Effective January 1, 2020, the Indiana legislature passed a law that requires health careproviders to submit, and health plans to accept, requests for most prior authorizations sentthrough a secure electronic transmission. You can find out more about this this law by visiting the Indiana Legislature website and viewthe Indiana House Bill 1143 and the final statute Health Care Services Prior Authorization(IC 27-1-37.5-10). We encourage you to register to start using the electronic portals for your priorauthorization requests now. Starting early will give you time to learn to use the portals andbecome comfortable with them. Anthem has multiple secure electronic transmission portals available for providers to submitprior authorization requests depending on the type of health service being provided.

Availity. Prior authorizations for medical and behavioral health services are submittedusing the Availity portal. For more information about Availity, please visit our website atthe Availity link on our provider webpage. Here you can learn about all of the servicesoffered through the Availity portal, register to use Availity, and find out how to accesstraining on Availity.

As the physician of a member who has coverage under Affordable Care Act (ACA) compliantplans, you play a vital role in accurately documenting the health of the member to ensurecompliance with ACA program reporting requirements. When members visit your practice,we encourage you to document ALL of the members’ health conditions, especiallychronic diseases. Ensuring that the coding on the claim submission is to the greatestlevel of specificity can help reduce the number of medical record requests from us inthe future. Please ensure that all codes captured in your EMR system are also included on the claim(s),and are not being truncated by your claims software management system. For example,some EMR systems may capture up to 12 diagnosis codes, but the claim system may onlyhave the ability of capturing 4. If your claim system is truncating some of your codes, pleasework with your vendor/clearing house to ensure all codes are being submitted. Reminder about ICD-10 coding As you may be aware, the ICD-10 coding system serves multiple purposes includingidentification of diseases, justification of the medical necessity for services provided, trackingmorbidity and mortality, and determination of benefits. Additionally, Anthem uses ICD-10codes submitted on claims to monitor health care trends and costs, disease management,and clinical effectiveness of management of medical conditions. The Centers for Medicareand Medicaid Services (CMS) uses ICD-10 as part of the risk adjustment program createdunder the ACA to determine the risk score associated with a member’s health. Using specific ICD diagnosis codes will help convey the true complexity of the conditionsbeing addressed in each visit.

Code the primary diagnosis, condition, problem or other reason for the medical serviceor procedure.

Include any secondary diagnosis codes that are actively being managed.

Include all chronic historical codes, as they must be documented each year pursuant tothe ACA. (e.g.: An amputee must be coded each and every year even if the visit is notaddressing the amputated limb specifically).

REMINDER: new AIM Rehabilitative Program effective November1, 2019Published: Nov 1, 2019 - Products & Programs

As previously communicated in the October 2019 edition of Anthem Blue Cross and BlueShield (Anthem)’s Provider News, the AIM Rehabilitative program for Anthem’s CommercialMembership relaunched November 1, 2019. AIM Specialty Health® (AIM), a separatecompany, will begin to perform prior authorization review of physical, occupational andspeech therapy services. Requests may be submitted via the AIM ProviderPortal fordates of service November 1 and after. The OrthoNet program is no longer active inapplicable markets. Anthem is also transitioning vendors for review of Rehabilitative Services for our *Medicaremembers to include outpatient physical therapy, occupational therapy, and speech-languagepathology, to AIM Specialty Health. Anthem has decided to delay the implementation of thistransition. The AIM Rehab program will now begin in April 2020. Pre-authorization will not berequired for the above mentioned services through March 2020. *This does not apply to members in the states of Florida, New Jersey and New York forwhom prior authorization will still be required.

Anthem Blue Cross and Blue Shield (Anthem)’s launch of our new pharmacy benefitsmanager (PBM) solution, IngenioRx, is nearly complete. IngenioRx serves members of allAnthem affiliated health plans. We began transitioning members on May 1, 2019, and have

continued throughout 2019, with all members completely transitioned to IngenioRx byJanuary 1, 2020. As a reminder, most day-to-day pharmacy experiences will not be affected:

Members will continue to use their prescription drug benefits as they always have,getting their medications using a retail pharmacy, home delivery, or specialty pharmacy.

Current home delivery and specialty pharmacy prescriptions and prior authorizationswill transfer automatically to IngenioRx when a member transitions, with the exception ofcontrolled substances and compound drugs (see more below).

If you use ePrescribing and are sending home delivery or specialty pharmacyprescriptions, simply select IngenioRx after your patient has transitioned.

If you do not use ePrescribing, send home delivery and specialty pharmacyprescriptions to IngenioRx after your patient has transitioned (see contact informationbelow).

Members will continue to use the same drug list.

Frequently Asked Questions When can I expect my patients to transition to IngenioRx?Most Anthem members have already transitioned to IngenioRx. The remaining members willbe transitioned on January 1, 2020. Do providers need to take any action?Federal law does not allow prescriptions for controlled substances or compound drugs to beautomatically transferred to another pharmacy, so providers with patients using thesemedications will need to send a new prescription to IngenioRx after they’ve transitioned. Will my patients be notified of this change? Anthem will notify members before they transition to IngenioRx. Members currently fillinghome delivery and specialty pharmacy medications will be notified by mail. How will a provider know if an Anthem member has moved to IngenioRx?Availity displays member PBM information under the patient information section as part ofthe eligibility and benefits inquiry. We have enhanced this section of Availity to indicate whena member has moved to IngenioRx. Availity includes the name of the PBM and date themember moved to IngenioRx, or the date the member is scheduled to move to IngenioRx.

In addition, the IngenioRx Care Team will call members to introduce them toIngenioRx and discuss the medications they take. Category: Medicare Effective January 1, 2020, the Retired Indiana Public Employees (RIPE) Insurance Trust willoffer a Medicare Preferred PPO plan under Anthem Blue Cross and Blue Shield. Retireeswith Medicare Parts A and B are eligible to enroll in the Medicare Preferred PPO plan. Theplan includes the National Access Plus benefit, which allows retirees to receive servicesfrom any provider as long as the provider is eligible to receive payments from Medicare.

Non-contracted providers may continue treating RIPEA Insurance Trust members and will bereimbursed 100% of Medicare’s allowed amount for covered services, less any member costshare. In addition, RIPEA Insurance Trust retirees pay the same cost share for both in-network andout‑of‑network services. Locally or nationwide, doctors or hospitals, in- or out-of-network —the member’s cost share doesn’t change. The Medicare Advantage plan offers the same hospital and medical benefits that OriginalMedicare covers. It also covers additional benefits that Original Medicare does not, such asan annual routine physical exam, hearing exam, LiveHealth Online and SilverSneakers®. The prefix on RIPE Insurance Trust member ID cards will be YVK. The cards will also showthe RIPE Insurance Trust name and the National Access Plus icon. Providers may submit claims electronically using the electronic payer ID for the Blue CrossBlue Shield plan in their state or submit a UB-04 or CMS-1500 form to the Blue Cross BlueShield plan in their state. Claims should not be filed with Original Medicare. Contracted andnon-contracted providers may call the Provider Services number on the back of the memberID card for benefit eligibility, prior authorization (PA) requirements and any questions aboutRIPEA Insurance Trust member benefits or coverage.
