Vigilance Awareness Period Flagged off at Corporate Office  

IndianOil being India’s flagship national oil company with diverse business interests across the entire hydrocarbon value chain, it is imperative that we take a lead to evolve proper systems and procedures to ensure transparency in all our operations and adhere to laid down guidelines. Director (Finance), Mr. S V Narasimhan said this while addressing senior officials at the inaugural function of Vigilance Awareness Week at IOC’s Corporate Office on Monday.  

 

 

Sharing further about IndianOil’s initiatives to ensure good corporate governance and high level of transparency, Mr Narasimhan said that One major step in ensuring a high level of transparency in all our high value tenders and purchases is that we have gone ahead and joined hands with Transparency International India, under the guidance of CVC to adopt the concept of Integrity Pact with vendors. Under this program, with the approval of CVC, the Corporation has appointed a panel of four persons of eminence and impeccable integrity as Independent External Monitors (IEMs).

It is a matter of great pride for IndianOil that in comparison with the number of tenders under Integrity Pact i.e. about 381 since inception till September this year, only 11 complaints have been received and settled so far which is appreciably low. This has been possible due to a highly accountable and transparency oriented approach and a hurdle free, competitive and objective tendering mechanism, adopted by IndianOil, said Mr. Narasimhan.  

Director (Finance) also shared on this occasion that the Vigilance Department has taken a new initiative in the area of Fraud Risk Identification and Management. A dedicated group of officers have been provided the necessary inputs in the form of international practices adopted for addressing the menace which will help in devising ways and means to formulate similar strategies to combat fraud in our organization.

The Vigilance Awareness Period is being observed from 25th October to 1st November 2010 at all IndianOil offices, installations and locations under the guidance of the Central Vigilance Commission to sensitize and spread awareness to uphold the corporate value of TRUST and ensure total commitment to corporate ethics.  

Earlier, welcoming the gathering, Chief Vigilance Officer, Mr. D K Samantaray said that the Observance of Vigilance Awareness Period under the able guidance of CVC is a step in this direction to create awareness amongst the officials of Central Govt. and PSE and the public at large about the harmful effects of the corruption and the need to fight it out to make society corruption free. He also informed that a training programme on Fraud investigation and prevention – a system based tools & techniques approach was also organized with the help of M/s KML, UK for which participants were nominated from Vigilance, Finance, Contracts, Materials and Project Departments. This programme has helped a lot to the participants in developing their knowledge and skills of international level in the area of fraud investigation through practical inputs, case study and group exercises. Based on the inputs received during the training, initiative has been taken so that a policy is formulated by management relating to fraud and its prevention. Speaking on the significance of celebrating the Vigilance Awareness Period, Mr Samantaray said that this year the focus is on Combating Corruption through Generating Awareness and Publicity about the harm caused by Corruption.

The messages from the Hon’ble President of India, Hon’ble Vice-President, Hon’ble Prime Minister of India and the Central Vigilance Commissioner and the Vigilance commissioners were also read out on this occasion by GM (Vigilance), Mr. Mr. R K Bhan and Spl. Consultant (Vigilance), Mr. Deepak Mathur.  

To mark the occasion and spread awareness about Vigilance issues a special issue of the Vigilance Newsletter ‘VIGIL’ was released by Director (Finance), Mr. S V Narasimhan in the presence of Director (Research & Development), Mr. R K Malhotra, Director (Human Resource), Mr. Sudhir Bhalla, CVO Mr. D K Samantaray and other senior officials. A set of motivational posters was also released on this occasion.

On this occasion, Dr. Ajit Pathak, Chief Manager (Corporate Communications) recited a satire on the state of corruption that has eaten into the economic and social fabric of the society and the helpless state of affairs as corruption becomes pandemic. Mr. G K Singh, DGM (Vigilance) presented the Vote of Thanks.

… at Panipat Complex  

Beginning the Vigilance Awareness Period at Panipat Complex, a solemn pledge was taken to continuously strive to bring about integrity and transparency in all spheres of activities, work for the eradication of corruption in all spheres of life, perform duty conscientiously and act without fear or favour. While welcoming the gathering, Mr. K.V. Thampan, Chief Vigilance Manager, highlighted the significance of observance of vigilance awareness. He said, “Sardar Vallabhai Patel was a symbol of high ethics in public life and his birthday on October 31 was always observed to highlight the importance of upholding values in one’s dealings”. He also read out the messages of CVC and CVO. Mr. R.K. Ghosh, ED (I/c), Panipat Refinery, said, “Ethics are the pillars of our Corporation, a part of our vision and a cornerstone of success. Emphasising the importance of integrity, he said, “Leaders without integrity are no leaders at all.” Mr. Ashwani Sharma, ED (PR), read out the message of the Chairman and urged everyone to collectively fight the menace of corruption. The week-long programme includes an online quiz and slogan competition for IndianOilPeople, poster making competition for children and quiz competition for housewives. A training programme for the officers of Refinery, Marketing and Pipeline Divisions is also being organized to reinforce the same.

… at Guwahati Refinery  

Vigilance Awareness Programme 

 

On the occasion of the inauguration of the Vigilance Awareness Period, while addressing the gathering, Mr. G. Bhanumurthy, ED, Guwahati Refinery, highlighted the importance of work life, ethics and values to maintain discipline in workplace. Reiterating vigilance as a discipline and its proactive nature, Mr. Bhanumurthy said, “It was primarily of two types, punitive and preventive. Public Sector organisations like IndianOil were gradually moving away from punitive to preventive vigilance for effective corporate governance. As PSUs have an obligation towards socio-economic development of the country, along with fulfilling business goals, it was imperative that focused attention be made to vigilance administration in such organizations”. He also encouraged all to sincerely follow ethical practices and uphold values of honesty and integrity in their personal and work lives. During the occasion, messages received from the Chairman and Chief Vigilance Officer, IndianOil, along with messages from eminent personalities like President of India, Prime Minister and Chief Vigilance Commission were read out by the senior management officials. Besides, the Vigilance Awareness pledge was administered in Assamese, Hindi and English to the IndianOilPeople present during the function. To be concluded on November 01, 2010, this week-long programme consists of quiz and debate competitions, vigilance awareness workshop for employees and meeting with vendors, contractors, etc. to discuss important issues pertaining to business and financial transactions. Such initiatives are expected to raise awareness and consciousness on vigilance management amongst employees, stakeholders and citizens in and around Guwahati Refinery.

Vigilance Awareness Programme 

… at Bongaigaon Refinery  

Bongaigaon Refinery kicked-off The Vigilance Awareness Week 2010 on October 25, 2010 with enthusiastic celebrations wherein messages from the Chairman, IndianOil, CVO, IndianOil, Her Excellency President of India, Hon’ble Vice President of India, Hon’ble Prime Minister of India and Central Vigilance Commission, were read out. Mr. A Saran, Executive Director administering the Vigilance Awareness Pledge. IndianOilPeople vouched to continuously strive to bring about integrity and transparency in all spheres of their activities and to work for the eradication of corruption. While addressing the gathering, Mr. M Chinnakkan, DGM (V), highlighted the significance of the occasion. The agenda of the Vigilance Awareness Week 2010 from October 25 to November 1, 2010 includes a host of activities like speech competitions amongst students of nearby schools and colleges on the topic ‘Role of individual in controlling corruption’; distribution of leaflets to IndianOilPeople, essay competition amongst IndianOilPeople on the topic ‘Effectiveness of RTI Act in controlling Corruption’; distribution of leaflets to general public, quiz competition amongst employees; speech competition amongst employees on the topic ‘Role of Whistle Blowers in controlling corruption.’; seminar with outside faculty on the topic ‘Anti-corruption Measures’ and a concluding function.

Vigilance Awareness Programme 

… at Barauni Refinery  

Vigilance awareness week is being observed from 25th October to 1st November 2010 at Barauni Refinery. The pledge taking ceremony was organised in the lawn in front of Administration Building on 25th October ’10. GMs, DGMs, HODs, & representatives of collectives and Baraunians were present on this occasion. Mr. Mukesh K Padia, Executive Director administered the pledge of Vigilance Awareness Week to Baraunians. A special issue of in-house journal “Vatayan” was unveiled by Shri Mukesh K Padia, ED on this occasion. Sri AL Das, DGM (Vig) & Sri A Kandpal, Manager (Vig.), BR were also present. The address of Mr. Padia stresses on the need to ensure transparency in all activities and root out corruption and irregularities from all spheres to facilitate focussed development of the Corporation and Nation. Various competitions to propagate the awareness among employees /School children shall be conducted by Vigilance Department under the week long programs.

Vigilance Awareness Programme 

… at Haldia Refinery  

With the objective of stimulating the highest level of vigilance sensitisation among the IndianOilPeople at Haldia Refinery, vigilance awareness week was initiated at Haldia Refinery on October 25, 2010. This awareness week, observed from October 25 to November 1, 2010, was inaugurated by Mr. A K Roy, ED, Haldia Refinery, in the presence of Mr. Subhankar Ganguli, GM (TS), Mr. Hirak Dutta, GM (Technical), senior officials, the representatives of the collectives and the IndianOilPeople. Mr. Roy administered the vigilance pledge in English while Mr. Ganguli administered it in Bengali and Mr. Dutta administered the pledge in Hindi. Mr. T K Dasgupta, DGM (P&U), read out the message of the Central Vigilance Commissioner while Mr. Swapan Ghosh, DGM (PJ), read out the message from the Chairman and Mr. Siddhartha Bose, DGM (TS), read out the message from the CVO. In his address, Mr. Roy emphasised the significance of vigilance awareness in the era of globalisation of business and rapid technological transformations and said, “As the human resource of the flagship national oil major, each one of us has a moral commitment to adopt and promote transparency and honest practices in every sphere of our work life for corporate growth and success.”

  Vigilance Awareness Programme 

… at MathuraRefinery  

The main function was organized at Refinery premises where large number of officers & staff had gathered to take the “Pledge” administered by the Mr..C.Shankar, General Manager(TS) in Hindi. The messages of Chairman IndianOil and CVO were read-out by Mr. .A.Guharoy, DGM i/c(T) and Mr. Srinewas, CVM respectively.

Mr. V.K. Gupta, General Manager(F) in his address pointed out that the prime objective of this Period is to emphasize the need for efficiency and transparency in public spending, to raise awareness among the users of the services of the organization, of the initiatives taken for improvement of the systems.

The enactment of Right to Information Act, 2005 has become one of the strongest tools in bringing about transparency, openness and accountability, It is further commendable on the part of IndianOil Management to have introduced a Whistle Blower Policy which together with Public Interest Disclosure and Protection of Informers' Resolution introduced by Central Vigilance Commission have opened up additional avenues for whistle blowers to lodge complaints without fear of victimization.

He urged the gathering to take the pledge to reinstate their commitment to fight social evils and uphold ethical values in our social life. Earlier, in his welcome address, the Chief Vigilance Manager appraised the gathering about the basic idea behind the observance of Vigilance Awareness Period.

Vigilance Awareness Programme … at DigboiRefinery

 

Vigilance Awareness Week 2010 is being enthusiastically observed at AOD from October 25 to November 01, 2010. During the opening ceremony, a solemn vigilance pledge was administered to all the IndianOilPeople. Messages received from the Chairman and CVO, IndianOil, along with the message from CVC, were read out by the senior officers.

A special booklet titled ‘Vigilance Vignettes’, containing articles and contributions from the IndianOilPeople and some informative write-ups, was released by Mr. S. Ghosh, ED, AOD.

During this week-long celebration, various programmes would be organised by the Vigilance Department of AOD to enhance vigilance awareness amongst its people.
