Chairman Gaspare Maggio called the meeting to order at 1800 hours on 12 July 2006. The agenda for the LPTC meeting is included as Attachment 1. Thirty-one members and two visitors were in attendance (Attachment 2). Action Items established during the course of the meeting have been added to outstanding action items from previous meetings, and are listed in Attachment 3. Attachment 4 is a reproduction of the presentation material used by Gaspare Maggio in the meeting.

The LPTC Steering Group (attendees are indicated on the Attachment 2 attendance roster) met prior to the full committee meeting (the meeting took place on July 10, between 1800 hours and 1930 hours); minutes were taken and the topics covered were discussed again in the general meeting.

Key points and discussion from the meeting follow:

Opening Remarks / Introduction

- Gaspare Maggio started the meeting with welcoming remarks. The agenda for the meeting was also reviewed.

Propulsion and Energy Business

- None, but Betty Guillie handed out AIAA coffee mugs to all members.

Old Business

- David Perry asked if there were any comments or corrections to the minutes of the LPTC General Membership meeting in Reno in January 2006. No comments or corrections were received, and the minutes were then approved as written by voice vote.

- The status of the action items was reviewed (see Attachment 3 for details). New items of note included:o Item 02JPC-1 remains open. The membership committee still has one remaining

biography due from one member. New submittals or updates should be made to the membership subcommittee chair, Pat Sgarlata.

o Items 06ASM-8 and 06ASM-9 remain open, with no progress noted in the meeting.o Item 06JPC-1 was assigned to all members to provide inputs for the newly proposed

LPTC newsletter. Ron Wojnar presented the basic concept and members are encouraged to submit items by October 15 and April 15.

o Item 06JPC-2 was assigned to Gaspare Maggio to reexamine the function of each subcommittee and determine if new subcommittees or the merging of existing subcommittees will better serve the LPTC.

o Item 06JPC-3 was assigned to Kent Pugmire to create a library of DVDs that can be used to fill gaps in sessions for the “no show” authors.

o Item 06JPC-4 was assigned to Scott Forde to create a running list of best papers and presenters that can be used in later sessions for the “no show” authors.

o Item 06JPC-5 was assigned to the steering committee to determine the best method to store and retrieve the history knowledge.

o Item 06JPC-6 was assigned to Kurt Kreiner to find a suitable vendor to manufacture the LPTC polo shirts.

o Item 06JPC-7 was assigned to Brian Winters to determine the process for using the director’s funds to purchase the official LPTC polo shirts with the new LPTC logo.

vote determined that the TC that has the chairmanship will have 3 votes and the other TCs will each have 2 votes.

o All new items and actions are discussed and listed in Attachment 3.

Subcommittee Reports

o Education (Bill Anderson)• No presentation was made for the Education Subcommittee.

o External Affairs (Bill Wang)• Bill was not present to present the material shown in Attachment 5. • Inputs for the 2006 Aerospace America Highlights article were solicited (see

Action Item 06ASM-1 on Attachment 3). Inputs are due by the JPC.

LPTC Membership Subcommittee ReportJuly 2006

Sacramento Meeting Status Report

This report provides a brief summary of progress of the Membership Subcommittee over the past year. Included in this report is a summary of changes to personnel in the Liquid Propulsion Technical Committee (LPTC) membership, a summary of changes to LPTC AIAA membership status, and a breakdown of the current makeup of the committee.

Membership Roster Much of the effort associated with the Membership Subcommittee is maintaining a current roster with updated information of all committee members. The roster has had several changes over the past few years as several members left of their own accord and some were requested to step down to make room for others in the same organization. Those that were the least active on the committee over the past three years were also targeted with a request to step down.

Currently, the roster contains a good mix of professionals in the liquid propulsion area. This will be shown later in the report. Table 1 shows the current list of names on the roster. The following folks were removed from the LPTC over the past year:

o Han Nguyen (replaced by another Boeing Engineer, Gary Grayson)o Pat Hoar (requested to step down)o Andrew Crocker (changed jobs to Aerojet and stepped down)o Jeff Thornburg (was requested to step down by LPTC)o Toshiya Kimura (requested to step down)o Tim Bulk (requested to step down)o Jacky Calvignac (was replaced by another Northrop Grumman Engineer, Max Roler)

At the Reno conference in 2006, there were six new nominees officially admitted to the LPTC. These include:

The LPTC charter for membership is 35 members but it is noted that members 35 and younger and international members do not count against this total. The roster in Table 1 shows a total of 37 members where 5 are international and 3 members are 35 or younger. Therefore, there are a total of 29 members that qualify against the limit of 35 showing the committee is within the charter limits for membership.

Also, each member is requested to provide and maintain an updated resume that contains a brief biography and picture of themselves. This biography is placed on the LPTC web site for public viewing on the internet. All members, with one exception, have a current

biography that has been placed on the web site.

It is also worth mentioning that each of the new members was sent a letter discussing the charter and objectives of the LPTC and a description of each subcommittee. This package of information will be useful for new members as they get oriented to their new venture.

Membership UpgradesThe membership subcommittee spent considerable effort during the past year of upgrading the AIAA membership status of several individuals. The following members were upgraded in part through the efforts of the Membership Subcommittee.

Of particular note is that six members were upgraded to Associate Fellow during the past year, which was a huge accomplishment by the LPTC. Many members of the LPTC had to spend time supporting the nominations of these individuals. The entire LPTC should be proud of this accomplishment.

Membership BreakdownThe last section of the membership report will cover the make up of the LPTC. Several pie charts are provided showing the distribution of the 37-member LPTC. Figure 2 shows the breakdown of the committee by AIAA membership status showing that Senior members dominate the committee with 54% of the committee being Senior members. There are 11 Associate Fellows.

Figure 3 shows the distribution of United States members versus international members. The results show that 5 out of the 37 members are international. The figure shows the countries represented.

Figure 4 shows the distribution of members by profession and includes the breakdown of industry versus government versus academia. The majority of members are representing U.S. industry but the number of U.S. government members is on the rise compared to last year with three of the new members representing the U.S. government.

SUMMARYThe Charter of the Membership Subcommittee reveals the following responsibilities:1. Update and maintain LPTC membership listing with regard to affiliation, position, address,

phone number, FAX number and year of selection to the LPTC;2. Update and maintain subcommittee assignment listings;3. Transmit communications concerning membership application forms, ground rules,

supervisory approval forms and termination dates;4. Provide communications of welcome for new LPTC members, communications to remind

of commitment to responsible managers and letter of appreciation for outgoing members;5. Nominate LPTC members for the position of Chairman, Vice Chairman, and Secretary; and6. Respond to requests for AIAA nominations for various functions as requested. This report showed that items #1 and #2 are addressed in Figure 1. Items #3 and #4 were each alluded to within the report and have been accomplished over the past year. Item #6 was also accomplished with several upgrades in AIAA membership status within the committee. Lastly, item #5 is addressed during the LPTC meetings but as was shown earlier, all positions within the committee are currently assigned. Therefore, over the past year, the membership subcommittee has met all of the goals of the LPTC charter.

A special acknowledgement is given to Mr. Scott Forde for his support in all of the Membership Subcommittee tasks.

2006 JPC Observations and Lessons Learned

• A venue where all LP sessions can be co-located and all sessions can be in one facility is a huge plus

• Arranging medium to large size rooms with tables significantly improved their utility• The AIAA online abstract/paper database interface still needs major improvements to

the user interface– All abstract and session planning still had to be done “by hand” in excel– Abstracts not separated down to the topic level– Real-time status of abstract and manuscript uploads could only be obtained by

logging in as each author one paper at a time– Papers had to be reviewed before being placed into sessions– Area coordinators did not have access to all necessary data– BUT, database “dumps” were periodically made by AIAA that did provide

useful information• The Call for Papers needs to be carefully laid out with bullets for each anticipated

session topic

The move to a completely electronic conference did not necessarily improve the problem of withdrawn papers, however, it did minimize their impact because the final program and errata sheet closely reflected what was actually presentedAuthors with multiple papers in the same topic area should be treated carefully (if they withdraw both a huge hole can be created)

• Consider splitting their papers between sessions• Consider putting their papers at the end of the session

Some last minute “gap-filler” efforts were successful• Oral presentations in lieu of full papers• Repeat of good presentations (e.g. MESSENGER flight performance)• Videos (e.g. NK-33)• Addition of new papers (however these should be placed at/near the beginning of

sessions if possible)• In order to conform with AIAA’s process, LPTC sessions need to be organized and

labeled alphabetically by day• ITAR continues to be a problem for paper approval• Some authors/sites continue to have problems with late withdrawals or no-shows

– China– Iran– India– South Korea

• We need to find some way to deal with sessions that have been “decimated” by withdrawals

• Suggestion for next year’s history session – bipropellant engines?– Since we did monopropellant history this year– Could be in-space or booster/upper stage
