Technical Education in India has a history of over 150 years. During the post-independence period, there has been a phenomenal expansion of Technical Education facilities in the country. Initiatives are being taken to further strengthen the Technical Education System in terms of quality & quantity. Technical Education is offered through 4-tier education system :
¬ Industrial and vocational training for skilled workers and craftsman (ITI level);
¬ Technician Education ( Polytechnic level);¬ Degree courses in Engineering / Technology;¬ Postgraduate courses and Research Programmes.
To develop and nurture a Technical Education System in the Country which would produce skilled manpower of the highest quality
comparable to the very best in the world and in adequate numbers to meet the complex technological needs of the economy; and provide the nation a comparative advantage in the creation and propagation of innovative technological solutions and in the development of a technological capacity of the highest order, both for its application in economic development of the
country and for becoming a major supplier of technology and technological services in the world.
TECHNICAL EDUCATION SYSTEM IN INDIA
VISION
Proper planning and coordinated development of the technical education system throughout the country, the promotion of qualitative improvement of such education in relation to planned quantitative growth and regulation and proper maintenance of norms and standards in the technical education system are the functions of All India Council for Technical Education (AICTE), a statuary body through an Act of Parliament in 1987. The AICTE covers programmes of Technical Education including training & research in Engineering, Technology, Architecture, Town Planning, Management, Pharmacy, Applied Arts & Crafts, Hotel Management & Catering Technology etc. at different levels.
TECHNICAL EDUCATION IN UTTARANCHALTechnical Education in India has its roots in Uttaranchal as the first
ever Engineering Colleges in the whole of then British Empire was established on its soil at Roorkee in 1847 (Now one of the Indian Institute of Technology). The Thomson Engineering College, which was established for the training of Civil Engineers and had been giving diplomas considered to be equivalent to degree was never affiliated to any university. IIT Roorkee offers 10 B.Tech., 57 PG and whole range of Ph.D., degree programmes in Engineering & Technology. It has 19 academic department and 8 academic centres.
Keeping in view the Geographical, Social & Economic conditions of newly carved out state of Uttaranchal and for the purpose of laying special emphasis on development of Technical Education, to provide more and more Technical Education to skilled unemployed and to provide modern technological and Information Technology education, directorate of technical education has been setup in July 2001.
To manage the teaching and training up of diploma level courses approved by AICTE the Uttaranchal Board of Technical Education has been set up in Oct 2003.
Technical Education in the State is offered through ITI’s, Polytechnics, Engineering Colleges, MBA Colleges, MCA Colleges, Pharmacy Colleges, Hotel Management & Catering Institutes, University Constituent Engineering College, and IIT Roorkee. These technical/professional institutes are Government, Government Aided but privately managed and private but privately managed without any Government Aid.

AFFILIATION¬Under Graduate/Post Graduate Colleges offering Engineering programmes M.B.A., M.C.A., B.Pharma and Hotel Management Programme are affiliated with Kumaon University or Garhwal University as shown in the list.
¬ Polytechnics are affiliated by Board of Technical Education, Uttaranchal and managed by Directorate of Technical Education, Uttaranchal.
¬ ITI’s are under the control of Ministry of Labour and are managed by separate Directorate of Training and Employment, Uttaranchal.

COMMUNITY DEVELOPMENT SCHEME (CPs)
Community Development Scheme, A Government of India Scheme underDirect Central Assistance, which was launched in the year 1978-79 for informal Technical Education for rural and weaker sections, is running in all the 16 Government / Aided Polytechnics of the State of Uttaranchal. Every Year 100 villages are covered and nearly 10000 are the beneficiaries.
Objective of Community Polytechnic
To ascertain the felt needs of the community through techno-economic surveys etc.
To provide a platform for technology transfer to rural masses
To provide technical support services to the local community
To train youth, women & other disadvantaged group of the community in employable skills; and
To disseminate information & create awareness regarding development programmes & for creating a Programme solving environment.
NEW INITIATIVES • TECHNICAL EDUCATION QUALITY IMPROVEMENT
PROGRAMME (TEQIP)-
The State of Uttaranchal has been included in Second Cycle of First Phase of TEQIP launched by Govt of India in June 2002, a Rs. 1550 Crores Programme to Improve the Quality of Technical Education in the Engineering Institutions. The Programme shall address Technical Education
related Quality Concerns such as – Modernization, Faculty and Staff Development, Curricula Improvement, Course Flexibility, Interaction with Industries, Research, Development of Management Capacity. STATE STEERING COMMITTEE, STATE SCREENING COMMITTEE & STATE PROJECT FACILITATION UNIT has been setup.
The selected institutes are expected to:
Improve their level of performance and produce high quality professionals
Improve their internal efficiency
Better utilize their capacity through enhanced enrolment and better management and networking
Enhance institutional capacity
Improve system planning and management
Enhance revenues, and
Contribute to technological growth and knowledge.
Enhance productivity of work force in the Informal Sector through Tribal Development & Community Development Schemes.
• Institute Management Committee (IMC)-
A State level Steering Committee has been constituted to monitor the activities of IMC setup in few marked institutions as Pilot Project. The objective of IMC is to strengthen Technical Education and Industrial Training to make it more job oriented through Industry Institute Interaction.
The Role and Responsibility of IMC :
Generation and utilization of finance; Student Selection; Employment; Faculty and Staff Development; Mentors and One-Day Lectures (Guest Lectures); Seminar, Workshops and Exhibitions; Trade Advisory Committee (TAC); Industrial Training; Curriculum Revamping; Equipment Maintenance ; Teaching Aids; MIS System.
• Scheme for Upgrading Existing Polytechnics to Integrate the Physically Disabled in the Mainstream of Technical and Vocational Education :
The Scheme aims to introduce technical/vocational education programmes for persons with disabilities. The process of admitting students with disabilities has already commenced in K.L. Polytechnic Roorkee from the Academic Year 1999-2000 with 25 students.
• Action Plan :
Action Plan has been prepared to provide job oriented technical education in Polytechnics. Other features are:
♣ Curriculum to be revised as per industry need, redundant courses to be phased out, focus on skill development / problem solving & co-curricular / extra curricular activities to be a part of curriculum;
♣ Minimizing vacancy positions of faculty and staff;♣ Maintenance of buildings and equipments;♣ Maximizing resource utilization through rationalization of resources ;♣ Faculty training;♣ Developing work culture, sense of belongingness and bringing attitudinal
changes;♣ Accreditation/Appraisal of the institutes;♣ Placement through campus interviews;
