The Livestock Breeding and VeterinaryDepartment under the Ministry of Livestockand Fisheries has issued notifications on poultrydiseases as there was a change in the weather.
The outbreak of poultry diseases includingnewcastle, bronchitis, cholera and avian flu arequite common in winter. And there can becomplications in outbreaks and diagnosticsymptoms and mortality rates among thosediseases.
In the winter, migratory birds often carryvirus that causes such avian diseases and infectchickens, birds and ducks.
There was a complication among choleraand other avian diseases at some poultry farms inNay Pyi Taw Pyinmana Township in the secondweek of December 2008, in Pyay, Amarapuraand Maha Aungmyay Townships in Januaryand February in 2009.
The reason is that those poultry farmsreceived no further vaccines and the potency ofvaccines given ran out. Being a highly contagiousdisease, newcastle disease caused a large numberof poultry deaths. As preventive measures, stepsare to be taken for banning all the affectedpoultry from reaching consumers, culling themand disinfecting the poultry farms.
In the meantime, for bio-security, properpoultry farms are to be built in breeding zoneswhile separating poultry and ducks from otheranimals so that diseases cannot easily spread.Moreover, items used in poultry farm, vehiclesand packaging materials are to be properlydisinfected.
People are to come forward withinformation on unusual death of chickens andbirds to the Livestock Breeding and VeterinaryDepartment and local livestock breedingfederations.
All in all, the entire people are urged tostrictly follow the notifications on poultry diseasesissued by the Livestock Breeding and VeterinaryDepartment, and only then, will the preventionof avian diseases be possible and effective.

US soldier has died as aresult of a non-combat re-lated incident in Iraq, theUS military said on Sun-day. A military state-mentsaid a soldier assigned toMulti National Division -Baghdad (MND-Baghdad) was killed onSaturday without sayinghow or where exactly theincident occurred.
MND-Baghdad is alsoknown as Task ForceBaghdad, whose majorarea of responsibility is thecity of Baghdad. The nameof the deceased is beingwithheld pending notifi-cation of next of kin, thestatement said, adding thatthe incident is under in-vestigation.

MOSUL, 16 Feb—Five people, includ-ing a Sunni Arab politician, werewounded by bomb attacks in the city ofMosul on Sunday, a local police sourcesaid. Talab Muhsin, a member of al-Hadbaa, a mainly Sunni Arab party, waswounded when an explosive chargeplanted in his car detonated in the after-noon, the source told Xinhua on condi-tion of anonymity.
Muhsin is the second politician fromthe al-Hadbaa list who survived assas-sination attack in this month.
The politician ran in the al-Hadbaalist in last month’s provincial electionsin Nineveh Province. The list won al-most half votes cast.

BAGHDAD, 16 Feb—Iraq discovered two massgraves containing a totalof 15 decomposed bodiesin areas north and north-east of Baghdad, securitysources said on Sunday.

TOKYO, 16 Feb — A US military ship had a minorcollision with a small boat Sunday near the US navalbase in Yokosuka, Kanagawa Prefecture of east Japan,local media reported.

MEXICO CITY, 16 Feb—At least seven people werekilled and five others were injured in a restaurantshooting in the western state of Jalisco, authoritiessaid on Sunday.
Director of Public Security of the municipalityof Hostotipaquillo Lucio Rossales said an armedgroup on Saturday broke into a just opened restau-rant and opened fire to the owners and workers ofthe restaurant.
At least 150 high power Ak-47 and AR-15 rifflebullets shells were found on the site.

We should not continue to allowdecadent satellite programmes
Kyaw Ye MinI happened to visit a rural village on my way a few
days ago. Today, villages in Myanmar have many finehouses. I was pleased to witness the people's livingconditions improving. I also saw a video lounge by thecentre of the village. I think each rural village shouldhave at least a facility like a video lounge for theirrecreation and relaxation after the all-day work.
The village has about over 80 houses. Goingaround the village, I noticed that it had not only manylarge houses but also about 10 satellite receivers. Thevideo lounge was found equipped with a satellitereceiver. That was a sign of the village's economicgrowth. Now, the people can well afford a satellitereceiver.
Then, a though struck my head regarding satellitereceivers.
Our country has issued laws and regulations onradio, TV, video and satellite dishes. Radio, TV, videoand satellite dishes have mushroomed throughout thenation, but not every owner pays annual fees. I am surethe majority of the owners fail to honour the law byhaving their electronics without licences.
Such a small village has about 10 satellite receivers,so, no wonder satellite receivers are abundant in urbanareas. So, the number of TV and satellite receivers of thewhole country must be very great. Today, a satellitereceiver is well affordable, so the people watch satelliteprogrammes without taking anything serious. Satelliteprogrammes are said to be all designed forentertainment, but I do not think many of theprogrammes are suitable to the people.
It is the public knowledge in our country that theMyanma Radio and TV airs broadcasts with threeobjectives: to educate, to inform and to entertain thepublic, and so does Myawady Broadcasting Station. Inthe process, they have to censor the programmes andget rid of the scenes that may hurt the public's moraleand morality. However, the programmes that aredirectly received through the satellite receivers containnews stories that are against the government's policyas well as the scenes that may hurt national culture,customs; and traditions, and characters of the people.If the government disregards and ignores that point, Iwould say those who will face evil consequences ofthat are the nation and the people.
As far as I am concerned, only a low number ofcountries bestow their people with the freedom ofsatellite programmes. Almost all the countries enforcerestrictions like media control in that regard. Thereasons to take media control are various, but thepurposes of the governments are the same: toprotect the interests of the people and the nationconcerned. Every country has to censor the scenesthat are detrimental to their national interests. ThePeople's Republic of China, for instance, prohibitsits ordinary people from watching satellite
programmes, in general. It takes media control bydesignating Cable TV, Pay TV, and Free to Air forpublic entertainment. Here, diplomatic corps,international level hotels, and the residential areasfor foreigners are privileged, and they have to payfees for specific channels and kinds under the law.
Similarly, Singapore exercises a policy on media torestrict the people to watch satellite programmes. In thecountry, the people have access to only Cable TV, PayTV and Air Channel, and it grants licence to diplomatcorps, international level hotels, and foreign languageschools and universities to use satellite receivers. Inaddition, Thailand, Malaysia, Japan, India and theRepublic of Korea take media control measures withtheir own ways. Surely, they do not allow their people touse eight-foot satellite dishes, but Myanmar citizens canuse them freely.
In some countries, the government and privatecompanies jointly control their media. Furthermore, manycountries not only restrict the rights to watch satelliteprogrammes but also control import and distribution ofsatellite receivers and accessories under the law.
In Myanmar, many people have illegallyimported, traded, distributed and used satellitereceivers and accessories for more than a decade.Taking good advantage of the circumstances in whichthe government does not enforce the laws strictly forthe convenience of the people, such people have doneso for a long time. So, the nation must have lost manytaxes, licence fees, and annual fees to some extent. Ithink necessary laws should have been enforced onregistration of satellite receivers and license fees.
The people, hotels and motels can use satellitereceivers with licence, but a disheartening point is that thegovernment has not been able to designate respectivechannels yet, so the people can watch all the satelliteprogrammes indiscriminately. That means the peoplespend much money on improper, fabricated and decadentprogrammes. Superficially, that case does not seem serious,but that is like an open sore that may grow to the mallow.Therefore, such a terrible sore is to be cured duly.
Anyhow, no one can deny that both eight-foot andtwo-foot satellite receivers are common in our country.An eight-foot satellite receiver holds over 170 channels.Many of those channels can demoralize the people,hurt the nationalistic spirit and patriotic spirit, andarouse emotional feelings. From the national interestpoint of view, I would say that should have beenremedied.
Now, many countries are planning to launch PayTV and Free to Air Channel for public entertainment inorder to restrict access to satellite receivers. Manycountries including the United States have Cable TV,Pay TV and Free to Air. Thailand, Malaysia, India, Laosand Indonesia also have such programmes. In some ofthose countries, Direct to Home (DTH) is practised to
restrict use of satellite receivers, and satelliteprogrammers are censored for the public entertainment.For example, such companies as UBC of Thailand,ASTRO of Malaysia and ABS-CBN of the Philippinesprovide services through DTH system.
Myanmar has seen MRTV-4, a Pay TV. MRTVand MWD, Free to Air types, educate, entertain andinform the people proportionately. MRTV-4 is designedto present a variety of programmes on education,business, culture, entertainment and international newsstories that do not demoralize the people. It is importantthat they some way contribute towards development ofhuman resources.
So far, MRTV-4 use DVB-T system to airbroadcasts, and 24 townships of states and divisionshave got stations to receive its programes. They areYangon, Sagaing, Monywa, PyinOoLwin, Nay PyiTaw Pyinmana, Meiktila, Bago, Toungoo, Nyaunglebin,Pyay, Minhla, Kyaunggon, Pathein, Minbu, Dawei,Kengtung, Taunggyi, Lashio, Mawlamyine, Myawady,Sittway, Loikaw, Myitkyina and Haka. Six othertownships: Thandwe, An, Pakokku, Myeik, Hpa-anand Muse will get similar stations by the last week ofFebruary 2009. And it is on target that nine othertownships—Kalay, Labutta, Bogale, Kawthoung,Tachilek, Kyaukme, Bhamo, Namma and Pha-kantwill get stations by May 2009. So, it is apparent thatMRTV-4 is working hard to cover the whole country.
That is part of its drive to provide the public withmoral programmes. It is also trying to get the peoplepay taxes fully to the government. MRTV-4 is expectedto cover whole country in the near future. It broadcastsover 20 channels. So, I would say now MRTV-4 isready for those who are claiming that they will notbe able to stay in touch with what is going on in theworld if they do not have access to satelliteprogrammes.
In reality, satellite programmes are particularlydesigned to wield influence, making use of mediaand arts. Today, certain countries are brazenlyinterfering in the internal affairs of their targetedcountries by inciting political problems, instigatingmass demonstrations, and demoralizing thecharacters and undermining nationalistic sense ofthe people through decadent programmes.Accordingly, many countries are taking action toprohibit and control such broadcasts with thebounden duty to protect the national interests.
Literacy, arts, culture, nationalistic fervour andnational character of every nation and people have hadtheir specific values for long. Surely, those values of acountry are not identical to that of any other country. Ibelieve that those values of our country are better thanthat of any other country. Therefore, I would like toremind with national sense and national awareness thatit is time the people protected our country's literacy,arts, culture, nationalistic spirit and national characterfrom dangers posed by alien media.
The people should not be too naive to encouragesuch decadent media. I do not think it is wise if they donot take that point seriously but continue to encouragesuch decadent programmes. Therefore, I would say theentire people should quit such a bad habit, regardingdecadent satellite programmes as they really are.

The goal of the MinnesotaPartnership team is to develop an insecticide that issafe for humans but will kill the soybean aphid, a bugthat’s been ravaging Minnesota crops. Their findingsappear in the journal Public Library of Science --PLoS One.

brown bats are dead from White-Nose Syndrome(WNS) in Lackawanna County, and the PennsylvaniaGame Commission is looking to residents for helpuncovering other sites where this deadly disorder mayhave surfaced. Game Commission biologists had beenuncovering signs of what appeared to be an impendingWNS outbreak in Pennsylvania since last spring. Overthe past two years, the disorder has killed more than 90
percent of some wintering bat colonies where it firstsurfaced in New York and spread through New England.Its confirmation in Pennsylvania and New Jersey camein the past two weeks, but Pennsylvania had asurprisingly unique distinction among the states whereWNS has been documented; Pennsylvania bats werenot leaving their wintering quarters – caves and mines– and weren’t dying. Unfortunately, that no longer canbe said.
Last week, bats were found dead outside of anabandoned mine near Carbondale by a citizen wholater reported the findings to the agency. GameCommission Wildlife Conservation Officer ChrisSkipper visited the site immediately and confirmedthe findings. Bats were dead on the ground; flyingfrom the mine; dropping from the sky. Then onGroundhog Day, agency biologist Greg Turner foundbats flying from another Lackawanna County minenear Throop. They shouldn’t have been emerging foranother six weeks.
“Roughly 50 percent of the bats in the mine nearCarbondale displayed the characteristic white fungus,”said Kevin Wenner, an agency biologist stationed atthe agency’s Northeast Region office in Dallas. “Batshave been and are staging close to the entrance of themine; some dying in the mine while others wereflying around and dying outside on top of the snow.

SANTIAGO, 16 Feb—Thirteen people, including a dozen firefighters, werekilled on Sunday when their helicopter crashed in a region of south-central Chilethat is grappling with a rash of forest fires, regional authorities said.
The helicopter, which belongs to forestry company Celco, a unit of conglomerateCopec, crashed in the Maule region around 185 miles (300 kilometres) south of thecapital, Santiago.
“They are 12 firefighters and the pilot,” Angelica Saez, Governor of theprovince of Cauquenes, told local television, revising the death toll down from the14 she reported earlier. “They belong to the company Celco Constitucion.”
She said the firefighters were aged 18 to 30. “They are youths who work duringthe season to try and pull together money to study. These are difficult times,” sheadded. A fireman who went to the scene said he and his team found two corpsesaround 50 yards (metres) away from the wreckage. Parts of the helicopter were stillburning.
Chile’s National Forestry Corp. (CONAF) said the ill-fated team had beenheading to put out a fire at a eucalyptus plantation when the helicopter crashed.

British economy to shrinkby 3.3% in 2009
LONDON, 16 Feb—Britain will fall into a deepereconomic recession than previously thought, theConfederation of British Industry said on Monday, astight credit conditions and a global downturn weighdown on companies.
And the weak pound will provide little impetusbecause the serverity of the downturn in Britain’soverseas markets will depress demand even as goodsbecome cheaper to import. The CBI reckons the UKeconomy will shrink by 3.3 per cent this year, almosttwice as bad as its last estimate in November for acontraction of 1.7 per cent. It estimates the economywill not grow at all in 2010.
The lobby group says a lack of credit has madeconditions worse for companies and it called on thegovernment to speed up measures aimed at gettingcredit flowing again. “How the forecast really pans outdepends critically on how credit flows to the corporatesector can be resolved,” said CBI chief economicadviser Ian McCafferty. “This is an essential pre-condition to a recovery.”
The global financial crisis has caused wholesalemoney markets to freeze up, forcing banks to clampdown on lending to businesses and consumers.

Recently, I made a trip to Sittway in Rakhine Stateto cover news about the First Floriculture Contest, thephoto contest, and the opening ceremony of the exhi-bition to mark the 62nd Anniversary Union Day.
While the airplane was about to touch the ground,I had a good view over the airport, and noticed thathalf part of the runway along it was black and theother half part, white with heavy machinery andtrucks at work. For the time being, the Sittway Air-port is serviceable only three days a week as itsrunway is being upgraded.

In the World War II, Sittway Airport used to be amilitary airfield. The International Aeradio Limited(I.A.L) Co handed over the transport facility to theCivil Aviation Department on 24 July 1947. In 1960,the runway was upgraded to a 6000' x 150' tarred one.
The airport building was upgraded from a 120 longand 60 feet wide one to a 220 feet long and 60 feet wideone with a lounge and a special lounge for VIPs, andwas launched on 22 March 2002.
Sittway Airport has a 6000' x 150' runway, a 600'
x 300' apron and a 525' x 75' taxiway. The runway canwithstand 7300 pounds and cope with F-28 Fokkerairplane.
The surfaces of the runway, apron and taxiwaydeteriorated due to wear and tear. So, the CivilAviation Department under the Ministry of Trans-port launched the project for upgrading the airportfacilities on 1 December 2006, and skilled workersare working hard day in, day out under the closesupervision of the engineers of the department tocomplete the project on schedule. So far, the projecthas been completed by 85 per cent.
