INDONESIA URBAN WATER, SANITATION, AND HYGIENE

Indonesia Urban Water, Sanitation, and Hygiene (IUWASH) is a United
States Agency for International Development
(USAID)-funded project. IUWASH aims to develop
access to water and sanitation services for
communities, including low-income people in urban
areas of Indonesia.
In North Sumatra, IUWASH works in five
cities: Binjai, Medan, Tebing Tinggi, Pematang Siantar,
and Tanjung Balai, as well as in Langkat District (where it focuses on microfinance
for a piped water connection program).

Drinking Water Reaches Only 29% of Population North Sumatra Province has 33 districts that are home to 13 million people whose drinking water is provided by 16 local government-owned water utilities (PDAMs). Unfortunately, these PDAMs can only reach around 29 percent of the population. They face a range of challenges, including a non-renewable water rate in excess of 30 percent, lack of investment, low full cost recovery, limited production capacity, and low quality and quantity of raw water. Nevertheless, several local governments in the province are committed to improving their clean water services to the community, particularly for low-income communities (MBR). Over the last five years, with support from USAID, the Medan municipal government and PDAM Tirtanadi have been able to provide piped water connections to more than 9,000 low-income households.

Sanitation Services Reach Only 3% of PopulationIn the sanitation sector, sanitation services through a centralized sanitation systems or off-site sanitation systems only exist in Medan and reaching about 12,000 or 3% of the population. The majority of families in urban areas use open based-septic tanks which are vulnerably contaminate ground water. Emptying of septic tanks is also not often done, so the fecal sludge might go into the septic treatment, it then flows into the river. In the last five years, with the support from various parties, Medan City strives to develop strong sanitation program, both for centralized sanitation systems and personal sanitation systems (on-site sanitation system). Big commitment of central and local government of Medan City in improving the conditions and access to sanitation is admirable.
Supporting local governments to improve services and access to drinking water and sanitationIn North Sumatra, IUWASH has been working with central, provincial, district and municipal governments, as well as various donors and development programs, in an effort to create demand for drinking water and sanitation services and access. The Project is providing a range of technical assistance, including activities to mobilize community demand for water and sanitation services. Efforts have included supporting implementation of STBM (Community-led Total Sanitation) and development of community-based access to sanitation.IUWASH also seeks to increase the capacity of water service providers, including PDAMs, and agencies providing sanitation services, notably by supporting the development of a citywide sanitation strategy. In addition, IUWASH is supporting improved governance and increased funding in order to expand access to sanitation and water. Initiatives have included providing access to alternative financing, and drafting new regulations on drinking water and sanitation.

IUWASH priority activities throughout North Sumatra:
• Increasing public access to clean water;• Increasing public access to proper sanitation;• Water utility (PDAM) debt restructuring; • Strengthening PDAM management, technical and
financial performance;• Assisting local governments to strengthen water
and sanitation policy;• Assisting local governments in water and sanitation
sector budgeting, including long-term budgeting;• Supporting and promoting STBM programs;• Increasing community involvement in drinking water
and sanitation programs;• Supporting microfinance for clean water and
sanitation connections;• Establishing AMPL (Drinking Water and
Environmental Health) working groups and drafting City Sanitation Strategies and White Books;
• Facilitating AMPL working groups, to prepare the Sanitation White Book, Environmental Health Risk Assessment, and City Sanitation Strategy as requirements for cities/districts to join PPSP Program (Accelerated Sanitation Development Program);
• Supporting raw water studies to benefit PDAMs;• Promoting wastewater treatment systems;• Rehabilitating sewage treatment plants.
