Dear CHITF family,On behalf of CHITF Australia, LAI Taekwon-Do and RMIT ITF Taekwon-Do, I welcome you to the 1st CHITF Taekwon-Do World Championship in Melbourne, Australia from 9-10 March 2019.

CHITF members come from all walks of life, however, the values of friendship and camaraderie are the principles that bring us together.

This event will showcase the following events:• Individual and team Patterns and Sparring• Exciting new Team Power Breaking event• 5th, 6th, 7th and 8th Dan divisions• Special Needs events with Adapted Taekwon-Do Competition Rules. ✴We are very grateful to Master Salvador Testa and Master Khal Redza for managing and running

these events • Electronic scoring system to ensure fair play and maximum transparency• Technology to bring the event live to spectators all around the world

Being a two-day event, I and the Competition Organising Committee (COC) will endeavour to bring you a successful championship and as such reserve the right to modify the event structure to ensure a successful and timely event. We request that each team irrespective of country, volunteer 2 qualified officials during the online registration process to assist in the running of the events.

This information pack provides general information about the event. For continued and updated event information, the website and live supporting documents will provide the single source of truth. Our other social media sites shall also provide regular updates.

RULES & REGULATIONS•WEIGH-IN‣There will be no formal weigh-in‣However, officials will be conducting random, spot-checks on Friday

during registration‣Competitors must be under their specified weight in dobok ‣IMPORTANT: Failing the random weigh-in shall result in on-the-spot

disqualification

•COMPETITION RULES‣Minimum Age of 10 years on 9th March 2019‣The event takes place under the rules and regulations, as laid out in

Appendix-A at the end of this document

•INSURANCE‣The CHITF, CHITF Australia, Lai Taekwon-Do, RMIT Taekwon-Do Club, the

GUIDELINES FOR CREATING TEAMS

Here are some guidelines for creating teams.

- Teams can be made up of color and/or black-belts

- A senior team cannot have juniors for sparring but can have Veterans

- The only team event that can have mixed ages is seniors team patterns—as it is not fair to have seniors in junior teams. Similarly, it is not fair to have seniors in a Veterans team

- Juniors cannot compete in power breaking

Special Needs Individual Patterns SPECIAL NEEDS EVENTS

The main goals are inclusion and integration. The intent is to make participants feel part, not apart. The aim of these events is to know what they are able to do, not to show what they can’t. The focus is taking care of them and avoiding discrimination.

We are very grateful to Master Salvador Testa and Master Khal Redza for managing and running these events

Appendix-A: Tournament Rulebook

Team Power BreakWe are proposing a new system with emphasis on efficient time-management of the event. This event is team based, instead of individuals. A video demonstration will be released towards the end of 2018.• Team • 3 members per team• Each person only does a single break

• Breaking Stations • 3 breaking stations, with one team member at each station‣ Sonkal Taerigi‣ Dollyo Chagi‣ Yop Cha Jirugi

• Timing • This is a timed event• The total time taken by each team is recorded

• Board Holder Height • No individual height adjustment, all competitors get the same target height• From ground to center of board, board holder height is fixed as follows Section 3 - Competition Application Procedure

Article 10 - AcceptanceCHITF HQ and COC reserve the right to refuse or to discuss a participant's application under the following conditions:• The applicant has missed the deadline for submitting the application form• A penalty of AUD$400 must be paid if the applicant wishes to participate• Any changes to the information submitted by an applicant must be supported by a valid

reason and a penalty of AUD$200

This tournament shall be using an amended set of rules, based on the CHITF Competition and Umpire Rules. Please click on the link to access the CHITF rules.

Section 2 - Competition Organising Committee of Hosting CountryArticle 7. Authorities & Duties• The Competiton Organising Committee (COC) shall be responsible for the meals and

accommodation of the CHITF President for the duration of the event• The COC shall provide meals for CHITF VIPs and Umpires during the event• The COC shall provide access to discounted accommodation for all CHITF dignitaries and

guests• The COC requests each club to provide two trained officials to assist the CHITF

International Competition and Umpire Commissions in the running of the events. Such officials must register using the online registration process

Patterns• Designated/Assigned/Compulsory Pattern • This pattern is prescribed by the judges for each competitor to perform• The designated pattern is selected randomly by the electronic system• Pattern is selected from Chon-Ji to current rank of competitor

• Optional Pattern • This pattern is selected by the competitor themselves• Their choice is restricted to the pattern relevant to their current rank• e.g. a 1st Dan competitor must choose between Kwang-Gae, Po-Eun, or Ge-Baek tul

• Team Patterns • 1 optional pattern per team, of your choice• No maximum or minimum limit on “breaks" or kihapp during team patterns

Umpires RulesArticle 10 - Treatment of the Umpires • All umpires and officials will need to organise and cover the costs of their own local transport,

Section 5 - Dress Code & EquipmentArticle 13 - Safety & Protective EquipmentCompulsory safety and protective equipment• The competitor must wear the COC approved hand and foot protectors. Forearm and shin protectors are optional• All sparring competitors must wear a mouth guard; it is preferable that mouth-guards are a clear or single color; mouth-

guards with distracting or offensive graphics are not acceptable• Male sparring competitors must wear a groin guard inside their dobok trousers• Female sparring competitors must wear a breast protector inside their dobok shirt• All sparring competitors must wear COC approved head guards• Veteran sparring competitors may wear rib and abdominal protectors inside their dobok• If safety and protective equipment do not meet CHITF and/or COC approval, approved equipment can be purchased at the

Appendix-B: Special Needs Event GuidelinesThis is a brief synthesis of the tournament rules for Special Needs competitors. The main goals are inclusion and integration. The intent is to make participants feel part, not apart. The aim of these events is to know what they are able to do, not to show what they can't. The focus is taking care of participants and avoiding discrimination. This is the reason we are not including Free Sparring competitions—sparring is extremely dangerous for most pathologies.

Adapted Taekwon-do Competition Rules This regulation is for all Taekwon-Do practitioners with special needs regardless of their age, gender, or rank. Participants are divided into four groups according to their challenges: Physical, Sensory, Intellectual, or Psychological. Competitors: Gups and Black Belts are divided in categories according to their challenges, gender, rank, and age but not weight. The COC can merge categories ensure a safe and efficient competition. NOTE: All participants receive a medal. To facilitate this, groups of four competitors are created. First, second, and two third place medals will be awarded.COMPETITION MODALITIESIndividual Pattern: Each participant performs a pattern of their choice, regardless of whether or not it corresponds to their rank. A participant may receive guidance or help from their coach, depending on the nature of their challenges. The evaluation criteria shall consider the diagram and the relative technical accuracy, power, and the competitor’s abilities.

Team Patterns: Teams of three competitors regardless of age, gender, rank or ability. Each team performs a pattern of their choice. The evaluation criteria shall consider the diagram and relative technical accuracy, power, team work, synchronisation, and creativity.

Integration Duo: Two participants. The duo can be of different genders but one of them is a facilitator and must not be a special needs Taekwon-Do practitioner. The duo shall perform a routine that must not exceed 90 seconds in duration. They can perform a choreographed or applied pattern, self-defense, pre-arranged sparring, step-sparring, or a power-breaking demonstration. They may use the resources they consider necessary for their routine such as costumes, music, or props. The evaluation criteria shall consider the relative technical accuracy, and creativity.

FAQ: Frequently Asked QuestionsQ 1. For team events, can we mix ranks and ages? What restrictions do we need to be aware of? A: Please review the section titled “GUIDELINES FOR CREATING TEAMS" on page 23 of the information pack, it mentions that team events can comprise of mixed belts. This section also provides guidelines regarding ages.

Q 2. Will there be any special way to identify competitors or officials? A: All competitors and officials will be issued lanyards that clearly identify them. If competitors or visitors need help they can always approach event crew members. Event crew members will be wearing bright coloured t-shirts identifying them as “CREW”.

Q 3. What type of doboks are permitted to be worn (by competitors)? Are standard ITF uniforms sufficient? What is the expectation with regards to country/club badges & embroidery? A: Competitors affiliated to CHITF are encouraged to wear CHITF approved doboks. Competitors from other affiliations are welcome to wear doboks approved by their ITF organisation. Instructor stripes are OK. The club badges you have on a dobok is up to you but we suggest that your doboks is not overly cluttered if you have more than one badge.

Q 4. Which type of sparring equipment are competitors allowed to use? e.g. covered or uncovered fingers/toes, tied thumb or untied thumb, colouring? Are there any unapproved aspects we should stay away from? A: For sparring boots and gloves: There are to be no open fingered gloves. Preferably these are not of a dipped foam material which when torn can cause serious cuts. You can use Top Ten, Top Pro, Aussie Power, CHITF style gloves and boots. A: We prefer that a competitor’s head gear matches the color of their gloves and boots—but this is not compulsory as each fighter will wear a bib to signify colour. We encourage you to at least have red and blue sparring gear.

Q 6. The use of coloured bibs - will these be supplied by the host or is each team expected to supply their own, and if so, what are the specifications of the bibs? A: The World Championship Organising Committee shall organise an appropriate number of red and blue bibs for each ring. Competitors are expected to wear these when taking part in sparring events.

Q 7. What qualifications/experience are you looking for in trained officials to assist CHITF in running events at the Championships? A: Umpires must be at least ITF Umpire A or B qualified.

Q 8. Do spectators (or friends and family) have to register or buy tickets for the event? A: Visitors or supporters do not need to register. There will be a very nominal fee for entrance to the venue, for the two main days of events.
