The Government of India established the National Board of Examinations (NBE) in

1975 with the objective of improving the quality of the Medical Education by

establishing high and uniform standards of postgraduate examinations in modern

medicine on an all India basis and utilizing existing infrastructure for capacity

building.

NBE at present conducts postgraduate and postdoctoral examinations in approved

specialties leading to the award of Diplomate of National Board. The Medical

Council of India has laid down standards for postgraduate examinations

conducted by various medical colleges and affiliated to concerned universities and

other institutions, yet the levels of proficiency and standards of evaluation vary

considerably in these institutions.

The Examinations conducted by NBE provide a common standard and mechanism

of evaluation of minimum level of attainment of the knowledge and competencies

of medical specialties. Moreover, intra country and international comparisons are

facilitated with the availability of common evaluation mechanism.

2. INFORMATION FOR CANDIDATES

2.1. DNB – Final is an exit examination leading to the award of DNB qualification.

2.2 (a) A candidate registered with NBE as a DNB trainee and obtaining requisite period of training as prescribed by NBE & fulfilling other eligibility criteria as stated in the Information Bulletin may appear for the DNB final examination (Broad and Super Specialty).

2.2 (b) A candidate holding a medical qualification (MD/MS/DM/MCh) i.e. having passed the final examination in a specialty recognized as per the provisions of Indian Medical Council Act 1956 as amended from time to time and MD/MS/DM/MCH/DM/MCh degree has been awarded on or

thbefore 30 April 2019 & fulfilling other eligibility criteria as stated in the Information Bulletin may appear for the DNB final examination in same specialty.

2.3 The examinations are held only as per the schedule of examinations prescribed by NBE from time to time.

2.4 Hard copy of printed applications for admission to the examination should

definitely reach NBE by the specified date.

2.5 The list of specialties in which examination will be conducted can be seen at Annexure II

2.6 Print out of the online application form shall be certified by the head of the institution at the appropriate place and the application form supported with the relevant documents is to be sent to NBE. Candidates who are not in service shall get their forms signed by Head of Institute where they have trained or where they are working.

2.7 Application form of candidates producing false or fabricated records will not be considered and the candidate may be further debarred from appearing in any future examinations.

2.8 Candidates should go through this bulletin carefully for eligibility criteria before writing to NBE. Queries pertaining to eligibility and other issues will be entertained only if the information requested is not given in the bulletin or on website www.natboard.edu.in

2.9 Submission of incomplete online application form not in accordance

with prescribed instructions will not be considered. In such cases, the

examination fee shall not be refunded.

2.10 Fee shall neither be carried forward to a future date nor refunded under any

circumstances any circumstances.

2.11 Candidate found to be ineligible at any stage of DNB examination, will not be

permitted to appear in the examination. In an unlikely event of any ineligible

candidate appearing and/or passing the DNB examination, the

results/candidature of such candidate shall be cancelled and/or is deemed

to be cancelled.

2.12 NBE reserves the right to withdraw permission, if any, granted inadvertently

to any candidate who is not eligible to appear in the DNB Examinations even

though the admit card/roll number has been issued or name/roll number is

displayed on NBE website.

2.13 Candidates’ eligibility is purely provisional & is subjected to the fulfillment

of eligibility criteria as defined by NBE.

2.14 Instructions in the information-bulletin are liable to change based on

decisions taken by the NBE from time to time. For theory & Practical Exams

the candidates shall be governed by Information Bulletin by which they apply

for the theory Examinations.

2.15 a. NBE reserves its absolute rights to alter the examination schedule,

pattern, policy and guidelines at any time during the continuation or

after the completion of DNB training (2 or 3 years/as the case may be.)

The candidate shall have no right whatsoever for claiming/deriving any

right from past or present schedule, policy and guidelines of NBE.

b. NBE reserves its absolute right to alter, amend, modify or apply any or

some of the instructions/ guidelines contained in this information

bulletin.

2.16 The existing schedule, pattern, policy and guidelines are for ready reference

only but in no way, they are or are ought to be treated as representative or

acknowledgment of fact that NBE is bound to follow the same in future.

2.17 In case of any ambiguity in interpretation of any of the instructions/ terms/

rules/criteria regarding the determination of eligibility/conduct of

examinations/ registration of candidates/information contained herein the

interpretation of the National Board of Examinations shall be final and

binding in nature.

2.18 Request shall not be entertained for change in date/center of examination

under any circumstances.

2.20 Copy of printed application form may be retained by the candidate for future

reference.

2.21 Roll number for DNB Final Examinations may be seen on the website thwww.natboard.edu.in and shall be available after 25 May 2019.

2.22 Result for DNB Final Examinations shall be displayed on the website

www.natboard.edu.in

2.23 Candidates should ensure before applying for the submission of application

form that their MD/MS/DM/M.Ch/ Diploma is recognized by MCI. If it is

found at any time that the Degree/Diploma is not recognized by MCI then

NBE will have the right to cancel the registration.

2.24 Registration with NBE is mandatory for all candidates appearing in DNB

Examinations.

2.25 All the correspondence should be addressed to the Honorary Executive

Director, National Board of Examinations, Medical Enclave, Mahatma

Gandhi Marg, Ansari Nagar, New Delhi-110029. Candidates are requested to

kindly super scribe the envelope with the subject matter of the

correspondence for expeditious processing. For queries submitted by

e- mail, please do mention DNB Final - Session JUNE 2019 in subject line and

include your complete contact details.

2.26 The jurisdiction for court cases/disputes shall be at Delhi in the Delhi

High Court.

3. FEE STRUCTURE

3.1. Examination Fee

3.2 How to pay

The prescribed exam fee should be remitted through payment gateway

provided using a Credit Card or a Debit Card issued by banks in India. For

more information, please visit the website (www.exam.natboard.edu.in).

3.3 Candidates remaining absent from the examination or declared ineligible

will forfeit their examination fee. Candidates are advised to read the rule

position carefully and satisfy the terms and conditions for fulfillment of

eligibility criteria before proceeding for payment of fees.

3.4 Fees shall neither be refunded nor carried forward if the application for

DNB is rejected/candidature is found to be ineligible.

4. EXAMINATION FOR BROAD SPECIALTIES

4.1 For Broad Specialties:

DNB Final is a two-stage examination comprising of theory and practical

examination.

An eligible candidate who has qualified the theory examination is permitted

to appear in the practical examination.

A candidate unsuccessful in the first attempt of practical examination is

permitted to undertake two more attempt(s) of practical examination, these

attempts shall be any two practical exams of the exams placed with the next

three sessions of theory examination and after payment of full examination

fees as may be prescribed by NBE.

Example: Candidates qualifying theory examination in JUNE 2019 session

shall appear for their first attempt in the practical exams placed in

Sep/Oct/Nov 2019 session compulsorily and in the event of they not passing

this practical examination, the candidate(s) may take any two attempts

at the practical exams placed along with the next three consecutive theory

sessions.

Assentation from Practical Examination is counted as an attempt.

The list of Specialties in which candidates can undertake DNB Final

examination in JUNE 2019 are mentioned at Annexure-II.

4.2 Examination (Broad Specialties):

a) Theory Examination

I. The theory examination comprises of four papers, maximum marks100 each.

II. There are 10 short notes of 10 marks each, in each of the papers.The number of short notes and their respective marks weightage may vary in some subjects/some papers.

III. Maximum time permitted is 3 hours.

IV. Candidate must score at least 200/400 in the aggregate of 4 papers to qualify the theory examination. Grace marks of up to 2% of maximum marks i.e. 8/400 shall be given only to the candidates falling in the zone of consideration i.e. securing between 192-199 marks out of 400.

V. Only those candidates who have qualified the theory examination are permitted to take up the practical examination.

b) Practical Examination:

I. Maximum Marks: 300.

II. Comprises of Clinical Examination and Viva.

III. Candidate must obtain a minimum of 150/300 marks in the Clinical Examination (including Viva) to qualify for the Practical Examination. There is no provision for grace marks in Practical examination.

IV. There are a maximum of three attempts that can be availed by a candidate for Practical Examination.

V. First attempt is the practical examination following immediately after the declaration of theory results.

VI. Second and Third attempt in practical examination shall be permitted out of the next three sessions of practical examinations placed alongwith the next three successive theory examination sessions; after payment of full examination fees as may be prescribed by NBE.

VII. Absentation from Practical Examination is counted as an attempt.

VIII. Appearance in first practical examination is compulsory;

IX. Requests for Change in center of examination are not entertained,as the same is not permissible.

X. Candidates are required not to canvass with NBE for above.

a. DNB Broad Specialty Candidates: Candidates who have undergone

training as a DNB trainee at any National Board of Examinations

accredited institute or any medical college/university recognized

institute after having registered with NBE as a DNB trainee and are

completing their prescribed (as per registration letter) training as DNB

trainee as per the following schedule can undertake the DNB Final

Examination in the same specialty subjected to completion of training

by the date mentioned & submission of certificate to this effect.

Submission of Training Completion Certificate along with leave records

for DNB trainees is an essential pre-requisite. In case the candidate does

not submit the training Completion certificate (as per applicable format

given in Annexure III & IV) with the hard copy of printed application

form, his/her application may be rejected and fees forfeited.

Ex-candidates are required to submit copy of training completion

certificate as per Annexure IV.

Request for extension in cutoff date for completion of training for the

purpose of eligibility determination for DNB final Examination shall not

be considered.

b. MD/MS: Candidates who have passed the final examination leading to

the award of Post Graduate Degree from Indian Universities which are

duly recognized as per provisions of Indian Medical Council Act 1956 and thMD/MS degree has been awarded on or before 30 April 2019 can

apply for the DNB Final examination in same broad specialty.

Cutoff date for completion of DNB Training

th 30 November, 2019

thSubmission of proof of having MD/MS degree on or before 30 April 2019

is an essential prerequisite. In case the candidate does not submit

the requisite proof of MD/MS degree his/ her candidature shall be

cancelled & fees forfeited. The requisite document/s should be submitted thto NBE latest by 7 May 2019.

c. Post Diploma: Candidates who are registered with NBE and

completing their prescribed training (as per the registration letter)thby 30 November 2019 are eligible to appear in DNB final Examination.

Submission of Training Completion Certificate along with leave records

for DNB trainees is an essential pre- requisite. In case the candidate does

not submit the training, Completion certificate and leave records (as per

applicable format given in Annexure III & IV) with the hard copy of

printed application form, his/ her application may be rejected and fees

forfeited.

During the submission of online application form for final exam, all

DNB candidates registered with the Board have to upload a scanned

copy of the registration letter/registration number issued by NBE.

Request for extension in cut off date for completion of Training for the

purpose of eligibility determination for DNB final Examination shall

not be considered.

Candidates not completing their DNB training at the time of submitting

the online application are required to submit provisional training

completion certificate as per format in Annexure-III along with leave

records and also required to submit Annexure-IV within 15 days of

completion of their training. Such candidates shall be provisionally

allowed to appear for DNB Examination at sole discretion of NBE and

subject to compliance of eligibility criteria prescribed.

5. EXAMINATION FOR SUPER SPECIALTIES

5.1 For Super Specialties:

The DNB Final is a two-stage examination comprising of theory and practical

examination.

An eligible candidate who has qualified the theory examination is permitted

to appear in the practical examination.

A candidate unsuccessful in the first attempt of practical examination is

permitted to undertake one more attempt in practical examination. This

second attempt shall be permitted out of the next 2 sessions of practical

examination placed along with the next two successive theory examination

sessions.

Absentation from Practical Examination is counted as an attempt.

The list of Specialties in which candidates can undertake DNB Final

examination in June 2019 are mentioned at Annexure-II

5.2 DNB Final Examination for Super Speciality

a) Theory Exam:

I. Maximum Marks: 300.

II. The theory exam comprises of three question papers.

III. There are 10 short notes of 10 marks each in the question paper.

The number of short notes and their respective marks weightage may

vary in some subjects/some papers.

IV. Maximum time permitted is 3 hours for each question paper.

V. Candidate must score at least 50% of maximum marks to qualify the

theory exam i.e. candidate scoring 150 or more marks out of 300 shall be

declared ‘pass’ in theory examination.

VI. Candidate must score at least 150/300 in the aggregate of 3 papers to

qualify the theory examination. Grace marks of up to 2% of maximum

marks i.e. 6/300 shall be given only to the candidates falling in the zone

of consideration i.e. securing between 144-149 marks out of 300.

VII. Candidates who have qualified the theory examination are permitted to

take up the practical examination.

b) Practical Examination:

I. Maximum Marks: 300.

II. Comprises of Clinical Examination and Viva.

III. Candidate must obtain a minimum of 150/300 marks in the Clinical

Examination (including Viva) to qualify for the Practical Examination.

a) DNB Super Specialty Candidates: Candidates who have undergone

training as a DNB trainee at any National Board of Examinations

accredited institute or any medical college/university recognized

trainee as per the following schedule can undertake the DNB Final

Examination in the same specialty subjected to completion of training by

Surgery comprises of two question papers.

III There are 10 short notes of 10 marks each in the question paper.

IV Maximum time permitted is 3 hours for each paper.

V Candidate must score at least 50% of maximum marks to qualify the

theory exam i.e. candidate scoring 100 or more marks out of 200 shall be

declared ‘pass’ in theory examination.

VI Candidate must score at least 100/200 in the aggregate of 2 papers to

qualify the theory examination. Grace marks of up to 2% of maximum

marks i.e. 4/200 shall be given only to the candidates falling in the zone

of consideration i.e. securing between 96-99 marks out of 200.

5.6 Thesis Submission to NBE

As per NBE norms, writing a thesis is essential for all DNB candidates towards

partial fulfillment of eligibility for award of DNB degree certificate.

DNB candidates are required to submit their thesis before the cut off date th

which shall be 30 June of same year for candidates appearing for their

scheduled December final theory examination. Similarly candidates who

shall be appearing in their scheduled June DNB final examination shall be strequired to submit their thesis by 31 of preceding December.

5.7 Declaration of DNB Final Results

a. DNB final is a qualifying examination.

b. Results of DNB final examinations (theory & practical) are declared asPASS/FAIL. In case, the applicant candidate is provisionally eligible ondate of declaration of result his/her practical examination result shall bewithheld & shall be declared only upon being status eligible. DNB finalPractical result shall not be declared if, the candidate has not submittedfinal training completion certificate in the prescribed format and/or thethesis has not been accepted.

c. The details of marks obtained/grading in final theory/practicalExaminations will be provided to all the candidates. Procedure forobtaining question wise marks can be seen at NBE website (Notice dt. 20.04.10, 14.12.11)

d. There will be no re-evaluation or rechecking/ re-totaling of answersheets. Requests for re-evaluation/re-totaling shall not be entertained.

e. Results can be seen on website www.natboard.edu.in

f. Candidates successful in theory examination will be informed by meansof a letter/email about details of the practical center. No separatecertificate for passing theory examination will be issued.

g. Candidates successful in the practical examination are sent Provisional Certificate of Passing DNB individually by Post.

h. Under normal circumstances the certificates of passing are dispatchedto the candidates within four weeks of declaration of results, however,due to unforeseen circumstances, this period may vary.

i. For duplicate provisional pass certificate submit a request letter statingreasons to issue a duplicate certificate, copy of FIR lodged with policeauthorities for loss of certificate, affidavit in support of applicatio(attested by public notary/oath commissioner/judicial magistrate), feeof One thousand for document upto preceding 3 years and Twothousand rupees for documents more than three years old. Thedemand draft should be made in favour of National Board ofExaminations, payable at New Delhi.

k. Please note that submission of Thesis is an essential criterion for

appearing in DNB Final Examination. Please refer Para 5.4. for details.

l. Final result in respect of DNB candidates shall be declared only on

completion of entire duration of training, thesis acceptance and

submission of final training completion certificate in the prescribe

format.

• Successful candidates in all respects shall be eligible to award of DNB

degree.

• National Board and Examinations shall be conferred DNB degree

subject to fulfillment of eligibility criteria at the Convocation Ceremony.

7. INSTRUCTIONS TO THE CANDIDATES FOR FILLING THE ONLINE APPLICATION FORM FOR DNB FINAL EXAMINATION JUNE 2019

7.1 DNB Final Examination (Broad & Super Specialties) JUNE 2019 shall be held th

on 7, 8 and 9 June 2019.

7.2 Candidates are advised to carefully go through the Information Bulletin

before starting to fill the online application form.

7.3 The online application for DNB Final Examination is available at

www.exam.natboard.edu.inth7.4 Candidates can submit their online application form on or before 15 April

2019.

7.5 The candidate will be able to print the hard copy of online application form

on successful completion of online application form. While filling the online

application form please note that all the fields marked “*” are mandatory.

7.6 Candidate can register for DNB Final Examination (Broad Specialties) only

once against their primary mobile number and primary e-mail ID.

7.7 The scanned photograph and signature to be uploaded must be in jpg/jpeg

format and should not be more than 100KB size. The photograph should

have the following specifications:

• Size of photograph: minimum 35x45 mm with at least 75% coverage of

face & head of the candidate.

• A caption indicating the name of the candidate and date of capturing

the photograph should be there at the bottom of the photograph.

• Background of the photograph: white

• The photograph needs to display full front view of the face. Please look

directly into the camera with a neutral expression.

• Please avoid photograph with reflection or shadow on the face with

red eyes.

• The photograph needs to be printed on a high-quality paper with at

least 600 dpi Resolutions.

• The photograph must not have kinks, scratches and stains.

7.9 At the time of submission of online application form, the candidate

(The online application form shall be certified by the Head of the

institution at the appropriate place. Candidates who are not in service

shall get their forms signed by Head of Institute where they have trained

or where they are working).

9. UNFAIR MEANS

If during the course of training / examination, a candidate is found indulging in any of the following, he/she shall be deemed to have use unfair means.

9.1 Candidate undergoing DNB training if by himself or in connivance with theaccredited Institute authorities tries to abstain himself from DNB training orsubmits false/ forged certificate towards DNB training.

9.2 Maintaining incomplete/incorrect log book, attendance records, trainingschedule, thesis work etc.

9.3 Submission of DNB training certificate with wrong dates of joining andcompletion of training.

9.4 Candidate misbehaving or using abusive language with other DNB traineesor patients or staff of accredited institute or with the faculty of theaccredited institute.

9.5 Candidate who has resigned from DNB course (after joining the DNB course)if appears for DNB entrance during the scheduled duration of training.

9.6 If a candidate is found to have made a wrong statement in his/her onlineapplication form for admission to the examinations / counseling / trainingor has attempted to secure or has secured admission to any of theexaminations of NBE by making a false statement or by production of a falsedocument.

9.7. If at any stage a candidate has tampered with any entry in the certificateor statement of marks or any certificate issued by any governmental or no-governmental body or any other document that has been issued to him/ herby the Board.

9.8 In the answer book, a candidate is not permitted to write his/her name orput his/her signature or put any sign or mark (except the jacket of the answersheet) which may disclose his/her identity to the examiner.

9.9 Use/possession of any kind of electronic gadgets including mobile phoneswith or without internet (whether the gadgets are actually used or not).

9.12 Giving or receiving assistance directly or indirectly of any kind or attemptingto do so.

9.13 Change of seat without the permission of Examination Superintendent/In charge Computer Laboratory.

9.14 Writing questions or answers on any material other than the answer

9.15 Tearing of any page of the answer book or supplementary answer book etc.

9.16 Contacting or communicating or trying to do so with any person, otherthan the Examination Staff, during the examination time in the examinationcenter Computer Laboratory.

9.17 Consulting notes, books or any other material or outside person whilegoing out of the examination hall/Computer Laboratory to toilet or to any other place.

9.18 Taking away the answer book out of the examination hall/room.

9.19 Impersonation.

9.20 Candidate appearing multiple times with same or different identity indifferent sessions of same examination conducted on Computer BasedTesting platform.

9.21 Using or attempting to use any other undesirable method or means inconnection with the examination.

9.22 Smuggling out Question Paper or its part; or smuggling out answer book/supplementary answer sheet or part thereof.

9.23 Running away or swallowing or destroying any note or paper or materialfound with him/her.

9.26 Found exchanging answer book or question paper with solution or copyingfrom unauthorized material.

9.27 Peeping into the computer monitor screen of the other candidate.

9.28 Disclosing his/her identity or making distinctive mark in the answer book forthat purpose or fails to deliver his/her answer book/ continuation sheetbefore leaving the examination hall.

9.29 Hacking or attempting to hack or causing interference with the website ofNBE or its Technology Partner(s) or their Information Technology systems.

9.30 Tampering with Information Technology systems of NBE or TechnologyPartner(s) or Computer Laboratory.

9.31 Damaging the computer systems of computer Laboratory.

9.32 Candidate appearing in FMGE is ineligible to appear in any other NBE examstill such time the candidate qualifies FMGE and is registered by MedicalCouncil of India / State Medical Council, a candidate appearing in FMGE andother exams in the same session is an unfair means case and is to be dealtaccordingly.

9.33 Candidate found to have attempted or trying to attempt personally orthrough another person to influence or pressurize an examiner, or anyofficer or official connected with the examinations of the NBE or itstechnology partner, either at the Board or at the office of technology partneror their respective residence(s), in any matter concerned with theexaminations.

9.34 NBE are governed by Non-Disclosure Agreement (NDA) which prohibitsthe candidate from publishing, reproducing or transmitting any or somecontents of the test, in whole or in part, in any form or by any means verbal orwritten, electronic or mechanical or for any purpose. Any candidate violatingthe NDA will be treated as UMC.

9.35 If at any stage if it is found that the candidate has appeared multiple timesin the same session of examination or has appeared in same or differentexamination of NBE with different names, unfair means case shall beregistered against such candidate and dealt accordingly.

9.36 Any act of candidate/any person which is detrimental to safe, secure andsmooth conduct of examination and the decision of EEC in this regard shallbe final.

9.37 Candidate is found talking/peeping to another candidate during theexamination hours in the examination room.

9.38 A candidate who refuses to obey the Superintendent of Examination center/Computer Lab and changes his/her seat with another candidate and/orcreates disturbance of any kind during the examination and/or otherwisemisbehaves in the examination hall.

9.39 A candidate found copying from notes written on any part of his/herclothing, body, desk or table or instrument like setsquares, protractors,scales etc. or who is found guilty of concealing, disfiguring, renderingillegible, swallowing or destroying any notes or papers or material foundwith him/her or found exchanging answer book or question paper withsolution or talking to a person or consulting notes or books outside theExamination Hall, while going to the toilet or in the toilet.

9.40 Any candidate found guilty of having adopted anyone or more of the aboveUnfair means/misconduct is liable to be penalized with a penalty by theEthics Committee, which may vary from cancellation of the examination/expulsion up to next 14 attempts/7 yrs and/or cancellation of candidatureas may be decided by Examinations Ethics Committee after consideringeach case.

9.41 The above list is purely indicative. If any act of omission or commissionattributed to the candidate/intent by the candidate to vitiate the sanctity ofthe examination in decision of NBE shall be taken up as unfair means.

11. LEAVE RULES FOR DNB/FNB TRAINEESThe following revised leave rules shall apply to the candidates, who join in or after 2018. Those who joined before 2018, the old leave rule shall be applicable.

11.1 DNB/FNB Trainees are entitled to avail leave during the course of DNB/FNBtraining as per the Leave Rules prescribed by NBE.

11.2 A DNB/FNB Trainees can avail a maximum of 30 days of leave in a yearexcluding regular duty off/ Gazetted holidays as per hospital/institutecalendar/policy. This leave shall be processed at the institutional level.

11.3 Any kind of study leave is not permissible to DNB/FNB Trainees.

11.4 Under normal circumstances leave of one year should not be carried forwardto the next year. However, in exceptional cases such as prolonged illness, theleave across the DNB/FNB training program may be clubbed together withprior approval of NBE.

11.5 Unauthorized absence from DNB/FNB training for more than 7 days maylead to cancellation of registration and discontinuation of the DNB/FNBtraining and rejoining shall not be permitted.

11.6 Any Leave availed by the candidate other than the eligible leave (30 days peryear) shall lead to extension of DNB /FNB training. The training institute hasto forward such requests to NBE along with the leave records of thecandidate since his/her joining and supporting documents (if any) throughthe Head of the Institute with their recommendation/comments. NBE shallconsider such requests on merit provided the seat is not carried over andcompromise with training of existing trainees in the Department.

11.7 Any extension of DNB/FNB training beyond the scheduled completion dateof training is permissible only under extra-ordinary circumstances with priorapproval of NBE. Such extension is neither automatic nor shall be granted asa matter of routine.

11.8 DNB/FNB trainees are required to complete their training by a prescribedcutoff date (as per information bulletin of Exit exam) for being eligible toDNB/ FNB Exit examination.

11.9 The eligibility for DNB/FNB Final Examination shall be determined strictly inaccordance with the criteria prescribed in the respective information bulletin.
