TRC is challenging Phumaphi, whether together with or without Hashatsi, is wrong,” he outlined.

TRC’s Director mentioned that some media outlets in Lesotho have published stories relating to this application of being a friend of the court on the case where Lieutenant Colonel Hashatsi is challenging the commission.

He said they are aware that the reports have created confusion among some sectors of society, with two vey divergent interpretations.

He stated that through consulta-tions, TRC is aware that the public might be confused that TRC seeks to join Hashatsi in opposing Phu-maphi, meaning that TRC supports Hashatsi or that TRC opposes Ha-shatsi and wishes to defend against his challenge.

However, TRC’s Director stated that they believe the confusion was caused by the complicated legal jar-gon used in court papers, including both Hashatsi’s and TRC’s applica-tion.

“The publications have quoted these documents verbatim, lack of interpretation of what the TRC ap-plication means have caused this confusion, though the reporters in that article are not wrong in the content, but this resulted in confu-sion and contradictory interpreta-tions because these were not inter-preted or explained and because no conversation took place with TRC to clarify the issues,” said the Direc-tor.

Petlane concluded by stating that TRC’s concern in this case are the long-term resolution of Leso-tho’s security political challenges, restoration of respect for the rule of law, entrenchment of a culture of respect for human rights and the independence and effectiveness of courts, whether Lieutenant Colonel Hashatsi wins or loses.


UNFPA releases 2015 State of the World Population Report By ‘Mantšali Phakoana

MASERU- More than 100 mil-lion people globally are in need of humanitarian assistance, says the State of the World Population Re-port released by the United Nations Population Fund (UNFPA).

According to UNFPA’s Repre-sentative to Lesotho, Therese Zeba Kobeane, this is the 25th report re-leased by the UNFPA. The report serves to provide global popula-tion estimates and projections and serves as a call of action to end the suffering of women and girls as a demographic with the most suffer-ing.

She further indicated that this years’ report focuses on humani-tarian issues, a challenge faced by most countries, which affects a high population.

The report is launched by the countries that are members of the United Nations (UN). Presenting the report, she outlined that more than 100 million people are in need of humanitarian assistance, and one quarter are women and girls aged between 15 and 49.

She also illustrated that the re-port points to the high risk of sex-ually transmitted infections includ-ing HIV, unintended or unwanted pregnancies, maternal death and illness and Gender-Based Violence (GBV).

Zeba emphasized that the re-port shows that maternal deaths are higher in conflict zones and that conflicts, especially those within na-tional boundaries, are driving mil-lions of people from their homes.

“Even where family planning services exist, the subordinate sta-tus of women and girls within the

family in many societies may deny them access to family planning ser-vices because they are unable to ne-gotiate use with their partners.

“In many countries, unintended and unwanted pregnancy exposes women and especially adolescent girls to the dangers of unsafe abor-tion,” said Zeba when presenting the report.

She further revealed that the re-port states that conflicts, violence, instability, extreme poverty, and vulnerability to disasters are deeply interrelated conditions; which to-day prevent more than one million people from enjoying the massive social and economic gains achieved since the end of the Second World War.

The report further notes that from 1994 to 2014, more than one million people were affected by drought, and that the disaster-re-lated deaths are higher in poor countries.

It therefore shows that natural disasters result in a higher rate of morbidity and mortality from bat-tle deaths, GBV subjected to rape, trafficking and prostitution, forced pregnancies as well as marriages.

Apart from that, the report high-lights that for each person who dies in a disaster, there are hundreds more who are affected by it and require immediate basic survival needs, such as food, water, shelter, sanitation or immediate medical assistance.

“Those affected by a disaster often lose their homes and live-lihoods, become separated from families, face a lifetime of illness, disability, or restricted opportuni-ties, and are displaced from their communities,” states the report.

It also shows that there are spe-cial challenges for adolescents and young people.

However, the report states that humanitarian action can lay the foundations for long-term develop-ment. Furthermore, understanding risks can help guide better develop-ment choices for individuals, com-munities and nations, such as; es-tablishing comprehensive disaster risk management, aiming for con-tinuity in essential services, invest-ing in social protection, protecting women from unintended pregnan-cy, preventing GBV, engaging and reaching youth as well as reforming laws and policies that perpetuate

violence and discrimination.The report comprises six chap-

ters: A fragile world, The dispro-portionate on women and adoles-cents girls, Evolving response from basic to comprehensive, Resilience and bridging humanitarian devel-opment divine, New direction in fi-nancing sexual reproductive health in humanitarian settings and a transformative vision for risk re-duction, response and resilience.

It is released annually and will officially be launched by the Gov-ernment of Lesotho through the Ministry of Development Planning on December 8, 2015.

Metropolitan Lesotho initiates fraud awareness campaignBy Pulane Lichaba

MASERU- As a concerned and responsible corporate citizen, Met-ropolitan Lesotho initiated a fraud awareness campaign last week Fri-day under the slogan ‘Zero Toler-ance to Fraud’.

Speaking at the launch, Nkau Matete, the Managing Director of Metropolitan Lesotho, explained that fraud is when someone deliber-ately acts unlawfully and dishonest-ly for their own personal gain at the expense of another. He stated that they are also relaunching their toll free fraud hotline (0800 22 348) to be used by anyone who wants to re-

port on fraud-related issues.“Being a financial service insti-

tution, Metropolitan Lesotho plac-es great importance on eradicating fraud and protecting our clients and our company as we are inter-ested in the financial integrity of the financial system of Lesotho. We want to protect the economy of this country,” he said.

He added that fraud does not only involve money laundering. “It comes in different phases, people are very creative, and sometimes people claim insurance money for people who are still alive,” he noted.

The Managing Director said there should be a consolidated na-

tional system that is centralized that registers dead people so that as insurance companies, they have access to that database so they can verify an individual’s existence.

Meanwhile Gcinumuzi Tshaba-lala, who works as a District Prose-cutor at the Director of Public Pros-ecution (DPP) condemned fraud as an expensive deed that increases in-surance premiums due to frequent fraudulent claims made.

“Fraud does not only affect the financial service institutions, it af-fects the country as a whole. We have heard about ghost employees that are employed through the use of computers and faked documents.

There is high rate of unemployment in the country yet people are still committing crime via ghost em-ployees,” he explained.

Tshabalala added that fraud is a growing problem in society that directly or indirectly affects every Mosotho as such, cyber laws should urgently be passed so that the coun-try can be able to exterminate its prevalence.

When commenting on the same issue, Palesa Khabele, Director of Financial Intelligence Unit (FIU) encouraged Basotho to report money laundering activities and also warned insurance companies against people who open insurance policies with laundered money.

Many people may look at these three concepts and think, I have heard them before. I bet you have. However, you are still broke! Knowledge is not power, but po-tential power; applied knowledge is power.

The first belief system to deal with is the arrogance of claiming that you know things you do not know. Secondly, you have to ac-knowledge that money is important in life - It is not the root of all evil. Convince yourself that you need money to fully live up to your pur-pose in this world. Rich people be-lieve that it is easy to make money, whereas poor people say it is diffi-cult. Possibly, that perception con-tributes to the difference.

Remember anything can make

money; soil, garbage, water – “five ranta metsi”- anything! Rich people are not greedy or selfish! If there is a group that is, then it is the poor people: because they try to make rich people feel bad for being rich while they also can be rich! Refor-mat your belief system about mon-ey and the act of being rich.

How? Get rid of all negativity about money. Assemble as much positivity as you possible can in re-gard to money! You will see the re-sults. To me money is freedom and rich people are serving the world. What about you? What is money in your life? What about rich fellows? Purpose is your reason for being here. It answers why you were born. It determines your exalted role amongst more than seven billion in-habitants of this planet earth. Man without a purpose is worse than a dead dog, because the dead dog can rot and enhance manure in the en-vironment. Purpose will clearly de-termine what you are wired to do or not to do. It is therefore downright criminal for a human being to roam the streets without knowing why he was born. Why is a good question, it resonates with your destiny. Every-thing, which God created, is not a mistake or an accident. Everything he created seeks to answer a void in nature.

A bird was created to fly, so ev-ery time the bird flies it is fulfilling its divine mandate. A fish was creat-ed to swim, so whenever it swims it feels great joy. Great joy comes from fulfilling one’s purpose. When you begin to fulfil your purpose, you ac-celerate your level of joy. You ought

to see how Lionel Messi celebrates when he scores a goal. What he is actually celebrating is not the goal; he is celebrating fulfilling what he was born to do.

Purpose drives your adrenalin; it pumps you up for the next level so that you are not even thinking about the dangers of what you are going to do. Imagine the lion in full flight and pursuing its prey. It does

so with amazing finesse and merci-less aggression. When that happens it feels satisfied because it is fulfill-ing its purpose.

A person who understands his purpose understands why he is here. He is very clear as to what is supposed to happen next, and clear-ly has a big picture role of why he made it into the universe. Purpose is the engine that keeps the heart pumping when everything else is fighting against you. Purpose keeps you focused even when the whole world seems against you. It keeps you hoping against hope. Even the dark arrows of discouragement will not quench the positive energy of purpose.

This may blow your mind away; you were not born to have a wife and kids but to fulfil your purpose. The only reason why you made it

alive to this planet is because of the role you need to fulfil in this space called earth. Purpose makes life possible on planet earth. It brings all things together for good. Your purpose is bigger than your qualifi-cation, gender, ethnicity and polit-ical ideology; your purpose is why you were born. However where purpose is not known abuse be-comes unavoidable. This is why, as a matter of principle, every human being on earth must seek to estab-lish his or her purpose. If you do not know your purpose strives to learn it, the sooner you do so the better.

AS i SEE iT It is reported that Lesotho pres-

ently ranks second in the world in terms of HIV and AIDS prevalence. This is indeed a disgrace that in-stead of improving the status of HIV in Lesotho, our HIV statistics continue to worsen. I am therefore appealing to the Government of Le-sotho to see to it that the National AIDS Commission (NAC) is rees-tablished with lightening speed. NAC did a wonderful job prior to its dispersion.

NAC had the mandate to co-ordinate all HIV and AIDS issues and to ensure that HIV infection is eradicated throughout the country. When NAC was established, Leso-tho’s HIV prevalence stood at 23.2% but had declined to 23% before NAC was dispersed. Prior to this, Baso-tho had inadequate information on HIV and AIDS. Moreover, discrim-ination against those with HIV and AIDS was widespread.

There were no antiretroviral (ARV) drugs at that time. Too many people died of HIV infection and thousands were buried including health professionals. People were afraid to disclose their HIV status because of stigma and discrimina-tion. However, through education conducted by NAC, today individ-

uals receive testing and counsel-ing services without fear of stigma and discrimination. Furthermore, people living with the disease now disclose their HIV status open-ly and live with the pandemic for many years through the assistance of ARVs.

I am making a passionate plea to the Government of Lesotho to speed up the process of reviving NAC as promised at the beginning of this year. NAC was also able to engage the entire leadership of Le-sotho in the fight against the pan-demic. The leadership included His Majesty King Letsie III, the Princi-pal Chiefs, church leaders, and the Prime Minister.

Prime Minister, Dr. Pakalitha Mosisili led by example; he was the first leader to test publicly and disclose his status. The govern-ment also decided to put aside a certain percentage of its budget for the eradication of HIV and AIDS. Church leaders also decided to ad-dress congregations about issues related to HIV. Political party lead-ers and the Principal Chiefs also decided to do the same during po-litical rallies and public gatherings.

MASERU – The Lesotho National Federation of Organizations of the Disabled (LNFOD) persists in af-firming its dedication to advocate for the marginalized persons, In-formative can reveal.

“LNFOD has obligated itself to promote and back the rights of the disabled and sensitize the stake-holders, the employers and the whole nation about the disabled,” LNFOD Executive Director, Advo-cate Nkhasi Sefuthi asserted.

In an interview with Informa-tive, Advocate Sefuthi pointed out that amongst their initiatives; LN-FOD has organized a multitude of sensitization workshops for police officers, prosecutors and magis-trates.

“This was carried out with the aim of promoting the employment of persons with disabilities in the public and private sector,” he add-ed.

He indicated that people with disabilities are those who have long-term physical, mental, intel-lectual, or sensory impairments, which in interaction with various barriers may hinder their full and effective participation in society, on an equal basis with others.

“It is not the impairment that hinders the participation of persons with disability but the interaction of that impairment with barriers. For example, visual impairment does not hinder a child’s ability to learn, but the absence of learning mate-rial in Braille hinders the child’s learning on an equal basis with

other children,” Advocate Sefuthi explained.

He further asserted that LNFOD had organized quarterly meetings with employers’ associations to raise awareness of the challenges and requirements of people with disabilities in order to promote the recruitment and employment of disabled persons.

He stated that the meetings with employees with disabilities have taken place to share their challenges and experiences at the workplace, which will contribute positively to the development of a manual on the promotion and recruitment of peo-ple with disabilities.

“In recent years, there has been a growing emphasis on social and physical environmental factors constraining the participation of disabled persons in the world of work in society. This trend has led

to an increasing recognition of the rights of persons with disabilities and their status as citizens. Under-lying this is a transformation in the understanding of disabilities,” Ad-vocate Sefuthi indicated.

Advocate Sefuthi continued to point out that rather than being seen as a personal problem or trag-edy, there is now recognition that many of the barriers to participa-tion arise from the way in which society is built, organized, together with the way in which people think about disability and the assump-tions they make.

He said, “As the evolution is tak-ing place in terms of policy from the medical model to the social model, there has been a more general ac-ceptance of disability. As a result, individuals with disabilities have been afforded more opportunity to fill their roles in society as produc-

tive citizens.”

He stated that this shift has taken considerable time to filter through to laws, policies, pro-grammes and services systemati-cally and shift from the perception of disability as a social welfare issue wherein people with disabilities are marginalized in society.

He concluded that, “Promotion of equal employment opportuni-ties for people with disabilities does not only entail the prohibition of discrimination on grounds of dis-ability, but it also requires states, nations and governments to take affirmative action to ensure that people with disabilities have access to employment opportunities in the labour market.”

Meanwhile, Thabo Mohlakeng, a visually-impaired young man from Motimposo indicated that he was not born blind but developed blindness as a child. He stated that as people living with disability they are fortunate for the existence of bodies such as LNFOD, which en-sure that their needs are met by the society and their rights are recog-nized.

LNFOD was established in 1989 and is an umbrella body of organi-zations dealing with disability in Lesotho consisting of the Lesotho National Association of Physically Disabled (LNAPD), the National Association of the Deaf in Lesotho (NADL), the Intellectual Disabil-ity Association of Lesotho (IDAL) and the Lesotho National League of the Visually Impaired Persons (LNLVIP).

MASERU- As the world celebrated World AIDS Day on 1st December 2015, Lesotho also marked the 30th World AIDS Day with celebrations held at Baylor College of Medicine Children’s Foundation.

Speaking at the event, Her Maj-esty Queen ’Masenate Bereng Seei-so explained that World AIDS Day is an international day where na-tions come together to commemo-rate the victims who died from the disease and those who are affected and infected by it.

She revealed that when the United Nations (UN) realized that many people are dying of the dis-ease, they selected 1st December as the day to commemorate the pan-demic annually and to evaluate the progress made by the UN regarding the disease.

“In the same way, Lesotho abides by the decisions the UN has made and celebrates each year with the intention of looking at the mile-stones we have reached in fighting this disease, and that is the reason for gathering here today,” said Her Majesty.

She pointed out that this year in September, countries including Lesotho were offered an opportuni-ty to evaluate their position in line with the Millennium Development Goals (MDGs) on the fight against

AIDS.Unfortunately, she said Lesotho

was not able to reach the set goals and is said to be positioned second in the world in terms of HIV/AIDS prevalence. Therefore, the Queen highlighted the need to intensify the fight against the disease and formulate innovative strategies to combat its prevalence.

She further pleaded with the nation and relevant stakeholders to hold hands in the fight against the disease, and to come up with a broad-based strategy to create solu-tions to decrease the infection rate.

Delivering the message of the Executive Director of UNAIDS, Mi-chel Sidibe, the Coordinator of the UN, Karla Robin Hershey reiterat-ed that the world had committed to ending the AIDS epidemic by 2030 as part of the Sustainable Develop-ment Goals (SDGs).

“Today, we live in fragile com-munities where inequities can per-sist when essential services don’t reach the people in need. To change this dynamic we must quicken the pace of action. We know that strengthening local services to reach key populations will lead to healthier and more resilient societ-ies,” she said.

She pointed out that resources are now available to end this epi-demic and keep it from rebounding to prevent new HIV infections and

AIDS-related deaths and to elim-inate HIV-related stigma and dis-crimination.

Karla explained that Sidibe said they have already reached 15.8 mil-lion people with life-saving treat-ment.

For his part, the Ambassador of the United States of America to Lesotho, Mathew Harrington ex-plained that 7, 600 HIV-positive Basotho children are on life-sav-ing antiretroviral treatment (ART) and that the aim is to increase that number significantly by this time next year.

He continued that the set SDGs have an impact to ending the AIDS epidemic by 2030.

“What it does mean is that HIV/AIDS will no longer pose the glob-al public health threat that it does today and will no longer have such a devastating impact on so many individuals, families, and societies. This is an ambitious goal, but it is within our reach.

“Let us look at the progress Le-sotho is making toward achieve-ment of the 90/90/90 targets. Based on significant increases in HIV testing rates, we expect Le-sotho will be able to report mean-ingful progress toward the first 90 targets once the final results of the 2014 Demographic Health Survey become available,” he challenged.

He further revealed that the preliminary report from that sur-vey indicates that 85% of Basotho have been tested at least once, up from 68.8% in 2009. Furthermore, 58% of Basotho were tested in the past year, up from 42% in 2009. As more Basotho test more often, more HIV-positive Basotho will know their status.

The United States government, with the generous support of the American people has been a major contributor to HIV/AIDS response in Lesotho, through both multi-lateral and bilateral channels and through the President’s Emergen-cy Plan for AIDS Relief (PEPFAR), America has been helping Lesotho in many ways.

“In conclusion, I want to em-phasize that all of you whether you live in Maseru, a small town, or a remote village all of you have a pivotal role to play in bringing the HIV epidemic to an end. The fight against this scourge requires, as we like to say in the United States, an all hands on deck effort. Everyone has a crucial role to play. There are four things you can do that will make a difference for you, for your families, and for the communities in which you live, which are: avoid risky behaviour, know your HIV status, begin treatment early and stay on treatment,” he concluded.

CBL sets rate at 6.25%By Pulane Lichaba

MASERU- The Central Bank of Lesotho‘s Monetary Policy Com-mittee (MPC) held its 56th meeting last week which marked the intro-duction of the Central Bank’s rate set at 6.25%.

Speaking at the meeting, the Governor of Central Bank of Leso-tho (CBL), Dr. Retšelisitsoe Mat-lanyane stated that the rate set will ensure that the domestic cost of borrowing and lending is aligned with the cost of funds in the region. “This alignment is important in en-suring that the policy rate is used as a reference rate for commercial banks when setting their interest rates. Furthermore, this rate will ultimately assist in the manage-ment of the excess liquidity cur-rently prevailing in the system,” she added.

“However domestic interest will continue to be market determined and commercial banks still have the latitude to determine their rates in the manner that they determine them but will only take signals from the CBL,” Dr Matlanyane.

The meeting considered Net

International Reserves (NIR) de-velopments and outlook, regional inflation and interest rate outlook, domestic economic conditions and the global economic outlook before setting the newly introduced CBL rate.

She said the NIR position re-mained above the target floor of US$710.00 million. “In terms of the outlook, the NIR position is projected to remain above the new target floor of US$635.00 million for the entire forecasting horizon of three quarters, with cyclical peaks and troughs at the beginning and end of every quarter, respectively. Consequent to the cyclical pattern, the position is envisaged to decline in February and March 2016, but still close the quarter above the tar-get floor,” she explained.

The governor further noted that domestic inflationary pressures increased, with the annual rate of consumer inflation rising from 2.9% in June to 3.8% in September 2015. “Price developments in Le-sotho are expected to continue to move in line with those in South Af-rica over the medium-term because of trade relationships between the

two countries.“On the outlook, the risks in-

clude the weak exchange rate of the Rand (hence the Loti) against the major trading partners’ currencies. Furthermore, while international food prices are expected to stabi-lize, weather-related risks to the production of crops have height-ened with scorching drought con-ditions likely to exert upward pres-sure on both regional and domestic food prices,” she said

Meanwhile, Dr. Matlanyane also added that the external sector im-proved in the third quarter. “The current account deficit narrowed to 4.8% of GDP during the third quar-ter, after revised deficit of 7.2% of GDP in the previous quarter. This positive development is attribut-able to an increase in merchandise exports due to the growth in tex-tiles and clothing exports as well as an improvement in diamond exports, while current transfers slowed down as a result of a decline in the South African Custom Union (SACU) receipts,” explained Dr. Matlanyane.

She continued that the gross international reserves measures in months of import cover declined to 6.1 months in the third quarter

from 6.3 months in the previous quarter, on account of an increase in payments for imports.

“In the third quarter of 2015, the Rand (hence the Loti) continued to depreciate against the curren-cies of the major trading partners. It depreciated by 5.9%, 8.7% and 8.3% against the US Dollar, Pound Sterling and Euro respectively,” she said.

Dr. Matlanyane pointed out that the government budgetary opera-tions were estimated to have result-ed in a deficit of 6.3% of GDP at the end of September 2015 compared with a surplus of 14.9% of GDP realized at the end of the second quarter. In terms of the outlook, fiscal balance is expected to remain in deficit territory over the next two to three fiscal years, largely attrib-utable to the decline in SACU rev-enue.

She concluded that the NIR target remains consistent with the maintenance of the exchange rate peg between the Loti and the Rand. “The MPC will continue to monitor domestic and international devel-opments and to undertake appro-priate policy decisions to ensure that the Loti-Rand exchange rate parity is maintained”.

MASERU- Retail giant, Shoprite Lesotho, has collaborated with one of the leading financial institutions, Standard Lesotho Bank to intro-duce an innovative service; domes-tic money transfer.

The newly-developed product is a value-added service that allows customers to send and receive mon-ey at all Shoprite and U-Save stores within the borders of Lesotho. A money transfer transaction oc-curs when one customer transfers money to another through a money transfer service.

Speaking at the launch, the Re-gional Manager of Shoprite Leso-tho, Pitso Melao stated that the sender initiates the transaction by paying money to a Shoprite cashier who will in turn provide the sender with a reference number and a con-fidential four-digit Personal Identi-ty Number (PIN).

“The sender then communicates both the money transfer reference number and the PIN to the receiver. Proof of identity and contact details of both the sender and the receiver are required to expedite the trans-actions. Foreigners with valid iden-tification are also eligible to use the service,” he said.

He further added that every in-dividual is allowed to send and re-ceive money through the service.

“You don’t have to bank with Stan-dard Lesotho Bank to access it and customers will also be able to with-draw their money at the till points whilst paying for their groceries.”

“We realized a great influx of people coming to our money market after we launched the cross-border money transfer and this initiative for customers to pay and withdraw

at the till will solve the crisis of cus-tomers who have to stand in long queues just to withdraw money,” he said.

Melao also noted that each cus-tomer is allowed to transact up to a daily maximum amount of M5, 000 and a total monthly limit of M25, 000 with a transfer charge fee of M9.99 per transfer.

He continued that, “The positive outlook of Lesotho’s economy cou-pled with our long-standing rela-tionship with Basotho has resulted in us constantly identifying suitable new sites for further development and expansions within the borders of Lesotho.”

Chief Executive Officer of Stan-dard Lesotho Bank, Mpho Vumbu-kani, highlighted the stake of his institution in the partnership. “We are providing security for custom-er’s money that is being transferred. As a regulated financial institution, we are liable to guarantee safety of that money,” he said.

He concluded by commend-ing the partnership of which he said is value added, as it will bring convenience that will also address challenges of the unbanked and under-banked sections of Lesotho’s population.

“As a leading bank we strive to bring innovations that benefit our people. We are particularly glad we have partnered with Shoprite, which is a retail giant in its own right to bring convenience for all our customers,” he noted.

The Shoprite money transfer service, pioneered by both part-ners, exists in other countries such as Zambia, Namibia, and Swazi-land. Lesotho is the fourth country to launch this initiative.

MASERU- The telecommunica-tions giant, Vodacom Lesotho, has joined forces with Mukuru Compa-ny to enable the receipt of money from the Republic of South Africa.

The money can be directly de-posited into any M-pesa account in Lesotho. In order for a person to send money to Lesotho, they have to register with Mukuru in South Africa. A valid identification doc-ument is required for registration. Following the registration process, the sender uses their mobile phone to create an order with Mukuru.

The Acting Managing Director of Vodacom Lesotho, Johnny Dos Santos, highlighted the milestones achieved by M-pesa during its two and a half years of operations. “Con-sumers are now able to pay their utilities, insurance and also em-ployers are now using it to pay em-ployees and their partners through it. The ecosystem is greatly growing with a number of transactions every single month,” he added.

Dos Santos continued, “It is es-timated that over half a million Ba-sotho work in South Africa and they are using a physical means of trans-porting cash on a monthly basis,

such as buses or in person, which is a very unsecure and often expensive way to transport money to Lesotho to assist their families.

He further commended the part-nership between Vodacom Lesotho and Mukuru, adding it is aligned with their mandate to afford con-sumers more affordable financial services that will increase the finan-cial inclusion rate in Lesotho whilst providing convenient, affordable options for money transfer services.

For his part, Michael Cook, the Marketing Manager of Mukuru clarified further that, “Many in-dividuals rely on the remittances being sent home and we are very excited to be able to make it easier and quicker for these individuals to send and receive money. The con-venience of this product is unri-valled in the market and we see it making a real difference in the lives of Basotho.”

Oliver O’Brien, Lead Business Developer at Mukuru also added that once the payment is received, the money is instantly transferred to the recipient’s M-pesa account in Lesotho. “This will substantially cut down on the time and cost those in the more remote areas of Leso-tho previously incurred to collect

funds,” he said. He further assert-ed that an individual is permitted to transact up to a daily maximum amount of M3, 000 with a total lim-it of M10, 000. A transfer fee of 10% of the money transferred will be in-curred. Payment for the order can be made at any major retailer such as Lewis, Pick n Pay, Shoprite and Pep.

“We have over 5000 pay-in lo-cations in South Africa where the sender can walk in and settle their transaction,” he concluded.

The Public Affairs Officer of the US Embassy, Julie McKay said their partnership with BGF has a mandate to empower young women and youth in general about how to assume leadership roles, embrace entrepreneurship, and network for the betterment of their future.

“US Embassy Maseru engages in forums such as this one by inviting American experts to share expe-riences with targeted people, and today we have Jessica N. Grounds who will also be going through the various districts such as Mohale’s Hoek and Mafeteng with a similar mandate.

“In Mohale’s Hoek, we are about to meet the Federation of Women Entrepreneurs (FWE) where we would be talking about leadership in business,” she said.

Mckay further indicated that their idea is to get to young pro-fessionals and for young women to share challenges and solutions in their daily life.

Moreover, she noted that Grounds would also be meeting the representatives of political wom-en’s leagues to discuss party poli-tics and how to encourage women

to participate in politics.She explained, “We want to

help women become more active and think like leaders because this contributes to the economy since in businesses where women are lead-ers, more profit is generated. We also want to see women participate in politics since we believe that hav-ing more women will build democ-racy in that specific country.”

Meanwhile, BGF Spokesper-son, Lintle Tšita outlined that their mandate is to make society better and their core sectors are; entrepre-neurship, community building and youth empowerment.

“We structure youths in a way to have knowledge in various issues, however it does not end with youths only because we know learning does not end there,” she said.

She highlighted that they have collaborated with US Embassy for the forums that take place during the first and third Thursday of a month where they empower both young women and youths on how to become leaders.

However, Tšita said they invite different experts and discuss dif-ferent topics, adding that yester-day’s event of addressing issues on women in politics was more critical because “this is the challenge which we see in Lesotho”.

She added, “In today’s dialogue,

we were able to identify what real-ly hampers women to participate

in politics as leaders, our expert shared with us her interest as well as how she got to be where she is today. Her issues were directed on women in leadership; this is very broad and it touched one of our core mandates.”

However, Tšita indicated that BGF contributes to any event that contributes to the growth and bet-terment of the nation saying one of the events that they would partake in is the Twin Talk event that will be held in Maseru on December 11 as part of concluding the 16 days of activism towards women and girls.

8. EVALUATION

8. 1 Evaluation Process

• LNDC intends to evaluate bidders based on the technical and fi nancial proposals detailed in Section 7 of this RFQ and will make contract award to the bidder(s) whose proposal(s) represents the best value to LNDC. Best value is defi ned as the offer that results in the most advantageous solution for LNDC, in consideration of technical, cost, and other factors.

• In view of the above criteria, the LNDC shall not be obliged to accept the lowest bidder and the price shall not be the sole determining factor.

8.2. Evaluation Criteria

The criteria listed below are presented by major category and are determined to be roughly of equal importance, so that bidder(s) will know which areas require emphasis in the preparation of information. Bidder(s) should note that these criteria serve as the standard against which all proposals will be evaluated, and serve to identify the signifi cant matters which bidder(s) should address.

(I) Technical Approach Bidder(s) will submit a Technical Approach that will include a clear description of the general strategy (i.e. methodology and techniques) being proposed for programme implementation that will convincingly demonstrate the understanding of the tasks, activities, and requirements included in Section 5 above. The Technical Approach must be feasible, cost-effective, and appropriate to the requirements of LNDC for this project. It is important that the bidder(s) credibly demonstrate the professionalism and quality of their capabilities and products and that these compare well when benchmarked internationally.

(II) Plans and Time Table: The proposed implementation programme should be realistic and workable. Given the need to have the Handbook fi nalized by the 28th January 2016, it will be important that the time table refl ects these requirements without any negative impact on the quality and professionalism of the Handbook.

1. PURPOSEA print media company is sought to design and print an Investment Promotion Handbook for Lesotho – later referred to as the Handbook. The Handbook is intended to provide information to investors and to advice their decision making in choosing Lesotho as their next investment location.

2. BACKGROUNDEstablished in 1967, The Lesotho National Development Corporation (LNDC) is the main parastatal of the Government of Lesotho charged with the implementation of the country’s industrial development policies. The mandate of the Corporation is to initiate, promote and facilitate the development of manufacturing and processing industries, mining and commerce in a manner calculated to raise the level of income and employment in Lesotho. The role of the Corporation is to promote Lesotho as an attractive investment location for both foreign and indigenous investors. LNDC is wholly owned by the Government of Lesotho and falls under the Ministry of Trade and Industry which is responsible for providing overall policy direction on industrialization.

The Lesotho National Development Corporation in its efforts to attract investment into Lesotho to generate employment and to increase wealth has developed strategies to ensure effi cient attraction of sustainable investments. The overall promotional approach is two pronged; targeting to attract foreign direct investments (FDI) on one end and domestic investments on the other.

Promotional efforts in the past have achieved success mostly in the textile and garments and light engineering sectors. The garment industry currently dominates the manufacturing sector and is made up of predominantly foreign companies. In the recent past however investments from other key subsectors such as electronics, plastic products and automotive components have been established.

3. SCOPE OF WORK

Against this backdrop the LNDC has intensifi ed efforts to diversify the industry in terms of products, markets and origin of investments. This forms the basis for the production of promotional materials and tools to attract investments in diversifi ed sectors. The Corporation will identify and engage a Print Media Production Company to design a print layout for and print an Investment Promotion Handbook for Lesotho. The Company will be expected to work closely with the Investment Promotion Division to plan and execute the project by 28th January 2016.

The objective of the assignment is to produce the State of Water Resources report for 2013/14 and 2014/15 fi nancial years in line with framework and formats of the previous State of Water Resources reports.

The consulting services (“the Services”) include:

We had written last week that the launch of Blacklez’s album is an event not to be missed. You all got the memo and came in your numbers but Lez himself was nowhre to be found. Event organizers refused to comment on the absence of their headline act. No apology was offered to the patrons, no explanaition, nothing. Just a night filled with performances by everyone other than who we had come to see. Blacklez fans were so disappointed more so because of the lack of an official explanaition by the organizers that used Lez’s face, name and reputation to fill their venue to the brim.

For those of you who are still wondering what went wrong, Black-lez took to twitter to set the record straight hours before he was due to perform. He made it clear that he was in Lesotho on the day but left before performing becase the or-ganizers of his launch failed to see through their promises with regards to taking care of his food and board.

A Blaklez fan, Katleho Fobo, ex-pressed that he was very disappoint-ed with the event organizers, saying there was no chance that the orga-nizers did not know that he would not be performing.

Five families walked away with an array of prizes during DStv Lesotho’s inaugural “Family Summer Game Show” held at Maseru Mall last week Saturday.

The families went home with cash prizes, airtime, camp chairs, grocery vouchers, and DStv sub-scriptions among other goodies, for answering questions about channels and programmes offered by the digi-tal satellite service.

The participants were chosen from a pool of customers who up-graded from their previous DSTV packages. During the campaign, which is set to last until 25 January 2016, two Datsun Go cars, 20 plas-ma television sets, 20 DStv Explora packages, 20 DStv subscriptions,70 cash prizes, 70 Grocery hampers and 70 airtime vouchers are up for grabs.

On behalf of the game show par-ticipants, Liteboho Tlebere said his subscription had earned him much more than the quality programming DStv offers.

VW Club, in collaboration with Dj Mekonko hosted a fun walk to raise funds to support orphanages around Lesotho.

The fun walk started at the DLM Complex via Sestsoto stadium and Lakeside, with DLM complex serving as the final destination. The fun walk initially started at 7 AM ending around 12 noon. Sub-sequent to the fun walk was an after party that took place at DLM.

The party will had an impres-sive lineup of South African and local Djs that included Dj Mekonko and Mareff. Accord-ing to the organizer of the after party Refiloe Mohloai, the par-ty was just a way of refreshing and relaxing after a long walk.

“The event exceeded my imag-ination, it is a great success, and

I would like to thank everybody who was involved in making this event happen,” said Mohloai.

According to Mohlai, the main purpose of the fun walk was to raise funds to give back to or-phanage homes. Mohloai added that the club seized an opportuni-ty to give back during the festive season as a Christmas present.

Mohloai stated that VW do-nates mainly the essential stuff such as food and clothes. He fur-ther stated that the initiative to give back continues because they realized that the donations make a lot of difference to children, adding that VW clubs give hope to children in orphanage homes and that they should feel loved.

Mohloai stated that this will not be the last event of giv-ing back. He added that there are still more things to come.

Motenane makes Basotho proud in Roof of AfricaBy Tšeliso Tale

MASERU- 33-year old Joseph Motenane of Mekanametsong in Quthing became the only member of the Lesotho off Road Associa-tion (LORA) and Mosotho to finish the race and walked away with two awards and a bronze medal during his second attempt of competing in the Roof of Africa Rally.

The young man Motenane was the only Mosotho to qualify to com-pete in the Roof of Africa Rally out of five, but they were all allowed to race because Lesotho was the host. He was 97th of the 177 who made it out of a total of 319.

Motenane made his first attempt in 2014 and got lost after he lost his GPS and did not finish the race. In his second attempt he made Ba-sotho and the Minister of Gender and Youth, Sports and Recreation proud when he was called to collect the two awards as he was the only Lesotho citizen to win an award in the 2015 Roof of Africa Rally.

Motenane grew up with a love

for Motor Cycling. He bought his first bike a Kawasaki 200, in 2013, and he later bought a KTM 250 which he was riding. Motenane had no team or sponsors. He is doing it all by himself while working as an electrical specialist at Matekane Mining.

Motenane said, “I am very proud of my performance. I have been longing to be a bike rider since I was a young boy. At the time I did not know anything about the Roof of Africa but in the three (3) years since I have been riding it has paid off because I have something to show for it. I deserve the awards because I was the only Mosotho citizen to qualify for the race and I managed to complete the Bronze Category. I am not sure what num-ber I was, because we were more than 400,” said Motenane.

In all, there were three cate-gories in the 2015 Roof of Africa Rally competition that were the main race Gold, Silver and Bronze. Wade Young (1) who was riding a KTM bike won the major race and

walked away with a big trophy and the cheque of M60 000, second was Brett Swanepoel (2) who was riding a Yamaha and walked away with M40 000 and third place was Tra-vis Teasdale (19) riding a KTM bike who walked away with M20 000.

In the silver category, Eduan

Bester (105) riding a KTM bike came first, Oliver Santoro (109) also was riding a KTM and Dalan Hall (101) riding a Sherco. In the Bronze category (P18) Priit Blene, second place (TTO) Toomas Trisa and (357) Dirk Oliver came third.

Likhosatsana win Women’s Super League

MASERU-Likhosatsana Women’s Football Club won the Women’s Football Super League and the first ever Super League in the history of Women’s Football in this country.

The first super league was launched on the 28th March 2015 and was completed last Sunday at the Pitso Ground in Maseru. All the clubs played 14 matches to com-plete this league and Likhosatsana

collected 39 points. They are sepa-rated by goal difference with Kick-4life which they have equal points and equal games played with F.C. Sekoto third at 14 games and 22 points.

This league was interesting since Kick4life gave Likhosatsana a tough time and the championship was decided on the last day of the league. Kick4life lost one match in the whole league in the first round against Likhosatsana and went on

to revenge when they defeated Lik-hosatsana in the second round.

At the opening ceremony, Le-sotho Football Association did not announce the prizes except that the team that will come first will walk away with M15 000.

On Sunday it was announced in all the three categories of the indi-vidual prizes would be M500 which, it was announced that they would get at the Office of Technical Di-rector-Lehlohonolo Thothanyana on Wednesday. Boitumelo ‘Queen’ Rabale of Likhosatsana walked away with a prize. She played two games since she is attending Moth-eo FET College in Bloemfontein and training with Bloemfontein Celtic.

Palesa Mpeta of Likhosatsana won the Player of the Season award and Kick4life goalkeeper Mosilin-yane Lefaphane walked away with the Best Goalkeeper of the Season.

This league was played in mini tournaments hosted by all the clubs which are registered with the Wom-en’s Super League. Lesotho Football Association (LeFA) paid 75 percent of all the clubs transport to all the mini tournament leagues and paid for DJ’s.

The Executive Member of LeFA responsible for Women’s Super League Thabo Maretlane said, “On behalf of the association we are very happy at the success of this league. There is lot of potential in these girls, this league has produced play-ers who can now play in other coun-tries like Boitumelo who will be a fully registered player of Bloemfon-tein Celtic soon.A Bantu player will also be moving to the same South African club, but it was not easy I know but I am happy that media is still with us,” said Maretlane.

MASERU-Lesotho Taekwondo As-sociation (LTA) on Friday brought back the glory days Basotho have forgotten, when they used to domi-nate the World Taekwondo compe-titions.

On Friday last week LTA won the overall Two-Day Korean Am-bassador’s Cup Taekwondo Team Championships held at Lehakoe Recreation and Cultural Center main hall. Lesotho came first in the 58kg men’s team weight and they were also the best in the Junior Men’s category and walked away with the trophy.

Lesotho came second after Swa-ziland in the 68kg after losing by one (1) in the final and went on to win the Best Senior Men’s catego-ry and walked away with the tro-phy. In all they won categories Best Team, which made them the best, since Botswana and Swaziland each won in different categories.

Botswana won the Best Wom-en’s Junior category and Swaziland

walked away with the Best Women Senior category. Lesotho also dom-inated the individual men’s and women’s categories to add more points in the overall category in the tournament that began on Thurs-day and finished on Friday.

The 2015 Korean Ambassador’s Cup Taekwondo Team Champion-ship was sponsored by the Korean Embassy, Lesotho Sports and Rec-reation Commission (LSRC), Trend Group of Companies, Design Studio and Moosa Group with each coun-try paying 50 US Dollars to register for the tourney.

In the teams category, each team was expected to register six athletes but Botswana did not have enough players and Lesotho had to hold them with some players to make the team who did very well. day, the LSRC Public Relations Of-ficer and the Commissioner, Lehlo-honolo Makatjane said, “I want to acknowledge that the Lesotho Tae-kwondo Association is doing very well from what I have seen, since I once played the game at High School. I also want to welcome the Korean Consulate General Mr. Lee, Presidents of the association present here and members of the Taekwondo Peace Corps who are assisting Lesotho with new training

Taekwondo Team Championship has been hosted by Lesotho every year since 2014. The fight time is based on the weights of the players during the team competitions but for individuals it is one (1) minute and one has to accumulate as many points as possible within that time to win the fight. In case of a draw they will go for extra time to get the winner.

Lebopo wins two 2015 High Altitude Summer Marathons

MASERU-The former Lesotho High Altitude Summer Marathon champion of 42.2 KM and 21.1KM, Mabothile Lebopo has won the first Veteran Race on Saturday in the race which was held in Mokhotlong for the 17th edition and went on to be in the top 10 of 42.2 KM race.

Lebopo has been away from competing since he sustained inju-ry two years ago. The last time Leb-opo ran the competitive race was in 2013 when he won 42.2KM Lesotho High Altitude Summer Marathon. For the past two years, he did not take part in 10KM, 21.1KM, 42.2KM races and he came in 10th position last Saturday.

The organisers of the race were aware that Lebopo qualified for Veteran prize and went on to obtain the 10th place prize. But he still has faith in him self that he could still compete in the 42.2KM race and win it, especially because athletes

take for granted when they see V or 40 on number tag not knowing that the same person could win the race.

The popular and the elite ath-letes were not seen at the race and did not compete because of the number of races they have run pri-or to this race. Lebopo who is now training youth said, “I still have the strength to win one of the upcom-ing 42.2KM races, I want to take advantage of the elite runners and I know they will take me for grant-ed.”

So many things went wrong in preparing for the race leading to few athletes competing in the race. The race was not well marketed and some South Africans complained about not having paid for 2014 race while Mafeteng athletes have been suspended and not allowed to enter the 2015 race.

Lebopo said, “I had to run the race very careful just after passing half way I felt like gramps would attack me and l decided to run and finish the race and kept the pace.”

One of the veteran athletes who is also sports reporter Neo Rama-rou said, “The organization of the race was very poor and it was not well marketed, since the race start-ed 14 years ago, we would expect more athletes to have competed. The race is deteriorating because the officers of Ministry of Gender and Youth, Sports and Recreation do not have it at heart.”

“I think time has come that the Ministry cedes this race to the Le-sotho Sports and Recreation Com-mission (LSRC) the power to con-

duct this race and let the Ministry to come as the only mediator to solve problems such as this of the Mafeteng athletes,” said Ramarou.

The race was won by Pule Hla-

bahlaba of Bloemfontein South Af-rica in the 42.2KM men race and went away with M100 000 while Moleboheng Mafata won the wom-en’s race.

MASERU-The defending Voda-com Premier League Champions Lioli ‘Tse Nala’ reclaimed the top spot of the league standings when they defeated Matlama ‘Tse Putsoa’ 1-0 on Saturday at the Prisons Foot-ball Ground.

The two teams went into the match with Matlama on top of the league table, two (2) points ahead of Lioli and Sandawana; this was the match everyone was expecting to bring fi reworks. Matlama creat-ed chances at the beginning of the match but failed to convert them, till Lioli found their footing and pressurized Matlama, fi nally fi nd-ing the back of the net.

Tumelo ‘Makhopo’ Khutlang caused Matlama problems as he outclassed the opponents’ left back Kopano Tau with the pace, forcing Matlama defenders to support him. Tau was not match fi t since he has not been playing for some time and was unlucky to come out because of the injury and replaced by Nke-si Rankhasa who came late for the game due to a family funeral service he had to attend before the match.

Bafokeng Mosala scored from a set-piece after Khutlang was fouled by Matlama captain Nkau Lerotholi and Mosala fl icked the ball into the net. A few minutes into the second half Khutlang made news as he retaliated when he was fouled by the young Matlama player Tankiso Makhutla and Khutlang even at-tacked him.

This is where the match offi cial ’Mathabo Kolokotoane, a Limkok-wing student showed ability as a good referee when she awarded Khutlang a Red Card and sent him off the pitch and awarded Makhutla a yellow card, rightfully so. When Khutlang and other players of Lioli attacked her she stood by her de-cision and she did not panic until they walked away.

The ten (10) men Lioli played the remaining minutes of the match defending and managed to get max-imum points they needed. Matlama played the rest of the match pres-

surizing Lioli and they were also under pressure as most of them made wrong decisions. Matlama’s upcoming young striker Motebang ‘Nyapetsi’ Sera missed a golden op-portunity in the dying minutes of the match.

Matlama Head Coach Moses Maliehe said, “I am proud of my boys. They played very well but were unlucky not to have scored in the fi rst minutes of the match and late in the second half. If Sera had not used wrong techniques, we could have at least got the equalis-er. The quality of players I have in the team is a problem because out of best seventeen (17) players, if one gets injury or a red card it is prob-lem to fi ll the gap like what hap-pened with Jane Thabantso.”

hothu said, “Lioli have the best de-fense in the country, when we went

down to ten men, we decided to de-fend and we managed. It was even easier when Matlama attacked us on the fl anks because we dominated them in the air. Phafa Tšosane is a dangerous shooter but he also went out and attacked us from the fl anks which made our job easier and we knew we had won the match.”

Meanwhile, in the match played at Prisons Football ground on Sun-day FC Likhopo was held to a 1-all draw by the students of National University of Lesotho Roma Rov-ers. The match, in which it looked like no team would score because of the two team 50/50 ball possession, commitment, anticipation and mo-tivation.

In the rest of the games played on Saturday the unpredictable Lin-are defeated Likila 3-1 in the match which was played at Maputsoe, the home ground draw specialists Liphakoe held Lesotho Correction-al Service (LCS) to a 0-0 draw and Lesotho Defense Force (LDF) got their second win in a row when they beat Lesotho Police Mounted Ser-vice (LMPS) 2-0.

On Sunday Bantu lost the second league match in a row at Leshoboro Seeiso Sports Complex, when they got beaten 0-1 by Kick4life, FC Lik-hopo drew 1-all with Rovers and Sandawana won the seventh match in a row when they beat Mphat-lalatsane 1-0 and went to second in the Log Standings table.
