Intergovernmental Committee

• 24 States Parties, elected by General Assembly respecting principle of equitable geographic representation

• States Members choose as their representatives persons qualified in the various fields of the ICH

Meetings

• Annually in ordinary session (8.COM).

• Open to observers from States Parties, intergovernmental organizations, non-governmental organizations, non-governmental organizations, etc.

• Open to public in the limit of available space

Functions

• Promotes the objectives of the Convention

• Prepares the Operational Directives for the implementation of the Convention to be approved by General Assembly

• Examines the reports on the implementation of the Convention and on the status of elements inscribed

Functions

• Grants international assistance

• Uses the Fund for international cooperation

• Recommends to the General Assembly accreditation of NGOs

• Inscribes on the Lists (USL, RL) and selects BSP

Working methods

• Governed by Rules of Procedure of the Committee

• Work facilitated by its Bureau

• May establish ad hoc consultative bodies, subsidiary bodies or working groups

• Committee meetings are public except under specific circumstances

Working documents

• Main series: request a decision by the Committee

• Information documents (INF): do not require any decision

• Numbered according to the item on the agenda

• Nominations, proposals and requests are also available to the Committee through the website

• Only speakers recognized by Chairperson

• General debate

- Priority to Committee Members, then observers (States Parties, States non party, IGOs, NGOsNGOs, etc.)

• Adoption of decisions

- Only Committee Members may intervene

Nominations, evaluation and examination

• States Parties, and only States Parties, may submit nominations, proposals or requests

• Evaluation (by Consultative Body or Subsidiary Body) results in a recommendation to the Committee

• Examination (by Committee or Bureau) is resulting in a decision

• 10 reports of States Parties on the implementation of the Convention and on the current status of elements inscribed on the Representative List + 1 on USL

• Report on the evaluation by the Internal Oversight Service of the 2003 Convention and on the audit of the working methods of the Culture Conventions
