8. EU legislation proposal – safety on offshore oil and gas platforms
Proposed Regulation from 27 Oct 2011 (2011/0309 (COD)) Ad hoc Work Group was established to discuss the TU position
industriAll position – main demands:– Supports ambitions for safety culture and transparency, but regulation
inappropriate tool – Directive would allow for different approaches of equally high
standards (with regard to best practices)– Proper workers/TU consultation in setting safety standards!– Elected safety delegate system as in
the Nordic model– Clear and stronger role for workers
(representatives/Tus) – Active involvement of industriAll
8. EU legislation proposal – safety on offshore oil and gas platforms
Trilogue EP, Council and Commission agreed on a Directive (EP vote expected on 20 May 2013)
Sharing of best practices, implementing highest safety standards across Europe, goal-setting approach
Reference to workers participation and consultation mechanisms on tripartite basis (Art. 14a) in line with ILO convention no. 144
EU Offshore authorities Group – industriAll Europe has been invited
requirement for workers participation and tripartite cooperation requires our attention: national transposition processes and the how-to-do-it.
