Information on the options for implementing Article 7 of Directive
2012/27/EU on energy efficiency in the Slovak Republic
The Ministry of Economic Affairs of the Slovak Republic, which is responsible for the transposition of
Directive 2012/27/EU of the European Parliament and of the Council of 25 October 2012 on energy
efficiency, amending Directives 2009/125/EC and 2010/30/EU and repealing Directives 2004/8/EC
and 2006/32/EC (hereinafter 'the Directive') into Slovak law, has drawn up this document entitled
'Information on the options for implementing Article 7 of Directive 2012/27/EU on energy efficiency
in the Slovak Republic, within the meaning of Article 7(9) of the Directive'.
Pursuant to Article 28(1) the Ministry of Economic Affairs has drawn up draft generally binding legal
regulations to transpose the Directive into national law. One piece of legislation currently at the
preparatory stage is a law aimed at supporting energy efficiency.
In the preparation of that law, the Slovak Republic has considered a number of alternatives such as
introducing a mandatory energy efficiency scheme (hereinafter 'mandatory scheme') and
implementing political measures aimed at achieving energy saving.1
Option 1 – Mandatory energy efficiency scheme
This option is aimed at achieving in full the objective of energy saving solely by means of a
mandatory scheme. Among those affected would be electricity 2, gas 2 and heating suppliers3.

Option 2 – Political measures
If this option is chosen, the procedure would be based solely on State-operated measures. The
participation of obligated parties (Option 1) would merely be complementary; for example in the
form of voluntary agreements.

Option 3 – Combined option of mandatory scheme and political measures

Having assessed the options for achieving the objective of saving energy and the impact of such
measures, the Slovak Ministry of Economic Affairs, as administrator of the Directive, suggests taking
Option 3, combining the possibilities offered by the mandatory scheme and political measures, the
guiding principle being to reduce the negative impact of Options 1 and 2.
Among the political measures, the Slovak Republic is planning to launch the following:
1) Operational Programme Competitiveness & Economic Growth

Lifespan of measures: Technical solutions in undertakings: > 2020; consultancy: two years.
2) Operational Programme Environmental Quality (preparatory stage)
Managing authority: Ministry of the Environment of the Slovak Republic
Scope: Energy efficiency in undertakings, energy efficiency of public buildings, consultancy and
education, energy efficiency in the public sector (energy efficiency action plans, energy
management systems) and support for deploying energy services
Lifespan of measures: Technical solutions in undertakings and buildings: > 2020; consultancy,
education and the public sector: two years
3) Building refurbishment and heating
Managing authority: State Building Fund
Scope: Energy performance of residential buildings
Lifespan of measures: Technical solutions in buildings: >2020
4) Regional Operational Programme
Managing authority: Slovak Ministry of Agriculture and Rural Development
Scope: Energy performance of public buildings
Lifespan of measures: Technical solutions in buildings: >2020
5) Health Operational Programme

As previously mentioned, the objective will be achieved by means of a combination of political
measures and mandatory schemes; under mandatory energy-efficiency schemes we plan to make
the following savings with energy undertakings:

Heating traders who own infrastructure will also be able to make savings on that infrastructure,
though the amount of energy savings achieved may not exceed 25 % of the amount of the overall
objective for 2014–2020.
Conclusion:
The Slovak Republic's objective in the years 2014 to 2020 is to achieve energy savings of 36 303 GWh.
This amount will be further amended after the publication of the final 2012 energy-consumption
figure by the Statistical Office of the Slovak Republic (December 2013).
As mentioned above, energy undertakings will play a role in that energy saving, with the State also
playing its part by means of political measures. The amount of the objective for the mandatory
scheme will be amended according to the effectiveness of political measures during the reporting
period.
Where the amount of political measures is still at the preparatory stage the data given should be
taken as indicative.
