Information Bulletin – Issue No. 05/2012 Page C-2 Information Items from the Community Services Directorate MONTHLY OFFICER REPORTS COMMUNITY DEVELOPMENT REPORT –MARCH 2012 Community Planning: The Community Infrastructure Plan (CIP) update is close to completion with a draft due to be presented to the Community Services Committee in May, following a presentation to Manex. The main revisions in the CIP include reformatting, identifying relationships with other state and Council strategies, policies and detailed studies, inclusion of identified community infrastructure projects (North Forrestdale and Wungong Urban) and identifying the existing and projected City demographics. The South East Regional Recreation Advisory Group (SERRAG) review of the Regional Recreation Strategy was presented to Elected Members on 7 February 2012 and 8 March 2012. The City of Armadale is awaiting the final release of the document following the presentations. The Armadale Golf Course Feasibility Study is underway with a stakeholder workshop (City of Armadale officers, golf club representatives and golf course lessee) held on 8 February 2012. It is anticipated that a report outlining the findings of the feasibility study will be presented towards the middle of 2012. A project scope is being finalised for the concept design of three community sites in Harrisdale and Piara Waters for community/education shared use sites. The concept plans will include shared use of community/sporting buildings and playing fields on two primary school sites and one high school site as identified in the approved structure plans in the North Forrestdale development area. Youth Since February Freestyle Now have been running very popular BMX and Skateboarding coaching sessions on a weekly basis at the Youth Activity Area (YAA). The first few sessions have attracted up to 80 young people each, demonstrating the interest and enthusiasm of local young people in utilising and enjoying their time at the new YAA. Freestyle Now are in the process of developing and planning the main competition which will wrap up the coaching session on April 13th, a celebratory event to welcome in National Youth Week 2012. The City and Freestyle Now are expecting a significant turn out at this event, with a great range of prizes on offer to those who participate. On Friday 30th March Digital Media Technology students from Polytechnic West will have their first opportunity to screen some of their amazing pieces of creative videography on the YAA multimedia screens. Themes will include silence and the ephemeral, and the screening will start at 8pm. Many young people who frequent the YAA on a Friday night will have the opportunity to enjoy the show on the big screens. More opportunities such as this will continue to be made available as the City and Polytechnic West continue to work together with the Digital Media Technology course coordinator, Helen Michaelson.

Armadale Youth Resources' Evolution@Jull St will be taking place throughout the City on the day and the NOVA Vox Pop van will be attending and will conduct a live cross to the radio station to promote the events taking place during the day. Other In collaboration with the Armadale PCYC, the City have recently been successful in securing a $150 000 grant from the DOTAG Proceeds of Crime funding. This grant will be used over a 12 month period to develop and manage the Ignite Basketball Program, due to commence early in the new financial year. Planning is currently underway. Additional grant applications to support the continuity of this program are also being developed. SERYIA (South East Regional Youth Inter Agency forum) monthly meetings will now be relocated from Armadale Senior High School to the new George Jones Advocacy Centre, still taking place on the first Friday of every month at 9am. Children & Families: Aboriginal Play and Learning Forum The CDO - Children and Families and the Seville Grove Librarian presented theLocal Champions Project 'Creating Books in Communities' at the Aboriginal Play and Learning Forum hosted by the Department for Communities, Playgroup WA, Yorganop and The Smith Family. The Forum was attended by 150 people and 140 books and lesson plans were distributed. Stargate Drama Program Challis Primary School and Gwynne Park Primary School are the participating schools in the sixth series of the Stargate Drama Program. The program is held at the Champion Centre with over 40 children aged 8 - 12 years of age enrolled in the workshops which focus on communication, team building, creativity and performance skills. The workshops will culminate in a graduation and performance at which over 50 family members and friends are expected to attend to celebrate with the children involved. Seniors, Access and Inclusion: Plan Your Future Forum The City of Armadale will be hosting a ‘Plan for Your Future’ forum presented by the Seniors’ Housing Centre. It is designed for people looking to change their living arrangements as they move towards retirement. Topics to be discussed at the forum will be lifestyle villages, downsizing, renting, buying or building, and staying in your current home. This presentation will be held at the Champion Centre, Champion Drive, Seville Grove on Thursday 29 March at 10.00am.

Information Bulletin – Issue No. 05/2012 Page C-4 Information Items from the Community Services Directorate MONTHLY OFFICER REPORTS Positive Ageing Strategy Working Group Expressions of interest for the Positive Ageing Strategy Working Group (PASWG) were sought from sector organisations and the community through letters of invitation, advertisements in the local newspaper and promotion via the City's web site last month. 'Expression of Interest Forms' have been received from three organisations and one community member. Others have indicated an interest in joining the PASWG and have been encouraged to submit their 'Expression of Interest Form'. Count Us In Inclusion Grant The City has been working in partnerships with the Disability Services Commission - Kelmscott, Southside Care, Directions, Inclusion WA and Therapy Focus to apply for a $50,000 ' Count Us In Inclusion Grant' made available by the Disability Services Commission WA. The intended project for the grant is: 'To create community partnerships to develop and implement inclusive practices which actively involve people in their community'. Consultation The City of Armadale, Disability Services Commission – Kelmscott, Directions, Southside Care, and Therapy Focus hosted a consultation session with people with disabilities, their families and carers. The consultation was held on 15th March 2012 at Southside Care. The purpose of the consultation was to gather information for the ‘Count Me In Inclusion Grant’. Subjects discussed:

• How people with disability would like to be supported • What barriers to inclusion they have experienced • What inclusive activities they would like to be involved in • An invitation to join a steering group.

The consultation was a success with 45 people with disability, their families and carers attending. The information will be collated and used for the prospective grant and future initiatives. We have five people from the community interested in being on the steering group for the above proposed grant and others have also shown an interest. Volunteering: In August 2010 Armadale Volunteer Services (AVS) began promoting volunteer roles on line and in March 2012 AVS received its 500th online enquiry. To date AVS has received over 2000 enquiries from potential volunteers since its inception in 2003. The City of Armadale's Volunteer policy was reviewed and adopted at Council's March meeting. Armadale Volunteer Services hosted a Volunteer Management Network meeting on 14 February at the Champion Centre on the topic of Grant Writing which attracted 28 attendees. AVS will be hosting another Volunteer Management Network meeting on 28 March at Frye Park in partnership with the City of Gosnells. The guest speaker will be Martin J Cowling and the topic is: How Volunteer Managers sabotage their volunteer programs. Plans are currently underway for National Volunteer Week in May.

Information Bulletin – Issue No. 05/2012 Page C-5 Information Items from the Community Services Directorate MONTHLY OFFICER REPORTS Community Partnership: Eat Act Live - the selection process for the Healthy Communities Officer for the Eat Act Live program has been completed with the successful applicant being Jamie Barr. Jamie comes to us with an extensive background in health and nutrition and will be a vital asset to ensure the program's success. Many new partnerships have been formed for the Eat Act Live program and referrals have begun coming in. The program was promoted at the Minnawarra Festival on Sunday 18th March with 30 residents signing up to participate. Almost 80 visitors to the festival participated in a baseline survey for Eat Act Live which will provide a snapshot of physical activity and nutrition behaviours. Arts & Events: The City has hosted a series of three free concerts over summer season. The first concert, on the 12 February 2012, was held in conjunction with Satterley Property Group at Bakers House. The event ran from 2pm - 6pm with an estimated 2,000 people attending the day. The second concert was hosted by the Roleystone Musicians Club in the grounds of the old Roleystone Primary School and was held on 19 February. The concert featured three local bands and ran between 5pm and 8pm. Over 300 people attended the event. Armadale City Concert Band, sponsored by the City of Armadale, performed in a 42 piece line-up, at Memorial Park on Sunday 4 March. The concert band is a popular addition to the summer events program and around 200 individuals, groups and families attending the concert. Minnawarra Festival The event season finished this year with the Minnawarra Festival - held across various locations within Armadale's parks and CBD. This year’s event attracted upwards of 6,000 people. Minnawarra Park was home to the many craft and food stalls and community groups and stage, Frog Hollow Park was utilised for the free carnival rides, Bedfordale Volunteer Bush Fire Brigade and local scout and guide demonstrations. Camel rides were also on offer from local tourism operators Kalamunda Camel Farm. Memorial Park was the multicultural hub and enjoyed outstanding performances by cultural groups from Sudan, New Zealand, Kerala - India, Jamaica and two local Indigenous performers. A multicultural community mural was also located in Memorial Park and children and adults alike took the opportunity to add their imprint to the mural. The Youth Activity Area was full for the Freestyle Now program between 12noon and 4.00pm and many young people enjoyed the demonstrations and workshops as well as general usage.

Information Bulletin – Issue No. 05/2012 Page C-6 Information Items from the Community Services Directorate MONTHLY OFFICER REPORTS The Visitors Centre hosted a mini-tourism expo and enjoyed a steady flow of visitors as did the antiques roadshow and Justin Friend concert at the Armadale District Hall. The provision of the Perth Tram to transport people around the city made these areas very accessible and the tram driver stopped to allow people to have a look around before boarding the tram to continue their journey around the City. Jull Street Mall was the artistic centre of the festival with marquees set up under the trees and the community invited to take part in creating the community mosaic which featured iconic images of the local area. The mosaic was all but completed over the afternoon and will be available for the City to install in a public place or add to its collection of artworks. The Armadale Society of Artists too were set up under the shade of a marquee in the mall and spent the day painting and talking to the public about their works which were exhibited on screens. Between 1pm and 2pm was a live art session where the artists painted a live model. Armadale Youth Resources were located out the front of the train station and attracted around 300 young people to either take part in or view the youth band showcase. Six bands participated in the showcase. Junkadelic, carnival band, travelled on the train from Kelmscott, arriving at the youth stage at the train station at 12.30pm to enjoy a jam with the young people getting ready for the showcase. There were around 16 people in the Junkadelic carnival band, including six young people from Armadale who had attended the Ramped drumming workshops over the summer school holiday. Junkadelic opened the finale concert at 2.45pm and played till 3.30pm. Dilip and the Davs took to the stage from 3.45pm - 5.00pm to finish the afternoon with a bang. This year’s festival was a chance to showcase a number of locations around the CBD including Minnawarra Park, Memorial Park, Armadale District Hall, Visitors Centre, History House Museum, Jull Street Mall and the Train Station, giving people an opportunity to experience a broad range of activities in a number of different settings. Initial feedback from the public, participants and CBD businesses has been very positive with feedback to be collated in the coming weeks for a more detailed appraisal of the event.

Venue: Armadale Library No. Attending: 31 Comments: On Valentine's Day the City of Armadale launched the National Year of Reading with the assistance of local MLA and author Tony Buti. Tony Buti reflected on the importance of reading in his life. He described how he grew up in a household with plenty of love but no books, through to becoming an academic and author. Following the launch speech the City’s Manager Library and Heritage, Ms Patricia Walker, gave a brief talk in which she placed the National Year of Reading in a wider context. She explained the launch in Canberra that day by Prime Minister Julia Gillard and patron William McGuiness and the many national events and competitions that were announced, to the activities planned in the City’s library service to promote the National Year of Reading. This was followed by Antonio (Tony) Buti, as author, talking about his recently published book Brothers: justice corruption and the Mickelburgs. In his address he explained how as a scholar and academic he used the court proceedings and personal interviews with persons involved and created the story as it can be told, based on as many facts as possible. He described how he told the story, documented the evidence and then leaves the reader and

The library Reading Lounge was again set up in a ‘café style’ seating arrangement with refreshment served. It was a very successful launch of the National Year of Reading 2012 in the City of Armadale. “E” (Enrich, Educate, Evolve) Program Report – NATIONAL YEAR OF READING PROGRAM Prepared by – Jenny Ramshaw - Librarian Topic: Read! Anytime Anywhere Anyhow Date: 1st May – 31st July Comments The State Library of Western Australia called for expressions of interest for copies of a free book as part of the Read! Anytime Anywhere Anyhow adult reading and literacy program that is linked to the 2012 National Year of Reading (NYR). The book, published by Fremantle Press, will contain three short stories taken from The Kid on the Karaoke Stage & Other Stories. The City’s Library service prepared a submission for 1200 copies of the books to be used in a ‘Reading off the Rails’ project. Local Government libraries along the Australind rail line are members of a NYR Steering Group collectively supporting the Read! Anytime Anywhere Anyhow theme, and determined that reading while on the train would be a positive message to send. The libraries involved are Armadale, Serpentine/Jarrahdale, Murray, Waroona, Harvey and Bunbury.

It is pleasing to advise that the submission prepared by the City of Armadale on behalf of the Steering Group was successful. Copies of the free book will be delivered to Armadale library in April. His online business assists local authors in publishing their eBooks. Mr Ramshaw began his talk by asking the audience what they wanted to get out of the session. People were there for a variety of reasons. Some had written, or were thinking of writing a book, and others who wanted to learn more about the fundamentals of eBooks. For those who were there to learn more about the fundamentals of eBooks, he gave an informative talk and spoke about how they compliment printed books at the present time, and encouraged people to embrace this technology. He showed statistics in his power point presentation how rapidly this technology is growing. For those who were there to find out more about how they could get published online, he gave them lots of tips and tricks on online publishing and some ways to save money in the process. He went on to say that whatever format the book has been written in, the book content has to be interesting. His quote was ‘if an author has written a good story, the reader will be transported to another place’ regardless of whether the book is being read in hardcopy or on a Kindle, etc. This was an excellent information session, particularly given the developments in the area of e-publishing. “E” (Enrich, Educate, Explore, Entertain) Session Report – Community Information Talk Prepared by – Jan Pedroli, Adult Svcs Librarian, ARM Library Topic: Prison Life Presenter: Jim Fisher Date: Wednesday 22 February 2012 Time: 6.30 – 7.30pm Venue: ARM Library Reading Area No. Attending: 44 Comments: Jim Fisher began working in the Western Australian prison system in the early 1970s. Over the years, he has worked at the Hakea, Canning Vale and Fremantle prisons and state detention centres. Two major incidences in his career were the Perth prison riots of 1988 and 1998. An outcome of the riots was the formation of the Metropolitan Securities Unit, a

Since those days, he has managed detention centres through out Australia – often called in as a consultant to review and introduce new management procedures. He told his audience about how things have changed over the years within prison systems for both prison officers and inmates. The very authoritarian approach to prisoner management has given way to behaviour management strategies. He spoke of his personal experiences from both ‘on the coalface’ and managerial backgrounds. In particular, his recollections of the major riots in the Fremantle and Casuarina prisons had the audience mesmerised! This very well attended session was very much appreciated by the crowd. A number of the attendees were former prison officers who had worked with Mr Fisher and obviously held him in high regard. In short, this was a very successful session. This was evidenced by library staff who, on leaving the building half an hour after closure, came across the speaker still talking to interested people in the basement car park! This session was arranged through the Birtwistle Local Studies Library. Armadale Young Writers Award Preparations are beginning for 2012 Armadale Young Writers Award that is due to be launched in June. Prior to the launch a number of writing workshops both in local schools and the Armadale library will take place, conducted by local Young Adult author Doris Stutley. Thanks to sponsorship funding from the Rotary Clubs of Belmont and Mill Point, writing workshops can be offered to every school in the district at no cost. Mrs Stutley’s own publishing company Bushytail Books will again publish the winning entries this year. Advice on the Award with posters and entry forms will be sent to all schools and letters of invitation to enter the Award will be posted to members of the public library who fall within the appropriate age bracket for entries. Information Bulletin – Issue No. 05/2012 Page C-11 Information Items from the Community Services Directorate MONTHLY OFFICER REPORTS Birtwistle Local Studies Library (BLSL) (Report prepared by Susan Hall, Historian/Local Studies Librarian) The following projects and activities have involved the BLSL staff, volunteers or visitors: Special visitors to the Birtwistle Local Studies Library A visit by Albert Tognolini was organised by a City of Armadale planning officer late February. Albert left the district in the early 1950s but visits the district on a regular basis. He shared some of his memories about the family’s property on the western side of the railway line, bordered by the Forrest and Seventh Roads. Albert began work as a district engineer for the Main Roads in January 1960 at Derby and was appointed Commissioner in December 1987. A rest stop for motorists was named the Albert Tognolini Rest Area, 280 km South of Port Hedland. History of former clubs and associations of the district The recording of the histories of the district’s former clubs and associations has continued with a visit by Jean James (nee Fancote) and a commitment by her to write her memories of the South Suburban Junior Farmers’ Club. The memoirs will be based on her personal research and the copies of photographs donated by her to the Birtwistle Local Studies Library recording the activities and events conducted in the district in the 1960s -1970s. Volunteer’s work The BLSL team of volunteers returned in February after a summer break. They have made good progress with:

• A thorough stock-take of books held in the collection • Subject headings for newspapers and sorting of articles for insertion in the

vertical filing system • The transcribing of Mabel Hanley’s and Beryl Tyler’s interview and the

completion of an interview with Alex Cumming. • The editing and logging of an extended interview with Bert Harrison

Joint City of Armadale Library and BLSL oral history project The sizable collection of oral history recordings held in the BLSL receive little attention from the public and so a joint decision was made to make a number of the oral history recordings and transcription logs available to the general library membership for borrowing. The forthcoming ANZAC Day prompted the idea to collate excerpts from interviews regarding events during World War II. The BLSL contract librarian has created CD recordings from pertinent sections of interviews and accompanying transcription logs, encased in disk cases with customized covers. There will be five or six of these recordings made available by April. Family history The Comment Newspaper published an article and photograph early in February about the volunteers and the Family History resources available in the BLSL. Perhaps because of this and a generally growing reputation for providing an excellent service to family history

Due to personal reasons, the number of active volunteers has been reduced to three. The situation will be monitored with a drive for more volunteers in the near future if needed. Research The calls for research assistance are ongoing. During February, information was requested about Kelmscott’s Cockram family; a saw mill in Kelmscott; a guest house in Roleystone owned or possibly built by Thomas Buckingham jnr; Jim and Alma Baker; William Lockard; the Taylor family from Forrestdale and the likelihood of the Bourman family being noted in the new City of Armadale history book. A volunteer researcher collating the history of the burials and the church at the Kenwick cemetery has made the observation that there is an overlap or these records and those of St Mary’s Church and the Kelmscott cemetery records. There is also a gap in the records held by St Mary’s Church because this was not legally required until the early 1900s. History House Museum (Report prepared by Christen Bell, Museum Curator) Museum Renovations The majority of this month has been spent overseeing the renovations at History House Museum. This has involved the:

• removal of the collection from the museum’s exhibition space • the installation of new carpet • maintenance work (only possible due to the clearing out of the museum) • re-installing new exhibitions

The museum re-opened on the 1st of March 2012. EducationProgram Visit to Cecil Andrews Senior High School The Education Officer was invited to talk to the Year 8 students about Armadale’s Past. This talk consisted of a PowerPoint Presentation on the main themes of Armadale’s Past and an accompanying worksheet. School Visits Booked A number of schools have booked in for our programs in March when the Museum has reopened.

Rangers will be conducting an extensive dog registration survey throughout the district during the next 2-3 months. A fundamental part of a door knock is to create an awareness of both the Dog Act and the City of Armadale Local Laws Relating to Dogs, identify potential and actual problems and provide advice that may assist in preventing or treating a problem. The City has 12,691 registered, and an undetermined number of unregistered, dogs. It is generally accepted that dogs registered with a Local Authority form as little as 50% -70% of the total dog population. The reasons why dog owners do not register their dogs include: not being able to afford it, do not want to, cannot see the need to, do not know they had to, they feel that they get nothing for their registration fee, or they have simply not got around to doing it.

The extensive door knock referred to above is expected to increase the number of dog registrations in the City.

Ranger Service attended to twenty (20) general enquiries relating to the unlawful parking of vehicles during this report period.

Commercial Vehicles (Trucks) There has been a marked decrease in the number of reports received in relation to trucks being parked in residential areas for extended periods; Rangers will continue to be vigilant in this area of operations.

Abandoned Vehicles The number of abandoned vehicles is steadily increasing, and the cost to the City in the collection and disposal of abandoned vehicles (most of which have no commercial value) is in excess of projected estimates. This is a problem currently being shared by most Metropolitan Local Governments.

Control of Vehicles (Off Road Areas) Ranger Service attended to seventeen (17) reports of vehicles (motor cycles) being driven in a prohibited area, during the report period. Fire Services

Rangers continue a high profile in relation to hazardous blocks and offer advice to land owners with regard to fuel reduction and ongoing maintenance of firebreaks.

Ranger Services attended to one hundred and thirty six (136) enquiries, during this report period, mainly associated with alternative style firebreaks and advise regarding general fire safety.

Volunteer Bush Fire Brigades experienced a normal amount of calls to bush/scrub fires, during February, however due to excellent response from members they have been able to deal with those incidents in a timely and effective manner, thereby reducing the potential for a major fire situation.

Information Bulletin – Issue No. 05/2012 Page C-21 Information Items from the Community Services Directorate MONTHLY OFFICER REPORTS Visitor Centre Summary The Visitor Centre has experienced a 10% increase in tourism activity over the past 12 months bringing over $1 million into the region. However, at a recent Tourism Council WA meeting it was reported that in the past twelve months WA has lost 83,000 interstate visitors and $130 million tourism dollars, mainly from the leisure markets. This indicates that our 10% increase in tourism activity for Armadale is therefore noteworthy and endorses the destination marketing $ investments made by the City of Armadale to its Visitor Centre. 21,322 Armadale Regional Visitor Guides have been distributed across the State of WA by Tourism Marketing & Promotions into a Metro Brochure Rack Service, Metro Visitor Centres and Regional WA. 21,000 DL Armadale brochures have been distributed by Experience Perth Marketing into Singapore and Malaysia, over the past 12 months. Volunteers At a volunteer training meeting held recently, all of our volunteers agreed to wear a uniform shirt whilst on duty at the Centre. A local dressmaker will make the shirts, with an expected completion date of early April. This will bring our VC into line with all other Visitor Centre across the State, where uniformed volunteers are the ‘front line’ welcoming all visitors to each region. Two new volunteers have joined our team taking our total volunteer group to eleven. New Appointment The City has appointed Mrs Barbara Hugill, recent Manager of the Kalbarri Visitor Centre, to the position of Senior Tourism Officer at the Visitor Centre. Barbara will take over the day-to-day operational control of the Centre whilst Yvonne Bradfield will move into the recently approved Tourism Development role. Promotional The Visitor Centre Coordinator and staff will be participating in the following promotional activities over the coming month of March:

Tourism Boost Workshop held at the Manse Restaurant on the 7th March Tourism Expo at the Visitor Centre on Sunday 18th March Hills Heartbeat Festival at the Armadale Christian College on Saturday 24th March

Tourism Development Strategy The Coordinator attended a City of Gosnells Economic Development workshop hosted by their Economic Development Officer, Mike Brewis. ED officers from City of Perth, Belmont, Canning, Mundaring, Kalamunda, Gosnells and I attended.

The Coordinator will continue to support this cooperative partnership. A half day regional famil with staff from Countrywide Publications was undertaken and as a result Countrywide Publications will meet with Armadale operators to discuss a cooperative marketing campaign over the coming twelve months

• A full day famil with the Manager of Tourism Travel Services for the RAC, Mark Abercromby and Courtney Bowen presented the City of Armadale tourism potential and opportunities. As a result of the famil, there will be a large three page spread in the RAC Travel Magazine winter publication promoting Drive Trails throughout our region to all members of the RAC across our State.

• The Coordinator met with Scott Robertson, Senior Media Consultant for Scoop

Publishing to discuss a cooperative marketing campaign with Armadale operators. A partnership will be formed with Scoop to allow the magazine to promote accommodation and things to do in our region. Any bookings made by customers through Scoop will be captured by the Bookeasy on-line reservation systems connected to the Armadale Visitor Centre allowing our regional VC to benefit.

• The Coordinator attended the Business Armadale Breakfast at which Dr Tony Buti,

MLA gave a presentation and also attended a meeting in Roleystone at which the Perth Hills Planning Bill was discusses.

• The Highway 20 Project continues to grow with the Coordinator organising another

cooperative partnership meeting in Pinjarra during March. RAC Travel has expressed an interest in this project, supporting a double page spread in their Travel Magazine in their spring edition.
