TERMS AND CONDITIONS

SEALED Tenders are invited from the suppliersof Sports Goods, Multi-Utility Gym, Department ofNatural & Medical Sciences, Department of Athletics, Department of Extension Services, officeEquipment. By the officiating Principal, Indira Gandhi Institute of Physical Education & SportsSciences,B-Block, Vikaspuri,New Delhi-l 10018upto 1.00p.m. on 19.02.2016(Friday). The technicalbid will be opened on 19.02.2016at 2.00 p.m. and financial bid will be opened on 23.02.2016at 2.00p.m. The display of sports goods items shall be held on 22.02.2016 at 11.00a.m. onwards.Display ofitemswill be allowed only to those dealers whose technicalbid is approved and whose itemsfor displayare availablelatest by 11.00a.m. on 22.02.2016.

DEFINITIONS:

1. The 'Supply' means the documents forming the tender and acceptance thereof, the formalagreement executed between the Indira Gandhi Institute of Physical Education & SportsSciences, B-Block, Vikaspuri, New Delhi-lIO 018 and Supplier, together with documentsreferred to therein including these conditions, the requirements and instructions, issued fromtime to time by the Principal and all these documents taken. together shall be deemed to formsupplyand shall be complementaryto one another.

2. The 'Supplier' shall mean the individual or firm or company, whether incorporated or not,undertaking the works and shall include the legal personal representatives of such individual orpersons comprising such firms or company, or the successors of such firm or company and thepermitted assigneesof such individualor firm or company.

3. The IGIPESS shall mean the Indira Gandhi Institute of Physical Education& Sports Sciences,(University of Delhi), situated at B-Block,Vikaspuri,New Delhi-ll0 018.

TERMS AND CONDITIONS FOR THE SUPPLY Sports Goods, Multi-Utility Gym, Departmentof Natural & Medical Sciences, Department of Athletics, Department of Extension Services, officeEquipment. Will be valid UPTO 31.03.2016.

a) An earnest money should be of 2% of the estimated value of the goods/items to be quoted shouldbe deposited by Banker Cheque/Demand Draft only payable at Delhi in favour of Principal,IGIPESS payable at New Delhi and should be attached alongwith the Quotations. (However,Govt.Agencies are exempted from depositingEarnestMoney). Cheque will not be accepted.

b) The rates offered in the Quotationsshould be firm for the period upto 31.03.2016.c) IGIPESS reserves the right to reject partly or fully the supply in case the equipments supplied

against any indent is not according to samples/specimen approved. The number of items to bepurchased may be increased/decreased. In all matters of dispute, the decision of the Principal,IGIPESS,shall be final.

d) Conditionaltenders are liable to be rejected.e) IGIPESSreserves the right to reject any or all the Quotationwithout assigning any reasons.f) Preference for including bidders in the tender will be given to manufacturers and in this comlection

the concernedparties should produce a certificateto the effect that they are the actual manufacturerof the concerned item/so The committee reserves the right to visit manufacturing premises toensure that the bidder is the actual manufacturer.

g) The Supplier, quoting for more than one item has to give separate envelopes for each item quotedalong with the photocopy of the draft of Earnest Money. The envelope should be markedas Tenderfor "Sports Goods, Multi-Utility Gym, Department of Natural & Medical Sciences,Department of Athletics, Department of Extension Services, office Equipment." The Tendernot marked as specified will not be acceptable. However, a common receipt of earnest moneymaybe used with more than one tender document.

h) The display/demonstration/presentation of the samples of the sports items/scientificequipment/laboratories/classroom related items have to be arranged on 22.02.2016 at 11.00a.m. to3.00 p.m. in the premises of the Institute.

i) No mark of Supplier's name should be printed on the sample of Sports Goods. Each item as displaymust have coding,which should match with the coding given in Financial Bid/quotation. Any itemfoundwithout coding or any manufactureror company's mark on it or not matchingwith the codinggiven in the Financialbid, will be rejected.

j) Firm/Company has to put the tender/quotation in two separate box (I) technical bid box (2)financialbid box.

k) List of itemsto be purchased is appended (See Appendices-I,II & III).I) Each bidder will have to make a payment of Rs.200/- towards the cost of Tender document

(downloadable from the Institute's Website) in the shape of demand draft drawn in favour ofPrincipal,IGIPESS.

m) IntendingTenderers will have to furnish a copy of their PAN Number, TIN/TANNumber and SaleTax (CST/LST)RegistrationNumber (proofto be attached).

n) Forjudicial adjudication,the disputes, if any, arising out of the Contract/SupplyOrders against theRate Contractwill be subject to thejurisdiction of the Courts in New Delhi only.

0) The tenderers should sign at each page of the tender and all its Annexure. NO PAGE SHOULDBEREMOVED/DETACHEDFROM THE TENDER DOCUMENT.

p) The tenderingfirms will have to give a declarationto the effect that they have not been Black listedor their business dealings with the Governmentbodies have not been banned.

q) Items/Stores are required to be delivered at IGIPESS, B-Block, Vikaspuri, New Delhi-110018withoutany extra charges to the consignee's premises.

r) Purchaser will not pay separately for transit insurance and the supplier will be responsible till theentire storescontracted for, arrive in good conditionat the destination i.e. IGIPESS.

s) The supplier shall guarantee that the stores, articles sold/supplied to the purchaser under thiscontract shall be of the best quality and workmanshipand new in all respects and shall be strictly inaccordancewith the specificationand particularscontained/ mentioned in the Tender enquiry.

t) Tenderers should indicate whether the prices quoted are exclusive or inclusive of sales tax. Theyshould indicate the rate (s) of VAT/Local Sales Tax (as may be applicable). In case, they areexempted from payment of sales tax, a copy of the Exemption Certificate issued by the appropriateauthoritymay be furnished.

u) The decision of the Principal, IGIPESS shall be final as to the quality of the stores/items and shallbe binding open the tenderers and in case of any of the articles supplied not being found.as perspecification shall be liable to rejected or replaced and any expanses or losses caused to thesuppliers shall be borne by the supplier. In case of any defect in the goods, IGIPESS shall beentitledto call upon the supplier to rectify the goods and it will be duty of the supplier to remove thedefect in the goods or replace the goods. In case supplier fails to rectify or replace the goods, thepurchaser shall be entitled to recover the cost with all expenses from the supplier for such defectivegoods.

v) Item wise price should be quoted. In case of bundledprice, the offer shall be summarilyrejected.w) The inspection of the materials/stores/items shall be carried out by the authorized representative

/subject experts of IGIPESS at its stores.

x) Corrigendumor change in tender schedule, if any, will be posted on the University and IGIPESSwebsite only.
